Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate for the 2027 election, Dr Obafemi Hamzat, has unveiled a 100-point manifesto outlining plans to improve infrastructure, housing, transportation, healthcare and economic opportunities across the state.

Hamzat presented the manifesto, titled The Lagos Promise, at an event in Lagos on Friday, October 30, 2026. He said the proposed agenda was designed to make governance more accountable while addressing the everyday needs of residents.

The manifesto is organised around seven pillars: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.

According to Hamzat, the document contains 100 pledges, including commitments covering areas within the state government’s authority and proposals requiring cooperation with the Federal Government and other institutions.

Hamzat Promises Affordable Mortgages and More Housing

Housing is one of the key areas highlighted in the manifesto, with Hamzat promising to expand access to homeownership through mortgage arrangements requiring a 10 per cent initial deposit, single-digit interest rates and longer repayment periods.

He said the proposed arrangements would be supported through partnerships with private developers and an expansion of existing housing programmes, including Lagos HOMS.

Hamzat also pledged to complete several ongoing housing developments across the state, including Egan-Igando Clusters Two and Three, Lagos HOMS Sangotedo Phase Two, Lagos HOMS Ibeshe Phases Two and Three, and the Workers’ Village in Ipaja.

Other projects identified include the Epe housing scheme at Ita-Marun, Beacon Apartments on Command Road, Vangully Housing Estate in Ajah, Lagos HOMS Ajara Phase Two in Badagry and the Okota housing estate.

The candidate said his proposed administration would prioritise completing existing developments while working towards delivering additional affordable homes.

Inner Roads and Major Transport Projects

On infrastructure, Hamzat promised to prioritise the construction and rehabilitation of inner roads across Lagos communities in collaboration with local governments, local council development areas and the Lagos State Public Works Corporation.

Some of the roads identified for rehabilitation include Tedi-Mowo Road, Olojo Drive-Alaba International Market-Igbede Road, Bola Ahmed Tinubu Road in Bogije, Igbe-Ginti Road, Ijede Road Phase Two, Mowo-Ikoga Road, Mushin-Itire Road and Isheri-Osun Road.

He also pledged to accelerate major infrastructure projects, including the Fourth Mainland Bridge, the Regional Road along the Lekki-Epe corridor and the second phase of the Opebi-Mende Link Bridge.

For public transportation, Hamzat proposed increasing the state’s bus fleet from 1,000 to 4,000 vehicles, with a target of transporting one million passengers daily.

He also promised to extend the Blue Line rail service to Okokomaiko, establish an interchange between the Blue and Red Lines at the National Theatre Station and work with the Federal Government to advance the proposed Green Line from Marina to the Lekki Free Trade Zone.

On water transportation, he outlined plans to dredge an additional 140 kilometres of waterways, improve 15 ferry routes, rehabilitate 25 terminals and jetties, and acquire 75 additional electric vessels under the Omi Eko initiative.

Security and Water Supply

Hamzat also outlined plans to strengthen neighbourhood security through an expanded Lagos State Neighbourhood Safety Agency, with operational coverage extended to wards across the state’s 20 local government areas and 37 local council development areas.

He promised wider CCTV coverage, improved street lighting and the establishment of a State Intelligence Fusion Centre to strengthen responses to cybercrime, financial crimes and organised criminal activities.

On water supply, he pledged to complete the Adiyan Phase Two waterworks project, which is expected to produce 70 million gallons of water daily and serve an additional six million residents.

He also promised to rehabilitate 24 micro and mini waterworks and repair damaged distribution networks to improve access to potable water.

Waste Management and Environmental Development

The manifesto also addresses waste management, with Hamzat targeting 95 per cent waste collection coverage across Lagos through improved private-sector participation and community collection systems.

He pledged to complete transfer loading stations at Olusosun and Solous III in Alimosho, establish a waste recovery facility and complete the waste-to-energy project at Agbowa.

He also proposed integrating approximately 30,000 waste collectors and sorters into a more organised system, with access to training, equipment and improved remuneration.

On environmental protection, Hamzat promised to expand tree planting and develop public parks as part of efforts to improve urban conditions and strengthen the state’s resilience to climate-related challenges.

Hamzat Promises Accountability in Governance

Beyond infrastructure and social development, the APC candidate pledged to establish an independent performance council to monitor his administration’s progress and assess the implementation of its commitments.

He said the proposed body would publish annual reports comparing government promises with actual results, allowing residents to track progress and identify areas where targets had not been achieved.

Hamzat said his approach to governance would be guided by respect, work and truth, adding that public officials should be held accountable for their commitments.

The manifesto also covers healthcare, education, youth empowerment, job creation, small business support and public sector reforms.

Hamzat said his overall objective was to build a safer, more prosperous and inclusive Lagos, with residents playing a central role in assessing government performance.

Lagos State Governor Babajide Sanwo-Olu has said addressing the state’s housing deficit requires more than constructing additional homes, stressing the importance of affordability, accessibility and essential services.

Sanwo-Olu stated this in a keynote address delivered by the Commissioner for Housing, Moruf Akinderu-Fatai, at the 2026 World Habitat Day celebration in Lagos on Monday.

The event was held under the theme, “Adequate Housing for All.”

The governor said the existence of a building alone does not necessarily amount to adequate housing, noting that proper accommodation must provide security, affordability, accessibility and basic services.

Lagos Delivers 10,623 Housing Units

Sanwo-Olu said the Lagos State Government had provided 10,623 housing units through direct budgetary allocations and public-private partnerships since 2019.

According to him, 23 housing estates have been completed across the five divisions of the state.

He, however, acknowledged that the figure represents only part of the broader response required to address Lagos’ housing needs.

The governor said the government was also expanding opportunities for home ownership through initiatives such as the Rent-to-Own scheme and Lagos HOMS.

He added that five housing projects currently under construction would provide an additional 1,584 homes.

Governor Links Housing To Roads, Water, Drainage

Sanwo-Olu stressed that infrastructure surrounding residential communities is an essential component of adequate housing.

He listed roads, drainage, electricity and water supply among the services required to support functional residential communities.

The governor also said the state was pursuing tenancy reforms aimed at protecting residents from arbitrary rent increases and unlawful charges.

He urged developers, financial institutions, planning professionals, traditional rulers, community leaders and other stakeholders to contribute to the development of safe and sustainable communities.

Sanwo-Olu also advised residents to comply with physical planning regulations, warning that buildings constructed without the required approvals could pose risks to occupants and neighbouring communities.

Lagos Population Growth Puts Pressure On Housing

Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide, said adequate housing was closely connected to transportation, employment, security, healthcare, education, water supply, sanitation and effective urban planning.

Olumide said Lagos’ rapid population growth had increased pressure on land, housing and other urban services.

He called for stronger coordination among government agencies, private developers, financial institutions, professional organisations, communities and other stakeholders.

Festus Adebayo Calls For Affordable Housing

The Founder and Convener of the Africa International Housing Show, Festus Adebayo, described the high cost of housing as both an economic and social challenge.

Adebayo said many young graduates and working families were spending significant portions of their incomes on rent and transportation, limiting their ability to save, invest or purchase homes.

He argued that the housing debate should consider not only the number of available houses but also whether residents could afford and access them.

Adebayo also noted that some residential properties across Nigeria remained vacant while many families continued to struggle to secure decent accommodation.

He advocated improved access to land and housing finance, alongside stronger cooperation between government and private-sector stakeholders.

Town Planners Seek Stronger Collaboration

In a goodwill message, Chairman of the Nigerian Institute of Town Planners, David Olawale, said sustainable housing depended on effective urban planning and collaboration between government and professional bodies.

Olawale referenced Sustainable Development Goal 11, which promotes inclusive, safe, resilient and sustainable cities and human settlements.

The General Manager of the Lagos Informal Space Management Authority, Daisi Oso, said World Habitat Day should be viewed beyond the construction of houses.

She stressed the need to develop communities that are safe, peaceful, accessible and sustainable.

Residents of Modupe Johnson Crescent in Surulere, Lagos, have warned prospective buyers and members of the public against entering into transactions involving a disputed 36-unit residential estate allegedly being developed on the premises of Gbaja Boys High School.

The Incorporated Trustees of Modupe Johnson Crescent Residents’ Association issued the warning in a Caveat Emptor notice dated September 21, 2026, through their lawyer, Imran O. Shitta-Bey of S. A. Shitta-Bey & Co.

The residents said the property is the subject of an ongoing case before the High Court of Lagos State, Lagos Judicial Division.

The suit, marked LD/6333LM/2026, involves the Managing Director and Chief Executive Officer of the Lagos State Development and Property Corporation and eight other defendants.

According to the residents, the dispute centres on the alleged conversion of land within Gbaja Boys High School into a residential development.

They alleged that the project involved unauthorised construction, trespass, encroachment and interference with land designated for educational purposes.

The residents further alleged that the development, reportedly located along the edge of a canal within the school premises, was being carried out without several required regulatory approvals.

Among the approvals they said were missing are planning permission, an approved building plan, Environmental Impact Assessment clearance, drainage alignment clearance, Traffic Impact Assessment clearance and approval from the Lagos State Ministry of Basic and Secondary Education.

Residents seek court intervention

The residents said they had filed 16 reliefs before the Lagos State High Court in connection with the disputed development.

Among their requests is an order directing the relevant authorities to permanently seal the construction site and remove structures they allege were unlawfully erected on the property.

They are also asking the court to declare that any alleged disregard of stop-work and seal-up orders issued against the development amounted to unlawful acts and abuse of office.

The residents said their legal action was aimed at protecting the interests of the community and preserving the land while the court determines the dispute.

The defendants named in the related proceedings include officials and agencies responsible for physical planning, building control, environmental regulation and housing administration in Lagos State.

Residents invoke lis pendens

The association also invoked the legal principle of lis pendens, warning prospective buyers, companies, financial institutions, real estate operators and other entities against dealing with the disputed property while the case remains before the court.

Under the warning, any purchase, lease, mortgage, joint venture or development transaction involving the property while the litigation is pending would be undertaken at the buyer or investor’s own risk.

The residents therefore urged members of the public to conduct appropriate legal and title checks before committing funds to the development.

Previous court proceedings

The residents said their association had previously challenged the development in an earlier suit involving the same parties.

The earlier case was marked LD/5840LM/2025.

According to the association, the High Court granted pre-emptive injunctions on January 27, 2026.

The residents further said that on March 18, 2026, the court held that the association, acting as representatives of the affected community, had demonstrated a threatened legal right that warranted protection.

A related report stated that residents became aware of the development in September 2025 after seeing a signboard identifying LSDPC as the client.

They subsequently sought information on the project’s planning and building approvals, environmental clearance, drainage approval and authorisation from the Ministry of Basic and Secondary Education.

The residents alleged that the Lagos State Building Control Agency issued a contravention notice and stop-work order on January 12, 2026, following a stakeholders’ meeting the previous month.

They also alleged that an environmental seal order was issued and subsequently breached, after which construction resumed. These claims remain part of the ongoing legal dispute.

Court to hear substantive case

The latest proceedings remain pending before the Lagos State High Court.

Justice Atinuke Ipaye has fixed October 26, 2026, for the hearing of the originating summons as well as preliminary objections filed by the first and second defendants challenging the residents’ legal standing to institute the action.

The court proceedings will determine the legal issues surrounding the residents’ claims and the disputed development.

Until the matter is determined, the residents have urged prospective buyers, investors, financial institutions and real estate companies to exercise caution and avoid transactions involving the property.

The dispute highlights the importance of confirming land ownership, planning approvals, building permits, environmental requirements and other regulatory clearances before purchasing property or committing funds to a real estate development.

FG Expands Housing Drive as 430 NMDPRA Staff Receive Homes

The Federal Government has renewed its drive to expand access to affordable housing, with about 430 staff members of the Nigerian Midstream and Downstream Petroleum Regulatory Authority receiving housing allocations under the Renewed Hope Housing Programme.

The allocation is part of a partnership involving the Federal Ministry of Housing and Urban Development, the Federal Mortgage Bank of Nigeria, NMDPRA, Family Homes Funds Limited, CityCode Mortgage Bank, developers and the NMDPRA Staff Cooperative Society.

Allocation letters were presented to beneficiaries at the NMDPRA Auditorium in Abuja on September 23, 2026. The housing units are located across Abuja, Kano and Lagos.

Speaking at the event, the Minister of Housing and Urban Development, Muttaqha Rabe Darma, said the Federal Government was working to reduce the amount of income Nigerian workers spend on rent.

Darma said the government wanted to ensure that workers would no longer have to spend between 40 and 60 per cent of their incomes on accommodation.

He said the high cost of housing was putting significant financial pressure on Nigerian families and that reducing the amount spent on rent would allow households to use more of their income to meet other basic needs.

The minister said the Federal Government was working with relevant stakeholders and regulators to increase the supply of affordable housing across the country.

He also said the government was addressing the housing deficit, which he put at about 16 million housing units.

FG reviews abandoned housing projects

Darma disclosed that the ministry was conducting an assessment of abandoned housing projects across the country as part of efforts to increase the nation’s housing stock.

According to the minister, about 250,000 housing units within abandoned projects could potentially be recovered and made available to Nigerians, including civil servants.

He said the government was collecting information on abandoned projects in different states and engaging state governors on the possibility of taking over or acquiring some of the projects for allocation.

The minister also identified the high cost of land, building materials and infrastructure as some of the factors making homeownership difficult for many Nigerians.

He said the government was exploring different financing options, including the National Housing Fund and mortgage facilities, with particular attention to workers in the informal sector.

Darma further disclosed plans for a social housing programme targeting communities across the 774 local government areas, with the aim of expanding access to affordable homes for low- and middle-income Nigerians.

He said the housing strategy would require collaboration among federal institutions, state governments, mortgage institutions, developers and private investors.

The minister urged government agencies and other stakeholders to focus on delivering actual housing projects rather than limiting their efforts to discussions and policy announcements.

430 NMDPRA staff benefit from housing scheme

The NMDPRA Chief Executive, Rabiu Abdullahi Umar, said the housing initiative was part of efforts to improve the welfare of the authority’s workforce.

He said providing workers with greater housing security could contribute to their wellbeing and productivity.

Umar commended the Federal Government, the Ministry of Housing and Urban Development, FMBN and other partners involved in the programme.

The President of the NMDPRA Staff Cooperative Society, Abdullahi Danladi Auta, described the housing allocation as a significant milestone for the authority’s workforce.

He said about 430 NMDPRA staff would benefit from housing projects in Abuja, Kano and Lagos, at a time when rising land prices, construction costs and other housing expenses were making homeownership more difficult for workers.

365 units earmarked for Abuja

The Chief Commercial Officer of Renewed Hope SPV Limited, Dare Makinde, said the first phase of the project would provide different categories of homes to NMDPRA staff.

The housing types include two-bedroom and three-bedroom flats, as well as three-bedroom terrace houses with boys’ quarters and other categories of homes.

Makinde said 365 housing units were earmarked for Abuja, while additional units would be delivered in Kano and Lagos.

He also disclosed that the second phase of the project would commence in 2027.

FMBN provides mortgage support

The Managing Director and Chief Executive of FMBN, Shehu Usman Osidi, said the initiative demonstrated how government housing policy could translate into practical homeownership opportunities for Nigerian workers.

Osidi disclosed that NMDPRA employees had subscribed to 359 housing units in Karsana, Abuja, and 14 units at Janguza, Kano.

He also said 197 National Housing Fund mortgage applications valued at approximately N8.3 billion were being packaged for submission to FMBN.

CityCode Mortgage Bank is working with the beneficiaries on their mortgage applications, while FMBN will facilitate financing for eligible applicants.

Osidi explained that FMBN’s involvement in the Renewed Hope Cities and Estates Programme goes beyond individual mortgages to include project financing and off-take support.

For the Karsana project, he said FMBN provided a N100 billion off-taker guarantee in addition to N19.9 billion in direct funding.

According to him, the financing support is designed to provide greater certainty for developers, support construction financing and help eligible Nigerian workers access completed homes through mortgage arrangements.

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to increase the supply of affordable homes and improve access to mortgage finance.

He also highlighted FMBN’s Diaspora Mortgage Loan and its forthcoming Rent Assistance Product as part of the bank’s efforts to respond to changing housing needs.

The FMBN chief urged beneficiaries to work with the cooperative society, CityCode Mortgage Bank, FMBN and developers to complete their mortgage documentation and other requirements.

Government targets wider housing access

The 430-unit NMDPRA initiative forms part of the Federal Government’s wider Renewed Hope Cities and Estates Programme, which seeks to expand affordable housing supply and improve access to homeownership.

The programme also highlights the role of collaboration between government agencies, mortgage institutions, developers, employers and cooperative societies in financing and delivering housing.

For the NMDPRA beneficiaries, the current allocation provides access to housing in Abuja, Kano and Lagos, while the government continues to pursue broader measures aimed at increasing housing supply and improving access to affordable financing.

The Minister of Housing and Urban Development, Engr. Dr. Muttaqha Rabe Darma, disclosed this on Wednesday in Abuja during the presentation of houses to the beneficiaries.

Darma said the initiative formed part of efforts to make home ownership more affordable for Nigerian workers and reduce the burden of rent on household incomes.

FG Targets 40–60% Rent Burden

The minister said the government was working to ensure workers no longer spend between 40 and 60 per cent of their income on rent.

“We are going to assure that in this country workers don’t spend 40 to 60 per cent of their income on rent,” Darma said.

He said reducing the amount workers spend on accommodation would ease financial pressure and allow families to meet other basic needs.

Darma also linked the high cost of housing to broader economic challenges, saying excessive housing costs could indirectly create incentives for corruption.

FG Targets 250,000 Abandoned Housing Units

The minister said the government was also reviewing abandoned housing projects nationwide as part of efforts to increase the country’s housing stock.

According to him, about 250,000 housing units in abandoned projects could potentially be recovered and made available to Nigerians, including civil servants.

“We are taking stock of them. We are taking statistics. We are moving to each and every state where we have these abandoned properties,” he said.

Darma said the Federal Government was engaging state governors on the possibility of taking over or acquiring some abandoned projects for allocation to civil servants and other Nigerians.

He also identified the rising costs of land, building materials and infrastructure as major challenges facing prospective homeowners.

Social Housing Programme to Cover 774 LGAs

The minister said the government was exploring financing options, including the National Housing Fund and mortgage facilities, particularly for workers in the informal sector.

He added that the planned social housing programme would target communities across the country, including the 774 local government areas.

The initiative is expected to involve partnerships among federal institutions, state governments, mortgage institutions, developers and private investors.

Darma urged government agencies and stakeholders to focus on delivering actual housing projects rather than limiting efforts to policy announcements.

430 NMDPRA Staff to Benefit

Speaking at the ceremony, NMDPRA Chief Executive Mallam Rabiu Abdullahi Umar said the authority was committed to improving staff welfare through initiatives that enhance productivity and wellbeing.

He said access to housing would provide greater security and stability for beneficiaries while strengthening their commitment to their responsibilities.

The NMDPRA chief commended the Federal Government, Ministry of Housing and Urban Development, Federal Mortgage Bank of Nigeria (FMBN) and other partners involved in the programme.

The President of the NMDPRA Staff Cooperative Society, Abdullahi Danladi Auta, described the housing allocation as a significant milestone.

Auta said about 430 NMDPRA workers would benefit from the initiative, with projects located in Abuja, Kano and Lagos.

365 Housing Units Earmarked for Abuja

The Chief Commercial Officer of Renewed Hope SPV Limited, Dare Makinde, said the first phase would provide different categories of housing units to NMDPRA staff.

The houses include two-bedroom and three-bedroom flats, as well as three-bedroom terraces with boys’ quarters and other categories across the project locations.

Makinde said 365 housing units were earmarked for Abuja, with additional units to be delivered in Kano and Lagos.

He also disclosed that the second phase of the project would commence in the coming year.

FMBN Managing Director Shehu Usman Osidi congratulated the beneficiaries and commended the partnership between NMDPRA, the Renewed Hope Housing Programme and other stakeholders.

He said the initiative demonstrated how collaboration could expand access to affordable housing and create more opportunities for workers to become homeowners.

Access to adequate and affordable financing remains critical to helping more Nigerians overcome the barriers to homeownership, real estate developer Mixta Africa has said.

The company made the observation as it handed over keys to 27 new homeowners at Ibudo Wura, an affordable housing estate located along the Lekki-Epe Expressway in Lagos.

The latest handover brings the total number of completed homes at the development across Phases 1 and 2 to 192, according to the company.

Mixta Africa said the development demonstrates how appropriate financing options can make homeownership more accessible to prospective buyers.

The company noted that the latest handover also builds on its more than two decades of housing delivery across Africa, with more than 30,000 homes delivered to date.

According to the developer, homeowners at Ibudo Wura were able to access financing with as little as 10 per cent equity, payable over six months.

The financing comes with an interest rate of 9.75 per cent per annum and repayment tenors ranging from five to 20 years. Indicative monthly repayments start from N534,785.

The financing is available through the Ministry of Finance Incorporated Real Estate Investment Fund.

Mixta Africa Group Chief Commercial Officer, Tola Akinsulire, described the latest handover as an important milestone for the company and the beneficiaries, marking the point at which buyers move from purchasing their homes to taking possession.

Akinsulire said handing over keys was an important part of the relationship between the developer and its customers because it turns the company’s promise of home delivery into something tangible.

She acknowledged that buying a home represents a major financial and emotional commitment and said customers needed confidence that the homes they had paid for would be delivered.

With the latest handover, 27 additional families have taken possession of homes at the development, she said.

Akinsulire added that the company’s responsibility was to continue earning the trust of its customers through consistent delivery across its housing communities.

One of the new homeowners, Mrs Soprinye Banjo, said Mixta Africa’s track record influenced her decision to purchase a home at the estate.

She also cited the availability of authentic property titles and the prospect of having a seamless transaction as factors behind her decision.

Another homeowner, Tunji Adeyemi, said the quality of construction at Ibudo Wura was one of the main reasons he decided to invest in the development.

Adeyemi said he understood the quality of construction carried out by Mixta Africa and considered it an important factor in his decision.

He also pointed to Lagos New Town, where the development is located, as another attraction.

According to him, the area offers a setting where residents could live and work, while also providing an environment suitable for people considering the location for retirement in the future.

Another homeowner, Mrs Yetunde Oyegunle, praised the estate’s appearance, the quality of the finishing and the surrounding environment.

She said the development provided a conducive environment and expressed confidence in recommending it to people interested in purchasing property.

The latest handover highlights the role that accessible housing finance can play in supporting homeownership, particularly as prospective buyers face the challenge of raising large upfront payments for residential property.

Mixta Africa said its financing structure at Ibudo Wura is intended to provide prospective homeowners with a pathway to purchase homes through manageable equity requirements and longer repayment periods.

The Federal Mortgage Bank of Nigeria (FMBN) has allocated housing units to 430 employees of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) under the Federal Government’s Renewed Hope Cities and Estates Programme.

Allocation letters were presented to the beneficiaries on Wednesday, September 23, 2026, at the NMDPRA Auditorium in Abuja. The initiative covers housing units in Abuja, Kano and Lagos and brings together the Federal Ministry of Housing and Urban Development, FMBN, Family Homes Funds Limited, the NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, developers and other stakeholders.

The Minister of Housing and Urban Development, Muttaqha Rabe Darma, reaffirmed the Federal Government’s commitment to providing decent and affordable housing for Nigerians.

Darma also announced plans to introduce a social housing scheme targeting the delivery of 100 housing units in each Local Government Area across the country.

He stressed the importance of stronger collaboration among government agencies and other stakeholders in the housing sector, noting that such partnerships would allow institutions to combine their resources, expertise and capacities to expand access to affordable housing.

The minister said collaboration remained important to achieving broader housing delivery objectives and ensuring that more Nigerians could benefit from government-backed housing programmes.

FMBN processes ₦8.3bn in mortgage applications

Speaking at the event, FMBN Managing Director and Chief Executive Officer, Shehu Usman Osidi, described the allocation as an example of how government housing policies could translate into homeownership opportunities for workers.

Osidi disclosed that NMDPRA employees had subscribed to 359 housing units at Karsana in Abuja and 14 units at Janguza in Kano.

He also revealed that 197 National Housing Fund mortgage applications valued at approximately ₦8.3 billion were being packaged for submission to FMBN.

CityCode Mortgage Bank is working with the beneficiaries on the mortgage applications, while FMBN will facilitate financing for applicants who meet the relevant eligibility requirements.

The FMBN chief executive explained that the bank’s involvement in the Renewed Hope Cities and Estates Programme goes beyond individual mortgage financing.

According to him, FMBN also provides project-level financing and off-take support to help create greater certainty for developers and support the construction and eventual purchase of completed housing units.

For the Karsana project, FMBN provided a ₦100 billion off-taker guarantee in addition to ₦19.9 billion in direct funding.

Osidi said the financing and guarantee were designed to support developers, facilitate construction financing and enable eligible Nigerian workers to access completed homes through mortgage arrangements.

“FMBN is proud to be part of the journey that gave birth to this event today, and we remain committed to supporting the Renewed Hope Cities and Estates programme in Karsana and across the country,” Osidi said.

FMBN targets wider housing finance partnerships

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to expand the supply of affordable housing and improve access to mortgage finance.

He also highlighted the bank’s recently launched Diaspora Mortgage Loan and its forthcoming Rent Assistance Product as part of efforts to respond to changing housing needs among Nigerians.

The FMBN chief urged the beneficiaries to work closely with the NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, FMBN and the developers to complete their mortgage documentation and other requirements promptly.

He assured beneficiaries that the bank remained committed to efficient and transparent processing of their applications.

NMDPRA praises inter-agency collaboration

The Chief Executive of NMDPRA, Rabiu Abdullahi Umar, commended the Federal Ministry of Housing and Urban Development, FMBN and the other participating institutions for working together to provide housing opportunities for the authority’s employees.

Umar said the initiative demonstrated the importance of collaboration among government agencies and other stakeholders in addressing workers’ welfare while contributing to wider national development objectives.

He expressed appreciation to the institutions and partners involved in the programme, describing the opportunity for NMDPRA employees to access housing as a significant milestone for the authority and its workers.

The housing allocations form part of the Federal Government’s wider Renewed Hope Cities and Estates Programme, which combines housing construction, mortgage financing and institutional partnerships to expand access to homeownership for Nigerian workers.

Lagos State generated ₦1.77 trillion in internally generated revenue (IGR) in 2025, accounting for 34.4 per cent of the combined ₦5.15 trillion generated by Nigeria’s 36 states and the Federal Capital Territory.

The figure places Lagos significantly ahead of other sub-national governments and highlights the state’s revenue capacity at a time when demand for housing, transport infrastructure and urban services continues to increase.

Data released by the National Bureau of Statistics (NBS) showed that combined IGR across the states and the FCT rose by 40.93 per cent, from ₦3.65 trillion in 2024 to ₦5.15 trillion in 2025.

Lagos accounts for more than one-third of state IGR

Lagos generated ₦1.769 trillion during the year, with ₦1.48 trillion coming from tax revenue and ₦292.64 billion generated through ministries, departments and agencies.

Rivers State ranked second with ₦428.42 billion, while Enugu recorded ₦406.77 billion. The Federal Capital Territory generated ₦356.34 billion, followed by Ogun State with ₦252.36 billion.

Lagos’ revenue was more than four times that of Rivers and exceeded the combined revenue of many of the lower-ranking states.

The NBS said the figures were compiled by the Joint Revenue Board from official records and submissions by state boards of internal revenue. It also noted that the figures remain subject to reconciliation and possible updates by the respective revenue authorities.

Revenue strength comes as Lagos faces major housing needs

Lagos’ strong revenue position comes against the backdrop of substantial housing and urban development pressures.

Recent research by GTI Investment Group estimated that Lagos requires about ₦6 trillion in fresh capital annually to keep pace with its housing deficit.

The research also identified a significant mismatch between housing supply and demand, with lower-priced homes accounting for only a small share of available supply despite representing the largest concentration of estimated demand.

The situation highlights the difference between a state’s revenue capacity and the amount of capital required to address its housing needs.

Although Lagos generates significantly more IGR than other states, the scale of investment required for housing means annual state revenue alone cannot meet the full requirement.

Housing investment requires more than public revenue

Lagos’ sizeable IGR gives the state greater capacity to finance public infrastructure and support urban development, but housing delivery requires a broader pool of capital.

Land acquisition, construction, infrastructure provision, mortgage finance and private development all require substantial investment.

GTI’s research estimates that Lagos needs approximately ₦6 trillion in fresh capital each year to address its housing requirements. The figure demonstrates the gap between public revenue and the capital required to deliver housing at the scale demanded by the state’s growing population.

The situation strengthens the case for combining public expenditure with private investment, institutional capital and housing finance mechanisms.

Infrastructure remains critical to Lagos property development

The relationship between Lagos’ revenue base and its property market extends beyond the construction of housing.

Transport networks, drainage systems, water infrastructure, electricity supply and other urban services influence where residential and commercial developments can take place and how property values change.

GTI’s research found that transport connectivity is already influencing property markets in Lagos, with properties located around rail infrastructure recording higher rental yields and, in some areas, potential value premiums compared with properties in less-connected locations.

Infrastructure investment can therefore have wider economic effects by improving accessibility while supporting development along emerging urban corridors.

Lagos revenue is predominantly tax-driven

The composition of Lagos’ IGR is also significant to the state’s fiscal position.

Of the ₦1.77 trillion generated in 2025, ₦1.48 trillion came from tax revenue, while ₦292.64 billion was generated by ministries, departments and agencies.

The pattern differs from states such as Enugu, where MDA-generated revenue accounted for a substantially larger share of total IGR.

Across the states and FCT, tax revenue amounted to ₦3.79 trillion, representing 73.64 per cent of the combined ₦5.15 trillion IGR. MDA-generated revenue contributed ₦1.36 trillion.

For Lagos, the dominance of tax revenue reflects the size of the state’s formal economic activity and taxable base.

Revenue capacity could support urban infrastructure

A stronger internally generated revenue base gives states greater capacity to plan and finance infrastructure without relying entirely on federal transfers.

For Lagos, this capacity is particularly relevant because of the size and complexity of its urban economy.

The state is simultaneously dealing with population growth, rising housing demand, transport congestion, infrastructure requirements and pressure on existing urban systems.

However, greater fiscal capacity does not automatically result in improved housing delivery. The effectiveness of spending depends on how funds are allocated, the quality of project execution and the extent to which public investment attracts additional private capital.

Private capital remains essential to closing the housing gap

Lagos’ revenue position also highlights the continuing importance of private-sector participation in housing delivery.

Research previously reported by Nigeria Housing Market showed that lower-priced housing represents the largest concentration of estimated demand in Lagos, while much of the available housing supply is concentrated at higher price points.

Closing this gap requires developers to access land and finance at costs that allow them to provide homes within the purchasing capacity of middle- and lower-income households.

Government revenue can support enabling infrastructure, land administration and public housing interventions, but private developers and institutional investors remain important to expanding the state’s overall housing supply.

Fiscal capacity and property-market development

Lagos’ ₦1.77 trillion IGR therefore has implications beyond the state’s fiscal accounts.

A strong revenue base can potentially support infrastructure that opens up new development corridors, improves the investment environment and strengthens the state’s capacity to participate in housing programmes.

For developers and investors, the more important issue is how that fiscal capacity translates into infrastructure and development opportunities.

Improved roads, mass transit, drainage, utilities and other infrastructure can make previously less accessible areas more viable for residential, commercial and industrial development.

Outlook

Lagos’ position as Nigeria’s largest contributor to sub-national IGR highlights the considerable economic capacity concentrated within the state.

At the same time, the revenue figures illustrate the scale of the challenges facing one of Africa’s fastest-growing urban markets. Housing demand, infrastructure requirements and urban expansion continue to require capital on a scale that cannot be met by government revenue alone.

Public revenue will remain important to Lagos’ housing and infrastructure development, but attracting additional private and institutional investment will also be necessary to expand delivery.

With Lagos generating ₦1.77 trillion in IGR in 2025, attention now turns to how effectively that fiscal capacity can support the infrastructure and housing investment required by the state’s expanding urban economy.

The Federal Government has commended the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for supporting access to affordable housing for its workers through the Renewed Hope Cities and Estates Programme.

The Minister of Housing and Urban Development, Mr Muttaqha Darma, gave the commendation during the formal presentation of allocation letters to eligible NMDPRA staff under the housing programme.

Darma described the initiative as significant against the background of Nigeria’s housing deficit and the difficulties many Nigerians face in accessing decent homes.

He said the Federal Government remained committed to expanding access to affordable housing through partnerships with institutions and other stakeholders in the housing sector.

According to the minister, Nigeria requires more than 16 million housing units to address its housing deficit and provide accommodation for Nigerians without adequate housing.

“Providing housing to Nigerians remains a major responsibility. Providing houses to 110 million unhoused Nigerians is a task, a very big one,” Darma said.

The minister said the NMDPRA initiative should not be assessed solely by the number of homes being allocated to its workers.

“I consider the NMDPRA initiative beyond the number of houses being allocated.

“Forget about the mention of 450 housing units. No, I am not looking at it from that angle. I am looking at it from delivery of housing to Nigerians,” he said.

Darma stressed that every opportunity to deliver housing to Nigerians was important, regardless of the number of people who directly benefited from a particular project.

He also highlighted the rising cost of construction and building materials, which has made homeownership increasingly difficult for many Nigerians.

430 NMDPRA workers receive allocations

The Chief Executive of NMDPRA, Malam Rabiu Umar, said about 430 members of staff in Abuja, Kano and Lagos were receiving allocation letters under the Renewed Hope Cities and Estates Programme.

Umar described the development as an example of how government policies and institutional partnerships could translate into tangible benefits for workers.

He said staff welfare was an important part of institutional performance, noting that workers who have greater peace of mind and confidence in their personal future are better positioned to contribute effectively to their organisations.

The NMDPRA chief executive commended the Authority Staff Cooperative Society, the Renewed Hope Access to Housing Committee and other partners involved in facilitating the initiative.

The partners include the Federal Mortgage Bank of Nigeria (FMBN), Family Homes Funds Limited, City Code Mortgage Bank Limited, Renewed Hope SPV, Key Shelter Limited and participating developers.

FMBN processes N8.3bn in mortgage applications

The Managing Director and Chief Executive of FMBN, Mr Shehu Osidi, said NMDPRA staff had subscribed to 430 housing units in Karsana, Abuja, and Janguza, Kano.

He disclosed that 197 National Housing Fund mortgage applications valued at approximately N8.3 billion were being packaged for submission to FMBN by City Code Mortgage Bank.

Osidi said the mortgage applications formed part of the financing structure designed to help eligible workers access homes through sustainable mortgage arrangements.

FMBN has also provided a N100 billion off-take guarantee for the Renewed Hope Cities and Estates Programme, beginning with the Karsana project, alongside N19.9 billion in direct funding.

The financing and guarantee arrangements are intended to give developers greater certainty, support construction financing and enable eligible workers to access completed housing through mortgage financing.

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to increase the supply of affordable homes and strengthen access to mortgage finance.

He also disclosed that FMBN would soon introduce a Rent-to-Own product for eligible civil servants.

The bank has already launched a Diaspora Mortgage Loan and has signed a memorandum of understanding for a N10 billion housing loan scheme for Federal Civil Servants.

More than 1,000 NMDPRA staff applied

The President of the Authority Staff Cooperative Society, Mr Abdullahi Auta, said more than 1,000 NMDPRA workers had applied for the housing initiative.

However, about 430 staff had so far been accommodated under the current allocation exercise.

Auta appealed for continued support to enable additional workers who are still awaiting allocation to benefit from the scheme.

Details of housing units across Abuja, Kano and Lagos

The Chief Commercial Officer of Renewed Hope SPV Ltd., Dare Makinde, said the first phase of the project in Abuja consists of 365 housing units.

The Abuja development includes two-bedroom and three-bedroom flats, as well as three-bedroom terrace duplexes with boys’ quarters.

In Kano, the project includes 14 units comprising three-bedroom and four-bedroom bungalows, fully detached houses and three-bedroom terrace duplexes with boys’ quarters.

Lagos has 56 units comprising two-bedroom and three-bedroom apartments with boys’ quarters.

Makinde said a second phase of the project would be delivered next year to accommodate some applicants who could not benefit from the first phase.

He added that additional housing projects were planned for Asaba, Enugu and Ibadan.

Makinde also called on other public and private organisations to support housing schemes for their workers, particularly as rising rents continue to make homeownership and decent accommodation more difficult for many employees.

Government expands housing support for workers

The NMDPRA housing initiative forms part of a wider push by the Federal Government to expand access to housing through institutional partnerships and mortgage financing.

The government has also been implementing other housing projects targeted at workers and civil servants.

In August, the Federal Mortgage Bank of Nigeria joined the Federal Ministry of Housing and Urban Development and the Office of the Head of the Civil Service of the Federation for the groundbreaking of a 250-unit Renewed Hope Civil Service Estate at Dukpa, Gwagwalada, Abuja.

The estate comprises two-bedroom and three-bedroom bungalows and is being developed to provide decent and affordable housing for federal civil servants.

The Federal Government also approved a N10 billion housing loan scheme for federal civil servants earlier in 2026, with the Federal Housing Loans Board and FMBN entering into an agreement to facilitate access to affordable housing loans.

For the NMDPRA programme, the combination of housing allocations, mortgage financing, cooperative participation and government-backed project support is intended to provide workers with a structured route to homeownership.

The first phase of allocations covers projects in Abuja, Kano and Lagos, while additional developments are planned for other cities.

The initiative is expected to provide further opportunities for NMDPRA workers who are yet to receive allocations as subsequent phases of the housing programme are delivered.

AceRoyal Estates, a subsidiary of AceRoyal Group, has launched Villa Nova, a master-planned residential community featuring 1,000 villa-style bungalows in Abijo, Lagos.

The development is designed to expand access to homeownership through secure and fully titled properties, structured financing and delivery guarantees, with the broader objective of contributing to efforts to address Nigeria’s housing deficit. 

Villa Nova offers two-bedroom, three-bedroom and five-bedroom bungalow configurations within a fully secured and professionally managed environment.

According to AceRoyal Estates, the project was developed in response to some of the longstanding challenges facing Nigeria’s real estate sector, particularly land title disputes, delays in project completion and inadequate infrastructure.

The company said the development is built around a three-way structure involving government support, banking participation and private-sector development execution.

Under the arrangement, the Lagos State Government provides backing for the land title and supporting infrastructure at the site, while Nova Bank serves as the project’s primary financial partner.

The bank is providing structured mortgage plans for qualified homebuyers. The financing arrangement also includes a full refund guarantee for eligible buyers if the developer fails to meet the scheduled delivery timelines. 

Project Built Around Title, Financing and Delivery

The Villa Nova development places three key elements at the centre of its model: verified land title, access to structured mortgage financing and accountability for delivery.

AceRoyal Estates said aligning government support, institutional financing and private development execution from the beginning is intended to address some of the concerns that prospective property buyers face when purchasing homes.

The company said the structure is also designed to improve buyer confidence in large-scale residential developments across Lagos State.

Speaking at the launch, the Chief Executive Officer of AceRoyal Estates, Dr. Endurance Cletus Agonor, described Villa Nova as an example of the company’s approach to discipline and accountability in residential development.

Agonor said the project involved building 1,000 homes to a common standard while ensuring that land title, financing and project execution were aligned from the beginning.

He said the company intends the development to establish a standard for what homebuyers should expect from property developers in Nigeria. 

Structured Mortgages for Qualified Buyers

Mortgage financing is a major component of the Villa Nova proposition.

Through Nova Bank’s participation in the project, qualified buyers can access structured mortgage plans to finance their homes.

The arrangement is intended to reduce the need for prospective homeowners to provide the entire purchase price upfront and provide a financing structure through which eligible buyers can spread the cost of acquiring their homes.

The delivery guarantee is another component of the model.

AceRoyal Estates said eligible buyers would be protected by a full refund guarantee if the developer fails to meet agreed delivery timelines, subject to the applicable terms and conditions.

The company said the combination of title security, financing and delivery accountability is intended to address three major concerns in the property market: whether the land is properly titled, whether buyers can access sustainable financing and whether purchased homes will be delivered as promised. 

Large-Scale Housing Development in Lagos

Villa Nova represents a move by AceRoyal Estates into large-scale residential development, with the project planned as a single master-planned community rather than a collection of individually developed properties.

The development comes as Lagos continues to experience strong demand for residential accommodation, particularly along emerging growth corridors where housing developments are expanding.

The broader housing challenge extends beyond simply increasing the number of units available.

For prospective homeowners, factors including financing, land documentation, infrastructure and project delivery can determine whether a property purchase ultimately results in actual homeownership.

Villa Nova has been structured around these issues, with the developer seeking to combine housing supply with financing and delivery assurances. 

BusinessDay previously reported that Nigeria’s effective housing deficit could approach 28 million units when structurally deficient and substandard housing is included alongside the official deficit figure. Lagos is among the country’s areas facing significant housing demand, with population growth, urbanisation and limited available land adding pressure to the market. 

AceRoyal Group’s Real Estate Expansion

Founded in 2016, AceRoyal Group is a Nigerian conglomerate with interests in real estate, construction, financial services and hospitality, as well as an expanding international presence.

Its real estate subsidiary, AceRoyal Estates, focuses on property development and on expanding access to property ownership through residential and other real estate projects.

The company also operates in areas including land sales, commercial developments, estate and facility management, real estate investment advisory, valuation, surveying, property documentation and regularisation.

AceRoyal Estates has previously undertaken residential projects, including Eko Paragon Residence, a 105-unit development delivered in partnership with the Lagos State Development and Property Corporation.

The company currently operates across Lagos, Abuja, Oyo, Enugu and Edo, according to information provided about its operations.

What Villa Nova Offers

The Villa Nova project offers buyers a choice of two-bedroom, three-bedroom and five-bedroom bungalow configurations.

The homes are planned within a gated and professionally managed community, while the project structure includes land-title support, mortgage financing for qualified buyers and delivery guarantees.

The development therefore combines the physical delivery of residential units with financial and documentation arrangements intended to give buyers greater certainty throughout the acquisition process.

For AceRoyal Estates, the project provides an opportunity to demonstrate whether this integrated approach can be implemented successfully across a 1,000-home development.

For Lagos, the project adds another large-scale residential development to the state’s expanding housing pipeline at a time when demand for homes continues to put pressure on available supply.

The success of the development will ultimately depend on the execution of the project, delivery of the planned homes and the ability of qualified buyers to access the financing and other arrangements attached to the development.
