The Ministry of Housing and Urban Development says its adoption of the Enterprise Content Management (ECM) System has improved efficiency, transparency and document management across its operations.

Minister of State for Housing and Urban Development, Yusuf Ata, disclosed this in Abuja on Wednesday during the first anniversary of the ECM System and the launch of the ministry’s Performance Management System (PMS).

Ata said the milestone marked more than a year of operating a digital system, describing it as a reflection of the ministry’s broader effort to transform how government information is created, managed, shared, secured and preserved.

ECM Reduces Paperwork, Speeds Up Workflows

According to the minister, the introduction of ECM has improved access to information, reduced dependence on physical documents, strengthened records management and supported faster workflows.

“The introduction of enterprise content management has strengthened our efforts toward a more efficient, transparent and digitally-enabled public service,” he said.

Ata said the system was contributing to the ministry’s goal of developing a modern and responsive institution in line with the Federal Government’s Renewed Hope Agenda.

He commended the ministry’s management, staff, ICT Department, technical team and other stakeholders for their contributions to the implementation.

The minister also urged staff to fully embrace the system, build the capacity required to maximise its benefits and take ownership of the Performance Management System.

Digital Transition Saves Over N400m

Permanent Secretary of the Ministry, Dr Shuaib Belgore, said full implementation of the ECM began on September 30, 2025, following an earlier pilot phase.

He said the initiative represented a shift from predominantly paper-based processes towards a more digital and responsive working environment.

According to Belgore, the ministry’s transition towards paperless operations has contributed to annual savings of more than N400 million, particularly through reduced stationery procurement.

“ECM has reduced our dependence on physical files, strengthened document tracking and accessibility and supported faster decision making,” he said.

Belgore disclosed that more than 90 desktop computers and 30 laptops were distributed to departments in February 2026.

He said the ministry’s focus would now move from adopting the system to optimising its use.

1,200 Staff Onboarded, 669,108 Pages Digitised

Head of the Information and Communication Technology Department, Dr Amiolemen Osagie, said 1,200 staff members had been onboarded onto the ECM platform.

He disclosed that 6,018 legacy files containing 80,224 documents and 669,108 pages had been digitised and stored on the ECM database.

According to Osagie, the system has improved the accessibility, retrieval, movement and tracking of official documents.

He added that ECM had strengthened collaboration between departments, document security, institutional records management, accountability and transparency.

Civil Service Commends Digital Transformation

Representing the Head of the Civil Service of the Federation, Dr Danjuma Kalba, Permanent Secretary, Common Services Office, congratulated the ministry on the milestone.

Kalba said the ECM initiative demonstrated the potential of digital technology when leadership provides policy direction, institutions take ownership and public servants embrace innovation.

“The ECM initiative demonstrates that when leadership provides direction, institutions take ownership and public servants embrace innovation technology can fundamentally transform the way government works,” he said.

He stressed that digital transformation goes beyond acquiring technology and requires changes in how government institutions operate.

Kalba urged the ministry to make its second year of ECM implementation a period of deeper adoption, wider integration and stronger digital competencies.

The anniversary also featured the presentation of awards to departments and staff members recognised for outstanding performance in using the ECM platform.

The Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, has raised concerns over Nigeria’s housing challenges, revealing that over 96% of land across the country remains untitled. He said this reality leaves millions of Nigerians living or doing business on land that lacks legal recognition, making it impossible for them to access credit or secure property rights.

Speaking during an interview at the midterm review of the housing sector under the Renewed Hope Agenda, Dangiwa stressed the importance of formal land documentation to unlock what he described as “dead capital.”

“Without Certificates of Occupancy, many Nigerians cannot convert land into wealth. This is why we are implementing the Nigeria Land Registration, Documentation, and Titling Programme (NLRDTP),” he explained.

The programme aims to partner with state governments to digitize land records, simplify titling procedures, reduce corruption, and build a national dashboard to track land ownership and availability. Dangiwa said the initiative could unlock over $300 billion in untapped land value, while also reducing land disputes and boosting investor confidence.

Affordable Housing Push Through PPP

Dangiwa highlighted the role of Public-Private Partnerships (PPP) as a cornerstone of the Renewed Hope Housing Programme, which he said has so far attracted over ₦70 billion in private sector investments. These funds are being channeled into housing developments in key areas like Karsana (Abuja), Ibeju-Lekki (Lagos), and Kano, where developers are responsible for design, funding, and construction, while the government provides land and policy support.

He noted that through these partnerships, housing delivery is becoming faster and more sustainable, especially in high-demand urban areas.

Social Housing for Grassroots Communities

Dangiwa also shed light on the Renewed Hope Social Housing Programme, which targets low-income and vulnerable groups such as artisans, market traders, persons with disabilities, and internally displaced persons. The goal is to deliver 77,400 homes—100 units in each of Nigeria’s 774 local government areas.

“This is the most inclusive housing programme ever attempted in Nigeria. We’re bringing development directly to communities that have long been excluded from housing interventions,” he said.

In addition to providing shelter, the programme is expected to create over 2 million jobs, boost local construction skills, and stimulate the growth of small and medium-sized firms in the building sector.

Notable Progress and Future Plans

According to the Minister, over 10,000 housing units have already been launched across 14 states and the FCT, with landmark projects including a 3,112-unit smart city in Karsana, a 2,000-unit estate in Ibeju-Lekki, and a 1,500-unit development in Kano.

Other states benefiting from the programme include Osun, Delta, Abia, Akwa Ibom, Ebonyi, Katsina, Oyo, Gombe, and Nasarawa, where 250-unit housing estates are underway.

Beyond housing construction, Dangiwa said over 150 slum upgrade projects have been implemented under the National Urban Renewal and Slum Upgrade Programme (NURSUP), targeting underserved communities across the six geopolitical zones.

Looking ahead, the ministry plans to establish building materials manufacturing hubs in each region to cut import dependence, lower construction costs, and promote industrial growth.

“We’re also working to improve access to housing finance by expanding single-digit mortgage schemes, non-interest loans, and rent-to-own options,” the Minister concluded.

These combined reforms, he said, are key to making affordable housing a reality for millions of Nigerians, while also stimulating economic growth and national development.

The Housing Development Advocacy Network (HDAN) has criticized the Federal Government’s allocation of ₦88.14 billion to the Federal Ministry of Housing and Urban Development in the 2025 budget, describing it as a clear indication that affordable housing for poor citizens is not on the priority list of the present government

In a statement released in Abuja, HDAN Executive Director, Festus Adebayo, expressed disappointment, stating that the budget allocation is grossly inadequate to tackle the country’s estimated 28 million-unit housing shortfall.

Adebayo noted that such insufficient funding undermines the government’s Renewed Hope Agenda, which aims to deliver 20,000 housing units annually. He called for a substantial budgetary increase to ₦500 billion and above, citing the average cost of ₦6 million to N10milion per housing unit required to meet the presidential deliverable.

“Unlike other sectors, budgetary provision for housing is retrievable when houses are sold. The money comes back to the government after creating jobs and boosting economic development. At least 70% of the expenditure can be recovered, even if the houses are subsidized,” Adebayo noted.

He contrasted the housing sector’s potential for economic returns with other ministries such as Works, Education, and Transportation, where allocations are typically sunk costs with no direct financial recovery.

Adebayo urged President Bola Tinubu to show greater commitment to the housing sector by addressing the poor allocation in the budget.

“Government needs to match its talk on housing with action. The Renewed Hope for Housing will not be realized if the Ministry of Housing continues to be starved of funds,” he warned, adding that the reduced budget down from ₦99 billion last year to ₦88 billion this year, does not reflect a serious approach to tackling Nigeria’s housing crisis.

The HDAN leader further criticized the lack of provision for key initiatives like the Family Homes Fund Limited, Federal HOUSING AUTHORITY, calling for a more conducive environment for them to thrive, as he commended the government’s establishment of the MOFI Real Estate Investment Fund, expected to launch in 2025.

“HDAN will be at the forefront to ensure that MOFI’s mandate is achieved and that Nigerians benefit from these initiatives,” he added.

The housing ministry’s allocation was highlighted as disproportionate compared to other ministries. For example, the Ministry of Works received over ₦926 billion, the Ministry of Water Resources and Sanitation ₦114 billion, and the Ministry of Power ₦531 billion. Adebayo questioned why a sector with significant economic and social benefits continues to be underfunded.

“This disparity underscores a lack of prioritization of housing, which is a critical need for Nigerians,” he said.

Experts in the housing sector echoed HDAN’s concerns, noting that the 2025 allocation is insufficient to reform the sector, expand housing infrastructure, or address the growing housing deficit.

The rising costs of building materials and the foreign exchange crisis were cited as additional challenges. Adebayo emphasized the need for government intervention in developing local building materials and stabilizing foreign exchange rates to curb escalating construction costs.

HDAN also called on the National Assembly to urgently intervene and ensure an increase in the allocation for housing and urban development in the 2025 budget while the proposal is still under review.

Adebayo said this critical adjustment, before the budget’s final passage to Mr. President, will demonstrate a strong legislative commitment to addressing Nigeria’s severe housing deficit.

He recommended alternative approaches, including rental housing schemes with ownership options, partially completed housing units to lower initial costs, and site-and-services schemes that provide infrastructure, enabling citizens to build at their own pace.

He also stressed the importance of engaging professionals in policy implementation and maintaining public buildings to ensure sustainability.

Adebayo urged policymakers to prioritize the housing sector in the 2025 budget, calling for deliberate and systematic planning to reduce the housing deficit.

“If we plan to build 20,000 units this year, we should aim to double that next year. A deliberate and systematic approach is needed to reduce the housing deficit consistently,” he said.

He also called for improved oversight to ensure that allocated funds are effectively utilized, delivering the promised housing units within the specified timeframe.

With Nigeria’s housing deficit showing no signs of abating, HDAN’s call for increased funding underscores the urgency of aligning budgetary allocations with the pressing need for affordable and sustainable housing solutions. Without significant financial and policy interventions, the Renewed Hope Agenda for Housing and Urban Development risks falling short of its ambitious goals.

HDAN, a nonprofit organization dedicated to advancing affordable housing in Africa, continues to champion innovative solutions to the housing crisis. With a diverse membership of over 5,000 professionals from the housing and construction industry, HDAN remains at the forefront of efforts to make housing accessible and sustainable for all Nigerians.

The Committees expressed this position during an oversight visit to the FMBN on Tuesday, December 19, 2023, presided over by the Chairman, Senate Committee on Lands, Housing and Urban Development, Senator Aminu Tambuwal. The visit presented a forum to familiarise with the activities of the bank and identify ways of supporting FMBN in its mandate of providing affordable housing for all Nigerians.

Senator Tambuwal affirmed the pleasure of the lawmakers in carrying out what he described as “a constitutional calling” of the National Assembly. He revealed that the two committees will work together, drawing on the inputs from the visit, to conclude on the 2024 budget.

“We are in the process of considering the 2024 budget estimates submitted by President Bola Tinubu and are aware of the provision of mortgage funding of 80 billion in the budget. We believe that working with you, we will get to understand how better to apply the funds, ensuring that these provisions by the President and Executive are fully utilised for the common good of Nigerians,” he said.

Delivering a brief on the key performance of FMBN in the management of the National Housing Fund (NHF) since inception, the Managing Director and Chief Executive, Madu Hamman, outlined the achievements of the bank, noting that it has recorded milestone successes in the area of projects recovery and automation of business processes.

Madu explained that the FMBN has completed the Oracle 12C database software solution, launched DigitALL for transparency and accountability, and is at the verge of completing the CORE Banking Platform for operational efficiency and effectiveness. All these projects, he noted, are targeted at improving service delivery in the area of housing to Nigerians.

The Managing Director further elaborated on FMBN’s progress towards improving turnaround time by reducing the NHF refund process from an average of 6-12 months to within the mandatory period of 90 days. The bank also recorded remarkable improvement in NHF compliance by states, with the exception of Oyo, Imo and Bauchi States. He noted that the bank is currently engaging with the Governments of the three states to resume compliance.

Another area of focus of the presentation was the operational performance of the bank and its loan performance from inception in 1992 to November 2023, indicating a track record of continuous growth, notwithstanding the current challenges confronting the bank.

He explained that “the Bank’s current capital base of N5 billion was approved in 2001 with the Federal Government, the Central Bank and Nigeria Social Investment Trust Fund (NSITF) as shareholders.” He however noted that only the Federal Government has fully subscribed its share of N2.5 billion while the CBN paid N60 million out of the alloted 30 percent (N1.5 billion). “The NSITF is yet to redeem any portion of its 20 percent shareholding of N1 billion,” he disclosed.

The Managing Director further cited the challenges of reviewing the legal framework guiding the operations of the bank, noting that existing laws do not reflect current realities and therefore stall the bank’s operations. He stated that it is in the efforts to address the challenge of operationalising the Land Use Act that the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, is working towards establishing the National Land Commission.

Mr. Madu therefore sought for an increase in the current capital base of the bank to the minimum of N500 billion and appealed for accelerated action in the review of the FMBN, NHF and Land Use Acts.

Also speaking, Vice Chairman, Senate Committee on Lands, Housing and Urban Development, Senator Victor Umeh, recommended exploring the possibility of engaging the CBN to redeem its outstanding payment of the shareholding allotment. He also asked the FMBN Managing Director to spell out areas of the Land Use Act that need to be reviewed to enable the Committee swing into immediate action.

In his remarks, Chairman, House Committee on Housing and Habitat, Hon. Aminu Balele, appreciated the Managing Director of FMBN for the explicit presentation, acknowledging that the National Assembly is aware of the challenges facing the bank.
Balele expressed the decision of the National Assembly committees to work together to address the issue of recapitalisation and the review of the laws guiding the bank’s operations. He re-echoed Senator Tambuwal’s words that the committees will work hand in hand with the various sub-committees to address the identified issues

The Honorable Minister for Housing and Urban Development, Arc. Ahmed Musa Dangiwa has assured his unwavering support towards achieving credible housing data in Nigeria.

The collaboration was reiterated when the minister received a delegation of the National Population Commission (NPC) led by the Chairman Hon. Nasir Isa Kwarra in Abuja.

According to Dangiwa, Nigeria has struggled with conflicting and unverified figures regarding its housing deficit, with estimates ranging from 17 million to 28 million. “These discrepancies have not only been a source of embarrassment but also an obstacle to effective policymaking and strategic planning”.

Dangiwa emphasized the need for accurate, credible, verifiable, and scientifically sound data on the housing deficit and the living conditions of homes across Nigeria. Such data, he said, is essential to develop effective strategies to tackle the housing shortage and ensure that every Nigerian has access to safe and affordable housing.

“The collaboration with the National Population Commission will involve the design and implementation of survey instruments tailored to address housing-related questions. By working together, the Ministry of Housing and Urban Development and the NPC aim to establish accurate and credible data on the housing deficit, providing a solid foundation for housing policy design and planning”.

He also added that the collaboration with the National Population Commission, particularly in the context of the upcoming national census, represents a pivotal step in achieving a successful housing data.

“The census provides a unique opportunity to gather precise and comprehensive data on the housing needs of Nigeria’s population”.

“The initiative goes beyond mere numbers; it is about improving the quality of life for Nigerians”.

While speaking, the Chairman Hon. Nasir Isa Kwarra also assured that the commission is working tirelessly with the National Assembly to ensure that the upcoming census is conducted following the United Nations recommendation.

He added that the commission is ready to work with relevant agencies in achieving a successful population and housing census.
