Minister for Social Cohesion and Family, Domna Michailidou, described the new programs as complex but necessary tools that require cooperation among multiple public agencies and private stakeholders.

The initiatives aim to unlock and redevelop underused public assets, including vacant state-owned land and inactive military sites. The first phase will involve three former military camps in Athens, Thessaloniki, and Patras, expected to deliver between 1,500 and 1,700 social housing units for middle-income families.

“Our goal is to increase housing stock quickly and place it exactly where it’s needed — in the heart of our urban centers,” Michailidou said.

Alongside new developments, the government will launch a social renting scheme through public–private partnerships. Under this model, private investors will refurbish unused public buildings, returning at least 30 percent of the completed homes to the state to be offered as affordable rentals.

“We are increasing the housing stock, making use of idle public property, and creating new social housing where there is a need,” the minister added.

However, experts warn that Greece may face implementation challenges similar to those that slowed previous development projects. Many state-owned properties have complex ownership or legal issues, while lengthy licensing procedures could delay construction. Industry professionals have called for fast-track approvals similar to those used ahead of the 2004 Athens Olympic Games.

A new report by the real estate platform Prosperty highlights structural weaknesses in Greece’s housing market. Most available homes were built in the 1960s and 1970s, and only about 10 percent have been renovated. Currently, around 131,000 properties are for sale and 45,000 for rent, but many remain vacant for months or even years due to a mismatch between quality and price.

The average asking price for a home in Greece is about €300,000, or roughly €2,500 per square meter, while new constructions can exceed €6,000 per square meter — beyond the reach of many middle-income families.

At the same time, homeownership rates have dropped by 12 percent in recent years, and younger people face barriers such as high down payments and limited access to mortgage financing.

To restore market balance and transparency, Prosperty recommends several reforms, including state-supported rent-to-buy schemes, expanding the “My Home” program for young buyers, tax incentives for developers, and converting unused commercial buildings into housing.

The government’s dual strategy — boosting affordable housing supply and reforming the property market — marks one of the most ambitious efforts to address Greece’s housing challenges in decades.

An early morning explosion shook the quiet suburb of Sikies in Thessaloniki, Greece’s second-largest city, leaving two people injured and causing significant structural damage to a residential building. The incident, which occurred in the early hours of Saturday, has prompted an investigation by the country’s anti-terrorism authorities, heightening public concern over the nature and intent of the blast.

According to Greek public broadcaster ERT, the explosion tore through the ground floor of the apartment block, leaving a gaping hole in the building’s exterior wall and sending debris flying across the area. The impact shattered windows of neighboring buildings and damaged at least six vehicles parked nearby. Emergency services rushed to the scene shortly after the blast, cordoning off the affected zone and beginning cleanup operations.

Police sources confirmed that a young man and woman walking past the building at the time of the explosion sustained injuries from flying glass. Both were taken to a nearby hospital for treatment and are reported to be in stable condition.

The damaged apartment complex reportedly houses a senior member of the prison officers’ union, a detail that has added a layer of intrigue to the case. While no official motive has been established, law enforcement authorities have not ruled out the possibility of targeted intimidation or an act of violence linked to organized crime or extremist activity.

Investigators from the anti-terror unit were swiftly deployed to the scene, combing through debris for clues and reviewing surveillance footage from nearby properties. Forensic teams also collected material evidence in an effort to determine the type of explosive used and whether it bore similarities to past incidents in the region.

The explosion comes just two months after a woman with a history of criminal involvement died in a separate blast outside a bank in Thessaloniki. The 38-year-old victim was linked to a jailed bank robber accused of a series of violent crimes, including the 2023 parcel bomb attack on the Thessaloniki Appeals Court. That case remains under active investigation, and authorities are now examining whether Saturday’s explosion shares any operational or ideological connections.

Residents of Sikies were left stunned by the incident, with many describing the sound of the explosion as deafening and the aftermath as chaotic. “We were jolted out of bed. The windows were shaking, and the entire building trembled,” said a local shop owner whose store is located just meters away from the blast site.

Officials have urged the public to remain calm while assuring that security measures are being intensified in the area. The Greek police are expected to release preliminary findings as investigations progress, with more details anticipated in the coming days.
