<h3>Lawmakers Raise Concern Over Military Welfare</h3>
<p>Presenting the motion, Jallo said many members of the retire without access to decent and affordable housing despite years of service to the nation.</p>
<p>He also expressed concern about the welfare of widows and dependants of officers who lost their lives while serving the country.</p>
<p>According to him, the absence of structured housing support has left many military families vulnerable to economic hardship.</p>
<p>“Provision of decent post-service housing is a critical component of military welfare and a practical demonstration of national appreciation for the sacrifices of members of the Armed Forces,” he stated.</p>
<h3>Existing Military Housing Agencies Identified</h3>
<p>Jallo noted that several service-based housing institutions already operate within Nigeria’s security sector and could support such an initiative.</p>

<p>Lawmakers also recommended that a defined percentage of housing units be reserved specifically for widows and dependants of military personnel who died in active service.</p>
<p>They warned that failure to institutionalise a structured housing framework for retired personnel could negatively affect morale and welfare within the armed forces.</p>

<p>The amendment, which was passed during plenary in Abuja, introduces new provisions to Section 77 of the Electoral Act aimed at addressing the issue of dual political party membership ahead of the .</p>
<h3>N10 Million Fine and Possible Jail Term</h3>
<p>Under the proposed legislation, any individual found guilty of registering or maintaining membership in two political parties simultaneously will face a ₦10 million fine, a maximum two-year imprisonment, or both.</p>
<p>The bill also states that anyone found to have dual party membership will automatically lose recognition as a valid member of both parties until the situation is regularised in line with the provisions of the law and the constitution of the political party involved.</p>
<p>The amendment was sponsored by the House Leader, .</p>
<p>According to the proposal:<br />
“A person shall not be registered as a member of more than one political party at the same time.”</p>
<p>It further adds that any individual who knowingly maintains membership in multiple parties commits an offence punishable by law.</p>
<h3>Lawmakers Divided Over Proposal</h3>
<p>The proposal sparked mixed reactions among lawmakers during deliberations.</p>
<p>Chairman of the House Committee on Solid Minerals, , supported the bill, arguing that it would prevent political manipulation and ensure transparency in party membership.</p>
<p>However, Chairman of the House Committee on University Education, , expressed concerns that the amendment could conflict with Section 40 of the 1999 Constitution, which guarantees citizens the right to freedom of association.</p>
<p>Fulata argued that preventing individuals from associating with multiple political parties might violate constitutional provisions.</p>
<h3>Deputy Speaker Defends Amendment</h3>
<p>Responding to the concerns, the Deputy Speaker of the House, , who presided over the plenary, maintained that individuals should align themselves with a political party that reflects their ideological beliefs rather than registering in multiple parties.</p>
<p>He described dual party membership as “fraudulent misrepresentation.”</p>
<p>The proposed amendment is expected to move to the next legislative stage as part of broader electoral reforms aimed at strengthening Nigeria’s democratic process ahead of the 2027 elections.</p>

<p>Minority Leader <a href="https://dailytrust.com/reps-to-probe-n20trn-abandoned-fgs-properties/?noamp=available">Kingsley</a> Chinda referenced a report by the Nigerian Institute of Quantity Surveyors, which identified 11,866 neglected federal properties as of August 2021.</p>
<p>These represent roughly 63% of federal building projects initiated since independence. Chinda described the situation as a “colossal waste of national resources,” with many structures falling into disrepair due to neglect.</p>
<p>Key projects highlighted include the Federal Secretariat Complex, Ikoyi, Lagos; Nigerian International Hotel, Suleja; Millennium Tower, Abuja; National Library, Abuja; Nigerian Newsprint Manufacturing Company, Oku Iboku; Kaduna Textile Building; Nigerian Aluminium Smelting Company, Delta State; as well as multiple livestock and agricultural processing centres nationwide.</p>
<p>Chinda expressed concern that the Presidential Implementation Committee (PIC) on federal properties, established in 2000 under former President Olusegun Obasanjo, has yet to submit its official report—25 years later—raising transparency and accountability issues.</p>
<p>The motion noted that many properties have depreciated due to inflation and outdated designs and encouraged the government to explore Public-Private Partnerships (PPP) to revitalize and repurpose the abandoned assets.</p>
<p>Speaker Tajudeen Abbas announced that a special ad hoc committee will be formed to review the PIC report, verify the status of abandoned properties, and provide recommendations within six weeks. The motion was unanimously adopted by the House.</p>
