A Japanese engineering and infrastructure consultancy, Chodai Company Limited, has proposed a public-private partnership (PPP) with the Federal Government to support housing delivery, smart city development, and strategic infrastructure projects across Nigeria. The proposal forms part of efforts to attract foreign investment and technical expertise to address the country’s housing deficit and accelerate urban development.

The proposal was presented during a meeting between the Minister of Housing and Urban Development, Arc. Muttaqha Rabe Darma, and a delegation from Chodai Company Limited, facilitated by the Nigerian Investment Promotion Commission (NIPC). Discussions focused on collaboration in housing construction, road infrastructure, urban development, hydropower generation, renewable energy, and other projects to be delivered through public-private partnerships.

Leading the Japanese delegation, Motoko Imai, said smart city development through PPPs remains one of Chodai’s strategic priorities. She explained that the Tokyo-based firm has successfully delivered major infrastructure projects across Asia and Africa and is currently executing development projects in partnership with the Niger State Government. According to her, the company is ready to deploy its engineering expertise, innovative technologies, and international experience to support Nigeria’s housing and infrastructure transformation.

Minister Darma welcomed the proposal, noting that the Federal Government remains committed to creating an enabling environment for private investment in housing and infrastructure. He said international partnerships are essential to achieving the objectives of the Renewed Hope Housing Programme and reducing Nigeria’s estimated housing deficit through sustainable and innovative financing models.

The minister added that the proposed collaboration aligns with the government’s broader strategy of leveraging public-private partnerships to improve housing supply, modernise urban infrastructure, and promote sustainable city development. He expressed confidence that Japanese technology and investment would contribute significantly to improving construction efficiency and expanding access to affordable housing.

Industry stakeholders believe that stronger international partnerships, increased foreign direct investment, and technology transfer will play a vital role in transforming Nigeria’s housing sector. They argue that combining global expertise with local capacity will enhance infrastructure delivery, create employment opportunities, and support long-term economic growth.
