Members of the Brumuke Sana Family in Ekeremor Local Government Area of Bayelsa State have protested over an unresolved compensation dispute involving land used for an oil and gas facility.

The family, supported by community members, held a peaceful protest last week against Renaissance African Energy Company Limited. The company now operates assets formerly owned by Shell Petroleum Development Company Limited (SPDC).

The protesters accused the company of using their ancestral land without paying what they consider fair compensation. They carried placards calling for payment and recognition of their land rights.

Dispute Over 7,382.805 Square Metres

The dispute concerns about 7,382.805 square metres of land. The Brass Creek Oil and Gas Manifold and Heliport occupies the property.

The facility links the Tunu, Opukushi and Beniseide Flow Stations with the Forcados Terminal in neighbouring Delta State. The family says the land has supported oil operations for years without a settlement of its compensation claim.

Family representatives also alleged that they have not received royalties or other benefits linked to the use of the property.

Family Seeks Government Intervention

Community representatives said they have tried several ways to resolve the dispute. They said they sent petitions to Renaissance Energy, the Bayelsa State Government, the police, the Joint Task Force and other agencies.

Chief Ken Aguna and former community women leader Mrs Butter Felix-Anebi said the petitions have not produced a solution.

The family head, Bonaze Maxwell Brumuke, said the dispute has placed a heavy financial burden on him. The octogenarian has spent years pursuing the matter through petitions and court processes.

According to the family, Julius Berger assessed the land in 1993. They claim that the assessment did not lead to payment of compensation.

Community Leaders Support Land Claim

Traditional leaders from the Peretoru-Gbene Federated Communities have also backed the family’s claim.

Dr Timi Odikeme Okere (Foukeregha IV), the Secretary to the Chiefs Council, Awulu Dumbo, and Chief Edward Ayiba said the community recognises Brumuke as the legitimate owner of the disputed land.

Chief Osadebe Okoun and Chief Tekearede Oyabrade also supported the family’s position.

The community leaders called on Renaissance Energy to meet with the family and address the compensation dispute. They said a settlement would help reduce tension in the oil-producing area.

Land Rights and Infrastructure

The dispute highlights the importance of clear land ownership and fair compensation when companies develop infrastructure on community land.

Land remains a key part of Nigeria’s infrastructure and development system. Oil facilities, roads, housing projects and other developments often depend on access to land.

Clear ownership records can help reduce disputes between landowners, companies and government agencies. Fair compensation can also help communities participate in development without losing their property rights.

For the Brumuke Sana Family, however, the immediate issue remains its claim for compensation over the land occupied by the Brass Creek facility.

As of the time of filing, attempts to obtain a response from Renaissance African Energy Company Limited were unsuccessful.

The family and community leaders are calling for direct talks with the company. They want the long-running dispute resolved through a process that recognises the family’s claim to the land and addresses its compensation concerns.

The case also shows why effective land administration matters to infrastructure development. When ownership and compensation issues remain unresolved, disputes can continue for years and affect both communities and companies operating in the affected areas.

In the July 2025 edition of the Lagos Business School Executive Breakfast Series, Rewane explained that Dangote Refinery’s decision to invest over ₦1.7 trillion annually in fuel logistics is a game-changing development. The distribution strategy includes 4,000 compressed natural gas (CNG) trucks to supply petrol and diesel directly to end-users.

Rewane noted that this approach will reduce pump prices, support small businesses, and ultimately curb inflation. As of May 2025, Nigeria’s headline inflation stood at 22.97 percent.

“With 4,000 CNG-powered trucks delivering fuel to the doorsteps of Nigerians, pump prices will drop, inflation will ease, and businesses will gain better access to energy,” Rewane stated in the FDC report.

Despite the positive economic outlook, the move has sparked concerns among fuel marketers and retailers. They argue that the direct-to-consumer model could lead to widespread job losses in the traditional fuel distribution chain.

Fuel prices in Nigeria have decreased over the past week. This trend is due to a global drop in crude oil prices and Dangote Refinery’s decision to reduce the ex-depot price of petrol from ₦880 to ₦840 per litre.

In response, the Nigerian National Petroleum Company Limited (NNPC) also reduced prices at its Abuja stations, adjusting pump prices from ₦945 to ₦910 per litre.

Dangote Refinery’s fuel distribution plan may signal a turning point for Nigeria’s energy sector. By lowering logistics costs, supporting small businesses, and reducing fuel prices, the strategy could help stabilize inflation and improve access to energy across the country.

Komolafe emphasized that Nigeria, with its vast oil and gas reserves, is strategically positioned to attract a significant portion of the capital required to support the continent’s energy transition and development. He highlighted the country’s recent policy reforms and transparent licensing rounds as key drivers of investor interest.

Citing a 2023 report by the International Energy Forum, Komolafe stated that Africa’s energy consumption is projected to increase by 30% by 2040, driven by population growth, urbanization, and the push for universal energy access. To meet this rising demand, he said, the continent must consistently mobilize over $600 billion in upstream investments annually through 2030.

“While the global conversation continues to shift toward clean energy, hydrocarbons will remain essential for meeting the world’s energy needs in the coming decades,” Komolafe said. He referred to the BP Energy Outlook 2024, which projects that fossil fuels will still contribute more than half of global energy supply by 2050.

Komolafe noted that Nigeria is taking a balanced approach—advancing energy access while remaining committed to climate goals. He outlined how recent oil licensing rounds in 2022 and 2024 have significantly reshaped the industry, adding that over 57 Petroleum Prospecting Licences were awarded with strong investor participation.

He attributed much of the progress to the implementation of the Petroleum Industry Act (PIA) 2021, which introduced regulatory clarity and improved data access across Nigeria’s oil and gas sector.

As a result, oil and gas activity in Nigeria has seen a sharp rise. “Our rig count has increased from eight in 2021 to 36 today, and we’re targeting 50 rigs by the end of the year,” Komolafe stated. He also highlighted Nigeria’s proven reserves—over 210 trillion cubic feet of natural gas and more than 37 billion barrels of crude oil—as a foundation for long-term growth.

To boost future production and exploration, he said the commission has launched a large-scale data acquisition project covering over 11,000 square kilometers of 3D seismic data as part of its broader 56,000 sq km Awalé Project.

Nigeria’s national production goal is set at 3 million barrels per day, and Komolafe concluded by stressing that achieving this target requires sustained investment in both mature and emerging oil basins.
