The Association of Housing Corporations of Nigeria (AHCN) has called on the Federal Government to establish a National Housing Delivery Framework and dedicated Housing Infrastructure Funds to accelerate affordable housing delivery and address Nigeria’s growing housing deficit. The association said a coordinated national strategy is essential for scaling up housing production and improving access to decent homes for low- and middle-income earners.

The call formed part of a communiqué issued at the end of AHCN’s two-day National Workshop on Affordable Housing Solutions for Low-Income Earners in Emerging Real Estate Markets and its 49th Annual General Meeting held in Calabar, Cross River State. Delegates noted that rising inflation, foreign exchange volatility, and increasing construction costs continue to widen the affordability gap across the housing sector.

AHCN urged governments, financial institutions, and development partners to create financing frameworks tailored to the needs of state housing corporations. The association also recommended greater adoption of locally manufactured building materials developed by the Nigerian Building and Road Research Institute (NBRRI), arguing that reducing dependence on imported materials would lower construction costs and improve housing affordability.

The association further advocated the use of industrialised construction technologies, including prefabricated housing, modular construction, and precast concrete systems, to speed up project delivery while reducing development costs. It also encouraged stronger collaboration among the Federal Mortgage Bank of Nigeria (FMBN), Family Homes Fund, MOFI Real Estate Investment Fund (MREIF), and other stakeholders to mobilise long-term financing for affordable housing projects.

AHCN expressed concern that many state housing corporations have become ineffective due to years of inadequate funding and institutional neglect. It urged state governments to strengthen these agencies through policy reforms and avoid merging them with ministries, warning that such practices weaken their capacity to deliver mass housing.

The association also highlighted the growing number of completed but unoccupied housing units in major cities, noting that many homes remain unaffordable for the people they were built to serve. It stressed that improving access to land, infrastructure financing, and affordable mortgages would help bridge the gap between housing supply and demand while restoring public confidence in government-led housing initiatives

President Bola Ahmed Tinubu has reaffirmed his administration’s commitment to expanding access to affordable housing, saying significant progress is being made under the Renewed Hope Agenda.

In a statement outlining achievements in the housing sector, Tinubu recalled that his administration pledged to deliver 100,000 housing units nationwide, with 50,000 earmarked for the first phase through large-scale housing developments across the six geopolitical zones and the Federal Capital Territory.

The President said implementation of the programme is ongoing, with more than 3,000 housing units already flagged off at Karsana in Abuja and the 2,000-unit Renewed Hope City in Ibeju-Lekki, Lagos State, nearing completion with sales already underway.

According to him, over 15,000 housing units are currently under construction across various parts of the country.

Tinubu stated that beyond physical construction, the government is addressing key structural challenges affecting housing delivery, including land titling, access to finance, equipment leasing and pricing transparency.

He explained that efforts are underway to formalise land ownership, improve access to construction equipment and establish transparent pricing mechanisms to reduce corruption and inefficiencies in the housing sector.

On housing finance, the President disclosed that the MOFI Real Estate Investment Fund has enabled 1,859 families across 25 states to access mortgages worth N128 billion at an interest rate of 9.75 per cent over a 20-year repayment period.

He also highlighted the role of the Family Homes Fund programme, which targets low-income households and vulnerable groups, with a mandate to deliver 500,000 homes and create about 1.5 million jobs nationwide.

While acknowledging the country’s housing deficit, Tinubu said closing the gap would require sustained efforts and long-term commitment.

He noted that the administration’s strategy focuses on integrating the entire housing value chain, from land administration and construction to financing and home ownership.

According to the President, housing is now being treated as a critical driver of economic growth rather than merely a social welfare programme.

“Housing has moved from a welfare conversation to a national growth strategy,” he stated.

Tinubu added that increased investment in housing is generating jobs, stimulating economic activities and contributing to national output, while expanding opportunities for more Nigerians to own homes.

He reiterated that the Renewed Hope Agenda is designed to make home ownership more accessible and affordable, describing decent housing as a right that every Nigerian should have the opportunity to attain.

The Federal Government has reaffirmed its commitment to delivering sustainable and affordable housing projects, with a strong focus on improving the welfare of citizens, particularly members of the Armed Forces.

The Minister of Housing and Urban Development, Engr. Muttaqha Darma, made this known during a familiarisation visit to the Renewed Hope Housing Project for military personnel and the Renewed Hope City Housing Estate in Karsana, Abuja.

Darma described the military housing scheme as one of the most significant legacy projects of the current administration, noting that it is designed to provide a comfortable and secure living environment for beneficiaries.

According to him, the project comprises 1,550 housing units supported by essential infrastructure, including road networks, water supply systems, schools, and recreational facilities.

“The visit gives us the opportunity to assess the level of work on site. This is a major legacy initiative for military personnel, and we are impressed with the progress and supporting infrastructure in place,” he said.

The minister emphasised the importance of timely completion, assuring that the ministry would maintain strict monitoring and supervision to ensure quality, durability, and compliance with approved standards.

He reiterated that President Bola Ahmed Tinubu places high priority on affordable and sustainable housing under the Renewed Hope Agenda, adding that the ministry remains committed to fulfilling its mandate.

Darma explained that the military housing project is being executed through a Public-Private Partnership with Brains and Hammers Limited, noting that construction has reached about 70 percent completion.

He added that developers have projected delivery within three months, ahead of the seven-month contractual timeline, while the 2,744-unit Karsana Housing Estate is also nearing completion.

The minister commended key financiers, including the Federal Mortgage Bank of Nigeria and Family Homes Funds Limited, for their support, noting that the project is expected to generate over 15,000 jobs for skilled and unskilled workers.

He also praised the consultants and contractors for their professionalism and urged them to maintain high construction standards and adopt a strong maintenance culture to sustain the initiative.

Darma reaffirmed his commitment to building on existing achievements in the housing sector, pledging to expand access to affordable housing and promote sustainable urban development nationwide.

The minister was accompanied on the visit by the Minister of State for Housing and Urban Development, Yusuf Abdullahi Ata; the Permanent Secretary, Dr. Shuaib Belgore; ministry directors; and officials of the Federal Mortgage Bank of Nigeria led by its Managing Director, Shehu Usman Osidi.

Despite a persistent housing deficit estimated at over 28 million units, Nigeria’s housing sector contributed more than ₦11 trillion to the country’s Gross Domestic Product in 2024, according to figures cited by AG Mortgage Bank PLC.

Referencing data from the National Bureau of Statistics (NBS), the bank’s Chairman, Felix Nwabuko, highlighted this at the bank’s 2024 Annual General Meeting and 20th Anniversary celebration in Abuja. He noted that the housing sector’s growing economic contribution has been matched by renewed government interest in structural reform and affordability initiatives.

According to Nwabuko, the Federal Government’s Renewed Hope Agenda gained significant traction in 2024, driven by targeted interventions in affordable housing delivery, land titling reforms, and increased collaboration with private-sector players. One notable development, he said, was the expanded adoption of the policy allowing Retirement Savings Account (RSA) holders to access 25% of their pension balances for home equity contributions—an initiative he described as a game-changer in bridging Nigeria’s housing finance gap.

“AG Mortgage Bank PLC continues to play a strategic role in supporting these national housing efforts. The policy that allows RSA holders to access 25% of their pension balances for home equity contributions witnessed higher adoption in 2024. This initiative has continued to narrow the gap in housing financing in Nigeria,” he said.

The bank, he added, is one of the leading administrators of RSA-linked mortgages, enabling more Nigerians to transition from tenants to homeowners. It is also among the early participants in the Help to Own initiative by the Family Homes Fund (FHF), which is gradually pushing mortgage rates toward single digits.

While acknowledging progress, Nwabuko also addressed persistent structural barriers in the mortgage ecosystem. These include limited access to long-term capital, a shortage of affordable housing stock, escalating construction costs, delays in foreclosure processes, and inefficiencies in land administration.

“To unlock scale, our industry must continue pushing for digitised land registries, capital market integration, credit enhancement, and regulatory easing,” he said.

He also called for strategic consolidation within the mortgage sub-sector, citing the need for stronger institutions with sufficient scale and innovation capacity. “All signs are pointing to the inevitability of consolidation, but a leading company will in some way need to emerge with the scale and internal innovation capability to create leading products and drive some acquisitions or scale by organic growth,” he noted.

The remarks underscore the growing relevance of mortgage finance within the broader economic agenda and the need for coordinated reforms to bridge Nigeria’s housing shortfall while sustaining its macroeconomic contributions.

Both state and federal governments have tried, but there is still a lot that needs to be done. A minimum of seven residential housing programmes have been launched in the last few decades in a bid to address increasing housing challenges in the country. Let’s take a look at some state governments that are making giant strides in the housing sector.

1. Lagos State

Governor: Babajide Sanwo-Olu

Housing Initiatives:
Lagos State, a beacon of advancement in Nigeria, has launched multiple housing projects under its Lagos State Development and Property Corporation (LSDPC) and the Ministry of Housing. The state has completed several housing estates, such as the LagosHOMS project, and has expanded public-private partnerships to deliver more affordable units. Key locations for these projects include Igbogbo, Sangotedo, and Egan-Igando.

Recently, the Lagos State Governor signed a Memorandum of Understanding (MOU) for the construction of 704 new housing units of two-bedroom apartments in Odo Nla, Ikorodu, facilitated by the Lagos State Government and Access Bank PLC. The state has delivered more than 21 housing estates across low, medium, and premium categories, providing homes to thousands of Lagosians.

2. Benue State

Governor: Hyacinth Alia

Housing Initiatives:
Benue State is part of the Federal Government’s Renewed Hope Cities and Estates scheme, receiving a share of the 20,000 housing units planned across Nigeria. The state is also collaborating with the Family Homes Fund (FHF) to construct affordable homes for low-income earners.

The Benue State Government also recently began the development of 3,000 housing units to provide good shelter for Internally Displaced Persons (IDPs) in Benue State.

3. Ogun State

Governor: Dapo Abiodun

Housing Initiatives:
Affordable housing units are a deliberate policy of Governor Abiodun’s administration.

The Ogun State Government has delivered more than 4,000 units, developing multiple affordable housing projects, including the Prince Court Estate in Kobape and housing estates in Ijebu-Ode and Ilaro. The state has engaged in PPPs to provide mortgage financing and rent-to-own schemes, making it easier for low-income and salary earners to get houses for as low as 5.5 million naira.

4. Gombe State

Governor: Muhammadu Inuwa Yahaya

Housing Initiatives:
Gombe State is a beneficiary of the Renewed Hope Agenda housing scheme, where the federal government is constructing housing units. The state will have 50 units of semi-detached bungalows, 150 units of two-bedroom semi-detached bungalows, and 50 units of three-bedroom semi-detached bungalows.

The state has also partnered with the Federal Mortgage Bank of Nigeria (FMBN) for low-cost housing initiatives.

5. Bauchi State

Governor: Bala Mohammed

Housing Initiatives:
Bauchi State has invested in mass housing projects through the state’s Ministry of Housing and Urban Development. The state partnered with Terraquest to deliver over 1,000 housing units. There has been massive housing investment in the Dungal community in Bauchi Local Government Area.

The Family Homes Fund has invested in over 2,500 housing units in Bauchi.

6. Anambra State

Governor: Charles Soludo

Housing Initiatives:
The Anambra State Government has launched the “Solution Estate” project, providing affordable housing for civil servants and low-income earners. The state is working with private developers to expand its housing infrastructure.

The governor recently secured over $500 million in investments in different sectors. He has also launched housing projects like the Soul City, located in the Obosi community, Idemili North Local Government Area of the state. The Soul City comprises a tourist center, a wonderland, and shopping malls.

7. Rivers State

Governor: Siminalayi Fubara

Housing Initiatives:
Rivers State has initiated urban renewal projects and low-cost housing schemes, particularly in Port Harcourt. The state government is collaborating with private investors to increase housing supply.

Governor Siminalayi Fubara is building 20,000 housing units for low-income workers. This is the most systematic and targeted public housing scheme in the country.

8. Kano State

Governor: Abba Kabir Yusuf

Housing Initiatives:
Kano State is investing in new residential developments under federal and state government housing schemes. The state has also committed to expanding mortgage financing options.

The state is investing over ₦10 billion in new housing units across the state. The Kano State Government provided land at no cost for 500 units of housing for the Renewed Hope City scheme of the federal government in Kano.

9. Enugu State

Governor: Peter Mbah

Housing Initiatives:
Enugu State has expanded its housing program through PPPs, constructing new estates to accommodate the growing population.

The state provided up to 60 hectares of land in Agbamere Eha-Alumona for the National Social Housing Programme (NSHP), which plans to build 300,000 affordable houses for low-income earners across the country.

The Enugu State Governor, Dr. Peter Mbah, has also launched a plan to build 20,000 mass housing units with modern facilities for civil servants in the state.

10. Oyo State

Governor: Seyi Makinde

Housing Initiatives:
Oyo State is developing affordable housing estates, including the Ajoda New Town and other housing schemes targeting middle- and low-income earners.

The state is constructing over 360 housing units in Egbeda Local Government Area, Ibadan Zone, at the cost of ₦2.5 billion. The state also recently attracted a ₦35 billion investment in housing.

11. Yobe State

Governor: Mai Mala Buni

Housing Initiatives:
The Yobe State Government, in collaboration with Family Homes Funds Ltd, recently delivered 2,350 housing units in the state. The state approved ₦15.9 billion for the construction of these homes to assist civil servants and vulnerable populations. Mortgage financing is being put in place to help over 50,000 civil servants and citizens purchase these homes.

12. Sokoto State

Governor: Ahmed Aliyu

Housing Initiatives:
Sokoto is among the 13 states benefiting from 250 housing units under the Renewed Hope initiative. The Sokoto State Government, in collaboration with the UNDP, has also finalized plans to construct 100 housing units for IDPs in Illela Local Government Area. The state recently acquired and unveiled 136 housing units worth ₦1.8 billion to cater to low-income earners.

13. Borno State

Governor: Babagana Zulum

Housing Initiatives:
Borno State, in partnership with the Family Homes Fund, has commissioned 1,000 housing units for low-income earners in Ngamdu town, Kaga Local Government Area. Additionally, 300 semi-detached two-bedroom housing units were recently commissioned, while another 500 units were completed in partnership with the UNDP.

14. Niger State

Governor: Mohammed Umar Bago

Housing Initiatives:
Niger State is investing in a large-scale housing project aimed at building 10,000 new homes and establishing 100 farm estates to boost economic growth while addressing the need for shelter.

15. Kwara State

Governor: AbdulRahman AbdulRazaq

Housing Initiatives:
Kwara State plans to construct 250 housing units under its smart city initiative. The governor has pledged that ongoing infrastructure projects will be completed alongside these new housing projects.

These states are all making efforts to tackle the housing deficit in Nigeria.

He added that the NSIA had in 12 years created 245,000 direct jobs across the diverse sectors of the economy as part of its contribution to national development.

The NSIA boss disclosed this on Wednesday when he hosted members of the House of Representative Committee on Finance who visited the agency on an oversight duty.

According to him, 236,000 farmers spread across the six geo-political zones of the country were supported through the implementation of the agency’s agricultural programmes.

NSIA, Umar-Sadiq added, served as project manager for the development of a 10MW solar project in Kano State, creating over 500 direct and indirect jobs as a result.

He said, “Through its stake in Family Homes Fund, NSIA has significantly improved the quality of life of Nigerians from low-income families through the development of 500,000 affordable homes to low-income families in Nigeria.

“Additionally, NSIA continues to demonstrate its commitment to positive socio-economic outcomes through key platforms like the Nigerian Mortgage Refinance Company, through which it improves the liquidity of the mortgage market to further promote affordable housing in Nigeria.

“To revalidate its commitment to climate adaptive solutions, NSIA set up an innovative $500m Renewable Investment Platform for Limitless Energy to expand energy access, enhance energy efficiency, and ensure energy security in Nigeria.

“RIPLE’s pilot initiative involves setting up a generation and distribution system to meet the 70MW of unsuppressed energy demands in an area covering 9,000 connections.

“Through these interventions across key sectors, NSIA continues to enhance prevailing socio-economic reality and create value for the current and future generations of Nigerians.”

On healthcare delivery, he added that the agency completed three hospital projects with over 282,100 unique patients attended to and 150,000 chemotherapy sessions delivered since its establishment 12 years ago.

“Following the successful operationalisation of its three demonstration projects: NSIA-LUTH Cancer Centre, NSIA-Umuahia Diagnostic Centre and NSIA – Kano Diagnostic Centre; NSIA has commenced the healthcare expansion programme which aims to establish 23 modern medical diagnostic centers, three additional oncology centres and 7 catheterisation laboratories across the six geopolitical zones of Nigeria.

“The first phase of the programme is currently under way with the construction of 10 centres,” he said.

Speaking with newsmen, the Deputy Chairman of the House Committee on Finance, Saidu Abdullahi, said the visit was the first to the agency.

He said, “Year in, year out, we have always had huge deficits, which made financing major projects in the country difficult. Nigeria has greater potential than what is going on in the country today and I hope we can close the gap. We have what it takes as a country and we cannot continue like this.”

He tasked the agency to increase its share of investment in agriculture, particularly in the sugarcane value chain, which is currently generating over $40bn annually for Brazil.

He lamented the non-profitability of sugar factories in the country years after their privatisation.
