The Federal Government has officially handed over the construction of a new Carter Bridge in Lagos to China Civil Engineering Construction Corporation (CCECC) as part of efforts to strengthen critical infrastructure and improve public safety.

The handover ceremony took place at Carter Bridge on Lagos Island, according to a statement issued in Abuja by the spokesperson to the Minister of Works, Francis Nwaze.

Umahi Explains Need For New Bridge

Minister of Works, Dave Umahi, said the decision to reconstruct the bridge followed years of structural investigations that revealed serious defects beneath both Carter Bridge and the 3rd Mainland Bridge.

According to Umahi, underwater investigations into the structural integrity of the bridges first began in 2013, with another assessment conducted in 2019.

“The past administration commissioned an investigation of what was happening with the structural elements below the water, and that was in 2013. And the very disturbing defects were noticed in Carter Bridge and 3rd Mainland Bridge,” Umahi said.

Investigations Revealed Structural Defects

The minister explained that after the current administration assumed office, additional underwater investigations were carried out involving geologists and specialist divers.

The findings reportedly confirmed that some of the bridge piles had shifted from their pile caps, raising concerns about the long-term stability of the structures.

Umahi disclosed that the Federal Government subsequently engaged local and foreign bridge experts, stakeholders, and members of the National Assembly to determine the best engineering solution.

FG Chooses Reconstruction Over Repairs

According to the minister, experts advised that repairing the Carter Bridge would cost nearly twice the amount required to build a completely new bridge.

Following technical reviews and consultations, the Federal Government approved the construction of a modern replacement bridge to ensure safety and durability.

The project forms part of the Tinubu administration’s infrastructure renewal agenda aimed at protecting critical national assets and improving transportation networks across the country.

Bayelsa State has signed an MoU with China Civil Engineering Construction Corporation (CCECC) to develop infrastructure, agriculture, aquaculture, and housing projects.

Governor Douye Diri signed the deal in Beijing, describing CCECC as a key development partner. CCECC President Chen Sichang said the firm will invest in community roads, power, water supply, and farming projects.

Sichang highlighted CCECC’s ongoing 630-metre Angiama-Oporoma bridge project, its longest stand-alone bridge in Nigeria, and pledged timely delivery.

Diri noted that the state had cleared inherited debts to strengthen collaboration and announced plans to invite President Bola Tinubu to commission the bridge in February 2026.

The Federal Government has removed China Civil Engineering Construction Company (CCECC) from the Port Harcourt-bound section of the Enugu–Port Harcourt Expressway for substandard performance.

Minister of Works, Senator David Umahi, announced the decision after inspecting federal road projects in the South-East and South-South. He said CCECC ignored multiple warnings and failed to meet the Ministry’s construction standards, describing the 43-km Aba–Port Harcourt stretch as “near collapse.”

Umahi ordered a 14-day termination notice, directing CCECC to fix the defective binder at its own cost or face contract cancellation. The project will be re-awarded to competent indigenous contractors.

Meanwhile, Umahi reported that work on Section II of the expressway (Umuahia Tower–Aba Rail/Road Crossing), handled by Arab Contractors, has reached 85% completion. He also ordered weekly inspections to ensure quality and timely delivery.

The Minister of Works, Dave Umahi, has ordered the immediate issuance of a 14-day termination notice to the China Civil Engineering Construction Corporation (CCECC) for allegedly executing substandard work that has led to the near-collapse of the Port Harcourt–Aba Road.

Umahi gave the directive during an inspection of federal road projects in Rivers State, expressing deep frustration over the deteriorating state of the 43-kilometre dual carriageway.

He accused CCECC of ignoring engineering specifications despite repeated warnings from the ministry, describing the road’s condition as “a national embarrassment.”

“We are at the Port Harcourt-bound Aba route being constructed by CCECC, which is on the verge of total collapse,” Umahi said. “This project was inherited, and since we came on board, we’ve been injecting funds to complete one carriageway.”

The minister explained that the ministry had earlier agreed with CCECC to use concrete on the shoulders and asphalt on the main carriageway for improved durability. However, the company allegedly violated this agreement by laying binder courses over long stretches without finishing the shoulders or applying the final wear coat, a shortcut that has already resulted in failures on sections completed two years ago.

After issuing over 20 official warnings, Umahi announced that the ministry would de-scope the Port Harcourt-bound section from CCECC’s contract and hand it over to competent indigenous contractors.

He warned that CCECC must either correct the defects at its own cost or risk having all its ongoing projects across Nigeria suspended.

“I will direct the ministry to engage qualified indigenous contractors for the Port Harcourt-bound lane,” Umahi stated. “If CCECC fails to mill out and replace the defective binder, we will terminate all their contracts nationwide.”

Umahi also revealed plans to publish all correspondences with CCECC to ensure transparency and safeguard public funds, adding that the government will not condone any act that undermines President Bola Ahmed Tinubu’s infrastructure renewal drive.

He directed the Federal Controller of Works in Rivers State to issue the formal termination notice, along with documented warnings, to CCECC’s head office before Wednesday.

The Rivers State Executive Council has revoked the ₦134 billion contract for the reconstruction of the State Secretariat complex in Port Harcourt, earlier awarded to the China Civil Engineering Construction Corporation (CCECC) by the former sole administrator, Vice Admiral Ikot Ete Ibas (rtd).

The decision, reached at the Council’s meeting on Thursday, followed a review of contracts awarded during the period of emergency administration. The Council also directed CCECC to refund the ₦20 billion mobilisation fee already paid to the company.

In another development, the Council approved the establishment of a six-member committee chaired by the Deputy Governor, Prof. Ngozi Odu, to assess and recommend locations for the construction of Computer-Based Test (CBT) centres across the state to support external examinations.

Additionally, the flood management committee, also led by the Deputy Governor, was instructed to intensify efforts to address flooding in Port Harcourt and other affected areas. The Council warned residents to stop blocking drainage channels to prevent further flooding.
