The Nigeria Labour Congress, FCT Council, has declared an indefinite strike across the Federal Capital Territory over unresolved issues surrounding the promotion and welfare of teachers.

The industrial action commenced on Wednesday, October 7, 2026, following a decision reached at the council’s State Executive Council meeting held on Tuesday at Labour House, Abuja.

In a statement signed by the NLC FCT Council Chairman, Knabayi S. Adalo, the union directed workers in both the public and private sectors to stay away from their duty posts until further notice.

Seven-Day Ultimatum Expires

The strike followed the expiration of a seven-day ultimatum issued to the Minister of the Federal Capital Territory over demands concerning teachers in the territory.

The NLC said its demands include the removal of the vacancy requirement for the promotion of FCT teachers, reconsideration of eligible 2025 teachers to allow them to sit for promotion examinations, and withdrawal of redeployment and demotion letters issued to directors who benefited from the Harmonised Teachers Retirement Age Act, 2022.

According to the union, the FCT Administration’s response to the ultimatum failed to resolve the issues.

“The FCTA’s response to our ultimatum was vague and did not address the core issue of the vacancy clause, including the unlawful demotion of directors,” the NLC said.

NLC Rejects Vacancy-Based Promotion For Teachers

The labour council argued that teachers should not be subjected to the vacancy-based promotion system applicable to pool officers.

“We want to make it clear: Teachers are not core civil servants nor pool staff and cannot be subjected to vacancy-based promotion meant for pool officers,” the union stated.

It maintained that teachers were recruited specifically to teach and should be promoted when due.

The NLC also accused the FCT Administration of seeking to maintain industrial harmony without addressing what it described as injustices against teachers.

“The FCTA’s attempt to sustain industrial harmony without addressing injustice is mere wishful thinking. There can be no peace without justice,” it stated.

All FCT Workers Directed To Stay Away

Following the declaration, the NLC directed all workers across the FCT, including those in the private sector, to remain at home from October 7 until further notice.

“Consequently, all workers in the FCT – public and private – are directed to stay away from their duty posts and stay at home from 7th October, 2026, until further notice,” the statement read.

The council appealed to residents, particularly parents, to bear with workers during the industrial action.

It also called on civil society organisations and other Nigerians to prevail on the FCT Administration to resolve the dispute.

The union warned that the action would not be a limited warning strike, declaring: “The strike will be total and indefinite.”

The FCT Administration had yet to publicly respond to the strike declaration as of press time.

Panic gripped residents of Igbokoda, headquarters of Ilaje Local Government Area of Ondo state, on Monday after a helicopter reportedly crashed in the coastal community, with several people feared dead.

The incident occurred on Monday, October 5, 2026, throwing residents into panic as details of the crash remained sketchy at the time of filing this report.

Local confirmation

The Chairman of Ilaje Local Government Area, Maurice Oripelaye, confirmed the incident.

Oripelaye said the helicopter crashed in a swampy location close to the naval facility, adding that the exact circumstances surrounding the incident were not immediately clear.

Further reports said the helicopter came down in Igbokoda, although the exact location of the crash, the identity of the aircraft and the circumstances surrounding the incident were yet to be officially established.

It was also not immediately clear how many people were aboard the helicopter or whether any of the occupants survived.

Authorities and emergency agencies were expected to commence efforts to secure the crash site, search for possible survivors and establish the number of casualties.

Details remain sketchy

No official statement had been issued confirming the number of fatalities or identifying the operator of the helicopter.

The aircraft’s destination, mission and point of departure were also not immediately known.

Residents in the community reportedly rushed towards the area after news of the crash spread, while others remained anxious over the possibility that people on board may have been trapped in the wreckage.

The incident was still developing, with further information expected from aviation and emergency authorities.

The Nigerian Safety Investigation Bureau is the agency mandated to investigate aviation accidents and serious incidents in Nigeria, with the objective of determining what happened and making safety recommendations to prevent recurrence.

Nigeria has recorded recent aviation incidents

The Ondo incident comes amid a series of aviation accidents and serious incidents that have kept aviation safety under scrutiny in Nigeria and elsewhere in the region.

In July, an Enugu Air Embraer ERJ 170 aircraft carrying 63 passengers and five crew members overran the runway after landing at the Oba Akenzua II Airport in Benin, Edo State.

The aircraft entered the unpaved area beyond the runway and struck approach-lighting installations and concrete structures. All 68 occupants were evacuated without injury.

The NSIB subsequently issued four immediate safety recommendations concerning the runway-end environment, control tower line of sight and availability of meteorological information at the airport.

In June, the NSIB also investigated a serious incident involving a Bombardier Challenger 601 aircraft operated by VMO Aero Limited during a flight from Lagos to Asaba Airport in Delta State.

The aircraft reportedly discontinued its initial approach to Asaba before repositioning for another approach. The NSIB later released a preliminary report as its investigation continued.

Earlier in February, an Arik Air Boeing 737-700 developed an abnormal engine event while operating a scheduled flight from Lagos to Port Harcourt. The crew diverted to Benin, where the aircraft landed safely and all occupants disembarked without injuries.

Previous helicopter tragedies

Nigeria has also experienced fatal helicopter accidents in recent years, particularly involving offshore and specialised operations.

In October 2024, an Eastwind Aviation Sikorsky SK76C helicopter carrying eight people crashed into the Atlantic Ocean near Bonny Finima while travelling from the Port Harcourt Military Base towards an offshore facility.

The NSIB said three bodies had initially been recovered during the search and rescue operation, while its preliminary investigation later recorded the recovery of five passenger bodies.

The investigation identified a number of safety issues, including the absence of a flight data recorder on the helicopter despite the relevant Nigerian regulations, non-standard radio phraseology and a deferred radio altimeter issue.

The crash renewed concerns about the safety of helicopter operations, particularly those involving offshore flights and difficult operating environments.

Investigation expected to establish cause

The circumstances surrounding Monday’s crash in Igbokoda remain unknown.

Aviation investigators are expected to examine the wreckage, flight records, weather conditions, aircraft maintenance history, communications with air traffic control and other evidence that could help establish what happened before the crash.

The cause should therefore not be presumed until investigators provide their findings.

The NSIB has repeatedly stressed that its role in aviation investigations is fact-finding rather than fault-finding, with the objective of determining the circumstances and probable causes of accidents and recommending measures to prevent similar occurrences.

Parents of 20 prospective National Youth Service Corps members kidnapped while travelling from Oyo State to their orientation camps have revealed that the abductors demanded N1bn for their release.

The victims were travelling from Ibadan to their respective orientation camps on Thursday when gunmen attacked the two buses conveying them along the Owerri-Onitsha Road in Umunoha, Imo State.

The abductors reportedly demanded N50m for each victim, bringing the total ransom demand to N1bn.

Parents Receive 24-Hour Ultimatum

The affected parents disclosed the ransom demand on Saturday when they visited the Olubadan of Ibadanland, Oba Rashidi Ladoja, at his private residence in Bodija, Ibadan.

They were accompanied by the Oyo State Commissioner of Police, Olugbenga Abimbola, and the Aseyin of Iseyinland, Oba Sefiu Adeyeri.

Speaking on behalf of the families, Alhaja Akande and Oyebola Akande said the kidnappers had been contacting them through the mobile phones of the abducted prospective corps members.

“They have been calling us since yesterday (Friday) with a demand for N50m ransom each. They are threatening that anything untoward will happen to our children if we fail to heed to their request.

“There is no way we can raise such an amount at this period. Baba, kindly assist us. Don’t let them kill our children,” the parents said.

The Managing Director of Uko Akwa Ibom Motors Nigeria Limited, Isiah Akpan, had earlier confirmed the ransom demand.

Ladoja, Police Promise Rescue Efforts

Ladoja assured the families that efforts were being made to rescue the victims unharmed.

“I want to assure that your children would be rescued unharmed. We will relate whatever information we gather to you. The Police are working round the clock to secure their rescue. Don’t worry yourself, police are up to the task, and nothing would happen to your children,” he said.

Abimbola said he had contacted the Imo State Commissioner of Police regarding the incident.

“I had already contacted Imo State CP. We have been talking since the day of incident, and he assured me that the victims would be rescued unhurt,” he said.

The police commissioner did not disclose whether any ransom had been paid or provide details of the ongoing rescue operation.

Police Locate Suspected Kidnappers’ Camp

The development came as security agencies intensified efforts to rescue the abducted prospective corps members.

Imo State Commissioner of Police, Audu Garba Bosso, said security operatives had located the suspected camp where the remaining victims were being held using drones.

However, he said the operation had been delayed because intelligence indicated that the camp had been planted with improvised explosive devices.

Inspector-General of Police Olatunji Disu has also deployed the Deputy Inspector-General of Police in charge of Operations, Shehu Nadada, to Imo State to coordinate the search-and-rescue operation.

Nigeria’s free trade zones have attracted more than $200bn in foreign investment and over N900bn in domestic investment, the Federal Government has said.

The investments have also generated more than 100,000 direct jobs and over 500,000 additional jobs across supply chains, logistics networks and host communities, according to the Minister of Industry, Trade and Investment, Dr Jumoke Oduwole.

Oduwole disclosed this during a virtual meeting of Special Economic Zones stakeholders in September as the Federal Government moves to modernise the regulatory framework governing the zones.

She said the reforms were designed to strengthen the role of the zones in attracting investment, expanding production and increasing Nigeria’s non-oil exports.

FG Moves To Recognise Digital Free Zones

Oduwole said the government was revising the Nigeria Export Processing Zones Authority regulations to reflect changes in business models and investment, including digital operations.

She said the revised framework would recognise Digital Free Zones and Digital Special Economic Zones while providing for technology-enabled businesses that may not require conventional physical locations.

“The Revised NEPZA Regulations and Operational Guidelines create, for the first time in Nigeria, Digital Free Zones and Digital Special Economic Zones – zones that operate on a platform rather than a perimeter, with no requirement of physical presence,” she said.

The proposed framework would also modernise corporate and registry provisions, strengthen dispute-resolution mechanisms and introduce new licence categories.

One of the proposed categories is an Innovator Licence for enterprises operating in areas where regulatory frameworks are still developing.

The minister added that reporting and fee structures would be adjusted to reflect how digital businesses generate revenue.

FG Targets Free Zone Diversion

Oduwole said the government had identified the diversion of goods produced in free zones into the Nigerian Customs Territory while retaining fiscal incentives intended for export-oriented activities as a major concern.

She said the revised framework would reinforce the export orientation of the scheme by clarifying the existing 75 per cent export and 25 per cent domestic-sales structure.

Domestic sales would also be aligned with applicable Nigerian tax laws, she said.

The reforms are expected to clarify the responsibilities of agencies involved in the administration of the zones.

Under the proposed arrangement, NEPZA and the Oil and Gas Free Zones Authority would retain responsibility for licensing and operational oversight.

The Nigeria Revenue Service would remain responsible for tax administration, while the Nigeria Customs Service would handle customs control, valuation, classification and enforcement.

Operators Seek Protection For Existing Investments

The Executive Secretary of NEPZA, Toyin Elegbede, said operators welcomed the proposed reforms but urged the government to protect businesses that had already invested under the existing regulatory framework.

“Our members recognise the need for a strong, transparent and well-regulated Special Economic Zones regime, and we welcome the opportunity to engage the government before the framework is finalised,” Elegbede said.

He said operators wanted the reforms to address genuine gaps without creating additional uncertainty for businesses that had made investments based on existing regulations.

Elegbede added that stakeholders wanted a competitive free zones ecosystem capable of attracting investment, protecting legitimate businesses and increasing production and exports.

The Chairman of NEPZA, Hadi Mutallab, similarly urged the government to ensure that the transition to the new framework did not undermine existing investments.

“The reform of Nigeria’s Special Economic Zones is necessary to strengthen the integrity of the scheme and ensure that the incentives provided deliver the investment, production, jobs and exports for which they were intended,” Mutallab said.

He also called for a clear and predictable transition process for existing operators.

FG Links Reforms To $1tn Economy Target

Oduwole said the government would continue to support lawful incentives that serve the purpose of the free zones while demanding compliance from operators.

She said the broader objective was to position the zones as engines of non-oil export growth and contribute to President Bola Tinubu’s target of building a $1tn Nigerian economy by 2030.

The NIS disclosed this in a statement issued by its Service Public Relations Officer, DCI Akinsola Akinlabi, on Friday, October 2.

Applicants Must Book Appointments

According to the Service, applicants must book appointments ahead of the exercise and attend strictly on their scheduled dates and times.

The NIS said appointments could be booked through its designated online form or via the Nigeria High Commission’s website.

“Consequently, applicants are required to book their intervention appointments via https://form.jotform.com/passportlondon/2026-passport-intervention-phase2 or through the Nigeria High Commission’s website and are to strictly adhere to their scheduled dates and times,” the statement said.

The Service stressed that the exercise would not accommodate walk-in applicants.

“Only Applicants with booked appointments will be attended to.”

Documents Required

Applicants attending the intervention exercise are required to present:

• Completed passport application form
• Payment slips as proof of payment
• Intervention appointment printout
• Self-addressed return envelope
• Current passport, except for fresh passport applications or lost passports

The NIS also clarified that cash payments would not be accepted at the venue.

The Service urged applicants to cooperate with officials to ensure an orderly and smooth exercise.

A fire outbreak at the popular Kugbo Furniture Market along the Abuja-Keffi Expressway has destroyed several shops and goods reportedly worth millions of naira.

The fire, which broke out on Friday, reportedly started after an electrical spark and quickly spread through sections of the market, destroying furniture, equipment and other valuables.

An eyewitness, Mrs Mary Aniekan, said traders noticed the fire suddenly and immediately raised the alarm.

“I was in my shop when we saw the fire and people running to safety, while others were trying to put the fire out but they could not. The fire started when AEDC restored electricity,” she said.

Aniekan added that firefighters arrived at the scene but ran out of water while battling the blaze.

“Firefighters came but their water finished and up till now they have not been able to put the fire out,” she added.

The fire subsequently spread to several parts of the market, destroying shops and goods before emergency responders could contain the situation.

Several traders were seen attempting to retrieve whatever belongings they could from their shops, while others watched as their businesses and properties were consumed by the flames.

No loss of life was reported as of the time of the incident, although the fire caused extensive damage and left several traders counting their losses.

Firefighters were deployed to the market to battle the inferno and prevent it from spreading to adjoining shops and structures.

The exact value of the goods destroyed has not been officially established, while the cause of the fire has yet to be independently confirmed by relevant emergency authorities.

The eyewitness, however, linked the outbreak to an electrical spark that occurred after electricity was restored by the Abuja Electricity Distribution Company (AEDC).

The incident triggered panic among traders and residents around the market, with affected business owners calling for urgent assistance to assess the damage and support those who lost their livelihoods

Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Dr Obafemi Hamzat, has pledged to end unauthorised roadside collections and multiple taxation affecting transport operators and businesses if elected.

Hamzat made the pledge on Thursday during The Platform Nigeria Town Hall Meeting for Lagos State governorship candidates, where candidates outlined their programmes ahead of the 2027 election. 

Responding to concerns over arbitrary levies, Hamzat said commercial transport operators, popularly known as Danfo drivers, should have clear and predictable financial obligations rather than face repeated demands along their routes.

He proposed establishing a State Economic Council to coordinate revenue policies between the state government and local councils.

According to him, the proposed council would help harmonise levies and prevent unauthorised collections at junctions.

“One of the things we will create is a State Economic Council where, as a government, we meet with all local governments to streamline the process. We know they are independent, but we are attending to the same citizens. No one should stand at junctions collecting anything from anybody.”

Hamzat said businesses and transport operators that have paid their officially designated fees should not face additional roadside demands.

“Businesses must know what they are required to pay. The moment they pay it, they must be left alone so we stop pulling the rug from under them.”

He said the proposed approach would provide greater predictability for businesses and commercial operators while addressing overlapping charges imposed by different levels of government.

The issue comes amid broader concerns over road-related revenue collections. NBS data analysed by our source showed that Lagos recorded ₦16.74bn in road tax revenue in 2023 and ₦16.87bn in 2025.

Chinese authorities have announced a new package of measures aimed at supporting economic growth and reviving the country’s struggling property sector as pressure mounts ahead of the 2026 year-end growth target.

The measures, announced Tuesday, include lower funding costs for policy banks, increased lending support for technological innovation and new mortgage interest subsidies for eligible homebuyers.

The People’s Bank of China (PBOC) said it would cut the one-year interest rate on its pledged supplementary lending (PSL) facility by 0.25 percentage points to 1.5%.

PSL provides low-cost financing to China’s major state policy banks for state and public projects. The central bank said the rate reduction is intended to improve incentives for banks and better support national strategies.

The PBOC also announced a 200 billion yuan increase in its relending quota for technological innovation, taking the total to 1.4 trillion yuan.

China Offers Mortgage Support to Homebuyers

China’s Ministry of Finance separately announced new mortgage interest subsidies for homebuyers.

Starting in October, eligible first-time buyers will receive subsidies equivalent to an annualised 1 percentage point of their mortgage principal for up to five years.

The subsidy will apply to homes measuring no more than 120 square metres, with a purchase price capped at 1.5 million yuan.

Gary Ng, a senior economist for Asia-Pacific at French bank Natixis, described the measures as a targeted effort to reduce funding costs and support selected sectors, including real estate.

He said the property measures were aimed at strengthening housing demand in lower-tier Chinese cities, where the sector continues to face significant pressure.

China Faces Growth Pressure

Chinese leaders have set a 2026 economic growth target of between 4.5% and 5%, compared with 5% growth recorded last year.

The economy expanded by 4.3% in the April-June quarter, according to the report, marking its weakest growth pace in more than three years.

China’s property market has also remained under pressure following a prolonged liquidity crisis in the real estate sector after authorities moved to curb excessive borrowing.

Overall home prices have fallen by roughly 20% or more compared with 2021, according to the report.

Ng said Tuesday’s measures were likely intended to help China achieve the lower end of its annual growth target.

The announcements came a day after China’s State Council discussed strengthening and improving the effectiveness of macroeconomic policies in response to continuing economic challenges.

President Bola Tinubu has returned to Nigeria after a four-week stay in Europe, with his arrival in Lagos coming amid renewed political activity ahead of the 2027 general elections and continuing debate over his prolonged absence. 

Tinubu arrived at the Presidential Wing of the Murtala Muhammed International Airport, Lagos, at about 6:22 p.m. on Tuesday, September 29, after travelling from Paris. He had left Nigeria on August 30 for what the Presidency described as a working vacation. 

APC supporters gathered at the airport to welcome the President, while senior political figures, including Lagos State Governor Babajide Sanwo-Olu, Kwara State Governor AbdulRahman AbdulRazaq, Speaker of the House of Representatives Tajudeen Abbas and Deputy Senate President Barau Jibrin, were among those present. 

Tinubu: ‘Healthy, Sound and Ready to Go’

Speaking after his arrival, Tinubu dismissed concerns about his health and said he was ready to resume activities in Nigeria.

Asked about his stay in Europe, the President said: “I enjoyed myself. Fantastic.”

On concerns over his health, he said: “Ready to kick, ready to walk. There’s nothing wrong.”

“Rumour will always be emanating from politics, but the facts remain, I’m here. Healthy, sound, and ready to go,” he added. 

President Set for Lagos Engagements

The Presidency said Tinubu chose to return through Lagos ahead of Nigeria’s 66th Independence Anniversary.

He is expected to attend the premiere of a production honouring the late MKO Abiola at the Wole Soyinka National Theatre on October 1.

The State House also said Tinubu would hold strategic meetings with political leaders and associates in Lagos in preparation for the 2027 elections before returning to Abuja. 

During his European stay, Tinubu held engagements with French President Emmanuel Macron and business leaders, including Vincent Bolloré. He also witnessed the signing of an agreement involving the Ogun State Government and DP World for a proposed Gateway Deep Seaport and Blue Marine Economic Zone. 

Four-Week Absence Triggers Constitutional Debate

Tinubu’s prolonged absence generated political and legal questions, particularly over Section 145 of the 1999 Constitution.

The provision states that when the President proceeds on vacation or is otherwise unable to discharge the functions of office, he is to transmit a written declaration to the President of the Senate and Speaker of the House of Representatives. It further provides for the Vice-President to perform presidential functions as Acting President until a contrary declaration is transmitted. 

Opposition figures have questioned whether the required constitutional procedure was followed during Tinubu’s extended stay abroad.

The African Action Congress has also instituted a legal challenge concerning the President’s absence and the National Assembly’s handling of the matter, according to reports. 

The Presidency, however, has maintained that Tinubu remained engaged with government affairs while abroad and described the trip as a working vacation. 

Jimoh Ibrahim Defends Tinubu’s Absence

Nigeria’s Permanent Representative to the United Nations, Jimoh Ibrahim, defended Tinubu’s decision to remain in Europe during the 81st UN General Assembly.

Ibrahim argued that Tinubu’s continued engagement in official matters meant the President had not abandoned his constitutional responsibilities.

“The president hasn’t committed any offence,” Ibrahim said, describing the trip as a working leave. 

Vice-President Kashim Shettima represented Nigeria at the UN General Assembly, where he delivered Nigeria’s national statement and participated in high-level engagements. 

Bode George Raises Opposition Concerns
