The Federal Ministry of Housing and Urban Development has expressed interest in expanding cooperation with TEC Engineering Company Nigeria Limited to support large-scale housing delivery and urban-renewal projects across the country.

Permanent Secretary of the ministry, Dr Shuaib Belgore, disclosed this while receiving a delegation from the company during a courtesy visit in Abuja.

TEC Engineering Company Nigeria Limited is a subsidiary of China Railway International Group.

Belgore said Nigeria remained open to credible investments and partnerships capable of supporting national development, particularly efforts to provide affordable housing and reduce the country’s housing shortage.

According to him, the ministry is pursuing several housing-delivery options, including direct government construction, public-private partnerships and collaboration with private developers possessing the capacity to execute projects on a large scale.

He said the Federal Government intends to make significant progress in addressing Nigeria’s estimated housing deficit of about 15 million units over the next decade. Achieving this objective, he noted, would require stronger private-sector participation.

The Permanent Secretary explained that the government’s urban-renewal programme extends beyond residential construction to the provision and improvement of essential infrastructure.

These interventions include roads, water supply, drainage systems, electricity, healthcare facilities and other amenities needed to improve living conditions within communities.

Belgore also commended TEC Engineering for the progress recorded on the reconstruction of covered conduits and roads in Kano State. He acknowledged delays in budgetary releases and urged the company to maintain the pace of work while the relevant funding provisions were being addressed.

President of China Railway International Group, Zhao Jinxiang, thanked the ministry for awarding the Kano project to TEC Engineering.

Jinxiang said the company would continue working on the project despite challenges encountered at the site.

He added that the delegation’s visit was intended to identify further areas of cooperation with the housing ministry, including urban infrastructure, underground ducts, wastewater management and sewage-treatment projects.

The discussions signal potential collaboration between the Federal Government and the Chinese engineering company. However, no specific housing target, investment value, project location or implementation timetable was announced.

More than 20,000 Lagos families have benefited from government-backed mortgage and rent-to-own housing programmes since the establishment of the Lagos State Mortgage Board, according to the agency’s General Manager and Chief Executive Officer, Bayowa Foresythe.

Foresythe said the Lagos Home Ownership Mortgage Scheme, popularly known as LagosHOMS, was created to provide a more affordable pathway to homeownership for low- and middle-income residents.

The Lagos State Mortgage Board was inaugurated in 2014 following concerns over the state’s growing housing deficit and the inability of many residents to purchase homes through outright payment.

According to Foresythe, the government recognised that the conventional cash-and-carry property market excluded many working families whose incomes could support gradual repayment but not immediate property acquisition.

The state consequently introduced mortgage and rent-to-own options that allow eligible residents to make an initial equity contribution and spread the outstanding cost of their homes over 10 years.

Foresythe said LagosHOMS properties had been allocated across the state’s five administrative divisions, known collectively as IBILE: Ikeja, Badagry, Ikorodu, Lagos Island and Epe.

Among the locations identified under the programme are Sangotedo Phases I and II, Surulere, Igbogbo and Ibeshe in Ikorodu, Epe, Ogba, Ilupeju, Ajara in Badagry, Odonosa and Idale.

The housing portfolio includes 360 units in Igbogbo, 420 units in Ibeshe and about 360 units in Epe.

Other developments include 96 and 144 units within the Sir Anthony Enahoro Housing Scheme in Ogba, 120 units at the Oba Mufutau Olatunji Hamzat Housing Estate in Ilupeju and more than 400 units in Ajara, Badagry.

Foresythe said additional housing developments were still under construction as the state worked to expand the supply of homes.

He explained that reduced equity requirements, relatively lower interest rates and the 10-year repayment period had made the programme more accessible to participating residents.

The state government has also introduced an optional early-completion arrangement for beneficiaries with consistent payment records.

Under the arrangement, qualified beneficiaries who have maintained uninterrupted payments for six years may be permitted to settle their outstanding balances instead of waiting until the end of the original 10-year period.

Foresythe identified life insurance, fire insurance, estate-management services and continuing support for beneficiaries as important measures introduced to sustain the scheme.

Despite the reported progress, he acknowledged that Lagos continues to face a substantial housing shortage because demand is growing faster than supply.

The state attracts new residents daily, and each additional household requires accommodation, placing further pressure on the existing housing stock.

Foresythe said neither the government nor private developers could independently deliver all the homes required in Lagos. He therefore advocated stronger partnerships with private investors to accelerate housing construction.

He also urged existing beneficiaries to meet their repayment obligations promptly, explaining that recovered funds would help the government extend housing opportunities to other residents.

The LagosHOMS experience demonstrates how rent-to-own and long-term mortgage arrangements can help workers move from tenancy into homeownership without paying the full property price at once.

However, meeting Lagos’ housing demand will require significantly increased construction, serviced land, affordable development finance and sustained public-private collaboration.

The Federal Government has started construction of 241 housing units in Osogbo, Osun State.

The project sits on 33.3 hectares of land at East Bypass in the state capital. The Federal Housing Authority (FHA) is developing the estate through a Public-Private Partnership (PPP) with Summit Group Ltd.

At the same time, the FHA has announced the completion of 300 housing units in Bwari, Abuja. The units are now ready for commissioning.

FHA Uses PPP Model for Osun Project

The FHA Managing Director, Hon. Oyetunde Ojo, said the agency chose the PPP model to improve housing delivery.

Ojo spoke through the FHA Executive Director of Estate Services, Arc. Nya-Etok Ezekiel, at the ground-breaking ceremony in Osogbo.

He said the partnership would support innovation and improve efficiency. It would also help the project meet required development standards.

The FHA said the Osun project forms part of its wider effort to increase housing supply. The agency also aims to work with private investors to speed up development.

Nigeria continues to face a large gap between housing demand and supply. This makes new housing developments important for both urban growth and the construction sector.

Osogbo Estate to Include Commercial Facilities

The planned estate will use a mixed-use layout. It will combine residential buildings with commercial and recreational facilities.

The design will also include commercial and institutional areas. A clinic, police station, religious sites and a central sewage system are part of the planned infrastructure.

The FHA said the layout would bring homes, businesses and leisure facilities into one community. Such planning can help estates provide more than housing alone.

Summit Group Limited will construct the 241 housing units. Its Managing Director, Otunba Olalere Olabode, confirmed that the units would come in different sizes.

The 33.3-hectare site will therefore support a range of housing options within the same development.

FHA Highlights Housing Projects Across Nigeria

Ojo also highlighted other FHA projects across the country.

According to him, the agency began work on a partnership project in Ogun State on May 13, 2026. The FHA also launched the Renewed Hope Estate in Umuahia, Abia State, on April 11, 2026.

He said the agency had also pursued similar initiatives in Akwa Ibom and Kaduna states.

The FHA said these projects reflect its focus on housing delivery, job creation and economic growth. It also stressed the importance of considering local needs when planning new developments.

Bwari Housing Units Ready for Commissioning

The announcement of 300 completed units in Bwari adds another development to the FHA’s current housing portfolio.

Completion is an important stage in housing delivery. However, new estates also need supporting infrastructure and services to function effectively.

The Bwari project will now move towards commissioning, while the Osogbo development enters its construction phase.

Housing Delivery and Urban Development

The Osogbo project shows how government agencies can use private-sector partnerships to develop housing and supporting infrastructure.

PPP arrangements can help bring private investment and technical capacity into public housing projects. They can also spread development responsibilities between government agencies and private partners.

For prospective residents, however, the value of new housing will depend on factors such as location, infrastructure, housing size and affordability.

The two FHA developments in Osun and Abuja therefore highlight different stages of housing delivery. While the Osogbo project has just begun, the Bwari development has reached completion and is awaiting commissioning.

A Japanese engineering and infrastructure consultancy, Chodai Company Limited, has proposed a public-private partnership (PPP) with the Federal Government to support housing delivery, smart city development, and strategic infrastructure projects across Nigeria. The Lagos State Government has warned contractors handling ongoing housing projects across the state to accelerate construction or risk losing their contracts, as it intensifies efforts to deliver at least 2,000 housing units before the end of the year.

Commissioner for Housing, Moruf Akinderu-Fatai, issued the warning during an inspection tour of the Abraham Adesanya Extension Housing Scheme and the Sangotedo Housing Scheme Phase II in the Lekki corridor.

The inspection team included the Permanent Secretary of the Ministry of Housing, Hafis Toriola, alongside directors, engineers and other technical officials of the ministry.

Akinderu-Fatai expressed dissatisfaction with the pace of work at some project sites, revealing that government had identified technical issues requiring immediate attention.

“We are not happy about the scope of work here and we also noticed some technical issues that we are going to resolve with the contractors.

“If the government has given them enough money to finish up these projects and they are slow, we will quickly take them off the site,” he said.

The commissioner said the projects form part of the state government’s broader plan to expand access to affordable housing and reduce the housing deficit through strategic public-private partnerships.

According to him, the developments under construction are expected to provide about 2,000 housing units upon completion, including the 526-unit Sangotedo Housing Scheme being executed through a Public-Private Partnership (PPP) arrangement.

Akinderu-Fatai acknowledged that the projects had suffered delays due to prevailing economic challenges, noting that construction was originally expected to have been completed about two years ago.

He attributed the setback largely to rising inflation and the sharp increase in the cost of building materials, which forced developers to seek reviews of project costs and implementation timelines.

The commissioner, however, stressed that the government had addressed many of the challenges and was now focused on ensuring timely delivery.

“We have gone past that. The level we are at now is delivery,” he stated.

He disclosed that the Ministry of Housing would hold urgent meetings with contractors handling the projects to address outstanding issues and ensure strict compliance with agreed timelines.

The Lagos State Government has consistently maintained that expanding housing infrastructure remains a key component of its development agenda, with ongoing investments aimed at increasing homeownership opportunities and improving living conditions for residents.

The Minister of Housing and Urban Development, Engineer Muttagha Darma, has inspected over 2,084 housing units as part of ongoing efforts to deliver affordable housing to Nigerians under the Renewed Hope Agenda.

The inspected units form part of more than 15,000 housing units currently under development nationwide and scheduled for commissioning and occupation by October 2026.

According to a statement, the project is among the flagship Renewed Hope City developments being executed through a Public-Private Partnership (PPP) arrangement between the federal government and private sector developers, aimed at accelerating housing delivery across the country.

During an inspection visit to the Renewed Hope City project in Ibeju-Lekki, Lagos State, Darma commended the Federal Mortgage Bank of Nigeria (FMBN) for financing 1,500 housing units within the estate, describing the intervention as a significant contribution to affordable housing delivery.

The minister noted that the FMBN-backed project would provide housing for more than 6,000 Nigerians, reflecting the bank’s commitment to its mandate of expanding access to home ownership.

Expressing satisfaction with the pace of work, Darma said the project had reached an advanced stage of completion and was nearing readiness for occupation.

“I have seen more than 80 per cent completion. In fact, I can say between 85 and 90 per cent because all the houses already have fittings. Some of them are ready for occupation.

“With FMBN financing these 1,500 units, it means they have now housed about 6,000 Nigerians. They are certainly delivering on their mandate,” he said.

The minister added that large-scale housing developments such as the Ibeju-Lekki project contribute significantly to economic growth by creating jobs and stimulating activities across the construction value chain.

Speaking during the inspection, the Managing Director and Chief Executive Officer of FMBN, Shehu Usman Osidi, reaffirmed the bank’s commitment to providing affordable housing solutions for Nigerians.

Osidi urged developers to accelerate project delivery timelines to ensure beneficiaries gain timely access to completed homes. He also advocated a phased completion strategy that would allow finished units to be allocated and occupied without waiting for the entire project to be completed.

The FMBN boss further commended Legrande Properties for maintaining quality standards and ensuring steady progress on the development.

According to him, the housing scheme is being delivered through a cross-subsidy model designed to make home ownership more affordable for low- and middle-income earners.

“The housing units are being delivered through a cross-subsidy model designed to enhance affordability for low- and middle-income Nigerians across the different categories of beneficiaries to access decent housing under the project,” Osidi stated.

Darma had earlier conducted similar inspection visits to Renewed Hope City projects in Karsana, Abuja, and Lambu along Gwarzo Road in Kano State as part of efforts to monitor progress and ensure timely delivery.

Under the Renewed Hope Agenda of President Bola Ahmed Tinubu, the Federal Government plans to establish six Renewed Hope Cities, one in each geopolitical zone, to expand access to affordable housing and reduce Nigeria’s housing deficit.

In addition, the Ministry of Housing and Urban Development is implementing the Renewed Hope Estates Programme, with housing estates currently under construction in 12 locations across the country, covering two states in each geopolitical zone. The minister has already inspected projects in Katsina and Yobe states.

The Anambra State Government has unveiled plans to develop a mass housing policy through partnerships with private-sector investors as part of efforts to address the state’s growing housing deficit and rising rental costs.

The decision was among key resolutions reached at the second meeting of the Anambra State Executive Council (ANSEC) during the second term of Governor Chukwuma Soludo, held at the Government House, Awka.

In a statement, the Commissioner for Information and Value Reformation, Law Mefor, said the council expressed concern over increasing housing shortages and escalating rents across the state.

According to him, the government resolved to address the supply side of the housing market by increasing housing stock through public-private partnership (PPP) arrangements.

“The Council decried the housing deficit in Anambra State and resolved to address the supply side of the market to tackle the twin challenges of rising house rents and inadequate housing availability,” Mefor stated.

As part of broader governance reforms, the council also approved a policy requiring companies seeking government contracts to provide evidence of tax compliance as a prequalification condition for future bidding processes.

The government said the measure is aimed at ensuring businesses benefiting from public contracts contribute fairly to the state’s revenue generation efforts.

In another policy decision, the council directed greater involvement of academics and professionals from state-owned universities in the planning, implementation and evaluation of government projects.

Officials said the initiative would strengthen collaboration between government institutions and academia while promoting the application of research-based solutions to public sector challenges.

The council also approved plans to introduce legislation regulating the scrap metal industry and protecting public infrastructure from vandalism.

Under the proposed law, scrap dealers, including operators handling end-of-life vehicles, will be required to obtain licences before conducting business in the state.

The government said the move was necessitated by increasing cases of vandalism and theft of public assets.

Meanwhile, the council approved several infrastructure and public service projects across the state.

Among them is the award of an N801.7 million contract to Lebtech Construction Limited for the construction of a floodwater diversion channel at Ezioko in Oko-Nanka, Orumba North Local Government Area.

The council also approved N279.5 million for the supply and installation of medical equipment and accessories at General Hospital, Oroma Etiti, with the contract awarded to Calyzid Ventures.

In addition, N92.7 million was approved for landscaping and external works at Nwafor Orizu College of Education, Nsugbe, with the project awarded to Ozoh United Ventures Nigeria Limited.

During the meeting, council members observed a minute of silence in honour of the late Chikadibia Isaac Obiakor, a retired Lieutenant General and former United Nations Military Adviser for Peacekeeping Operations.

The government said the latest decisions form part of ongoing efforts by the Soludo administration to strengthen governance, expand infrastructure development and address socio-economic challenges facing residents of the state.

The Federal Airports Authority of Nigeria (FAAN) in collaboration with MTN Nigeria has launched free WiFi services at Murtala Muhammed International Airport (MMIA) Terminal 2, Lagos, and Nnamdi Azikiwe International Airport, Abuja.

The service was inaugurated on Thursday by FAAN’s Managing Director/CEO, Olubunmi Kuku, represented by the Director of Airport Operations, Abdullahi Mahmood. According to the agency, the service will soon expand to other terminals and international airports across Nigeria within three months.
