The House of Representatives has moved to resolve the dispute between PENGASSAN and the Dangote Refinery, which disrupted fuel distribution nationwide.

The motion, sponsored by Alhassan Doguwa and Abdussamad Dasuki, urged protection of key private investments from “adversarial unionism.” Lawmakers noted that the $20bn refinery operates under NEPZA’s Free Trade Zone laws, which exempt it from general labour regulations.

The strike, which began on September 29, 2025, caused losses of about 200,000 barrels of crude daily and worsened fuel scarcity across the country.

The House asked its leadership to mediate between both parties and directed the Ministries of Labour, Industry, and Justice to create a framework protecting strategic private investments from unlawful union actions.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has called off its three-day strike following a breakthrough in negotiations with Dangote Refinery.

The truce was reached during a marathon meeting at the Office of the National Security Adviser, where both parties signed an agreement aimed at resolving the dispute that had paralyzed operations.

Announcing the suspension at a press briefing, PENGASSAN President Festus Osifo cautioned the refinery’s management against backtracking on the deal. “If the company reneges on its agreement, the union would not take it lightly,” he warned.

The disagreement stemmed from the unionisation of some refinery employees, a move that had placed PENGASSAN and the refinery on a collision course. With the strike suspended, industry watchers say attention will now turn to whether both sides can sustain dialogue and prevent further disruption in the sector.

The National Industrial Court in Abuja has issued an interim order restraining the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and related parties from halting crude oil and gas supply to the Dangote Petroleum Refinery & Petrochemicals.

Justice Emmanuel Danjuma Subilim delivered the ruling following an ex parte motion filed by the management of Dangote Refinery. The court barred union leaders, their agents, and associates from carrying out any industrial action capable of disrupting operations at the multi-billion-dollar facility.

The injunction also extends to state regulators and agencies. Specifically, the Nigerian National Petroleum Company Limited (NNPC), the Nigerian Midstream and Downstream Petroleum Regulatory Authority, and the Nigerian Upstream Petroleum Regulatory Commission were ordered not to enforce directives or decisions that could obstruct crude or gas flow to the refinery.

In his decision, Justice Subilim noted that the refinery’s role in Nigeria’s energy supply made the matter one of national economic importance. He explained that allowing the planned disruption would cause irreparable harm, both to Dangote Refinery’s business interests and to the wider public, which depends on its products.

The judge further ruled that the “balance of convenience” favored granting temporary protection to the refinery, stressing that stability in energy supply must be preserved pending a full hearing of the dispute.

The interim order is to remain in effect for seven days in the first instance. The court scheduled October 13 for hearing of the substantive motion.

Two major oil unions; PENGASSAN and NUPENG have strongly opposed the Federal Government’s reported plan to divest up to 35% of its stakes in joint venture oil assets managed by the Nigerian National Petroleum Company Limited (NNPCL).

At a joint press briefing in Abuja, PENGASSAN President Festus Osifo warned that the sale would “mortgage the future of Nigerians for temporary gains,” arguing that it could bankrupt NNPCL and reduce its ability to fund salaries and support the national budget.

Currently, the government holds 55–60% of these assets. The unions said any reduction would weaken Nigeria’s national oil company and threaten its contributions to the economy.

“The NNPCL manages JV assets on behalf of the Federation. Every oil well belongs to the Nigerian people,” Osifo stated. “If these stakes are sold, the federation loses.”

The proposal comes as President Bola Tinubu pushes for reforms to optimize spending and boost federal revenue. However, the unions warned that amending the Petroleum Industry Act (PIA) just three years after it was passed would damage investor confidence.

“Investors are just beginning to understand the PIA, and suddenly government wants to change it again,” said NUPENG President Williams Akporeha. “Every serious oil-producing country protects its national oil company. Here, we are doing the opposite.”

They also accused the Ministry of Finance of trying to sideline the Ministry of Petroleum in managing NNPCL, calling it a “backdoor hijack.”

While not announcing a strike, the unions issued a firm warning: “We will fight with everything to stop this,” Osifo declared.

Both unions urged President Tinubu to personally halt the divestment and maintain NNPCL’s core national role.
