Residents of Blue Fountain Estate, also known as EFAB Metropolis, located in the Karsana district of Abuja, have appealed to the Minister of the Federal Capital Territory (FCT), Nyesom Wike, to urgently intervene in what they describe as the illegal conversion of public spaces into residential plots by the estate’s developer.

The appeal was made in a press statement issued by the Blue Fountain Estate Homeowners and Residents Association (BFEHORA), which accused Blue Fountain Properties Ltd (BFPL)—an affiliate of EFAB Properties Limited—of violating the estate’s approved master plan for commercial gain.

Alleged Conversion of Public Infrastructure

According to the association, areas originally designated and marketed for recreational parks, schools, hospitals, and emergency facilities have allegedly been subdivided and sold as residential plots without approval.

“We wish to alert the FCT Department of Development Control that lands reserved for essential public infrastructure have been illegally converted and sold,” the residents said.

They warned that the alleged actions have left a community of about 2,000 housing units without critical services such as fire stations, healthcare facilities, and recreational spaces.

Safety and Governance Concerns Raised

BFEHORA noted that the absence of essential infrastructure poses serious risks, including poor emergency response and reduced quality of life, in an estate spanning over 200 hectares along the Murtala Mohammed Expressway.

The association also alleged financial mismanagement of facility fees collected since 2016, as well as the sponsorship of an unauthorized residents’ group aimed at undermining the recognised homeowners’ association.

Residents are demanding a forensic audit, restoration of proper estate governance, and the handover of facility management to homeowners.

Calls for Security and Regulatory Intervention

Beyond appealing to the FCT Minister, the residents also called on the Federal Capital Development Authority (FCDA), Nigeria Police, and the Department of State Services (DSS) to support investigations into the alleged violations.

Efforts to obtain comments from Blue Fountain Properties Ltd were unsuccessful as of the time of filing this report.

Appeal Aligns With Wike’s Abuja Master Plan Drive

The appeal comes amid Minister Wike’s renewed enforcement of the Abuja Master Plan, which has seen crackdowns on unauthorized developments across the Federal Capital Territory.

Residents expressed optimism that the FCT administration would act swiftly to address what they described as a serious breach threatening safety, order, and livability in one of Abuja’s fast-growing residential communities.

The Abuja Municipal Area Council (AMAC) on Friday sealed Efab Metropolis Estate, Karsana, over alleged unpaid tenement rates of ₦600 million since 2022.

The action, which began at 8 a.m., saw more than 20 officials and security operatives barricade the gates, restricting vehicles and leaving residents including lawmakers, business leaders, and retired Supreme Court Justice Paul Adamu Galumje temporarily confined.

The closure sparked protests and clashes, with the estate’s facility manager insisting that court processes on the disputed rates had not been served. Tension eased after private talks between AMAC officials and prominent residents.

AMAC’s Tenement Rate Coordinator, Ambassador Dr. Alewa Akawu Nasiru, said the council had a constitutional duty to enforce compliance but was open to negotiations. Justice Galumje stressed that defiance of judicial rulings was unacceptable, urging residents and developers to settle their obligations.
