The Abia State Government has directed all beneficiaries of land allocations at the Government Station Layout, Uzoakoli, to present their allocation papers and other relevant documents for verification and regularisation within 14 days.

The directive was issued through the Ministry of Lands, which warned that failure to comply within the stipulated period could result in the revocation of the affected allocations.

According to a public notice released by the Office of the Commissioner for Lands, all persons allocated plots within the estate are required to report to the Ministry of Lands in Umuahia with their allocation documents and other supporting records for verification.

The notice, signed by the State Director of Lands, ESV Mong N. Uduma, on behalf of the Commissioner, said the exercise is aimed at verifying and regularising land allocations within the Government Station Layout.

The government stated that all affected allottees must comply with the directive within 14 days from the date of publication of the notice.

It warned that any allottee who fails to present the required documents within the specified period may forfeit the allocation.

The notice further stated that the government reserves the right to reallocate any affected plot without further notice.

The Ministry urged all concerned individuals to take advantage of the verification exercise to regularise their documents and avoid any complications regarding ownership of their allocated plots.

In a decisive move to sanitize Imo State’s real estate sector, Governor Hope Uzodimma has announced the full digitalization of land transactions and certification processes to curb fraud, ensure transparency, and attract investors.

This comes as the governor inspected the newly completed Imo Land Information Service Centre (IMLISC), located within the Ministry of Lands, Survey, and Physical Planning in Owerri.

Speaking during the visit, Governor Uzodimma described the reform as long overdue, stressing that digital transformation in land management will introduce professionalism, efficiency, and public trust. According to him, real estate dealings in the state have suffered from irregularities, manipulation, and endless litigation due to a lack of clear documentation and outdated processes.

He noted that the IMLISC will serve as a centralized hub for land-related services such as e-land search, ownership verification, land recertification, and the issuance of Certificates of Occupancy. The system will also allow for swift processing of changes in land ownership, thereby reducing human interference and cutting down on opportunities for corruption.

The governor stated that the new platform is part of his broader strategy to make Imo a more attractive destination for both local and international investors, explaining that transparency and accountability in land transactions are essential for economic growth. He praised the quality of the infrastructure at the IMLISC and assured residents that the digital system will put an end to fraudulent land sales and prevent innocent buyers from being scammed.

It will take effect on April 21, 2025. This move is meant to raise more revenue and improve land control in Nigeria’s capital.

Under the new rules, anyone who gets land in Abuja must develop it within two years. This starts from the day their Right of Occupancy begins. If they don’t build within that time, the land will be taken back.

There’s also a 21-day deadline for new land offers. Once someone receives an offer, they must pay all fees and submit an acceptance letter within 21 days. If they fail to do this, the offer becomes invalid even if they try to pay later.

People holding old land papers from area councils should also take note. Abuja treats all land as urban. That means old documents must be checked and updated. Since 2006, over 261,000 land papers have been submitted for regularisation. Only a little over 2,300 have been cleared. The rest are still waiting.

Once a document is cleared, the landowner will have 60 days to pay all charges. If not, the offer will be withdrawn.

The Mass Housing Scheme is also part of the reform. This program started in 2000 to help people get affordable homes. The government gave out 445 housing allocations. But only two developers followed all the rules. Starting April 21, developers and subscribers can now apply for their land titles.

Experts are warning landowners to act now. Ikeoluwa Imam, a town planner, said people should check their land payment status through the Abuja Geographic Information System (AGIS). If any charges are due, they should pay them. Once the fees are paid, no one can take the land—unless it’s for the public good. In that case, the owner must get compensation.

If a land title hasn’t been approved yet, the owner will need to wait for the next regularisation period. Imam also advised residents in estates to apply for official land titles through the FCT lands department.

But Imam had a warning for the minister. He said reforms should not be used to take people’s land unfairly. Nigeria is facing a tough economy. People are struggling. Land seizures should not be used to raise revenue. He reminded the minister that actions taken today will be judged tomorrow.

The introduction of digital platforms will give the public direct access to verified property information, allowing them to make informed decisions without falling victim to misinformation or fraud.

He stressed that while the sector has expanded rapidly, it has lacked the structure needed to ensure long-term stability. However, he suggested that instead of focusing solely on regulation, the government should consider forming a development authority that would actively promote growth and investment in the sector.

Hamad Abdallah, Director General of the National Housing Corporation (NHC), echoed similar sentiments, emphasizing that without proper governance, the industry cannot reach its full potential. He noted that clear laws will not only protect investors but also improve the quality of housing projects and encourage responsible development.

The absence of strong regulations has long allowed loopholes that some industry players have exploited, leading to a loss of trust among consumers and investors. Matotola acknowledged that unscrupulous practices have thrived in this environment, reinforcing the need for a legal framework that safeguards the interests of all participants.

The Kano State Public Complaints and Anti-Corruption Commission has been investigating the fraudulent scheme, which is estimated to be worth a staggering N20 billion. Among those detained are a High Court Registrar, three legal practitioners, and several officials from the Ministry of Lands.

Chairman of the commission, Muhuyi RiminGado, while addressing journalists at the agency’s headquarters, confirmed the arrests and provided details on the unfolding scandal. He revealed that a serving High Court Registrar, a former Deputy Sheriff, and a court bailiff were all implicated in orchestrating fraudulent land transactions.

Their attempts to obstruct justice reportedly included offering a bribe of N2 million to security operatives, an offer that was firmly rejected.

The crackdown has received backing from the judiciary, with Chief Judge of Kano State, Justice Dije Aboki, commended for her unwavering support in ensuring the investigation proceeds without interference.

Additionally, Governor Yusuf has reaffirmed his commitment to rooting out corruption, instructing the commission to ensure that no individual involved in the fraudulent dealings escapes accountability, regardless of their status or influence.

With investigations still ongoing, the authorities have vowed to leave no stone unturned in exposing all those complicit in the elaborate land fraud scheme, signaling a major step in the fight against corruption in Kano State.

Okonkwo claims that the state government’s ongoing land document revalidation exercise violates federal legislation under the Land Use Act of 1978, thereby breaching constitutional provisions.

In a suit filed before the High Court in Awka, Okonkwo contends that the N25,000 fee imposed on landowners for recertification is unconstitutional and amounts to financial exploitation.

He alleges that the exercise is being used as a means to illicitly generate funds for Governor Soludo’s re-election campaign ahead of the upcoming governorship elections in November 2025.

The lawsuit names the governor, the state’s Attorney-General, the Commissioner for Lands, Survey and Urban Planning, and the Commissioner of Police as defendants. According to Okonkwo, the recertification initiative, announced in a public notice by the state’s Ministry of Lands, lacks legal backing under the Land Use Act and contravenes the Taxes and Levies (Approved List for Collection) Act.

Okonkwo is urging the court to determine whether the state government possesses the legal authority to mandate such recertification and to levy the associated tax. He also seeks a declaration that the exercise infringes on the civil rights of landowners, including himself, and calls for a refund of the funds collected.

In addition to declaring the tax unconstitutional, Okonkwo is demanding that the court order an investigation into what he describes as “mega financial fraud.” He argues that the exercise is a ploy to unjustly enrich certain individuals at the expense of Anambra citizens.

The activist further requests that the court issue an injunction to halt the recertification process and compel the defendants to adhere strictly to the provisions of the Land Use Act. He also calls for a police investigation into the alleged misuse of public funds and demands exemplary damages of N10 billion against the defendants for their actions.

Okonkwo maintains that the state government’s actions not only undermine public trust but also violate the fundamental rights of landowners. He warns that without judicial intervention, the initiative could set a dangerous precedent for governance and public accountability in Anambra State.
