FHA property holdings near N5 trillion

The Federal Housing Authority (FHA) holds property worth nearly N5 trillion, its Managing Director and Chief Executive Officer, Oyetunde Ojo, has said.

Ojo disclosed this during a media chat broadcast by Arise News TV on Monday. He discussed the authority’s housing projects, property management activities and plans to increase housing delivery across Nigeria.

The FHA manages residential estates and collects ground rent from allottees and occupants. Ojo linked the value of the authority’s property portfolio to those activities.

“We are in possession of close to about N5 trillion worth of property because we collect ground rent,” Ojo said.

The figure shows the scale of assets under the FHA as the federal government continues to expand housing development. It also highlights the role of property management alongside the construction of new homes.

FHA says thousands of homes are ready

Ojo said between 10,000 and 15,000 housing units are ready for delivery under the current administration.

He also said the government is working with private real estate investors to increase housing supply. He pointed to the MOFI Real Estate Investment Fund (MREIF) as one source of capital for private-sector housing projects.

According to Ojo, about N200 billion has been released to the Ministry of Finance Incorporated (MOFI) and remains available for private investors to access.

The use of private capital could help expand housing construction. However, access to finance remains a major issue for developers and homebuyers in Nigeria.

FHA provides updates on Abuja projects

Ojo gave updates on several FHA projects across the country. The developments include housing schemes in Abuja, Ibadan, Lagos, Kano and Cross River State.

In Ajoda, Ibadan, the FHA has built about 120 housing units. Construction continues on additional units at the site.

The authority has also delivered 100 housing units in Lugbe, Abuja. In Gwari, nearly 400 units are nearing commissioning.

Ojo said the Gwari project did not receive funding from the Federation Account. He also disclosed that the FHA built 1,550 housing units for the Nigerian Army in Jibi, Abuja, in less than a year.

The units are expected to receive commissioning soon.

Karsana project targets 3,112 units

The Karsana housing development in Abuja remains one of the major projects under the federal government’s Renewed Hope Cities and Estates Programme.

The project covers 3,112 housing units. Ojo said the first phase, which contains about 2,000 units, should receive commissioning soon.

FCT Minister Nyesom Wike is also constructing roads around Karsana. The road works should improve access to the housing development and surrounding areas.

The government launched construction of the Karsana project in February 2024. Since then, it has started several Renewed Hope housing projects in different parts of Nigeria.

Projects expand beyond Abuja

The FHA is also advancing projects outside the Federal Capital Territory.

Ojo said between 500 and 600 housing units in Kano should soon receive commissioning by the Ministry of Housing and Urban Development. He added that about 500 units in Lagos are also nearing completion.

The authority has started groundbreaking work on projects in several states. One of them is located in Odukpani, Cross River State, where the FHA expects to commission the development soon.

The federal government has also started a 250-unit housing project for federal civil servants in Dukpa, Gwagwalada, Abuja. The scheme includes two- and three-bedroom bungalows.

The new project will add to 350 units already delivered through the Federal Integrated Staff Housing Programme. Together, the two schemes will provide 600 units.

Housing finance remains a major challenge

The government’s housing plans come as Nigeria continues to face problems with housing finance, land administration and consumer protection.

The Federal Mortgage Bank of Nigeria is also preparing to complete 962 housing units in Abuja. The project involves the Kaba District housing scheme, which the bank recovered after an alleged diversion of a $65 million loan used to finance it.

The government has proposed further reforms to address weaknesses in the housing market. These include a proposed National Housing Finance Authority and reforms to expand access to housing finance for informal-sector workers.

Another proposed policy, the National Housing and Built Environment Regulation Policy, would introduce measures such as developer licensing and escrow protection for buyers.

What the FHA disclosure means

The FHA’s property portfolio and its ongoing projects show the size of the federal government’s role in Nigeria’s housing market.

However, increasing the number of homes alone will not solve the country’s housing challenges. Buyers also need access to finance, reliable infrastructure, secure land titles and stronger protection in property transactions.

The success of current housing programmes will therefore depend on both construction and the systems that support housing delivery, financing, regulation and long-term property management.

The Jigawa State Government has approved ₦19.6 billion for a major housing project. The plan includes building 560 homes across nine local government areas.

Commissioner for Information, Youth, Sports, and Culture, Sagir Musa, announced the decision after the recent Executive Council meeting in Dutse.

Phase Two of the State’s Housing Scheme

This project is part of the second phase of Jigawa’s Mass Housing Estate initiative. It will include:

• Three-bedroom detached houses

• Two-bedroom semi-detached houses

• All homes will have perimeter fencing for security

The houses will be built in:
Babura, Birnin Kudu, Dutse, Gumel, Hadejia, Kafin Hausa, Kazaure, Maigatari, and Ringim.

According to the commissioner, this housing effort is designed to:

• Improve living conditions

Nigeria is currently facing a housing deficit of over 28 million units. The Minister of Housing and Urban Development, Arc. Musa Dangiwa, revealed that:

• Over 75% of homes in Nigeria are substandard

• Nearly half of Nigerians live in informal or slum settlements

What the Federal Government Is Doing

To respond to the crisis, the federal government launched the Renewed Hope Cities and Estates program in 2024. The goal is to deliver 100,000 new homes across the country. Ownership plans include:

• Rent-to-own schemes

• Outright sales

• Single-digit, 30-year mortgage loans from the Federal Mortgage Bank

In April 2025, the federal government announced another plan to build 77,400 homes. About 80% of these are reserved for low-income families. They will be able to pay gradually, using one-third of their monthly income.

 Funding Challenges Remain

Despite progress, the government still faces funding issues. Minister Dangiwa urged the Senate to allocate at least ₦500 billion annually to housing.

To meet the goal of 550,000 homes per year over the next 10 years, ₦5.5 trillion will be needed every year — making the ₦500 billion request just a fraction of the real need.

Both state and federal governments have tried, but there is still a lot that needs to be done. A minimum of seven residential housing programmes have been launched in the last few decades in a bid to address increasing housing challenges in the country. Let’s take a look at some state governments that are making giant strides in the housing sector.

1. Lagos State

Governor: Babajide Sanwo-Olu

Housing Initiatives:
Lagos State, a beacon of advancement in Nigeria, has launched multiple housing projects under its Lagos State Development and Property Corporation (LSDPC) and the Ministry of Housing. The state has completed several housing estates, such as the LagosHOMS project, and has expanded public-private partnerships to deliver more affordable units. Key locations for these projects include Igbogbo, Sangotedo, and Egan-Igando.

Recently, the Lagos State Governor signed a Memorandum of Understanding (MOU) for the construction of 704 new housing units of two-bedroom apartments in Odo Nla, Ikorodu, facilitated by the Lagos State Government and Access Bank PLC. The state has delivered more than 21 housing estates across low, medium, and premium categories, providing homes to thousands of Lagosians.

2. Benue State

Governor: Hyacinth Alia

Housing Initiatives:
Benue State is part of the Federal Government’s Renewed Hope Cities and Estates scheme, receiving a share of the 20,000 housing units planned across Nigeria. The state is also collaborating with the Family Homes Fund (FHF) to construct affordable homes for low-income earners.

The Benue State Government also recently began the development of 3,000 housing units to provide good shelter for Internally Displaced Persons (IDPs) in Benue State.

3. Ogun State

Governor: Dapo Abiodun

Housing Initiatives:
Affordable housing units are a deliberate policy of Governor Abiodun’s administration.

The Ogun State Government has delivered more than 4,000 units, developing multiple affordable housing projects, including the Prince Court Estate in Kobape and housing estates in Ijebu-Ode and Ilaro. The state has engaged in PPPs to provide mortgage financing and rent-to-own schemes, making it easier for low-income and salary earners to get houses for as low as 5.5 million naira.

4. Gombe State

Governor: Muhammadu Inuwa Yahaya

Housing Initiatives:
Gombe State is a beneficiary of the Renewed Hope Agenda housing scheme, where the federal government is constructing housing units. The state will have 50 units of semi-detached bungalows, 150 units of two-bedroom semi-detached bungalows, and 50 units of three-bedroom semi-detached bungalows.

The state has also partnered with the Federal Mortgage Bank of Nigeria (FMBN) for low-cost housing initiatives.

5. Bauchi State

Governor: Bala Mohammed

Housing Initiatives:
Bauchi State has invested in mass housing projects through the state’s Ministry of Housing and Urban Development. The state partnered with Terraquest to deliver over 1,000 housing units. There has been massive housing investment in the Dungal community in Bauchi Local Government Area.

The Family Homes Fund has invested in over 2,500 housing units in Bauchi.

6. Anambra State

Governor: Charles Soludo

Housing Initiatives:
The Anambra State Government has launched the “Solution Estate” project, providing affordable housing for civil servants and low-income earners. The state is working with private developers to expand its housing infrastructure.

The governor recently secured over $500 million in investments in different sectors. He has also launched housing projects like the Soul City, located in the Obosi community, Idemili North Local Government Area of the state. The Soul City comprises a tourist center, a wonderland, and shopping malls.

7. Rivers State

Governor: Siminalayi Fubara

Housing Initiatives:
Rivers State has initiated urban renewal projects and low-cost housing schemes, particularly in Port Harcourt. The state government is collaborating with private investors to increase housing supply.

Governor Siminalayi Fubara is building 20,000 housing units for low-income workers. This is the most systematic and targeted public housing scheme in the country.

8. Kano State

Governor: Abba Kabir Yusuf

Housing Initiatives:
Kano State is investing in new residential developments under federal and state government housing schemes. The state has also committed to expanding mortgage financing options.

The state is investing over ₦10 billion in new housing units across the state. The Kano State Government provided land at no cost for 500 units of housing for the Renewed Hope City scheme of the federal government in Kano.

9. Enugu State

Governor: Peter Mbah

Housing Initiatives:
Enugu State has expanded its housing program through PPPs, constructing new estates to accommodate the growing population.

The state provided up to 60 hectares of land in Agbamere Eha-Alumona for the National Social Housing Programme (NSHP), which plans to build 300,000 affordable houses for low-income earners across the country.

The Enugu State Governor, Dr. Peter Mbah, has also launched a plan to build 20,000 mass housing units with modern facilities for civil servants in the state.

10. Oyo State

Governor: Seyi Makinde

Housing Initiatives:
Oyo State is developing affordable housing estates, including the Ajoda New Town and other housing schemes targeting middle- and low-income earners.

The state is constructing over 360 housing units in Egbeda Local Government Area, Ibadan Zone, at the cost of ₦2.5 billion. The state also recently attracted a ₦35 billion investment in housing.

11. Yobe State

Governor: Mai Mala Buni

Housing Initiatives:
The Yobe State Government, in collaboration with Family Homes Funds Ltd, recently delivered 2,350 housing units in the state. The state approved ₦15.9 billion for the construction of these homes to assist civil servants and vulnerable populations. Mortgage financing is being put in place to help over 50,000 civil servants and citizens purchase these homes.

12. Sokoto State

Governor: Ahmed Aliyu

Housing Initiatives:
Sokoto is among the 13 states benefiting from 250 housing units under the Renewed Hope initiative. The Sokoto State Government, in collaboration with the UNDP, has also finalized plans to construct 100 housing units for IDPs in Illela Local Government Area. The state recently acquired and unveiled 136 housing units worth ₦1.8 billion to cater to low-income earners.

13. Borno State

Governor: Babagana Zulum

Housing Initiatives:
Borno State, in partnership with the Family Homes Fund, has commissioned 1,000 housing units for low-income earners in Ngamdu town, Kaga Local Government Area. Additionally, 300 semi-detached two-bedroom housing units were recently commissioned, while another 500 units were completed in partnership with the UNDP.

14. Niger State

Governor: Mohammed Umar Bago

Housing Initiatives:
Niger State is investing in a large-scale housing project aimed at building 10,000 new homes and establishing 100 farm estates to boost economic growth while addressing the need for shelter.

15. Kwara State

Governor: AbdulRahman AbdulRazaq

Housing Initiatives:
Kwara State plans to construct 250 housing units under its smart city initiative. The governor has pledged that ongoing infrastructure projects will be completed alongside these new housing projects.

These states are all making efforts to tackle the housing deficit in Nigeria.

The approval, granted through the FCT Administration, marks a significant step in the government’s push to enhance mobility and development within both urban and satellite areas of Abuja.

Minister of State for the FCT, Mariya Mahmoud Bunkure, announced the approval after a meeting at the State House, presided over by President Bola Ahmed Tinubu. She revealed that part of the fund will be directed toward the construction of a new bus terminal in Mabushi, a key location in the city. The project, awarded to Setraco Nigeria Limited at a cost of ₦30.97 billion, is expected to be completed within 18 months.

Another major development is the construction of Arterial Road N1, which will link Wuye District to Ring Road II, significantly easing traffic congestion in the city. The contract, worth N62.5 billion, has been awarded to Arab Contractors Nigeria Limited with a 20-month completion timeline.

The Kuje-Gwagwalada dual carriageway is also set for construction to improve connectivity between these vital satellite towns. The project, awarded to Gilmo Engineering Nigeria Limited, will cost N7.5 billion.

In addition to new roads, the government has approved the rehabilitation of the Old Keffi Road, a 15-kilometer stretch that connects Kado Village to Dei-Dei and links with the Outer Northern Expressway. Lubric Construction Company Limited has been tasked with executing the project at a cost of N26.87 billion, with an 18-month completion deadline.

Further boosting estate access, the government will also construct an access road leading to the Renewed Hope Cities and Estate Project in the Kasana West District of Abuja. This contract, valued at N31.66 billion, has also been awarded to Lubric Construction Company Limited and is set to be completed within 18 months.

According to Minister Bunkure, these projects will not only enhance mobility but also stimulate economic activities and provide better access to residential and commercial developments. The government has promised close monitoring of these contracts to ensure quality delivery within the stipulated timelines.

As Abuja undergoes this transformation, residents and business owners are hopeful that these projects will bring much-needed relief to the city’s transportation challenges. However, with past projects facing delays and cost overruns, all eyes will be on the execution of these ambitious plans to see if they truly deliver the promised improvements.

– Renewed Hope Estates: 12 estates, comprising 250 housing units each, across 12 states, with two states from each geo-political zone, under construction. The states include – Yobe, Gombe (North-East); Nasarawa, Benue (North-Central); Sokoto, Katsina (North-West); Abia, Ebonyi (South-East); Delta, Akwa Ibom (South-South); totalling 3,000 units.

The goal is to build at least one Renewed Hope City in each geo-political zone of the country and the FCT.

– A significant number of these units are at the roofing stage, and the ministry is working closely with the developers towards their completion and inauguration. For instance, at the Renewed Hope City in Abuja, 1,000 units are near ready with only plastering, internal features remaining.

– Job Creation and Economic Impact: At an average of 25 jobs per house, the ongoing projects have directly and indirectly generated over 252,800 jobs for Nigerians, including skilled and unskilled workers.

– At an average daily wage of ₦5,000, many workers are earning over ₦150,000 monthly.

– From professionals such as architects, civil engineers, surveyors, skilled workers like masons, carpenters, electricians, plumbers, steel fixers, welders to labourers, security personnel, concrete pourers, excavation workers, the Renewed Hope Cities and Estates is unlocking the potential of housing construction as a veritable source of good paying jobs that are taking the youth off the streets.

HOME OWNERSHIP

The home ownership options include:

– The National Housing Fund (NHF) mortgage loan from the Federal Mortgage Bank of Nigeria. This loan can offer Nigerians up to N50 million to purchase the house, pay back over 30 years, at a 6% interest rate instead of the 18-23% interest rates from commercial banks. What makes this NHF loan more interesting is that it requires a maximum of only 10% equity, compared to the up to 30% equity from commercial banks. What this means is that if you want a N10 million loan, all you need to have is N1 million.

– FMBN Rent-to-own. With this product by the Federal Mortgage Bank of Nigeria, contributors to the National Housing Scheme are allowed to move into homes and pay gradually over 30 years without any upfront equity in monthly, quarterly or annual instalments towards owning the home at 7% interest rate.

– Outright purchase: There is an outright purchase option for those Nigerians who can afford to pay upfront.

– The option of payment by instalment is also available with up to four instalments allowable for convenience.

– A one-bedroom apartment at the Renewed Hope City in Karsana, built under a PPP model, costs about N22 million, while a similar unit under the Renewed Hope Estates, funded through budgetary allocations, costs approximately N8–9 million.

ONLINE ACCESS

– To streamline and ensure easy, transparent, and convenient access to the homes the Renewed Hope Online Housing Delivery Portal has been developed. This is an innovative and user-friendly platform where Nigerians can explore available housing units, apply, and track their ownership journey. Already, over 47,605 Nigerians have created accounts on the platform with over 1,000 paid applications recorded so far.

– It is a one-stop shop for homeownership. Nigerians do not need to lobby anyone to own a home under the Renewed Hope Cities and Estates Programme. You simply visit the site www.renewedhopehomes.fmhud.gov.ng, check the house you want, in the state that you want, apply, pay, and print a provisional letter of offer.

NATIONAL SOCIAL HOUSING FUND (NSHF)

– Progress has been made to establish a National Social Housing Fund (NSHF) in line with the President’s Renewed Hope Agenda to ensure that all Nigerians including the low and no income, vulnerable and underprivileged groups have access to decent and dignified accommodation.

– A memo to the Federal Executive Council (FEC) and an Executive Bill to the National Assembly is underway for the creation of a National Social Housing Fund. Potential sources of funding include budgetary provision, donations from philanthropic organisations, corporate social responsibility, and voluntary donations from Nigerians.
