An expert has urged the Nigerian government to deepen collaboration with the private sector as a key strategy to address the country’s widening housing deficit.

The call was made against the backdrop of persistent challenges in housing delivery, including limited access to affordable financing, rising construction costs, and gaps in infrastructure provision that continue to slow down large-scale housing development.

The expert noted that public-private partnerships remain one of the most effective global models for accelerating housing supply, especially in economies facing rapid urbanisation and population growth. However, the success of such arrangements depends heavily on clear objectives, strong institutional coordination, and transparent implementation frameworks.

He explained that many PPP housing initiatives in Nigeria have struggled to achieve their intended outcomes due to weak alignment between public and private sector goals. While government often prioritises social outcomes such as affordability and accessibility, private developers tend to focus on profitability and return on investment. This disconnect has contributed to inefficiencies in project delivery.

The expert also highlighted the importance of a well-defined regulatory environment, stressing that unclear policies and inconsistent enforcement have created uncertainty for investors. He argued that countries with more structured PPP frameworks tend to achieve better housing outcomes due to improved accountability and reduced operational risks.

Monitoring and evaluation were also identified as critical gaps in existing PPP housing schemes. Without effective oversight mechanisms, some projects have suffered from cost overruns, delays, and in some cases, mismanagement. Strengthening accountability systems, he said, would improve performance and ensure better use of public resources.

The discussion further pointed to land access constraints, inadequate long-term financing options, and high building material costs as additional barriers affecting housing delivery in Nigeria. These challenges, combined with weak policy coordination, have limited the impact of PPP-driven housing initiatives.

Despite these setbacks, the expert maintained that PPP remains a viable pathway for reducing Nigeria’s housing deficit if properly structured and implemented. He called for stronger institutional reforms, improved policy alignment, and increased private sector confidence to unlock large-scale housing development.

The Federal Government has reaffirmed its commitment to creating an enabling environment for housing investment and affordable housing delivery across Nigeria through stronger public-private partnerships.

Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, stated this during a meeting with the Chief Executive Officer of Shelter Advisory Services, Dr. Olayemi Rotimi Shodimu, ahead of the Renewed Hope Housing PPP Summit scheduled to hold in Abuja.

According to the minister, the meeting was aimed at reviewing preparations for the second edition of the summit, which is expected to bring together stakeholders in the housing and infrastructure sectors.

Darma said the Federal Ministry of Housing and Urban Development remains committed to collaborating with private sector players to address Nigeria’s growing housing challenges.

“Our ministry is proud to partner with Shelter Advisory Services for the second edition of the summit taking place on May 12, 2026, at the Yar’Adua Centre,” he said.

The minister described housing as a major driver of economic growth, employment generation and national development, stressing that the sector plays a critical role beyond providing shelter.

“Housing is more than shelter; it is a foundation for economic growth, job creation and national development,” he stated.

According to him, the Renewed Hope Agenda of President Bola Tinubu places strong emphasis on strengthening public-private partnerships to unlock investments, increase housing delivery and expand access to affordable homes for Nigerians.

Darma noted that collaboration between government and private investors remains essential to bridging Nigeria’s housing deficit and improving urban development nationwide.

Speaking earlier, the convener of the summit and Chief Executive Officer of Shelter Advisory Services, Dr. Olayemi Rotimi Shodimu, said the event seeks to move discussions around housing beyond policy conversations to practical implementation and measurable impact.

According to him, the summit is designed to translate policy clarity into viable projects capable of attracting long-term investment into the housing sector.

“The summit recognises Public-Private Partnerships as the most viable pathway for mobilising long-term finance, aligning public land and infrastructure with private sector expertise, and delivering housing at the scale Nigeria urgently requires,” he said.

Shodimu added that the summit would provide a platform for policymakers, developers, investors and housing agencies to explore sustainable financing models and strategies for accelerating housing delivery in the country.

He also disclosed that a technical training workshop for heads of housing agencies and developers would be held after the summit to strengthen capacity on leveraging Public-Private Partnerships and joint ventures for housing development.

According to him, the workshop will focus on structuring housing finance and implementing viable PPP frameworks capable of accelerating housing delivery nationwide.

Vice President Kashim Shettima is expected to attend the summit as Special Guest of Honour, while the Minister of Housing and Urban Development will deliver the ministerial address.

The keynote address will be delivered by Elena Panaritis, Founder of Thought4Action and an international expert in property rights reform, informal economies and PPP-driven housing development.

Stakeholders in the built environment are expected to use the summit to explore innovative solutions for addressing Nigeria’s housing deficit and attracting greater private investment into the sector.

Stakeholders across Nigeria’s public and private sectors have renewed calls for stronger collaboration to accelerate sustainable development and economic growth.

The call was made during a fireside chat and breakfast session with the Head of Service of the Federation, Mrs. Didi Esther Walson-Jack, themed “Advancing Public-Private Partnership for Sustainable Governance.”

The event, organised by the Office of the Head of Service of the Federation in collaboration with Philips Consulting Limited, brought together senior government officials and private sector leaders to explore ways of strengthening governance and boosting national productivity.

In his opening remarks, Chairman of Philips Consulting, Foluso Phillips, described the gathering as a critical meeting point for aligning public service goals with private sector expectations.

“No country grows sustainably without a strong public service, and no economy thrives without a vibrant private sector. Alignment between both is essential,” he said.

Phillips noted that the platform enabled both sectors to share ideas, align priorities, and shape policies that can drive transformational impact on Nigeria’s economy.

Speaking at the event, Mrs. Walson-Jack said ongoing reforms are repositioning the Federal Civil Service to become more efficient, transparent, and business-friendly.

She highlighted improvements in regulatory processes, service delivery speed, and digital transformation, noting that these changes are designed to support businesses and improve citizens’ quality of life.

“In today’s Civil Service, we are seeing predictable regulations, faster processes, and improved efficiency. These reforms will impact infrastructure, healthcare, digital inclusion, and justice delivery,” she said.

The Head of Service also revealed that the government is leveraging emerging technologies, including a Service-Wide GPT platform, to enhance access to key policy documents and improve decision-making across Ministries, Departments, and Agencies.

She added that initiatives such as performance management systems, personnel audits, and skills gap analysis are being implemented to build a world-class Civil Service capable of driving national development.

Addressing concerns from private sector leaders, Walson-Jack assured that staff welfare and working conditions, including housing and transportation, are under review to attract and retain talent.

She further disclosed that the upcoming International Civil Service Conference, scheduled for May 20–21, 2026, will provide another platform to deepen public-private collaboration.

The Ogun State Government has dismissed claims questioning its ownership of Gateway Air, insisting that the airline remains a fully state-owned initiative despite its operational partnership with a private aviation firm.

The clarification follows growing public debate over the structure of the newly launched airline, with critics alleging that the state does not have full control of the project. However, government officials described such claims as misleading and politically motivated.

In a statement issued on Tuesday, the Senior Special Assistant to the governor on New Media, Emmanuel Ojo, said the state retains full ownership of the airline’s aircraft, while flight operations have been outsourced to ValueJet due to its technical expertise and regulatory experience.

According to him, the partnership represents a strategic decision aimed at ensuring efficiency and sustainability, particularly in the early stages of the airline’s operations. He explained that rather than immediately taking on the complexities of running a full-scale airline, the government opted for a model that leverages the capacity of an established indigenous operator.

Ojo noted that ValueJet’s prior operations within Ogun State further strengthened the collaboration, adding that the airline had already been running scheduled flights between the state and Abuja before the official commissioning of the airport. This, he said, positions Gateway Air for a smoother and more commercially viable take-off.

The aide also took aim at critics of the project, accusing them of attempting to politicise what he described as a landmark achievement in the state’s infrastructure and economic development drive.

He maintained that the launch of Gateway Air marks a significant milestone under the administration of Governor Dapo Abiodun, stressing that the initiative reflects a clear vision to boost connectivity, investment and economic growth within the state.

Despite the controversy, the government reiterated its commitment to the project, emphasising that the operational model adopted aligns with global best practices where asset ownership and service delivery can be separated to achieve efficiency.

Analysts say the development highlights a growing trend among sub-national governments to adopt public-private partnership models in infrastructure projects, particularly in capital-intensive sectors such as aviation.

The Lagos State Government has reaffirmed its commitment to addressing the state’s housing deficit through innovation, strategic planning, and strong public-private partnerships, resulting in the delivery of more than 11,000 housing units in nearly seven years.

The Permanent Secretary of the Ministry of Housing, Abdulhafis Toriola, disclosed this while hosting postgraduate students from the Centre for Planning Studies, Lagos State University (LASU), Ojo, who were on an academic visit to the ministry.

Toriola said the housing achievements recorded under the administration of Governor Babajide Sanwo-Olu demonstrate that the housing deficit in Lagos can be effectively reduced with the right mix of policy direction, private sector collaboration, and innovative delivery models.

Represented by the Director of Administration and Human Resources, Akanji Shadare, the permanent secretary commended the students and their lecturers for seeking practical exposure to housing administration and policy implementation.

He stressed the importance of continuous collaboration between academic institutions and government agencies, urging universities to regularly share research findings, data, and innovative ideas that could support housing delivery in the state.

The academic visit, according to the ministry, was designed to expose the students to real-world housing governance, service delivery frameworks, and policy execution, while bridging the gap between theory and practice.

Speaking on housing finance, the General Manager of the Lagos Building Investment Company (LBIC), represented by the Head of Mortgage and Credit Department, Olabisi Funsho-Peters, highlighted the role of mortgage institutions in the real estate value chain.

She explained that LBIC, an accredited mortgage bank insured by the Nigeria Deposit Insurance Corporation (NDIC), provides housing-specific mortgage loans of up to 70 per cent financing, with repayment tenures extending beyond 10 years.

Also addressing the students, the Executive Director of Enterprise Services at the Lagos State Development and Property Corporation (LSDPC), Adeniyi Aromolaran, outlined the agency’s mandate in real estate development, including construction, sales, and property rental.

He clarified, however, that LSDPC does not engage in social housing, noting that its operations are driven by commercial and investment considerations.

Earlier, the Programme Coordinator of the Centre for Planning Studies, LASU, Professor Aliyu Ibrahim, said the visit was aimed at giving students firsthand insight into how housing policies, data, and investment decisions are developed and managed in Lagos State.

He identified key learning outcomes from the engagement, including understanding how housing provision is coordinated between public and private sectors, how housing investments are structured, the challenges affecting housing delivery, and how housing distribution has evolved over time in Lagos.

In his remarks, the Director of the Centre, Professor Fatai, said the visit was organised to strengthen the link between academic training and professional practice, noting that much of the housing data used in universities is sourced from the Lagos State Ministry of Housing.
