The Cross River State Government redirects its metropolitan development strategy by shifting public focus away from constructing isolated housing estates toward establishing sustainable, institutional systems. Administrative leaders state that previous intervention models often failed to deliver long-term value due to poor structural continuity and a lack of integrated public utility frameworks. By focusing on systemic policy reforms, the state government intends to create an enabling environment where private developers and regulatory bodies can collaborate effectively to resolve regional accommodation deficits.

State administrators argue that the traditional practice of building standalone residential estates rarely addresses the core challenges of urban sprawl and high development costs. The newly proposed strategy emphasizes robust zoning laws, modernized land administration processes, and substantial investments in foundational infrastructure like access roads, reliable water networks, and centralized power grids. Government officials believe that laying this comprehensive groundwork will naturally attract private capital, allowing commercial builders to deliver affordable housing options at a much faster pace.

Economic planners highlight that creating a structured, system-driven housing market helps eliminate bureaucratic bottlenecks that historically frustrated real estate investors in the region. The state’s updated approach introduces streamlined title registration, transparent property documentation, and clear regulatory guidelines to protect both developers and prospective homeowners. These structural adjustments aim to minimize transaction risks, lower overall construction overheads, and boost investor confidence across the local property market.

This policy shift aligns with a broader national effort to upgrade metropolitan planning standards and improve climate resilience in growing urban centers. By prioritizing scalable institutional frameworks over fragmented housing projects, the regional administration sets a sustainable path for long-term real estate growth. Authorities expect this modern development blueprint to not only bridge the current housing gap but also ensure that future residential layouts feature adequate public spaces, proper drainage systems, and necessary community amenities.

He argued that a more efficient dispute resolution framework would help unlock capital, reduce investment risks, and strengthen Nigeria’s economic competitiveness.

Speaking at a business and investment forum, Edun noted that lengthy legal processes often discourage investors and delay critical business decisions. According to him, creating a dedicated tribunal focused on commercial disputes would provide faster resolutions, improve contract enforcement, and create a more predictable business environment.

The minister stressed that access to swift and transparent justice is a key factor considered by both local and foreign investors when making investment decisions. He explained that improving dispute resolution mechanisms could support ongoing efforts to attract private capital into strategic sectors of the economy, including infrastructure, manufacturing, technology, and housing.

Edun further highlighted the Federal Government’s commitment to implementing reforms that strengthen the ease of doing business and encourage long-term investments. He said Nigeria must continue modernising its legal and regulatory frameworks to align with global best practices and improve its attractiveness as an investment destination.

Industry stakeholders have long identified slow judicial processes and contract enforcement challenges as obstacles to business growth. Analysts believe that a specialised commercial dispute tribunal could reduce case backlogs, lower transaction costs, and improve confidence among domestic and international investors.

The proposal comes as Nigeria seeks to increase private-sector participation in economic development and mobilise additional capital to support infrastructure projects, job creation, and sustainable growth across multiple sectors.

The approvals were announced by the Minister of Works, David Umahi, following a meeting of the Federal Executive Council in Abuja.

According to the minister, the projects are spread across Adamawa, Benue, Cross River, Ebonyi, Ekiti, Kogi, Kwara, Lagos, Niger, Ondo, Osun, Oyo, Plateau, Taraba, and Yobe states. The projects include new road constructions, dualisation works, rehabilitation of existing roads, and the construction of bridges and flyovers.

One of the largest approvals is the re-award of the 409-kilometre dual carriageway project in Niger State under the tax credit scheme at a cost of N1.8 trillion. Other major projects include the dualisation of the Ilorin-Ogbomoso Road, reconstruction of the Iseyin-Eruwa-Agbesi Road, rehabilitation of the Ilorin-Omorin-Ebe-Kabba-Obajana Road, and the construction of several strategic roads linking states and economic corridors.

The council also approved projects in Lagos, including the construction of the Pacific Road linking Igbe Laara to Ikorodu, as well as additional projects in Adamawa, Oyo, Kwara, Ebonyi, Plateau, and other states. Furthermore, the Federal Government approved the full business case for the operation and maintenance concession of the Lagos-Ibadan Expressway and directed the reconstruction of failed sections along the Ibadan axis using concrete pavement.

Umahi disclosed that the first 118-kilometre section of the Abuja-Kaduna-Kano Highway, valued at N137 billion, has been completed, describing the road projects as part of the administration’s broader infrastructure development agenda aimed at boosting economic activities, improving transportation efficiency, and strengthening regional integration across the country.

The Ondo State Oil Producing Areas Development Commission disclosed that more than ₦4 billion has been invested in completing projects that had remained abandoned for years in several riverine communities.

According to the commission, the decision to revive and complete the projects was driven by the need to ensure that public investments deliver meaningful benefits to residents while addressing longstanding infrastructure gaps in oil-producing areas.

Officials stated that the completed projects cover various sectors, including education, healthcare, road infrastructure, water supply, and community development facilities aimed at improving the quality of life for residents.

The commission explained that many of the projects had been left unfinished by previous administrations, limiting their intended impact on local communities and slowing development efforts in the affected areas.

OSOPADEC noted that completing the abandoned projects has helped restore public confidence and provided communities with access to essential services that were previously unavailable or inadequate.

The agency further emphasized its commitment to ensuring that development projects are properly executed and delivered in line with the needs of the people living in riverine areas of the state.

Community leaders and stakeholders reportedly welcomed the intervention, describing it as a significant step toward addressing developmental challenges that have persisted for years in several oil-producing communities.

The commission also indicated that additional infrastructure projects are being planned as part of a broader strategy to promote sustainable development, improve social amenities, and support economic activities across the region.

Observers say the investment reflects growing attention on the need to maximise the benefits of public spending by completing existing projects rather than allowing critical infrastructure to remain abandoned.

With the latest intervention, OSOPADEC aims to strengthen development outcomes in Ondo’s riverine communities while improving access to services and infrastructure that support long-term growth.
