										<content:encoded><![CDATA[<h4 data-start="265" data-end="504">The Federal Government has taken a major step to stop the growing problem of building collapses in Nigeria. On Wednesday, the Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, launched a stronger task team to handle the issue.</h4>
<p data-start="506" data-end="778">Building collapses have caused deaths, injuries, and destroyed property. According to the minister, this is no longer acceptable. Earlier, the ministry had formed a smaller committee led by Architect Maji Liberty Alkali. That team made 18 suggestions to solve the problem.</p>
<p data-start="780" data-end="967">Now, the government wants to act fast. So, Dangiwa expanded the team by adding experts from key sectors. These include architects, engineers, builders, town planners, and estate valuers.</p>

<p data-start="969" data-end="1194">He explained that the main causes of collapse include poor building designs, low-quality materials, weak monitoring, and lack of proper approval. Therefore, teamwork among professionals is crucial to prevent future disasters.</p>
<p data-start="1196" data-end="1396">Moreover, the new team will help the government put the recommendations into action. They will also build a roadmap, create a system to monitor building practices, and suggest laws to improve control.</p>
<p data-start="1398" data-end="1599">Speaking at the event, the ministry’s Permanent Secretary, Dr. Shuaib Belgore, said the team reflects the government’s serious approach. He added that solving the problem requires input from all sides.</p>

<p data-start="328" data-end="777">This decision comes amid growing concerns over Nigeria&#8217;s rising building collapse crisis, which has resulted in loss of lives and property.</p>
<h3 data-start="779" data-end="844">Rising Building Collapses and Weak Enforcement Measures</h3>
<p data-start="846" data-end="1365">Billy Osawaru, an Edo lawmaker who sponsored the motion, urged the House to demand stronger enforcement from SON. He stressed the urgent need to eliminate fake and substandard building materials from the Nigerian market. Without strict quality control measures, he warned, unsafe construction practices will continue to endanger public safety. According to him, weak regulatory oversight and the influx of inferior materials are major contributors to Nigeria’s high building collapse rate.</p>
<p data-start="1367" data-end="1840">Citing data from the Building Collapse Prevention Guild, Osawaru revealed that Nigeria recorded 47 building collapses across 14 states in 2024. Lagos accounted for 56% of these cases, recording 13 incidents, while Abuja followed with six collapses, representing 4.37% of the total. He further disclosed that within the first months of 2025, at least three additional building collapses have already led to multiple deaths and injuries.</p>

<p data-start="2491" data-end="2860">Studies indicate that 53% of building collapses in Nigeria result from poor-quality materials and unskilled labor. Most affected buildings are private residential structures executed by local contractors who cut corners to maximize profits. The consequences have been devastating, Osawaru lamented, leading to countless preventable deaths.</p>
<p data-start="2862" data-end="3305">The House of Representatives has now resolved to conduct a full-scale investigation into SON’s regulatory failures. Lawmakers will examine the agency’s enforcement practices, scrutinize its decision-making processes, and hold responsible parties accountable for compromising safety standards. The investigation aims to introduce strong recommendations to tackle Nigeria’s substandard building material crisis.</p>

<p data-start="1006" data-end="1508">Building collapses are not uncommon in Cairo, a city where rapid urban expansion has often outpaced enforcement of safety regulations. With more than 26 million residents, the Egyptian capital has seen numerous similar incidents in recent years, often attributed to aging structures, poor maintenance, and the illegal addition of extra floors. Despite laws designed to ensure compliance with construction codes, enforcement remains inconsistent, leaving thousands of buildings vulnerable to collapse.</p>

<p data-start="1510" data-end="1947">The tragedy has once again sparked outrage over the government’s failure to address long-standing safety concerns. Survivors and local residents are calling for stricter regulations, better monitoring of construction practices, and immediate action to prevent more disasters. Many fear that unless authorities take meaningful steps to enforce building codes and penalize violators, such tragedies will continue to claim innocent lives.</p>
<p data-start="1949" data-end="2435" data-is-last-node="">As rescue workers push through the rubble in search of missing persons, grief and frustration fill the air. The victims, whose lives were cut short in an instant, are yet another reminder of the urgent need for reform in Egypt’s construction industry. While the government has pledged to investigate the incident, the people of Cairo are left wondering if real change will come or if this will be just another heartbreaking statistic in the city’s long history of preventable tragedies.</p>

<p>Despite the vibrancy of Nigeria&#8217;s real estate sector, recent tragedies point to significant challenges within regulatory frameworks, as illustrated by the latest collapse on October 31 in Ibadan, which claimed 10 lives.</p>
<p>According to the Building Collapse Prevention Guild (BCPG), Nigeria has witnessed over 135 building collapses in two years, with numerous fatalities.</p>

<p>Analysts argue that while building regulations exist, such as the National Building Code and various Lagos State laws, enforcement remains weak. The Council for the Regulation of Engineering in Nigeria (COREN) identified its own Act’s limitations, noting that it lacks prosecutorial powers over building owners responsible for collapses.</p>
<p>COREN spokesperson, Engr. Dominic Akuboh, expressed frustration, stating, “Even when investigations reveal culpable building owners, COREN’s enabling Act does not permit us to prosecute, although there are efforts to address this through collaborations with the Independent Corrupt Practices Commission.”</p>
<p>In Lagos State, a variety of laws cover construction, including the Urban and Regional Planning Law and the Building Control and Stage Certification Process Law.</p>
<p>However, property consultants argue that enforcement gaps undermine these measures. Lillian Odunawo, a property consultant, noted, “The issue isn’t a lack of laws but ineffective enforcement, exacerbated by corruption and negligence in monitoring agencies.”</p>

<p>The Nigerian Society of Structural Engineers echoes this sentiment, attributing frequent collapses to non-professional practices, substandard materials, and a lack of strict oversight.</p>
<p>The organization advocates that violators face legal consequences, with licenses revoked for implicated professionals and properties forfeited to the government.</p>
<p>Professional bodies such as the Council of Registered Builders of Nigeria urge stricter government intervention to enforce compliance and penalize violators.</p>
<p>Samson Opaluwah, chairman of the council, emphasized that “Government agencies must enforce existing laws vigorously.</p>
<p>Repeated collapses underscore the need for accountability, particularly in urban centers where construction standards should be highest.”</p>
<p>Additionally, experts are calling for a complete overhaul of Nigeria’s building regulations to mandate regular monitoring of structures like bridges and high-rise buildings, particularly in high-risk states such as Lagos.</p>
<p>The Nigerian Institution of Surveyors advocates for a national bill to ensure rigorous oversight at every construction stage to prevent collapses.</p>
<p>Under existing laws, developers are required to secure insurance coverage, which includes protection for third parties.</p>
<p>However, insurance firms are often not involved in construction monitoring, limiting their ability to enforce safety standards. Stakeholders contend that stricter insurance regulations could improve adherence to building codes by holding developers financially accountable.</p>
<p>Despite the legislative gaps, experts agree that existing regulations provide a foundation for safe construction, but compliance and enforcement are lacking. “With adequate adherence to the law, Nigeria’s real estate sector could be a model for sustainable and safe building practices,” said Dotun Bamigbola, former chairman of the Nigerian Institute of Estate Valuers and Surveyors.</p>
<p>Without immediate action to address legislative inadequacies and strengthen enforcement, experts warn that building collapses will continue, jeopardizing lives and investments across Nigeria.</p>
