The government is also working on the rehabilitation and modernisation of existing residential developments, including Kwankwasiyya, Amana and Bandirawo mega cities.

The programme covers the Gida-Gida Mega City, a proposed 600-unit development, and a major mass-housing project at Rijiyar Gwangwan in Dawakin Kudu Local Government Area.

Kano’s public procurement and project-monitoring authorities previously valued the Rijiyar Gwangwan mass-housing project at approximately ₦113.19 billion. The government also listed a ₦22 billion Rural Model City Project covering the 36 rural local governments.

The state said roads, water and electricity would be provided alongside new housing developments to ensure that residents had access to essential infrastructure.

More than 100 kilometres of roads have reportedly been constructed or incorporated into newly developed layouts under the wider housing and infrastructure programme.

The government also plans to establish police stations, security plazas, surveillance systems and an emergency operations centre within selected residential communities.

According to figures released by the administration, the housing programme is expected to generate more than 10,000 direct and indirect jobs.

Employment opportunities are projected to cover engineers, builders, artisans, suppliers, transporters and other workers within the construction and housing value chain.

The housing portfolio also includes the construction of a 48-unit commissioners’ quarters at Yan Lemo/Na’ibawa and a new headquarters for the Kano State Housing Corporation at Kwankwasiyya City.

Other related projects include new High Courts, an office for the Chief Judge, an official residence for the Chief Judge at Government House and security facilities at major entrances to Kano metropolis.

The Kano State Government says it has committed N996.29bn to 1,557 projects across the state’s 44 local government areas.

The spending covers almost three years of Governor Abba Kabir Yusuf’s administration. It includes housing, roads, urban infrastructure and other development projects.

The Commissioner for Public Procurement, Projects Monitoring and Evaluation, Nura Maaji Sumaila, disclosed the figures on Sunday.

He spoke during an international press briefing on project delivery, procurement compliance and government spending.

867 Projects Completed

Sumaila said the state has completed 867 projects, which represents 55.68 per cent of the total.

Another 654 projects, or about 42 per cent, remain under construction. The state has also moved 26 projects to the award stage.

Ten additional projects have reached the planning stage and are ready for award.

The figures show the size of Kano’s current public investment programme. They also highlight the state’s focus on infrastructure and development across both urban and rural communities.

Kano Tracks Project Payments

The commissioner said projects worth N695.20bn had received Certificates of No Objection.

The ministry had also vetted payment certificates worth N444.75bn.

The approved certificates represent 69.78 per cent of the total contract value. Vetted payments account for 44.64 per cent.

Sumaila said the ministry would continue to monitor projects. The goal is to ensure that public spending delivers value to residents.

Rural Areas Receive N287.90bn

Kano has spread its project investments across metropolitan and rural areas.

According to the commissioner, the eight metropolitan local government areas have 598 projects worth N299.36bn.

The state’s 36 rural LGAs account for 653 projects valued at N287.90bn.

Rural development therefore forms a major part of the state’s investment plan. The projects cover infrastructure and other developments across communities outside the metropolitan areas.

The state also has 37 cross-cutting projects worth N159.50bn. These projects cover more than one local government area.

Another 269 statewide and other projects account for N249.54bn.

Housing Projects Take Centre Stage

Housing represents one of the largest components of the investment programme.

The commissioner listed the N113.19bn mass housing project at Rijiyar Gwangwan in Dawakin Kudu among the major projects.

He also identified the N22bn Rural Model City housing project. The project covers all 36 rural local government areas.

Other major investments include the N24.77bn Katsina Road expansion. The project covers parts of Fagge and Dala.

The state is also implementing N21.90bn in Modern Cities infrastructure across Dawakin Kudu, Dawakin Tofa and Kumbotso.

Another major project is the N27.74bn Madobi-Yako-Kafin Maiyaki/Kiru Road project.

Infrastructure Supports Housing Growth

The scale of Kano’s spending has implications for the housing and construction sectors.

The Kano State Government has inaugurated an 11-member special taskforce committee to address the growing incidence of illegal structures and building code violations across the state.

The committee is mandated to identify, review, and take enforcement action against buildings erected without official approval or those that violate existing physical planning regulations, particularly within the Kano metropolis.

Speaking during the inauguration ceremony, the Secretary to the State Government, Umar Farouk Ibrahim, said Governor Abba Kabir Yusuf was deeply concerned about the increasing number of unapproved developments across the state.

He noted that the administration had made significant investments in urban renewal projects aimed at improving infrastructure, environmental management, and the overall aesthetics of Kano.

“The administration has made significant investments in road construction, drainage systems and environmental beautification. These efforts are meant to transform Kano into a more organised and liveable city,” he said.

Umar Farouk Ibrahim warned that the spread of illegal structures poses a major challenge to urban planning efforts and could undermine ongoing development initiatives if not urgently addressed.

He urged members of the committee to discharge their responsibilities with integrity, fairness, and professionalism, stressing that their selection was based on competence and credibility.

“You were selected based on competence and credibility. We expect you to discharge this responsibility with sincerity and in the best interest of the state,” he said.

The SSG reaffirmed the government’s commitment to protecting the Kano master plan and ensuring sustainable urban development for future generations.

The committee is chaired by the Director-General of the Kano Geographic Information System (Kano GIS), Dr. Dalhatu Aliyu Sani.

Other members are drawn from relevant professional and government sectors, with Mustapha Ibrahim Fagge serving as Secretary and Yusuf Yakubu Ismail as Co-Secretary.

According to its terms of reference, the committee will identify illegal structures in key areas of the metropolis, including Nassarawa, Fagge, Tarauni, and Kumbotso Local Government Areas.

It is also expected to review building approvals issued within the last two years and halt ongoing construction projects that violate planning regulations.

Speaking on behalf of the committee, Dr. Dalhatu Aliyu Sani expressed appreciation to the state government for the confidence reposed in them and assured that the taskforce would carry out its assignment diligently.

“We assure the government that we will carry out this assignment with seriousness and professionalism,” he said.

The Commissioner for Information and Internal Affairs, Comrade Ibrahim Waiya, announced this while briefing journalists on Sunday after the 33rd State Executive Council meeting, presided over by Governor Abba Kabir Yusuf, at the Government House in Kano.

Waiya explained that the housing initiative is part of the government’s efforts to provide affordable accommodation for low-income earners and improve living conditions in rural communities.

He added that the move aligns with the administration’s goal of reducing the housing deficit and promoting social equity across the state.

According to the commissioner, the council also approved a total of ₦19.02 billion for the execution of key projects across different sectors, including education, health, water resources, infrastructure, power, and renewable energy.

In the education sector, ₦4.9 billion was earmarked for projects under the Ministries of Education and Higher Education, covering the renovation of Government Technical College, Ungogo, the settlement of debts owed to boarding school suppliers, and accreditation exercises at Kano State Polytechnic.

Similarly, ₦274 million was approved for the renovation of Tiga General Hospital and Hasiya Bayero Paediatric Hospital located within the Emir’s Palace, Kofar Kudu, while ₦3.3 billion was allocated to the Ministry of Water Resources for projects aimed at improving water supply and energy management.

For infrastructure development, ₦9.8 billion was set aside for roads, flood control, and other key projects across the state.

The council also approved ₦979 million for renewable energy initiatives, including solar power installations at the African Hall in Government House.

Waiya further disclosed that Governor Yusuf recently received seven national and international awards in recognition of his leadership and contributions to governance, education, sports, and climate action.

He reaffirmed the administration’s commitment to transparency, inclusive development, and improved welfare for all citizens of Kano State.
