BY: Ubong Usoro and Prince Folorunsho Adegoke

The Honourable Minister of Housing and Urban Development, Arc. Ahmed Dangiwa has revealed that over 90% of land in Nigeria remains untitled and unregistered, emphasizing the government’s commitment to changing this narrative.

He made this statement during the National Land Registration and Documentation Programme (NLRDP), organized by the Federal Ministry of Housing and Urban Development through its Lands and Housing Development Department in Abuja.

Speaking at the event, the Minister highlighted the economic potential that proper land registration holds for Nigerians. He stated that the lack of documentation has made it difficult for landowners to fully leverage their property for economic benefits such as securing loans and conducting transactions.

He pointed out that the absence of authoritative data, a national advisory institution, and Geomatic Stations, along with inadequate rural and urban land records, have significantly hindered land registration. He called for urgent reforms to unlock the country’s vast potential.

The Minister reaffirmed the government’s goal of ensuring that all land titles in Nigeria are properly registered to enable landowners to maximize the economic value of their property.

He also outlined key initiatives under the National Digital Land Information System, aimed at improving efficiency in land documentation, expanding access to credit, strengthening legal rights, and creating a skilled workforce to support state governments while maintaining their independence.

He further stressed the importance of collaboration between the National Council, State Assemblies, and other stakeholders in ensuring the successful implementation of land administration policies.

He acknowledged the critical role of traditional and religious leaders in resolving land disputes and ensuring a smooth transition into a more structured land ownership system.

Dangiwa reiterated that comprehensive land registration is not just an administrative reform but a major step toward economic growth and national development.

He assured Nigerians that the government remains committed to making land ownership a tool for financial empowerment, investment, and long-term prosperity.

Stakeholders in the housing and urban development sector are set to converge at the Transcorp Hilton, Abuja, on March 19, 2025, for the National Land Registration and Documentation Programme (NLRDP).

This pivotal initiative is spearheaded by the Federal Ministry of Housing and Urban Development in collaboration with the World Bank, with the aim of addressing the longstanding challenges of land registration and documentation in Nigeria.

According to the Honorable Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, “Land registration remains a critical aspect of our nation’s development. By establishing a comprehensive, digitized system, we can enhance land tenure security, reduce disputes, and unlock the economic potential tied to land ownership. This programme is a significant step towards achieving the goals of the Renewed Hope Agenda championed by President Bola Ahmed Tinubu.”

The NLRDP is designed to promote sustainable urban development, ensure transparency, and foster accessibility in land administration.

With a significant portion of land across Nigeria undocumented, this initiative aims to streamline land registration processes, improve data accuracy, and create a robust framework for land management.

The programme will bring together key players, including the Federal Government, State Governments, private sector leaders, and civil society organizations. Discussions will center around the outcomes of a comprehensive baseline survey and the strategic implementation plan for the NLRDP.

Participants are invited to attend the National Workshop/Forum starting at 9:00 AM on Wednesday, the 19th of March, 2025, where insights and experiences on land management will be shared, and actionable strategies for improving land registration will be outlined.

The Ministry encourages prompt confirmation of attendance through the registration link, as stakeholder engagement is crucial to the programme’s success.

With the collective effort of all involved, the NLRDP is poised to redefine Nigeria’s land administration landscape, fostering economic growth, social equity, and long-term urban resilience.
