The Enugu State Government has explained its decision to approve the construction of a combined 19,000 housing units, describing the initiative as part of efforts to address the state’s growing housing needs and support wider urban development.

The government said the housing projects are intended to increase the supply of homes while supporting the development of emerging communities across the state.

Government expands housing supply

According to the state government, the planned developments form part of a broader housing strategy aimed at responding to increasing demand for residential accommodation.

The scale of the programme reflects the government’s view that expanding housing supply is necessary as Enugu’s population grows and urban areas continue to develop.

The administration of Governor Peter Mbah has increasingly positioned housing development alongside infrastructure and economic expansion as part of its broader development agenda.

Housing linked to urban development

The proposed housing units are expected to contribute to the expansion of residential communities and create demand for supporting infrastructure.

Roads, drainage, water supply, electricity and other public services will be important to ensuring that the new developments function as sustainable communities rather than simply collections of houses.

This is particularly important as housing projects expand beyond established urban centres.

Without adequate infrastructure and connectivity, large housing developments can create additional pressure on transportation networks and public services.

The affordability question

The approval of thousands of housing units is significant, but the number of homes alone will not determine whether the programme addresses Enugu’s housing challenge.

Nigeria has experienced numerous cases of stalled and abandoned housing developments, making project execution an important consideration for any large housing programme.

Beyond the number of houses

The 19,000-unit target provides an indication of the scale of Enugu’s housing ambition.

However, the real measure of success will be how many units are eventually completed, how many households can afford them and whether the surrounding infrastructure can support the communities.

For Enugu, the initiative presents an opportunity to combine housing delivery with better urban planning, infrastructure provision and economic development.

The Enugu State Government has allocated land in the state capital for the establishment of a Digital Fabrication Centre by the Industrial Training Fund (ITF) as part of efforts to strengthen technical skills, innovation and local manufacturing.

Governor Peter Mbah approved the allocation following a visit by a delegation from the ITF to the Enugu Government House. He described the proposed centre as part of his administration’s strategy to position the state as a destination for investment, technology and industrial development.

Mbah said the growing influence of digital technologies on traditional industries makes it necessary to equip young people with technical skills that can prepare them for the future of work.

He noted that Enugu has already incorporated technical education into its basic education system, with areas such as digital literacy, robotics and mechatronics receiving greater attention.

The governor also said the state has established smart schools equipped with robotics centres, mechatronics laboratories and other modern learning facilities.

According to him, the proposed ITF centre will complement these efforts by strengthening technical training, encouraging innovation, supporting local manufacturing and creating employment opportunities for young people.

ITF Targets Internationally Competitive Artisans

The Director-General of the ITF, Dr Afiz Oluwatoyin Ogun, said the organisation is working to improve the skills of Nigerian artisans and bring them closer to international standards.

He pointed to the Skill-Up Artisans (SUPA) Programme, which is designed to train, certify and licence artisans while improving the quality of technical services available in the country.

Ogun said the ITF had already established a Digital Fabrication Centre in Ikeja, Lagos, with the capacity to produce more than 400 different products.

The Fund is seeking to establish a similar facility in Enugu, with comparable production capacity.

Centre to Support Local Manufacturing

The proposed facility is expected to combine digital technologies with manufacturing and technical training.

The ITF said the initiative is intended to reduce Nigeria’s dependence on imported products while preparing workers for opportunities created by the Fourth Industrial Revolution.

Technologies such as artificial intelligence, robotics and computer-aided manufacturing are increasingly changing how products are designed, developed and manufactured.

The ITF believes that developing these capabilities locally could help Nigerian artisans and young people compete in a more technology-driven economy.

Ogun also expressed the Fund’s willingness to work with private-sector organisations through public-private partnerships (PPPs) to expand opportunities within Nigeria’s artisanal and technical workforce.

The ITF delegation subsequently visited one of Enugu State’s smart schools to assess some of the facilities already being developed by the state.

The planned Digital Fabrication Centre therefore represents more than another skills-training facility. If properly implemented, it could strengthen the connection between technical education, digital manufacturing, entrepreneurship and employment in Enugu.

For Nigeria, the bigger challenge will be ensuring that investments in technical infrastructure translate into practical skills, locally produced goods and sustainable employment rather than remaining isolated projects.

The Enugu State Government has regained control of a 1.4-hectare property in Wuye District, Abuja, following a prolonged dispute over alleged attempts by land grabbers to take over the site.

The recovered property, located at Plot 804, Cadastral Zone B03, Wuye District, is now being developed as the Woodlands Estate, a housing project being delivered through a partnership between the Enugu State Government and Tout Moi Nigeria Limited.

The project was officially flagged off in Abuja after the state government successfully reclaimed the property. Officials said the land had originally been allocated to Enugu State by the Federal Capital Development Authority (FCDA) but became the subject of a dispute that lasted several years.

The Permanent Secretary/Liaison Officer of the Enugu State Liaison Office in Abuja, Barrister Chukwuka Ugwu, said the state government eventually intervened to protect its interest in the property.

He also called for stronger land administration and documentation in the Federal Capital Territory to prevent multiple allocations and ownership disputes.

According to him, a properly documented land administration system would make it more difficult for the same property to be allocated to different individuals or organisations and would provide greater protection for legitimate property owners.

Project Delayed by Land Dispute

The Principal Architect of Tout Moi Nigeria Limited, Arc. Maryam Bello Barkindo, said the development had been delayed for about three years because of challenges surrounding the property.

She explained that the developers spent about six months dealing with attempts to take over the site before the intervention of the Enugu State Government enabled them to regain access through lawful channels.

Barkindo said the experience demonstrated the importance of effective land administration and proper legal processes in protecting legitimate property investments.

Woodlands Estate to Provide 43 Housing Units

The Woodlands Estate is planned as a green housing development comprising 43 units, including high-rise apartments, terrace buildings and semi-detached houses.

The development will also feature a clubhouse and recreational facilities, with sustainability incorporated into the project’s design.

The developers said the project will focus on measures including energy reduction, waste recycling and the use of materials and construction processes that conserve energy.

Stakeholders at the project launch said sustainable development should become a central part of Nigeria’s approach to urban housing rather than being treated as an optional feature.

Land Administration Remains a Major Housing Challenge

The dispute has also drawn attention to broader problems within Nigeria’s land administration system.

Hassan Usman, Managing Director and Chief Executive Officer of New Frontier Development Limited, said weaknesses in land titling, development approvals and access to long-term financing continue to limit investment in the housing sector.

He argued that delays in obtaining titles, Certificates of Occupancy and development approvals ultimately add to the cost of housing because developers incur additional expenses while projects remain stalled.

Usman advocated comprehensive cadastral mapping and computerised land records that would allow prospective property owners to independently verify ownership and property boundaries before committing their money.

A transparent digital land information system, he said, could reduce fraudulent claims, improve confidence in the property market and make land transactions more secure.

High Construction Costs Also Threaten Affordability

The Enugu State Government also highlighted the rising cost of construction materials as another major barrier to affordable housing.

Ugwu said the cost of materials such as cement, steel and timber makes it increasingly difficult for developers to deliver homes at prices accessible to ordinary Nigerians.

He called for government incentives, subsidies and policies that encourage local production of construction materials as part of efforts to bring down building costs.

The stakeholders also stressed the importance of public-private partnerships in expanding housing supply, improving infrastructure and introducing more sustainable development models.

The Woodlands Estate therefore represents more than a single housing project. Its development highlights three interconnected challenges facing Nigeria’s housing market: secure land ownership, affordable construction and access to reliable housing finance.

For the sector to deliver housing at scale, stakeholders say reforms in these areas will be necessary alongside increased investment in physical development.

For more than three decades, residents of Mgbidi community in Awgu Local Government Area of Enugu State have struggled to complete a bridge project initiated and funded through communal efforts, but the structure remains unfinished.

With the project estimated at about 55 per cent completion, the community is now appealing to Governor Peter Mbah and elected representatives from the area to intervene and rescue it from decades of infrastructural neglect.

Speaking on the abandoned project, President-General of Mgbidi Central Union (MCU), Barrister Tochukwu Nzeh, said the community had exhausted its resources and could no longer sustain the project due to the rising cost of construction materials.

“We have done our best as a community, but we can no longer continue. We are appealing to Governor Peter Mbah to come to our aid and help us complete this bridge,” Nzeh said.

He lamented that despite its population, economic contributions and historical significance, Mgbidi has continued to suffer neglect from successive administrations.

According to him, there is little or no government presence in the two autonomous communities that make up Mgbidi, while basic infrastructure such as healthcare facilities remains in poor condition.

Beyond the bridge project, Nzeh highlighted the deplorable state of the community’s only access road — a seven-kilometre stretch linking Mgbidi to neighbouring Mmaku on the Awgu-Oji River Federal Road.

He explained that the road, originally constructed through communal efforts more than a century ago, has deteriorated significantly and remains a major challenge for residents.

The road traverses the entire community and extends to Adani Ezioha village, which hosts the National Youth Service Corps (NYSC) Orientation Camp.

Nzeh noted that completing the bridge and rehabilitating the road would not only benefit Mgbidi but also neighbouring communities including Nenwenta, Nkwe and Ezere, whose residents depend on the route for transportation and economic activities.

“Besides connecting the two autonomous communities in Mgbidi, this road and bridge, when completed, will bring immense relief to neighbouring communities and boost economic activities in the area,” he stated.

As a predominantly agrarian community, Mgbidi is known for producing vegetables, cassava, pineapples and other farm produce supplied to major markets in Enugu, Awka, Onitsha, Aba and Port Harcourt.

However, residents say poor road infrastructure has continued to hinder economic activities, making it difficult for farmers to transport goods to markets and discouraging buyers from visiting the area.

Community leaders also noted that the poor road network has created hardships for traders, students, pregnant women and elderly residents, particularly during the rainy season when sections of the road become nearly impassable.

Nzeh said Mgbidi, with a population of more than 52,000 people, remains one of the largest farming communities in Awgu Local Government Area and possesses significant tourism potential.

He identified natural attractions such as caves, waterfalls and other scenic sites that could attract tourists and investors if supported with adequate infrastructure.

Community leaders argue that Mgbidi’s strategic importance and contributions to the development of the area make its prolonged neglect difficult to justify.

The community is widely recognised as the ancestral home of the late Chief G.I. Oko, a prominent leader whose contributions were instrumental to the creation of the old Awgu Division during the colonial era.

A community leader, Ichie Matthew Okpara, and a retired civil servant, Chief Festus Ifeji, expressed concern over the continued neglect of the area despite its historical significance.

“For years, the people have watched neighbouring communities benefit from government projects while Mgbidi remained on the margins,” Ifeji said.

He added that the poor condition of roads, healthcare facilities and other critical infrastructure has continued to limit economic opportunities and force many young people to migrate in search of better prospects.

Speaking emotionally, 98-year-old Ichie Okpara appealed to Governor Mbah to intervene and ensure the completion of the bridge project during his lifetime.

Earlier this year, an indigene of the community drew public attention to the plight of Mgbidi through a viral video highlighting the deplorable state of the road and the abandoned bridge project.

The resident recalled that construction of the bridge had already commenced while he was still in primary school but lamented that decades later, the project remains unfinished due to lack of funding.

While commending Governor Mbah for ongoing developmental projects across Enugu State, including the Smart School project under construction in Mgbidi, he appealed for similar intervention in road and bridge infrastructure.

“I have seen the transformation taking place across Enugu State under Governor Peter Mbah. I believe he will extend the same intervention to Mgbidi and bring an end to decades of hardship suffered by our people,” he said.

Also speaking, an Enugu-based cleric from the community, Pastor Edwin Ogbonna, called for urgent government intervention, noting that residents had continued to pray for a breakthrough on the project.

For many residents, the appeal goes beyond completing a bridge or rehabilitating a road. It represents a call for inclusion, development and recognition after more than 30 years of waiting.

Having sustained the project through communal efforts for decades, the people of Mgbidi say their hope now rests on government intervention to finally turn their long-awaited dream into reality.

Vehicular movement has been brought to a standstill after severe erosion cut off a section of the Oji–Awgu Federal Highway, a major road linking several communities in Oji River and Awgu Local Government Areas of Enugu State.

The incident occurred following a heavy downpour that began on Friday night and continued into Saturday morning, causing extensive damage to the critical road corridor.

Federal Lawmaker Calls for Emergency Intervention

Leading a joint inspection of the affected area, the member representing Aninri/Awgu/Oji River Federal Constituency, Hon. Anayo Onwuegbu, described the development as unfortunate and deeply concerning.

According to him, a significant section of the federal highway was completely washed away by erosion triggered by the heavy rainfall, cutting off connectivity between affected communities.

Onwuegbu appealed to the Federal Ministry of Works to treat the situation as an emergency, stressing the need for immediate reconstruction to restore access and ease the hardship currently faced by residents and commuters.

The lawmaker, a chieftain of the All Progressives Congress (APC), emphasized that urgent action is required to prevent further deterioration and economic disruption in the area.

Oji River Chairman Commends Swift Response

Also speaking during the inspection, the Chairman of Oji River Local Government Area, Hon. Greg Anyaegbudike, commended Onwuegbu for his prompt intervention following the incident.

Anyaegbudike praised the federal lawmaker for facilitating the visit of the Federal Controller of Works in Enugu State to assess the damage firsthand.

He urged continued engagement with the Federal Ministry of Works headquarters in Abuja to secure approval for emergency reconstruction works.

Federal Controller Identifies Cause of Road Failure

The Federal Controller of Works in Enugu State, Engr. Smart Emesim, expressed shock over the extent of the damage caused by the erosion.

According to Emesim, the road failure resulted largely from the improper termination of culvert outlets, which accelerated water flow and weakened the road embankment.

He explained that the affected drainage infrastructure was not included in the original road construction contract, leaving the corridor vulnerable to erosion.

The controller assured residents that the Federal Ministry of Works would commence the necessary processes to address the emergency and restore the damaged section of the highway.

Additional Erosion Threats Discovered

During the inspection exercise, officials identified four additional locations along the Oji–Awgu road corridor facing serious erosion threats.

The delegation also included the member representing Oji River State Constituency in the Enugu State House of Assembly, Hon. Osita Eze, and the Chairman of Awgu Local Government Area, Hon. Uche Okolo, alongside other community leaders.

Call for Long-Term Solutions

The joint assessment concluded with a renewed call for urgent federal intervention and sustainable erosion-control measures to safeguard the highway and surrounding communities.

Tension is rising in Enugu State as host communities protest an alleged plan by the state government to convert part of a school land into a commercial housing estate.

Residents of Amauzam-Ugbawka and Agbani communities in Nkanu East Local Government Area staged a protest over reports that undeveloped portions of the Girls Special Science School, Agbani, have been earmarked for a housing project.

The protesters described the move as “land grabbing,” insisting that the land was originally acquired for educational purposes and should not be repurposed without due consultation.

Carrying placards, the demonstrators said the development would further dispossess them of ancestral land, more than two decades after the school was established without clearly defined boundaries.

They called on Governor Peter Mbah to intervene by halting the proposed housing project and ensuring proper demarcation of the school’s land.

According to the communities, the disputed land spans Ugbawka Amauzam and Agbani and was acquired during the administration of former governor Chimaroke Nnamani without adequate consultation or clear boundary definition.

The protesters said repeated efforts to resolve the issue had yielded no results. They recalled writing to the administration of former governor Ifeanyi Ugwuanyi in 2016, requesting a formal survey and clarification of the school’s boundaries.

They also noted that a similar appeal was made to the current administration in 2024, seeking either the return of unused land or compensation for affected families.

Although security personnel prevented the protesters from gaining access to the Government House, a petition outlining their grievances was submitted.

In the petition, community leaders expressed frustration over what they described as a breach of trust, alleging that earlier discussions around resizing the school land had now been replaced with plans for commercial development.

They urged the government to respect the provisions of the Land Use Act by engaging host communities, returning unutilised land, and compensating those whose lands had already been taken.

The controversy highlights growing concerns over land administration and urban development in Enugu, particularly as housing expansion increasingly intersects with community land rights.

The Enugu State Government has approved a major reform of its land administration system, unifying land use charge and ground rent into a single payment while reducing the combined cost by over 69 per cent, in a move aimed at eliminating illegal levies and improving the state’s investment climate.

The reform also includes a ban on the activities of non-state actors, popularly known as Ogbonecheagu, who have been accused of illegally collecting levies from investors and property developers across the state.

Governor Peter Mbah announced the decisions as part of his administration’s broader economic transformation agenda designed to remove barriers to development, curb revenue abuse, and restore investor confidence in Enugu’s land sector.

Under the new policy, property owners will now pay a Unified Land Use Charge annually through the Enugu State Internal Revenue Service (EIRS), regardless of whether their properties are located within estates or outside them. The harmonised charge replaces multiple payments that previously burdened residents, developers, and businesses.

The announcement was made at a stakeholder town hall meeting on land sector development held at the International Conference Centre, Enugu. The governor was represented by the Secretary to the State Government (SSG), Chidiebere Onyia.

Onyia said the Mbah administration was committed to building a transparent, efficient, and investor-friendly land administration system anchored on legality, digitisation, and accountability.

“Land is the legal foundation for housing, infrastructure, agriculture, commerce, and investment. Since inception, this administration has pursued deliberate reforms to modernise land governance, reduce uncertainty, curb abuse, and restore public confidence in the land tenure system,” Onyia said.

He explained that the reforms were guided by transparency, predictability, digitisation of records, and strict adherence to statutory processes for land allocation, registration, and development control. According to him, effective land governance also requires continuous engagement with communities, professionals, investors, traditional institutions, and citizens.

As part of enforcement measures, Onyia disclosed that a task force has been constituted to ensure compliance with the ban on illegal levies. He urged local government chairmen, traditional rulers, and presidents-general of town unions to convene meetings with groups involved in unauthorised levy collection and ensure such practices stop immediately.

Members of the public who are compelled to pay illegal charges were encouraged to submit evidence to Whistleblowing@enugustate.gov.ng for prompt government intervention.

The government’s actions followed the recommendations of a multi-stakeholder Committee on Land-Related Revenue and Administration, set up to address complaints of multiple taxation and revenue abuse in the state.

Speaking at the event, the Commissioner for Lands and Urban Development, Chimaobi Okorie, said the governor had introduced critical policy directions and legal instruments to support the reforms. These include an executive order declaring nine of the state’s 17 local government areas as urban centres to enable effective planning and structured infrastructure development.

He added that the administration had enacted the Enugu State Geographic Information System (ENGIS) Law, which now serves as a one-stop platform for land transactions and drives the full digitisation of land processes.

According to Okorie, land records in the state have been fully harmonised, eliminating missing files, while every plot of land can now be digitally tracked. He noted that applicants seeking Certificates of Occupancy (C of O) can apply online or visit government offices for seamless processing.

He further stated that the Property Protection Law signed by Governor Mbah guarantees the security of legitimate property ownership and protects investors’ assets.

The Managing Director of ENGIS, Chiwetalu Nwatu, clarified jurisdictional responsibilities for building approvals. He said buildings located in housing estates owned by the Ministry of Housing and the Housing Development Corporation must obtain approvals directly from the respective institutions, while approvals for houses in non-government estates within Enugu municipal area will be handled exclusively by the Enugu Capital Territory Development Authority (ECTDA).

Also speaking, the Executive Chairman of the Enugu State Internal Revenue Service (ES-IRS), Emmanuel Ekene Nnamani, said the newly signed Tax Law was designed to protect low-income earners while placing a greater tax burden on the wealthy. He urged residents to obtain their Tax Identification Numbers (TIN) free of charge and comply with tax filing requirements to enable accurate development planning.

Responding to questions from stakeholders, Onyia said the town hall meeting was convened to harmonise land matters in the state for the benefit of all. He directed the setting up of a committee, chaired by the ENGIS managing director, to address complaints related to layouts and submit practical recommendations within one week.

The reforms are expected to significantly reduce the cost of property ownership, eliminate illegal land charges, and position Enugu as a more attractive destination for real estate investment and economic growth.

The Enugu State Government has demolished a bungalow in Umueze Awkunanaw, Nkanu West Local Government Area, allegedly used by kidnappers to detain victims.

The demolition followed the rescue of a kidnap victim by security operatives at the site. The prime suspect, identified as Igwenagu Ogbodo, and his gang reportedly fled with gunshot wounds during the operation.

Speaking at the scene, Nkanu West Council Chairman, John Ogbodo, praised Governor Peter Mbah for his strong stance on insecurity. He said the action aligned with the governor’s warning that any property used for criminal activities would be demolished.

“This is not the first demolition linked to kidnapping in the state,” he noted, “but the first in Nkanu West. It will serve as a clear warning to others.”

Governor Peter Mbah of Enugu State has approved a 50 per cent reduction in fees for processing Certificates of Occupancy (C of O) and other land documents.

Chiwetalu Nwatu, Managing Director of the Enugu State Geographic Information System (ENGIS), said on Saturday that the move aims to empower landowners, attract investment, and ensure all properties in the state are properly documented.

The discount, effective from October 15 for 45 days, allows landowners to process titles at half the usual cost. Nwatu added that the initiative targets low-income earners and unregistered landowners who previously could not afford documentation.

He noted that C of Os are now processed within 48 to 72 hours, thanks to full digitisation of land services, which has improved transparency and eliminated delays.

“This 50 per cent cut reflects Governor Mbah’s commitment to inclusivity, investment confidence, and economic growth,” Nwatu said.
