										<content:encoded><![CDATA[<p data-start="742" data-end="1046"><strong>The Federal High Court in Abuja has approved the temporary seizure of land linked to the Goodluck Jonathan Housing Estate. This follows a request by the Independent Corrupt Practices and Other Related Offences Commission (ICPC). The land was originally allocated for a low-income housing project in 2012.</strong></p>
<p data-start="1048" data-end="1343">The focus of the case is on two large plots in Cadastral Zone D12, Kaba District, Abuja. Together, the plots measure nearly 280,000 square meters and are valued at over ₦5 billion. They were meant for the construction of 962 housing units under the Goodluck Jonathan Legacy Model Housing Estate.</p>
<p data-start="1345" data-end="1612">The ICPC told the court that the Federal Mortgage Bank of Nigeria (FMBN) engaged Good Earth Power Nigeria Limited as the developer. The bank secured a $65 million loan for the project from Ecobank. However, more than a decade later, not a single house has been built.</p>
<p data-start="1614" data-end="1896">In an affidavit, ICPC investigator Iliya Marcus said the developer received the full amount. Yet, the site remains empty. He also revealed that the company was not registered with the Real Estate Developers Association of Nigeria (REDAN), which is a required step for such projects.</p>

<p data-start="1898" data-end="2162">The ICPC believes the land may be the proceeds of unlawful activity. The agency said it had credible information that the developer was secretly trying to sell the land. If sold, it would be hard to reclaim. This is why the commission asked the court to intervene.</p>
<p data-start="2164" data-end="2379">Justice Mohammed Umar agreed with the request. He granted the interim forfeiture to prevent the plots from being sold or misused. He also questioned why the full project funds were released when no work had started.</p>
<p data-start="2381" data-end="2566">The court instructed ICPC to publish a notice in a national newspaper. This gives interested parties a chance to explain why the land should not be permanently seized by the government.</p>
<p data-start="2568" data-end="2721">The case has been adjourned until October 27 for a compliance report. Meanwhile, Good Earth Power Nigeria Limited is already on trial in a separate case.</p>
<p data-start="2723" data-end="3010">The Goodluck Jonathan Housing Estate land forfeiture shows the government’s effort to protect public property. It also highlights the need for better oversight of national housing projects. This case may serve as a turning point in how such projects are funded and managed in the future.</p>

										<content:encoded><![CDATA[<p><strong>The Jigawa State Government has approved ₦19.6 billion for a new housing project that will deliver 560 residential units across nine local government areas.</strong></p>
<p>Commissioner for Information, Youth, Sports and Culture, Mr. Sagir Musa, made this known after the State Executive Council meeting held in Dutse. He said the project is in line with Governor Umar Namadi’s commitment to inclusive development and improved urban planning.</p>
<p>The housing units are part of Phase II of the state’s Mass Housing Estate initiative. The plan includes a mix of three-bedroom detached and two-bedroom semi-detached units, all enclosed with perimeter fencing for security and privacy.</p>

<p>The project will cover Babura, Birnin Kudu, Dutse, Gumel, Hadejia, Kafin Hausa, Kazaure, Maigatari, and Ringim.</p>
<p>According to the commissioner, the initiative will not only improve housing access but also create jobs and stimulate the local economy through construction activities and demand for materials.</p>
<p>Nigeria currently faces a housing deficit of around 28 million units. The Minister of Housing and Urban Development, Arc. Musa Dangiwa, recently noted that more than 75% of the country’s 42 million homes are substandard, with a large portion of the population living in informal settlements.</p>
<p>To tackle this, the Federal Government launched the Renewed Hope Cities and Estates programme in 2024. The initiative aims to deliver 100,000 homes nationwide, with flexible ownership options such as single-digit mortgage loans, rent-to-own models, and full purchase plans.</p>
<p>In April 2025, the government also announced an additional 77,400 housing units. Of these, 80% will be allocated to low-income earners who can pay gradually using one-third of their monthly income.</p>
<p>Despite these efforts, the Housing Minister has called for a minimum annual allocation of ₦500 billion to the sector. He said meeting the goal of 550,000 new homes each year over the next decade would require ₦5.5 trillion annually making the proposed budget less than 10% of what is needed.</p>

<p class="wp-block-paragraph">The private member bill was sponsored by the immediate past Chairman of the House Committee on Public Accounts, Hon. Wole Oke.</p>



<p class="wp-block-paragraph">According to the Sponsor of the bill seen by housing tv Africa,the piece of legislation seeks to amend the Federal Mortgage Bank of Nigeria Act 1993, by including introducing a new Section 11 sub-subsections (2) and (3), permitting private sector investors to participate in the shareholding arrangement of the Bank.</p>



<p class="wp-block-paragraph">The private member bill was sponsored by the immediate past Chairman of the House Committee on Public Accounts, Hon. Wole Oke.</p>



<p class="wp-block-paragraph">According to the Sponsor of the bill seen by Nigerian Tribune, the piece of legislation seeks to amend the Federal Mortgage Bank of Nigeria Act 1993, by including introducing a new Section 11 sub-subsections (2) and (3), permitting private sector investors to participate in the shareholding arrangement of the Bank.</p>



<p class="wp-block-paragraph">The sponsor seeks to amend Section 11 subsections (2) and (3) of the FMBN Act, 1993.</p>



<p class="wp-block-paragraph">Clause 2 of the bill, seeks to amend Section 11(2) and (3) of the Act by including and replacing the current provision with a new provision.</p>

<p class="wp-block-paragraph">“(2) – The authorised capital of the Mortgage Bank shall be One Hundred Billion Naira which shall be divided into 1,000,000,000 shares of N1.00 each and be subscribed and paid up at par by the Federal Government of Nigeria, Development Banks, Pension Fund Administrators and any other investor authorised by the Board of Directors.</p>



<p class="wp-block-paragraph">“(3) The loan capital of the Mortgage Bank shall be provided by the by the Federal Government of Nigeria, Development Banks, Pension Fund Administrators and any other investor authorised by the Minister, based on such amount and on such terms as may be determined by the Board of Directors.”</p>



<p class="wp-block-paragraph">Hon. Oke also seeks the amendment of Section 11 by introducing a new subsection 11(4) which provides that: “The shareholders of the Mortgage Bank shall be entitled to increase the authorised capital in order to accommodate more investment funds.”</p>



<p class="wp-block-paragraph">In the same vein, the House is expected to commence debate on a bill which seeks to amend Section 85 of the 1999 Constitution.</p>



<p class="wp-block-paragraph">According to Hon. Oke, Section 85 of the 1999 Constitution is to be amended by introducing a new subsection (7)(a) which states that: “Notwithstanding the provisions of subsection 6 of this Section, the Committees of both Houses ‘of the National Assembly responsible for public accounts shall exercise oversight over the activities of the Auditor-General for the Federation.</p>



<p class="wp-block-paragraph">“(b) In furtherance on the powers conferred on the Committees of both Houses of the National Assembly responsible for public accounts, the Committees shall appoint an independent external auditor every year to audit the accounts, financial statements, and financial management and performance information of the Auditor General.</p>



<p class="wp-block-paragraph">“(c) All expenditure of the Auditor – General for the Federation must be authorised by an Appropriation Act, Supplementary Appropriation Act or an Act passed in pursuance of section 81 of this Constitution and the release of appropriated funds from the Consolidated Revenue Fund shall be on a first line charge basis.”</p>



<p class="wp-block-paragraph">According to the Explanatory Memorandum of the bill, the proposed legislation “seeks to amend the Constitution of the Federal Republic of Nigeria by amending section 85 to include a new subsection 7 (a), (b) and (c) which introduces provisions for the appointment of an external auditor to audit the accounts, financial statements, and financial management and performance information of the Auditor-General for the Federation.</p>



<p class="wp-block-paragraph">“The Bill further seeks to subject all expenditure of the Auditor-General for the Federation to appropriation procedures and disbursement of funds on a first line charge basis.”</p>
