A potential fuel scarcity is looming across the South-West region following a directive by the Independent Petroleum Marketers Association of Nigeria (IPMAN) to suspend fuel distribution activities along the Lekki-Epe corridor in Lagos.

The directive, effective Monday, comes in response to the Lagos State Government’s enforcement of a ₦12,500 e-call-up levy on tankers operating in the area. The new charge—introduced as part of a public-private partnership—has sparked backlash from IPMAN and the National Association of Road Transport Owners (NARTO), who claim the levy is unjustified and lacking proper stakeholder engagement.

The Lekki-Epe corridor is home to major infrastructure, including the Dangote Refinery and Lekki Deep Sea Port, making it a strategic hub for petroleum distribution in Lagos and beyond. With trucks and tankers now withdrawn from this route, concerns are rising over possible supply disruptions across the region.

During a peaceful protest, truck owners and marketers described the policy as burdensome and unsustainable. IPMAN’s former South-West chairman, Dele Tajudeen, stated that attempts to negotiate with the state government were unsuccessful. “There is no traffic congestion to justify this levy. We already pay ₦7,000 at the toll—now ₦12,500 more? And this money isn’t going to the government; it’s going to a private partner,” he said.

AIHS 2025

Truckers say the cost burden from the new fee—on top of surging diesel prices and rising costs of spare parts—will be passed on to consumers, likely leading to increased fuel prices. They also cited the lack of basic infrastructure such as trailer parks or rest stops as a major grievance.

Gbenga Olubasusi, NARTO chairman at the Lekki Free Trade Zone, pointed out that trailer tyres now cost over ₦700,000, and truck prices have nearly tenfolded in recent years. “We are already stretched thin. Adding more charges will break the supply chain,” he warned.

NARTO’s zonal secretary in the South-West, Comrade Wale Oladeinde, emphasized that this was not a strike but a “strategic withdrawal” of services under unfair conditions. “The trucks are privately owned. We cannot be compelled to operate under such policies.”

Industry leaders have urged the Lagos State government to suspend the toll and initiate transparent consultations with all stakeholders. While reaffirming their openness to dialogue, IPMAN and NARTO insist that any regulatory measures must be implemented with fairness and adequate infrastructure.

“If the government insists on pushing this through without engagement, fuel supply in Lagos and the entire South-West may be significantly disrupted,” warned Kayode Odunowo, Lagos State chairman of NARTO.

As tensions build, the state government has yet to issue an official response.

Motorists in Abuja are seeing a modest but welcome relief at the pump, as some independent fuel stations have quietly reduced the price of petrol to N915 per litre—down from the recent high of N930.

The adjustment, which took effect earlier this week, reflects shifting dynamics in the international oil market, where prices are now trending downward due to increased supply and weakening demand projections.

Two outlets operated by A.Y.M Shafa along Airport Road led the drop, followed closely by Matrix Energy, which made similar adjustments. Other stations followed suit, with NIPCO cutting prices to N925 and Conoil selling at N935 per litre.

Industry observers link the decline to falling crude oil prices, which dipped below Nigeria’s fiscal benchmark of $75 per barrel on Monday. While Nigeria’s Bonny Light still traded at $78.62, other major crude grades like Qua Iboe and Brass River slipped to the mid-$60s—well below expectations for sustaining national revenue.

The implications are mixed. On one hand, lower crude prices could provide short-term relief for businesses and households grappling with high energy costs. On the other, analysts warn it could spell trouble for government finances.

“It’s a double-edged sword,” explained energy analyst Olatide Jeremiah, CEO of Petroleumprice. “Yes, inflation might ease, and petrol could even dip to N800 if the trend continues. But the budget risks unraveling if crude stays this low. We’re looking at a tough fiscal year if prices remain in the $60 range.”

He emphasized the potential domino effect on everything from public services to capital projects, given Nigeria’s heavy reliance on oil revenue.

Petroleum marketers have confirmed that pricing remains tightly tied to global crude benchmarks and currency exchange rates. Chinedu Ukadike, spokesperson for the Independent Petroleum Marketers Association of Nigeria, reiterated that fuel prices in Nigeria fluctuate based on the international cost of crude and the strength of the naira.

He also noted a potential game-changer: the federal government’s move to supply crude to the Dangote Refinery in naira. “This could ease pricing pressures further,” Ukadike said. “Once it reflects at the loading depots, we expect lower prices to become more consistent at the retail end.”

Currently, the landing cost of imported petrol is down to N849.27 per litre—just shy of the N835 reportedly offered by Dangote’s facility. Industry sources say if this pricing stability holds, Nigerian consumers may finally begin to feel real relief from the weight of high fuel costs.

Lagos residents are spending a staggering N14 trillion every year just to fuel generators, according to Biodun Ogunleye, Lagos State Commissioner for Energy and Mineral Resources. Speaking at the Lagos Energy Summit, Ogunleye revealed that over 4.5 million generators are in use across the state, collectively consuming around 16 billion litres of fuel annually.

This heavy reliance on private power generation reflects a deep-rooted energy crisis that has plagued the city for decades. Ogunleye said the data came from an in-depth study carried out in collaboration with SEforALL, which exposed the true scale of the state’s power deficit. According to the findings, these generators pump out 38 million tonnes of carbon emissions each year — far more than the combined national emissions of countries like Togo, Rwanda, and Gabon.

He highlighted that 72% of households in Lagos own at least one generator, 94% of small businesses depend on them, and 76% of market clusters cannot function without generator power. In total, these machines churn out an estimated 21,000 megawatts of electricity — but at great cost and with major inefficiency.

AIHS Partners Top Real Estate Companies, Unveils Big Surprises and Rewards for 2025

The commissioner warned that the situation is made worse by vandalised infrastructure, low investments in the power sector, persistent liquidity challenges, and unreliable billing practices. “The burden has been unfairly placed on the people, who are forced to find their own solutions,” he said.

He also announced that with the recent passage of the Lagos Electricity Law, the state now has the legal framework to manage its own electricity market independently of the national grid. As part of its long-term energy reform, Lagos is exploring a diversified mix that includes solar, gas, hydro, and other clean sources. The goal is to add 6,000 megawatts of new capacity over the next three years through a mix of grid-scale and captive power projects.

Additionally, Lagos is moving to retrofit 22,000 streetlights to reduce strain on the grid and improve energy efficiency. “We’re not waiting for a broken system to fix itself. We’re building a new one,” Ogunleye declared.

Governor Babajide Sanwo-Olu, speaking at the same event, expressed frustration over the country’s prolonged power issues. He insisted that it is unacceptable for Nigerian homes to still lack electricity in this era. He described Lagos as a megacity ready to solve the power access challenge and turn its energy vision into a working reality.

“Our ambition is to make Lagos a 24/7 economy, powered by clean, reliable, and affordable energy,” Sanwo-Olu stated. He stressed that this mission aligns with global climate targets and Nigeria’s national energy transition strategy.

Former Minister of Power, Barth Nnaji, who delivered the keynote, urged the federal government to leverage Nigeria’s enormous natural gas reserves to power the country. He compared Nigeria’s underutilisation of its 210.5 trillion cubic feet of gas to Algeria, which powers its entire population with a fraction of that amount. According to him, tapping into this resource is essential if Nigeria hopes to build plants, create jobs, and grow its economy sustainably.

He warned that failure to convert this natural advantage into real energy development would stall national prosperity, stressing that as GDP grows, energy output must also increase to keep pace.

The leadership of the Nigeria Labour Congress (NLC), on Wednesday, lampooned the federal government over fresh hike in price of Premium Motor Spirit popularly known as petrol.

The labour movement specifically demanded immediate reversal of the fuel price, saying it is illogical that a private firm is the one determining the prices of the products.

Daily Trust had reported how the NNPCL announced fresh increase in price of fuel on Wednesday from N898 to over N1030.

BUY HOUSE NAIJA

Reacting to the development, the President of NLC, Joe Ajaero, wondered why the federal government continues to jack up the price of virtually every month even when the minimum wage was yet to be implemented.

He said, “We are dismayed by the latest increase in the pump price of petrol. It looks like the only thing this government is known for is increase in the pump price of petrol without commensurate capacity of Nigerians or mitigatory measures.

“Even following the logic of market forces, we find it an aberration that a private company (NNPCL) is the one fixing prices and projecting itself as a hegemonic monopoly.

“We challenge the government to go to the drawing board and present us with a blueprint for an inclusive economic growth and national development instead of this spasmodic ad hocism and palliative policy.

“It needs no stating the fact that the latest wave of increase has grossly altered the calculations of Nigerians once again at a time they were reluctantly coming to terms with their new realities.

“It will further deepen poverty as production capacities dip, more jobs lost with multidimensional negative effects.

“In light of this, we urge the government to immediately reverse this rate hike as previous increases did not produce any good result. People only got poorer.

“But more fundamentally, the government should be bold enough to tell Nigerians in advance the destination it wants to take the country.”

The Nigerian National Petroleum Company Limited (NNPC Ltd) has raised the pump price of Premium Motor Spirit (PMS) to N1,030 per litre at various outlets in Abuja on Wednesday.

This price hike follows the company’s decision to terminate its exclusive purchase agreement with Dangote Refinery.

Earlier on Monday, NNPC ended the agreement, allowing other marketers to directly purchase petrol from the refinery.

As a result, NNPC is no longer the sole off-taker, and marketers are now free to negotiate prices directly with Dangote Refinery.

This shift aligns with the current practices of fully deregulated products, enabling refineries to sell to marketers on a “willing buyer, willing seller” basis.

By Sani Ibrahim

Following the latest fuel price hike announced by the Nigerian National Petroleum Company Limited (NNPCL) last week, residents of Abuja, Nigeria’s capital have joined millions of Nigerians to lament the increase, saying that it is negatively affecting their lives.

NNPCL has announced the increase just as the Dangote refinery, built by Africa’s richest man, Aliko Dangote, finally began offloading of the fuel last week.

However, as Nigerians were happy with this development, with a full hope that the price will be even lower, the news of the new increment just hit them.

When Africa Housing TV toured the major streets of Abuja, our reporter observed many people opting for trekking as transport fare has become even more exorbitant.

BUY HOUSE NAIJA

Some residents who spoke to our reporter expressed their concern with the increase, saying that it has further pushed inflation forward.

John Adebayo, a civil servant who lives around Apo mechanic village and has to commute to work around federal secretariat with his car everyday now says he has since dropped the car as he cannot fuel it.

According to him, “Before this latest increase, we were managing life, now, it is almost impossible to carry my car to work as the rate of the fuel it will consume every month is almost 70 percent of my salary. So you see that is not realistic any more.

“What of other basic needs of life such as rent payment, buying food for the family, offsetting children’s school fees and paying for their medication when they fall seek? To be honest, some of my colleagues are already considering resigning to pursue some things instead,” Adebayo added.

Similarly, Aishatu Musa, a businesswoman in the popular Wuse market in the city said prices of commodities have already increased and their sales have dropped significantly.

“The volume of sales we use to have has dropped significantly, people’s purchasing power has reduced as they only buy basic necessities. Most of the time, we just sit here and gist until it is closing time. Nigerians are really suffering,” she lamented.

In the Gudu construction materials market, the story is not different from that of Wuse as people no longer buy building materials as they used to do before the latest increase.

Uche Arinze, who sells cement at the market, said the new increase may likely push its price even higher and the volume of their sales has also decreased.

Africa Housing TV also noted a lot of people trekking, which according to them, they are doing so to save cost and cope with the reality of the increment.

“My transport fare has increased by almost 300 Naira on top of the 700 that I used to pay before and my salary has not increased. So my only option now is to trek in order to save the cost,” said Aliyu Umar, a civil servant.

Our reporter observed that aside the NNPCL filling stations that sale at N904, other commercial filling station jerked up their price to as much as N1,000 in some areas.

However, there is still hope that the price may decrease in October as hinted by NNPCL the current price is due to the fact that Dangote Refinery bought crude oil in US Dollar, while from October first, they will start buying it in Nigerian Naira.

This, according to analysts, is due to the fact that buying it in Naira will save the price from the foreign currency’s constant fluctuation.
