Announcing the development, ICRC Director-General Dr. Jobson Ewalefoh, through a statement issued by Acting Head of Media, Ifeanyi Nwoko, said the move is part of President Tinubu’s strategy to streamline PPP implementation and boost private sector participation in infrastructure development.

“This policy marks a turning point in Nigeria’s PPP landscape,” Ewalefoh stated. “It allows MDAs to manage and approve projects within specific thresholds, thereby enhancing efficiency and encouraging diverse private investment.”

According to the new framework, each MDA will establish a Project Approval Board (PAB) under ICRC guidelines to oversee and approve eligible projects. However, projects above the ₦20 billion threshold, or those involving multiple ministries, will still require FEC consideration.

Crucially, the policy mandates that all qualifying PPP projects must be fully funded by private entities without financial support, guarantees, or commitments from the federal treasury. Despite the new autonomy granted to MDAs and agencies, all projects must still undergo evaluation and certification by the ICRC before receiving final clearance.

According to a statement by Badamasi S. Haiba, Director of Press and Public Relations at the Ministry, the policy places a premium on strengthening urban governance structures. It proposes the creation of metropolitan commissions and regional planning authorities to oversee fast-growing urban areas that transcend state boundaries.

This shift toward coordinated regional management aims to establish a more coherent urban system, ensuring improved intergovernmental collaboration and decentralised planning.

At its core, the new policy champions social equity. It adopts a pro-poor and pro-vulnerable urban design lens, with explicit priorities for women, youth, persons with disabilities, and informal sector participants. The NUDP envisions urban spaces where all residents enjoy dignified access to housing, basic services, infrastructure, and inclusive public spaces.

In response to the growing threat of climate change including severe flooding, desertification, and extreme weather events the policy integrates environmental resilience into the DNA of urban development.

The NUDP promotes green infrastructure, renewable energy solutions, and the internationally endorsed “15-minute city” model—a spatial planning approach that enables residents to meet most daily needs within a short walk or bike ride.

Through these strategies, the government aims to reduce urban sprawl, cut emissions, and create livable, low-carbon urban environments.

The revised NUDP aligns seamlessly with President Bola Ahmed Tinubu’s Renewed Hope Agenda, reflecting Nigeria’s international obligations under key development and environmental agreements. In addition, the Ministry is advancing key complementary initiatives, including the National Physical Planning Standards currently in consultation and the National Policy on Rural Settlements Planning and Development, which seeks to balance rural-urban growth by addressing service gaps in underserved regions.

Another major development is the construction of Arterial Road N1, which will link Wuye District to Ring Road II, significantly easing traffic congestion in the city. The contract, worth N62.5 billion, has been awarded to Arab Contractors Nigeria Limited with a 20-month completion timeline.

The Kuje-Gwagwalada dual carriageway is also set for construction to improve connectivity between these vital satellite towns. The project, awarded to Gilmo Engineering Nigeria Limited, will cost N7.5 billion.

In addition to new roads, the government has approved the rehabilitation of the Old Keffi Road, a 15-kilometer stretch that connects Kado Village to Dei-Dei and links with the Outer Northern Expressway. Lubric Construction Company Limited has been tasked with executing the project at a cost of N26.87 billion, with an 18-month completion deadline.

Further boosting estate access, the government will also construct an access road leading to the Renewed Hope Cities and Estate Project in the Kasana West District of Abuja. This contract, valued at N31.66 billion, has also been awarded to Lubric Construction Company Limited and is set to be completed within 18 months.

According to Minister Bunkure, these projects will not only enhance mobility but also stimulate economic activities and provide better access to residential and commercial developments. In a significant move, the Federal Executive Council (FEC) last week approved a new $2.2 billion external borrowing plan under the 2024 Appropriation Act financing strategy. Finance Minister Wale Edun, in a post-FEC briefing, disclosed that the plan includes $1.7 billion from Eurobonds and $500 million from Sukuk offerings. Speaking to State House correspondents after the FEC meeting, Wike emphasized the importance of these developments as part of the “Renewed Hope Agenda.”

According to Wike, these towns, which include Kwali, Gwagwalada, and Bwari area councils, have long been neglected by previous administrations. “Before December, we will commission over 75 kilometers of road in these areas,” the minister said, underscoring the federal government’s commitment to improving infrastructure and extending development to satellite towns.

The FEC also approved the development of Artillery Road N5 and Obafemi Awolowo Way, from Life Camp Junction to Ring Road. The project, aimed at decongesting the area, will be handled by Julius Berger and is expected to be completed within 16-17 months.

In addition to road projects, the President has directed the construction of 40 new judges and justices’ quarters in the Kantampe District, with completion expected within 15 months. These new quarters will house members of the FCT High Courts, Federal High Court, and the Court of Appeal.

Furthermore, FEC ratified the termination of a previous contract for the development of Maitama 2, an area allocated to more than 1,700 allottees. The contract, originally awarded for N184 billion, saw no work commence due to lack of mobilisation. The government will quickly restart the procurement process and ensure the area’s development.

These projects are part of President Tinubu’s broader infrastructure plans to reduce housing deficits and bring development to underserved areas of the FCT.
