The Family Homes Funds Limited (FHFL) has identified the absence of reliable housing data as one of the biggest obstacles to effective housing planning, policymaking, and regulation in Nigeria. The organisation said accurate and up-to-date data is essential for addressing the country’s housing deficit and guiding sustainable urban development.

Speaking at the Stakeholders’ Validation Workshop on the National Housing Data Programme in Abuja, FHFL Executive Director of Operations, Dr. Emeka Inegbu, described data as the foundation of successful housing development. He noted that governments and investors cannot make informed decisions without credible information on housing demand, supply, demographics, land availability, and infrastructure.

According to Inegbu, the lack of reliable housing data has continued to hamper policy formulation, investment planning, and regulatory oversight within Nigeria’s housing sector. He explained that countries with well-developed housing information systems are better positioned to attract investment, improve housing finance, and implement effective housing programmes.

He called for stronger collaboration among government agencies, financial institutions, developers, professional bodies, and research organisations to establish an integrated national housing database. Such a system, he said, would support evidence-based policymaking, improve market transparency, strengthen mortgage financing, and enhance confidence among local and international investors.

FHFL also stressed that credible housing data would improve urban planning, infrastructure development, land administration, and affordable housing delivery by enabling policymakers to accurately assess housing needs and allocate resources more effectively. The organisation maintained that digital data systems would also reduce inefficiencies and improve coordination across the housing value chain.

Industry stakeholders agreed that developing a comprehensive national housing data framework is essential for reducing Nigeria’s housing deficit, attracting investment, and creating a more transparent and efficient real estate market capable of supporting long-term economic growth.

Family Homes Funds Ltd. (FHFL) has unveiled an ambitious plan to deliver 10,000 social housing units across Nigeria by 2030 while empowering 100,000 disadvantaged women and training 100,000 artisans under a nationwide affordable housing programme.

The initiative, contained in the institution’s Social Housing Implementation Plan obtained by the News Agency of Nigeria (NAN) on Friday, is aimed at expanding access to affordable housing, creating jobs, and promoting sustainable community development.

FHFL, a social housing finance institution established to improve access to affordable homes through innovative financing and strategic partnerships, said the programme would be implemented in phases across key regions of the country based on identified housing needs.

According to the implementation plan, the initiative is designed to build sustainable communities, improve livelihoods, and reduce Nigeria’s housing deficit through a combination of innovative financing models, environmentally friendly construction methods, and collaboration with both the public and private sectors.

The institution said public-private partnerships would play a critical role in mobilising funding, facilitating access to land, and strengthening institutional support required for the successful delivery of the housing projects.

As part of the programme, FHFL will provide affordable housing finance to enable more low- and middle-income Nigerians to own homes, while also increasing the supply of quality and affordable housing nationwide.

The implementation plan also places strong emphasis on environmental sustainability.

It stated that the projects would utilise Alternative Building Technology (ABT) and other low-carbon construction materials to improve efficiency, reduce construction costs, and minimise environmental impact.

The housing developments will incorporate passive cooling systems, solar energy solutions, and natural lighting to improve energy efficiency, while locally sourced building materials will be prioritised to support domestic industries and stimulate economic growth.

Beyond housing delivery, the programme aims to drive inclusive economic development by empowering 100,000 disadvantaged women through employment and entrepreneurship opportunities created within the housing value chain.

In addition, 100,000 artisans will receive training in modern construction skills to strengthen the country’s skilled workforce, improve housing delivery, and expand employment opportunities in the construction sector.

FHFL also said host communities would be actively involved in the planning and implementation of projects to encourage local ownership, enhance sustainability, and ensure the long-term success of the developments.

The institution added that governance structures would be strengthened, while livelihood programmes would be integrated into the housing estates to improve residents’ quality of life.

According to the document, the social housing programme aligns with Nigeria’s national housing policies and the United Nations Sustainable Development Goals (SDGs).

To improve affordability and accelerate implementation, FHFL said it would leverage grants, subsidies, and partnerships with development finance institutions to complement private sector investment.

The institution expressed confidence that the programme would significantly reduce Nigeria’s housing deficit while promoting inclusive growth, strengthening local capacity, creating jobs, and improving living standards across participating communities.

FHFL reiterated that its mission remains providing affordable homes and creating employment opportunities by leveraging innovative financing, technology, strategic partnerships, and a skilled workforce to improve housing access for Nigerians.

The institution added that the initiative is expected to contribute to economic growth through infrastructure development, job creation, and expanded access to decent and affordable housing for low- and middle-income households.

The Federal Government has handed over 100 two-bedroom energy-efficient homes to widows in Rigachikun, Kaduna State, under the Family Homes Funds Limited (FHFL) Social Housing Programme.

The project, which features urban farming spaces and solar-powered systems, was designed to promote sustainable living and economic empowerment among vulnerable women.

Speaking during the handover, FHFL Chairman Demola Adebise said the initiative represents “renewed hope and restored dignity” for beneficiaries. He noted that the development integrates home ownership with skills training, livelihood support, and climate-smart construction.

The project began when the widows collectively offered their land and sought government partnership to build affordable homes. The collaboration, according to officials, resulted in a model for inclusive housing delivery and empowerment.

Each home was constructed using Expanded Polystyrene System technology, cutting costs and carbon emissions by up to 40 percent. In addition, beneficiaries received livelihood training and cottage yards for food processing and income generation.

Managing Director of FHFL, Abdulmuttalib Mukhtar, described the scheme as proof that effective collaboration between citizens and government can drive measurable social change.

Minister of Budget and Economic Planning, Senator Atiku Bagudu, said the project aligns with President Bola Tinubu’s Renewed Hope Agenda, aimed at inclusive growth and tangible development outcomes.

Kaduna State Governor, Senator Uba Sani, commended the initiative as a model of people-centred governance, saying it created over 500 jobs during construction while providing affordable housing for 100 families.

As President Bola Ahmed Tinubu marks two years in office today, the Housing Development Advocacy Network (HDAN) has published a comprehensive evaluation of the administration’s impact on Nigeria’s housing and urban development landscape highlighting bold reforms, landmark achievements, persistent gaps, and the critical next steps required to truly bridge the country’s widening housing deficit.

When Tinubu assumed office on May 29, 2023, housing advocates and real estate stakeholders hoped for a turnaround in one of the country’s most neglected sectors. Their optimism was rekindled by one of Tinubu’s first structural decisions: the creation of a standalone Ministry of Housing and Urban Development, led by the seasoned architect and former FMBN boss, Arc. Ahmed Musa Dangiwa.

In his address at the inauguration of the National Construction and Housing Blueprint Implementation Committee, President Tinubu underscored the vision of his administration:
“Housing is more than shelter. It is dignity, security, and a pathway to economic prosperity. Our Renewed Hope Agenda aims to ensure every Nigerian, regardless of income, can access decent, affordable housing.”

HDAN’s review highlights numerous initiatives spearheaded by the Ministry and its agencies, many of which signal long-term structural reform.

The Ministry launched the Renewed Hope Cities initiative, beginning with pilot construction in Karsana, Abuja. The goal is to deliver 50,000 housing units across the country, with a focus on affordability and inclusivity for low and middle-income Nigerians.

The Ministry established four dedicated presidential task reforms teams to address core bottlenecks: Housing Institutions Reform Task Team; Multi-Agency Project Delivery Task Team; Land Reforms Task Team and Building Materials Manufacturing Hubs Task Team.

According to Minister Dangiwa, these task teams represent a strategic and coordinated approach to delivering the President’s mandate and the Renewed Hope Agenda.

In a bid to end decades of unverified data and planning blind spots, the Ministry established the National Housing Data Committee, which has advanced its research and preparatory work to set up the first-ever National Housing Data Centre. This centre is envisioned to provide real-time, credible housing statistics, essential for planning, investment, and deficit tracking.

Major Agency-Led Achievements

Federal Mortgage Bank of Nigeria (FMBN)

Under Tinubu, FMBN has disbursed over ₦73 billion in housing finance, supported over 30,000 beneficiaries, and processed over ₦30.7 billion in NHF refunds. The Bank recorded an operational surplus for 2024 and disbursed ₦11.75 billion in NHF mortgage loans to 1,285 beneficiaries.

It introduced a ₦100 billion Bankable Off-taker Guarantee and partnered with the Ministry on the Renewed Hope Housing Programme. The Bank also improved mortgage loan approvals and increased NHF contributions across the federation.

Family Homes Funds Limited (FHFL)

FHFL has delivered over 7,600 homes across 18 states and provided jobs to thousands through construction-focused youth employment initiatives.

Federal Housing Authority (FHA)

FHA has commenced social housing developments targeting teachers, medical personnel, and junior civil servants in locations such as Zuba, Enugu, and Ibadan.

Ministry of Finance Incorporated (MOFI) – MREIF

MOFI’s Real Estate Investment Fund (MREIF) has been a standout achievement raising ₦100 billion in its Series 2 offering, fully subscribed, showing strong investor confidence; achieved a AAA rating from Agusto & Co.; with total funds raised now standing at ₦250 billion (with ₦150 billion from Series 1); offers long-term, low-cost mortgage financing to make homeownership more accessible; aims to mobilize up to ₦1 trillion to close housing supply-demand gaps and strongly aligned with the Renewed Hope Agenda.

Meanwhile, the Ministry has also embarked on a massive land digitization programme through the National Digital Land Information System (NDLIS), in partnership with the World Bank. The initiative aims to document and title all land parcels within five years, formalize land use, a bold move to improve land administration and support formal real estate transactions by improving transparency and registration processes.

HDAN commends the administration for the introduction of the first-ever Nigerian Policy Prioritising Local Content, which promotes the use of indigenous materials and contractors; and the 2024 Tax Reform Act, spearheaded by the Taiwo Oyedele-led committee which includes VAT exemptions on lands, sale of real estate and rent.

HDAN’s report highlights some of the challenges still standing despite the bold strides, they include, land access bottlenecks at the state level; insufficient development finance for private sector projects; low awareness of available mortgage options among the public and outdated legal and policy frameworks slowing reform adoption.

However, HDAN insists that more must be done. critical outdated laws, including the Land Use Act of 1978, need urgent revision. There is also an immediate need to establish a national tenancy framework; strengthen inter-agency coordination and accountability; and intensify stakeholder engagement through structured dialogues and legislative lobbying.

As Nigeria celebrates two years under President Tinubu, the administration has undoubtedly changed the tone and urgency around housing policy. But for the Renewed Hope Agenda to become more than a slogan, continued collaboration, increased private sector participation, and sustained reform momentum are vital.

As HDAN rightly puts it: “Hope is not built in a day. It must be structured, supported, and secured, brick by brick.” It is important to be building more than homes, and focus on building dignity, stability, and the future of Nigeria
