The Real Estate Developers Association of Nigeria (REDAN) has called for stronger blended finance structures to increase investment in Nigeria’s housing and infrastructure sectors.

REDAN President, Oba Akintoye Adeoye, made the call at the 2026 Africa Environmental, Social and Governance (ESG) Conference and Exhibition in Lagos.

John Saka, Executive Secretary and Business Development Specialist at REDAN’s national secretariat, disclosed this in a statement issued on Thursday in Abuja.

Adeoye said Nigeria’s housing and infrastructure needs require more than traditional sources of funding. He called for closer cooperation among government, developers, mortgage institutions, commercial banks and development finance institutions.

He also identified institutional investors and other sources of capital as important partners in expanding housing investment.

Blended Finance Could Support Housing Investment

Blended finance combines public, private and development-focused funds to reduce investment risks. It can also help attract private capital to projects that may face funding challenges under normal commercial terms.

Adeoye said this approach could help developers finance more housing projects while improving affordability for Nigerians.

He urged REDAN and the Mortgage Banking Association of Nigeria (MBAN) to promote financing models that support sustainable and affordable housing.

According to him, stronger links between developers and financial institutions could create better conditions for long-term investment in the sector.

The issue is important because housing projects often require significant upfront capital. Developers also need access to financing that matches the long development periods of housing and infrastructure projects.

Better financing structures could therefore support projects that might struggle to secure funding through conventional commercial loans alone.

REDAN Pushes Green Innovation

Adeoye also urged real estate developers to adopt more green technologies and sustainable construction practices.

He said developers could improve efficiency and long-term value through energy-efficient buildings, renewable energy and sustainable construction materials.

He also highlighted water efficiency, waste management, climate-resilient infrastructure and smart technologies as areas with room for greater innovation.

Adeoye said developers should view sustainable real estate as an investment rather than simply an additional cost.

Energy-efficient buildings can reduce operating expenses over time. Sustainable materials and better resource management can also improve building performance and the experience of occupants.

For Nigeria’s housing industry, the shift towards sustainable development could also support buildings that are better prepared for environmental and climate-related pressures.

Governance Remains Critical

The REDAN president also stressed the need for stronger governance across the real estate sector.

He identified transparency, accountability, ethical business practices and responsible leadership as key elements of a credible property market.

Adeoye said good governance can strengthen consumer confidence and improve investor trust. It can also support access to finance and improve the credibility of real estate businesses.

Strong governance remains important to both developers and consumers. Clear business practices can help protect buyers while creating greater confidence among financial institutions and investors.

ESG Conference Focuses on Practical Solutions

The 2026 Africa ESG Conference and Exhibition focused on the theme, “ESG as a Competitive Advantage: Blended Finance, Green Innovation, and Governance for Nigeria’s Real Estate Future.”

REDAN and the Mortgage Banking Association of Nigeria jointly organised the conference. The Nigeria Mega Project Expo 2026 partnered with both organisations for the event.

The conference provided a platform for stakeholders to discuss how environmental, social and governance principles can influence Nigeria’s real estate sector.

Adeoye urged participants to move beyond discussions and focus on practical solutions and partnerships.

For Nigeria’s housing market, the discussion highlights the close link between finance, sustainability and good governance. Expanding access to suitable funding, encouraging efficient building practices and improving industry standards can help create stronger conditions for housing and infrastructure investment.

The wider significance lies in bringing developers, lenders, government agencies and investors closer together. Such cooperation can help the sector develop financing models and business practices that support a more sustainable and accessible real estate market.

The Real Estate Developers Association of Nigeria (REDAN) has called for stronger collaboration among governments, developers, investors and built environment professionals to address the growing impact of climate change on housing and infrastructure across the country.

In a statement marking the 2026 World Environment Day, themed “Inspired by Nature. For Climate. For Our Future,” REDAN warned that Nigeria is already experiencing severe environmental challenges, including flooding, drought, desertification, coastal erosion and biodiversity loss.

The association said these environmental disruptions pose significant threats to communities, livelihoods and economic development, underscoring the need for urgent and coordinated action.

Speaking through its President, Oba Akintoye Adeoye, REDAN described climate change as a present-day reality that requires all stakeholders in the housing and construction sectors to embrace sustainable solutions.

According to the association, every flood-ravaged community, erosion-threatened settlement and environmentally degraded neighbourhood highlights the need for the built environment sector to become part of the climate solution.

REDAN stressed that housing development and climate action must go hand in hand, noting that the future of Nigeria’s urban centres depends on resilient and sustainable planning.

The association said its response to climate challenges is guided by its core values of Advocacy, Transparency, Innovation, Professionalism and Sustainability (ATIPS), which it believes should shape decision-making across the real estate value chain.

It called for stronger policies and regulatory frameworks that promote climate-resilient housing, sustainable urban planning, green infrastructure, responsible land administration and environmental stewardship.

REDAN also urged industry operators to adopt Environmental, Social and Governance (ESG) principles to improve transparency, attract responsible investments and enhance public confidence in the real estate sector.

The association advocated the use of climate-smart construction technologies, renewable energy systems, sustainable building materials, water conservation practices, waste reduction strategies and smart-city concepts to improve housing delivery and environmental performance.

It further emphasised the importance of professionalism and strict compliance with environmental standards in planning, design, construction and property management.

According to REDAN, housing development must strike a balance between economic growth, environmental protection and social inclusion to ensure communities remain safe, affordable and resilient.

As part of its sustainability agenda, the association highlighted the launch of the Africa ESG Conference and Exhibition in 2025, describing it as a platform for promoting responsible investment and sustainable development across Africa’s housing and real estate sectors.

REDAN invited stakeholders to participate in the 2026 edition of the conference, expressing confidence that it would deepen collaboration, encourage innovation and strengthen collective efforts towards building a more sustainable built environment.

The association also called on federal and state governments, legislators, financial institutions, developers, construction firms, architects, engineers, planners, surveyors, building material manufacturers, development partners and academic institutions to work together in creating climate-resilient communities.

“The climate signals are clear, but so are the solutions. Nature itself is showing us the way forward. The future belongs to greener cities, smarter buildings, resilient communities and sustainable economies,” the association stated.

REDAN reaffirmed its commitment to partnering with government agencies, private sector operators, development organisations and communities to ensure that housing development contributes to both economic growth and environmental sustainability.

Nigeria real estate ESG transformation is gathering pace as stakeholders push for sustainable and transparent development practices. Industry leaders say this shift could redefine how developers finance, build, and manage projects across the country.

The Lagos Chamber of Commerce and Industry is driving efforts to accelerate ESG adoption through a major industry conference in Lagos. The initiative promotes environmental responsibility, social inclusion, and stronger governance standards across the real estate and construction sectors. Industry leaders now treat ESG as a core requirement, as investors increasingly use sustainability and governance standards to evaluate opportunities and make funding decisions.

Industry Challenges and Opportunities

Soji Adeniji highlighted major challenges in Nigeria’s built environment, including building failures, weak regulation, and environmental risks. He explained that ESG provides a clear framework to tackle these problems and improve industry standards. Additionally, the real estate sector remains a key contributor to the economy, accounting for about 13.4 percent of GDP in 2025. Experts believe ESG adoption can strengthen growth and attract long-term investment.

Investment and Market Impact

Michael Oladiji stressed that ESG integration can unlock new funding opportunities. Global investors now prioritise sustainability and governance when allocating capital. As a result, developers who adopt ESG principles can attract more funding and improve project credibility.

The upcoming conference will bring together regulators, developers, and financial institutions to focus on practical strategies for integrating ESG into real estate projects across Nigeria.

Muhammad Balogun emphasised that strong governance drives successful ESG implementation. He noted that organisations must build effective internal systems to support sustainable practices. He also stated that the conference will deliver actionable outcomes, with participants reviewing case studies from Nigeria and across Africa to understand how ESG works in practice.

Nigeria’s rapid urbanisation continues to outpace sustainable development efforts. This imbalance has contributed to structural failures and weak regulatory enforcement. However, ESG frameworks offer a practical solution by supporting environmental protection, encouraging transparency, and aligning economic growth with global standards. Countries that adopt ESG principles often attract stronger investor confidence.

Conclusion

The Nigeria real estate ESG transformation marks a turning point for the sector. Strong implementation can improve construction quality, boost investor trust, and support sustainable urban development. Ultimately, stakeholders must move beyond discussions and take decisive action to deliver lasting impact.

Popoola made the call at an International Finance Corporation conference in Cairo during a panel session themed “Capital Mobilisation for Sustainability, Transition and Resilience.”

He said emerging markets are currently navigating structural challenges, including the development of ESG data and reporting infrastructure, policy frameworks, funding costs and market liquidity.

According to him, global investor appetite for sustainable assets is rising, supported by innovation in labelled financial instruments and improvements in regulatory standards.

“Emerging markets have a significant opportunity to contribute to the future of sustainable capital flows. Realising this potential calls for constructive alignment, robust disclosure standards, policy consistency, and synergy across the capital market ecosystem,” Popoola said.

He stressed the importance of evolving disclosure frameworks, noting that stronger reporting standards would enhance transparency, support risk assessment and attract long-term investment.

Drawing from Nigeria’s experience, Popoola referenced the country’s green and sustainable bond market, which began with Africa’s first certified sovereign green bond in 2017. He said the market has since expanded across sovereign, sub-national and corporate issuers, with repeated oversubscription indicating rising investor confidence.

He also highlighted Nigeria’s sovereign sukuk programme, including the most recent Series VII Sukuk, which recorded subscriptions significantly above the offer size, demonstrating strong domestic demand for long-term infrastructure-linked instruments.

Popoola noted that stock exchanges play a crucial role in advancing sustainable finance by providing platforms for impact-focused instruments, supporting disclosure standards and building issuer capacity.

He pointed to NGX’s Impact Board, launched in 2024, as a dedicated listing segment for green, social and sustainability-linked instruments.

The NGX chief also referenced the Net-Zero Programme, co-funded by DEG Impulse, which supports listed companies in developing science-based transition plans and improving climate disclosures. He said the programme is expected to reduce or avoid about 20,000 tonnes of CO₂e emissions in its initial phase while helping companies access climate-aligned financing.

On collaboration, Popoola emphasised the need for alignment among policymakers and market operators, citing Nigeria’s first sovereign green bond—executed through coordination between the Exchange, the Ministry of Finance, Ministry of Environment and the Debt Management Office—as an example of effective public-private partnership.

The conference brought together policymakers, regulators, exchange leaders and development finance institutions to explore ways to mobilise capital for sustainability, resilience and long-term economic growth across emerging markets.

Speaking in an exclusive interview with Housing TV correspondent, the bank’s Managing Director, Mr. Ngozi Anyogu, reflected on the institution’s humble beginnings and its significant contributions to home ownership.

“Twenty years ago, we were invited to look at the need of some of the pastors of the Assembly of God church who were retiring without the benefit of owning homes,” Anyogu said.

“We observed that this was not just a problem for pastors but for many Nigerians. We felt the best way to help was to set up an organization that supports home ownership for these less privileged people. That happened in 2005.”

According to Mr Anyogu, since then, AG Mortgage Bank has created over 3,517 mortgages and currently services more than 215 customers nationwide. It now operates with a national license and maintains five branches across the country. Beyond housing, the bank has embraced an ESG (Environmental, Social, and Governance) framework to support women and youth empowerment.

“The ESG structure has enabled us to reach out to women, where we have a target of 500,000 women within the next year, and so far we have reached 25,000 of them,” Anyogu stated. “We are also training youths in modern technology as part of giving back to society.”

The Managing Director further explained that the bank has grown from N200 million in capital to a N23 billion business, with savings portfolios exceeding N20 billion. It was the first institution to access MREIF and remains one of the highest drawers under the Federal Mortgage Bank National Housing Fund.

Reflecting on challenges, Anyogu said: “When we started, we had over 210 competitors. Today, we are just about 30. We survived industry shakeouts and increased our capital from N200 million to N5 billion. That’s why we have to celebrate.”

The bank will commemorate the milestone with an anniversary celebration and product exhibition on September 26, 2025, at the Abuja Continental Hotel where over 120 key stakeholders, developers, and industry leaders are expected to grace the event

“We are unveiling well over 12 products that day,” Anyogu revealed. “We will also be the first bank to support Green Housing, and we aim to create 300,000 mortgages by 2030, grow our customer base to one million, and raise our capital to N20 billion.”

Anyogu added that the bank is investing heavily in information technology to digitize operations and tap into diaspora remittances for housing development.

“Our hope is to continue to provide quality services to Nigerians and take the leadership position in the sub-sector,” he said.
