Enitan to Take Over on August 27

President Bola Ahmed Tinubu has appointed Abel Olumuyiwa Enitan as the new Head of the Civil Service of the Federation.

Enitan will assume office on August 27, 2026.

Bayo Onanuga, Special Adviser to the President on Information and Strategy, announced the appointment on Wednesday.

Enitan will succeed Didi Esther Walson-Jack. She will retire from the Federal Civil Service after reaching the statutory retirement age of 60.

Enitan Brings Seven Years of Permanent Secretary Experience

Enitan, who is from Osun State, currently serves as Permanent Secretary in the Federal Ministry of Education.

He is the most senior Permanent Secretary in the Federal Civil Service. He has held the rank for seven years and seven months.

During his career, Enitan has worked in several key government offices. His previous assignments include the Ministry of Police Affairs, the Ministry of Humanitarian Affairs and the Office of the Vice President.

His experience across these institutions gives him a broad understanding of federal government operations.

As Head of the Civil Service, Enitan will oversee the federal civil service system. He will also play a key role in improving efficiency and professional standards across government institutions.

Tinubu Sets Priorities for New Head of Service

President Tinubu thanked Walson-Jack for her years of service to Nigeria.

The President also recognised the reforms and innovations recorded during her tenure. He wished her success after her retirement from public service.

Tinubu has asked Enitan to continue the reforms already underway in the civil service.

The President also wants him to strengthen professionalism and improve efficiency across government ministries and agencies.

Tinubu further directed the incoming Head of Service to promote a civil service based on merit, accountability and innovation.

He said the service must respond effectively to the needs and aspirations of Nigerians.

What the Appointment Means for Housing and Infrastructure

The effectiveness of the civil service affects many areas of Nigeria’s economy. Housing, land administration and infrastructure development all depend on strong public institutions.

Federal housing programmes require coordination among ministries, departments and agencies. The same applies to land management, urban development, construction standards and infrastructure projects.

A more efficient civil service could therefore support faster implementation of government policies in these sectors.

The Office of the Head of the Civil Service also has a wider role in strengthening the systems that support federal administration. This makes the new appointment relevant to government programmes across the housing and infrastructure sectors.

Enitan’s Education and Career

Enitan was born on December 12, 1966.

He attended Ajibode Grammar School, Ibadan, and the College of Arts and Science, Ile-Ife.

He later studied at the University of Lagos. He graduated in 1988 with a Bachelor of Science degree in Finance and Banking.

In 2015, Enitan obtained a Master of Science degree in Public Policy Analysis from Nasarawa State University, Lafia.

His academic background combines finance with public policy. His career has also given him experience across different areas of federal administration.

New Chapter for the Federal Civil Service

Enitan will take charge of the Federal Civil Service as the government continues to pursue its Renewed Hope Agenda.

His immediate priorities will include building on existing reforms, improving efficiency and strengthening professionalism within the service.

His leadership will also matter to sectors such as housing, infrastructure, land administration and urban development, where effective government institutions remain important to policy delivery.

Enitan will formally assume the position on August 27, 2026, following the retirement of Walson-Jack.

The Minister of Works, David Umahi, has withdrawn a ₦2.8 billion palliative certificate issued for the yet-to-be-executed reconstruction of the Ibadan–Ife–Ilesa Expressway, citing concerns over poor workmanship and improper certification.

Umahi also directed the suspension of ongoing reconstruction activities on the corridor, ordering a comprehensive review of materials and construction standards before work can resume.

Minister Faults Quality, Orders Immediate Suspension

The minister expressed dissatisfaction during an inspection tour of the project site, criticising the condition of the road and the quality of materials being used.

He specifically faulted the Osun State Controller of Works for certifying the disputed palliative work, directing that the certificate be withdrawn immediately.

Umahi further instructed the contractor, CBC Global Civil and Building Construction Limited, to halt operations temporarily and work with project controllers at Papalanto to verify the approved construction mixture before continuing.

Emphasis on Standards and Road Integrity

The Works Minister ordered that construction be refocused on completing both inner and outer shoulders before any section of the carriageway is opened to traffic.

He warned that any completed portion that does not meet required engineering standards would not be approved for use.

Umahi also directed the removal of heavy-duty trucks parked on newly constructed concrete sections, warning that such activities could compromise structural integrity.

27-Day Deadline for Solar Lighting Installation

As part of additional directives, the minister issued a 27-day ultimatum for the completion of solar street lighting along the corridor, warning that failure to meet the deadline would result in contract termination.

Commends Contractor Despite Setback

Despite the suspension, Umahi commended CBC Global Civil and Building Construction Limited, describing the company as one of the most reliable Chinese contractors operating in Nigeria.

He noted that despite funding delays, the firm has completed about 70 kilometres of the 108-kilometre project, maintaining a high construction pace.

Tree Planting Initiative Planned Along Corridor

The minister also announced plans for environmental enhancement through tree planting along the road shoulders, to be carried out in collaboration with local stakeholders from Ibadan, Osun, and Ife communities.

According to him, teak trees will be planted at five-metre intervals, with maintenance guaranteed for one year as part of efforts to improve road safety and environmental sustainability.

The Osun State Government has officially deposed the Apetumodu of Ipetumodu, Oba Gbenga Joseph Oloyede, with immediate effect following his conviction in the United States.

The announcement was conveyed in a statement issued by the Commissioner for Information and Public Enlightenment, Kolapo Alimi, on behalf of the state government.

Decision Backed by Law

According to the government, the decision followed extensive consultations, legal review, and approval by the State Executive Council, in line with the Osun State Chiefs Law and other regulations governing traditional institutions.

Officials stated that the monarch’s removal was necessary to uphold the integrity of the traditional institution.

Conviction Triggered Removal

The government confirmed that Oba Oloyede was convicted in the United States over offences linked to COVID-19 fraud and is currently serving a prison sentence.

Authorities noted that the development made it untenable for him to continue occupying the throne.

Stool Declared Vacant

Following the deposition, all instruments of authority previously issued to the monarch—including the staff of office—have been withdrawn.

The government also declared the stool of the Apetumodu of Ipetumodu vacant, paving the way for a new succession process.

Call for Calm

Security agencies have been directed to maintain peace in the community, while residents, kingmakers, and stakeholders were urged to remain calm and law-abiding.

Ipetumodu, located in Ife North Local Government Area, serves as a key community in the state.

The Osun State Government has said the newly completed ₦16.5 billion dual carriageway and 10 township roads in the Ilesa industrial corridor were deliberately constructed to stimulate economic growth, expand business hubs and support start-ups in the ancient town.

The Director of Highways in the state, Engr. Moruf Ojebode, disclosed this on Saturday while briefing journalists during an inspection of the road projects.

According to him, the projects form part of Governor Ademola Adeleke’s infrastructure-driven agenda aimed at repositioning Ilesa as a major commercial, industrial and economic hub in Osun State.

Ojebode explained that the improved road network, which spans about 20 kilometres, has significantly eased movement, improved access to markets and industrial clusters, and created a more business-friendly environment for investors and small-scale enterprises.

He noted that Ilesa had never experienced a dual carriageway before the current administration.

“The new dual carriageway starts from the palace of the Owa-Obokun, passes through the International Brewery axis and links the Ilesa–Akure Expressway,” he said.

“The road covers about 6.2 kilometres and is fully equipped with walkways and solar-powered street lights.”

Ojebode said the choice of the industrial corridor was strategic, noting that major facilities such as the International Brewery and other industrial concerns are located along the route.

“If you look at the geography of Ilesa, you will discover that the industrial section is the road we have chosen,” he said.

“After the completion of the road, areas that were once purely residential have transformed into companies and business hubs.”

He added that the dual carriageway has brought renewed visibility and economic uplift to the ancient town, attracting commercial activities and encouraging urban development.

Beyond the dual carriageway, Ojebode said the government has completed 10 additional township roads across Ilesa to further improve connectivity and urban mobility.

The roads include Ademoroti, Ogbon Titun, Bonke, Ita Ofa, Atakunmosa Market, Imose, Adeti, Oke Ese, Ajimoko and INEC roads.

Community leaders and residents commended the state government for the infrastructure interventions, describing them as timely and impactful.

They also endorsed Governor Adeleke for a second term, saying the projects aligned with the long-standing development demands of the community.

Chairman of Ilesa West Local Government, Hon. Oladiti Aluko, urged residents and road users to protect the infrastructure from abuse.

“Our governor has fulfilled part of his electoral promises to us, and we must make good use of these roads,” he said.

Also speaking, a community leader, Prince Adeyemi Adeniran, said the people of Ilesa were solidly behind the governor.

“He has performed excellently in infrastructure development, and we must continue to support his administration,” he said.

Residents said the road projects have not only improved transportation but also boosted property values, commercial activities and overall urban renewal in Ilesa.

According to the Nigerian Correctional Service (NCoS), the wall, which had aged significantly, gave way around 2:00 a.m. during a torrential downpour, creating a gap that allowed the inmates to flee.

In an official statement issued by NCoS spokesperson Umar Abubakar, the service confirmed that efforts to apprehend the escapees have commenced, involving collaboration with other law enforcement bodies and community leaders in the area.

The Controller General of Corrections, Sylvester Ndidi Nwakuche, has ordered a prompt and thorough investigation to determine the exact cause of the breach and to prevent similar incidents in the future.

“The Nigerian Correctional Service has mobilized a coordinated search operation following a structural failure caused by severe weather at its Ilesa facility,” the statement read. “Seven inmates took advantage of the situation and escaped custody.”

This escape adds to a growing list of similar incidents linked to the fragile infrastructure of correctional centres across the country. In the past year alone, storm-induced breaches have led to mass escapes in Maiduguri and Suleja, raising fresh concerns about the state of Nigeria’s prison system and its ability to withstand environmental pressures.

In September 2024, flooding compromised the walls of a Maiduguri prison, enabling 281 inmates to break free. Likewise, 119 inmates escaped from the Suleja Medium Security Prison in April 2024 under similar circumstances.

NCoS maintains that measures are being strengthened to address infrastructure weaknesses and reinforce security systems across correctional facilities nationwide.

At a press briefing in Osogbo on Tuesday, YAN Speaker Fatomi Hammed expressed frustration over what he termed the government’s prolonged inaction on the matter. He warned that failure to respond within the specified timeframe would lead to a large-scale peaceful protest, which he described as a demonstration of public demand for fairness and accountability.

Hammed highlighted several exploitative practices, including high inspection fees, false property representations, and unjustified rent hikes. He accused some agents of collecting upfront payments only to become unreachable or deny tenants access to the rented properties.

According to him, numerous appeals and formal communications had previously been submitted to both the executive and legislative arms of the state government, yet no tangible steps had been taken to protect citizens.

“We have exhausted all diplomatic channels, submitted petitions, and engaged the relevant institutions, but our concerns remain unacknowledged,” he said. “It’s disheartening that the government has chosen silence in the face of such a pressing social issue.”

While acknowledging the strides made by Governor Ademola Adeleke’s administration in infrastructure and youth empowerment, Hammed emphasized that the housing crisis posed a serious threat to the state’s growth and stability.

He added, “This is not an attack on the government or its leadership. It is a call for action to ensure housing policies are fair, accessible, and enforced in the interest of the people. Unchecked exploitation will only deter investment, push away skilled youth, and undermine the administration’s developmental efforts.”

YAN urged the government to establish effective regulatory measures for housing transactions, create accessible complaint channels for victims, and ensure transparency in dealings between agents, landlords, and tenants.

The committee comprises 25 representatives each from Ifon, Ilobu, and Erin-Osun, along with 25 members from the state government. Its leadership includes prominent figures such as the Ataoja of Osogbo, Oba Jimoh Oyetunji Olanipekun, Larooye II, as Chairman, and Justice Moshood Adekunle Adeigbe, a retired judge and Chairman of the Osun State Boundary Commission, as Co-Chairman. Four respected traditional rulers and other government-appointed individuals will also serve on the panel.

Governor Adeleke expressed hope that the committee’s work would transform animosities into meaningful dialogue, nurturing peace that could propel the prosperity of the state.

The property, situated in the Dada Estate area of Osogbo, has become a source of bitter conflict among the children of the deceased, Pa Azeez Rauf and Mrs. Rauf. Mutiu, also known as Tato, is alleged to have sold the house and tampered with their graves without informing his siblings.

The dispute came to light when one of the surviving children, Mrs. Adedoyin Rukayat, discovered the sale of the property. Rukayat accused Mutiu of selling the family home and exhuming the remains of their parents without consulting her or their other siblings—Fatimo, Khadijat, Teslim, and Quadr Rauf.

Outraged by the incident, Rukayat reported the matter to the Dada Estate Police Station, leading to Mutiu’s arrest on December 31, 2024.

Police officers, upon arriving at the scene, halted the exhumation of their mother’s remains after the grave of late Pa Azeez Rauf had already been disturbed. Authorities subsequently ordered the return of both bodies to their graves and arrested Mutiu for the unauthorized sale of the property.

Confirming the incident, Osun State Police Public Relations Officer (PPRO) Yemisi Opalola stated that Mutiu had been arrested but later granted bail, as the alleged offense is bailable under the law.

“The matter is being handled by the State Criminal Investigation Department (SCID),” Opalola said. “The suspect is on bail now because the offense is bailable. Investigation is still ongoing. If the parties are unable to resolve the matter amicably, it will be charged to court.”

The case has sparked widespread attention, with many awaiting the outcome of the investigation and potential legal proceedings.
