Experts argue that expanding housing delivery has the potential to stimulate manufacturing, create millions of jobs, deepen local supply chains, and accelerate the country’s ambition of becoming a $1 trillion economy.

According to industry analysts, addressing Nigeria’s housing deficit should go beyond constructing residential units. They contend that every housing project should strengthen domestic industries by encouraging the production of locally manufactured building materials, developing technical skills, supporting indigenous contractors, and promoting technology transfer. Such an approach would ensure that housing investments generate long-term economic value beyond the buildings themselves.

The report emphasised that partnerships with international developers and investors should be structured to build Nigeria’s industrial capacity rather than create dependence on foreign expertise. Large-scale housing programmes, it noted, should leave behind stronger local companies, skilled workers, improved manufacturing capability, and sustainable construction technologies that enable the country to scale future housing delivery independently.

Stakeholders also highlighted the importance of integrating housing policy with broader economic development objectives. Increased investment in infrastructure, affordable mortgage financing, land administration reforms, and industrial production would not only improve access to housing but also stimulate economic activity across multiple sectors, including cement, steel, logistics, finance, and professional services.

Experts believe that housing remains one of the few sectors capable of creating employment across every stage of the value chain, from raw material production and construction to transportation, retail, and property management. They argue that a well-designed national housing strategy could significantly expand the middle class by creating higher incomes and improving homeownership opportunities.

They concluded that Nigeria’s path to a $1 trillion economy will depend not only on building more homes but on using housing as a catalyst for industrialisation, wealth creation, innovation, and inclusive economic growth. By transforming housing into a productive economic sector, the country can generate lasting benefits that extend far beyond reducing its housing deficit.

Confirming his attendance at the upcoming African Mining Week in South Africa, the Minister emphasized the federal government’s resolve to establish Africa as a premier, globally competitive destination for mining investments through aggressive regulatory adjustments and structured regional partnerships.

Speaking in Abuja during a strategic session with the event organizers, Energy Capital and Power, Alake stated that the nation’s upcoming participation coincides with a crucial milestone for continental resource governance. This development follows the presidency’s recent endorsement of the Africa Minerals Strategy Group Charter, alongside the Minister’s appointment as the pioneer head of the organization’s steering committee.

According to the ministry, the central government intends to utilize the international gathering to transition its policy blueprints into actionable cross-border ventures, unified regulatory approaches, and sustainable financing models. The administration’s current sectoral roadmap targets raising the mining industry’s contribution to the national gross domestic product to 10 percent by expanding national exploration projects, improving geological data collection, and strictly enforcing local mineral beneficiation laws.

Nigeria is actively strengthening bilateral ties with key regional counterparts, including South Africa and South Sudan, recognizing that long-term global competitiveness requires integrated continental markets and shared infrastructure. A major highlight of the upcoming summit will be an exclusive roundtable focusing on the deployment of the Africa Minerals and Metals Exchange, mineral tokenization frameworks, and public-private funding options designed to secure the continent’s place in strategic global supply chains.

The disclosure was made ahead of the 5th African Natural Resources and Energy Investment Summit scheduled to hold in Abuja. Stakeholders noted that the inflow reflects increasing interest in Nigeria’s vast mineral resources and the government’s efforts to position mining as a major contributor to economic growth.

Officials said the investments were secured across several mineral value chains, including lithium, gold, and other critical minerals that are increasingly important to global industrial development and the clean energy transition.

Speaking on the development, representatives of the Ministry of Solid Minerals Development stated that the achievement demonstrates the impact of ongoing reforms aimed at improving transparency, attracting investors, and strengthening regulatory frameworks within the sector.

They explained that mining investments typically require extensive planning, geological exploration, financing arrangements, and infrastructure development before reaching production stages. As a result, attracting billions of dollars in investment commitments within a relatively short period is seen as a positive signal for the industry.

According to the ministry, the government’s focus remains on moving beyond raw mineral exports by promoting local processing, value addition, and industrial development. Officials believe this approach will create jobs, increase revenue generation, and support long-term economic diversification.

The upcoming African Natural Resources and Energy Investment Summit is expected to bring together policymakers, investors, industry leaders, and development partners to discuss opportunities across Africa’s natural resources and energy sectors.

Organisers said discussions will focus on strategies for unlocking investment, strengthening regional collaboration, expanding critical mineral development, and improving infrastructure needed to support sustainable growth across the continent.

Industry experts have noted that rising global demand for minerals used in renewable energy technologies, electric vehicles, and manufacturing continues to increase investor interest in Africa’s mining sector. Nigeria is positioning itself to benefit from this trend through policy reforms and efforts to formalise mining activities.

The Federal Government has repeatedly identified solid minerals as a key pillar of its economic diversification agenda, with ongoing initiatives aimed at increasing the sector’s contribution to gross domestic product, export earnings, and employment generation.

Stakeholders expressed optimism that continued reforms, improved investment conditions, and stronger public-private partnerships will further unlock the sector’s potential and attract additional capital in the coming years.

The Secretary to the State Government (SSG), Dr. Mohammed Goje, disclosed this during a celebration marking Governor Buni’s seven years in office, highlighting progress in housing and urban development.

Over 2,350 Housing Units Delivered Across Yobe

According to the government, the administration has implemented an ambitious housing programme that has delivered more than 2,350 housing units across the state.

A major component of the initiative is the construction of 1,000 housing units in Damaturu, which has significantly transformed the state capital and expanded access to residential accommodation.

The government said the project is designed to support urban expansion and improve living conditions for residents.

50% Housing Subsidy for Citizens

Dr. Goje noted that the administration introduced a 50 percent housing subsidy to make home ownership more affordable for low- and middle-income earners.

The policy has reportedly increased access to housing, strengthened social stability, and improved public confidence in government housing initiatives.

Economic Diversification Through Key Projects

Beyond housing, the administration has focused on economic diversification through investments in commerce and industry.

Key projects include the Damaturu Modern Market and the ongoing Damaturu City Mall, both of which are expected to stimulate trade, create jobs, and attract private investment.

Industrial Growth and Job Creation

The government also highlighted progress in industrial development, including the establishment of processing facilities such as a Sesame Cleaning, Processing and Packaging factory.

These initiatives are aimed at boosting agricultural value chains, increasing productivity, and creating employment opportunities for residents.

Long-Term Development Strategy

Dr. Goje said the administration’s investments in housing and industry are part of a broader strategy to improve living standards and promote sustainable development.

He added that the government remains committed to expanding urban infrastructure, strengthening economic diversification, and ensuring long-term prosperity for future generations in Yobe State.

Speaking at the 2025 Nigeria Mining Week held in Abuja, the President represented by the Secretary to the Government of the Federation, Senator George Akume described the country’s mineral wealth as a powerful but underutilized tool for national development.

“Nigeria has no reason to be poor, given our abundant resources and talented people,” he said.

“Our challenge is to harness these potentials to bring prosperity to all. Let us turn our minerals into miracles of development. ‘Minerals to Miracles’ must be our rallying cry.”

President Tinubu described the Nigeria Mining Week as an emerging global platform that is helping to shape the nation’s economic trajectory through strategic dialogue and collaboration between government, investors, and operators. He reaffirmed the Federal Government’s commitment to creating a secure and business-friendly environment across all mining zones, ensuring the safety of investors, workers, and host communities alike.

“When our mining sector thrives, it signals that value-added resource development is Africa’s way forward,” he added.

Highlighting Africa’s strategic importance to the global economy, the President noted that the continent holds approximately 30 percent of the world’s known mineral reserves—including many critical minerals essential to 21st-century industrialization. He urged African nations to manage these resources responsibly and ensure more value remains within their own economies through job creation and the development of local industries.

“We must harness this wealth responsibly, ensuring that more value remains within our economies, creating jobs and industrial clusters,” he said.

The forum also drew insights from the Nigeria Extractive Industries Transparency Initiative (NEITI), with the organization’s Executive Secretary, Dr. Orji Ogbonnaya Orji, describing Nigeria’s mining sector as standing at a defining moment. According to him, recent reforms are targeting the transition of the industry from an informal and underperforming state into a central pillar of Nigeria’s economic diversification and energy transition plans.

He referenced NEITI’s 2023 Solid Minerals Industry Report, which revealed that although revenues grew from ₦339.57 billion in 2022 to ₦401.87 billion in 2023, the sector’s contribution to GDP remains below 1 percent.

“Our data further reveal that artisanal and small-scale mining accounted for over 80 percent of total production volumes but contributed less than 30 percent of royalties paid. This underscores deep governance and structural challenges that demand urgent reform,” he said.

Speaking during a special mining forum hosted by the Kaduna Mining Development Company on the sidelines of the event, Dr. Orji also emphasized the importance of transparency and accountability in repositioning state-owned mining enterprises. He stressed that sub-national mining companies can play a strategic role in attracting investment and driving institutional reform, particularly at the state level.

In a related address, NEITI’s Deputy Director of Communications and Stakeholders Management, Chris Ochonu, urged policymakers to establish a harmonized, transparent, and predictable regulatory framework for Nigeria’s solid minerals sector. He noted that while the licensing process has improved, unresolved issues such as policy overlaps and multiple taxation continue to deter credible investors and limit sectoral growth.

“There is a need for equal attention to these structural challenges if the sector is to realize its full potential,” he said.

The Minister of Solid Minerals Development, Dr. Oladele Alake, also delivered a comprehensive update on reforms initiated by the Tinubu administration. He outlined steps taken to reposition the sector as a growth driver for the national economy, including new monitoring mechanisms, policy interventions, and investment incentives.

As global demand for critical minerals intensifies, the 2025 Nigeria Mining Week has reinforced its role as a key platform for policy dialogue, investment mobilization, and collaborative action. For Nigeria, the path forward is clear: its mineral wealth must become the foundation of a more prosperous, inclusive, and industrialized future.

The International Monetary Fund (IMF) has warned that Nigeria’s economic stability is at serious risk if it fails to act swiftly on climate change.

In its 2025 Article IV Consultation Report, the IMF stated that extreme weather events such as flooding, sea-level rise, and droughts are already weakening Nigeria’s economy and could push the country further into debt if not urgently addressed.

Lagos, Nigeria’s commercial and financial hub, is especially vulnerable. Rising sea levels could damage critical infrastructure, disrupt agricultural output, and strain public finances.

“Climate risks are now a major threat to Nigeria’s growth outlook, fiscal health, trade, and financial stability,” the report warned.

Nigeria’s public debt surged to 52.3% of GDP in 2024, up from 41.5% in 2023, driven by increased borrowing and a weakening naira. Debt servicing costs also rose to 4.1% of GDP, compared to 3.7% the previous year, according to the African Development Bank.

The IMF warned that climate-related shocks combined with sluggish growth and declining tax revenue could further widen fiscal and external financing gaps.

Although relatively small, Nigeria’s financial sector is heavily concentrated in Lagos, making it highly vulnerable to flood and climate-related risks. Such exposure could impair asset quality and threaten broader financial stability.

To avoid long-term economic damage, the IMF urged Nigeria to:

Increase investment in climate adaptation and resilience

Improve revenue through tax reform

Diversify the economy beyond oil

Integrate climate policy into national development planning

While acknowledging recent fiscal reforms, the IMF emphasized that current efforts are insufficient to shield the economy from worsening climate threats.

“Without a comprehensive strategy to address both climate and fiscal challenges, Nigeria risks undermining its long-term economic future,” the report concluded.

The Fund called on the government to take immediate, coordinated action to secure sustainable and resilient economic growth.
