Governor Babagana Umara Zulum of Borno State has commissioned and handed over 12 units of three-bedroom staff quarters to the Federal University of Health Sciences Azare (FUHSA), as part of efforts to strengthen tertiary education infrastructure in the North-East.

The newly completed housing project comprises two-storey buildings containing six flats each, designed to address accommodation challenges faced by academic staff of the institution.

Represented at the ceremony by the Borno State Commissioner for Housing and Environment, Mustapha Gubio, the governor said the intervention underscores his administration’s commitment to supporting educational institutions within and beyond Borno State.

According to him, providing quality accommodation for lecturers and senior staff is essential for enhancing teaching, research and overall institutional stability.

Boosting Staff Welfare

Zulum noted that staff welfare remains central to the growth and sustainability of universities, particularly specialised institutions like FUHSA, which plays a critical role in training healthcare professionals.

He emphasised that improved living conditions would enhance productivity, morale and retention of qualified academic personnel.

The Vice-Chancellor of FUHSA, Bala Audu, who was represented by the Deputy Vice-Chancellor (Administration), Mohammed Alkali, described the gesture as timely and impactful.

He expressed appreciation to the Borno State Government for the support and assured that the university management would ensure proper maintenance of the facilities.

Strengthening Education in the North-East

Stakeholders say the commissioning of the staff quarters reflects growing collaboration between state governments and federal institutions in addressing infrastructural deficits in Nigeria’s education sector.

The project is expected to improve staff accommodation, reduce logistical stress, and contribute to the long-term development of the Federal University of Health Sciences, Azare, as a centre of excellence in medical education and research.

Borno State Governor, Professor Babagana Umara Zulum, has voiced deep concern over the escalating threat posed by insurgents in the North-East, warning that the militant groups are increasingly leveraging sophisticated technologies that outmatch the current capabilities of the Nigerian military.

Speaking during an interview aired on News Central TV, Governor Zulum emphasized the urgent need for a coordinated response between federal and state authorities to tackle the evolving security landscape.

“The Nigerian Army is operating with limited resources and is currently ill-equipped to effectively respond to the advanced tactics now being employed by insurgents,” Zulum said.

He noted that insurgent groups have begun deploying modern technology, including surveillance tools and drones, to gain an advantage on the battlefield. According to the governor, Chief of Army Staff Lieutenant General Taoreed Lagbaja recently informed him of the critical need for unmanned aerial vehicles (UAVs) to enhance intelligence gathering and improve operational outcomes.

“In our recent discussion, the Chief of Army Staff stated that 32 drones are urgently needed to turn the tide. Each costs about $5.5 million. It’s time we pool resources—federal and state—to make this investment and prioritize national security,” Zulum explained.

The governor also highlighted procurement inefficiencies as a barrier to progress, criticizing reliance on contractors and urging a direct government-to-government approach to acquiring military assets. He warned that bureaucratic delays and corruption in procurement processes often derail timely delivery of essential equipment.

Zulum expressed optimism that, with political will and strategic collaboration, the insurgency could be brought under control in a short period. “If we align our efforts and do the right thing, we can end this within six months,” he asserted.

He further appealed for depoliticization of national security, stressing the importance of unity and transparency in tackling the crisis. “Security should be above politics. The Federal Government must listen to state voices. We’re ready to contribute our ideas and efforts to restore peace,” he said.

Governor Zulum’s remarks underscore growing concerns about the effectiveness of Nigeria’s current counterinsurgency strategy and add to calls for urgent reforms in defense spending and intergovernmental coordination.

Governor Zulum Embarks on Massive ₦16bn Transport Infrastructure Project

Borno State Governor, Professor Babagana Umara Zulum, on Tuesday, flagged off the construction of his administration’s fourth flyover and the dualisation of the Tashan Kano highway in Maiduguri — a major urban development project estimated at ₦16 billion.

Speaking during the groundbreaking ceremony, Governor Zulum emphasized the importance of timely delivery and transparency in public projects. He revealed that ₦8 billion, representing 50 percent of the project sum, had already been disbursed to ensure uninterrupted execution.

“We have set aside ₦8 billion for interim payments, and there will be no cost variation,” the governor stated. “I urge the contractors to maintain high standards and complete the project within the stipulated timeframe.”

The project, which forms part of the administration’s broader agenda to transform Maiduguri into a modern and efficient city, involves the dualisation of a 7.1-kilometre stretch of road from Borno Express to Molai. In addition, a new flyover bridge will be constructed downstream to improve traffic flow and reduce congestion.

According to Governor Zulum, this marks the fourth major bridge being developed under his administration, reflecting his commitment to urban renewal and sustainable infrastructure development.

Borno State Commissioner for Works, Mustapha Gubio, who provided technical details at the event, said the new flyover will differ structurally from previously constructed bridges in the city. It will span a total of 600 metres with nine spans supported by 16 piers and will include ramps of 210 metres on each side. The bridge will begin near the entrance of the Specialist Hospital and terminate near the Ngarannam bridge close to BRTV.

Gubio added that necessary structural and soil integrity tests had been successfully conducted, and that the project site required minimal compensation, ensuring that work would proceed smoothly and without delays.

The dual carriageway and flyover are expected to be delivered within eight months and four months respectively, marking another milestone in Borno’s post-insurgency reconstruction and modernization efforts.
