The Federal Government has started construction of 241 housing units in Osogbo, Osun State.

The project sits on 33.3 hectares of land at East Bypass in the state capital. The Federal Housing Authority (FHA) is developing the estate through a Public-Private Partnership (PPP) with Summit Group Ltd.

At the same time, the FHA has announced the completion of 300 housing units in Bwari, Abuja. The units are now ready for commissioning.

FHA Uses PPP Model for Osun Project

The FHA Managing Director, Hon. Oyetunde Ojo, said the agency chose the PPP model to improve housing delivery.

Ojo spoke through the FHA Executive Director of Estate Services, Arc. Nya-Etok Ezekiel, at the ground-breaking ceremony in Osogbo.

He said the partnership would support innovation and improve efficiency. It would also help the project meet required development standards.

The FHA said the Osun project forms part of its wider effort to increase housing supply. The agency also aims to work with private investors to speed up development.

Nigeria continues to face a large gap between housing demand and supply. This makes new housing developments important for both urban growth and the construction sector.

Osogbo Estate to Include Commercial Facilities

The planned estate will use a mixed-use layout. It will combine residential buildings with commercial and recreational facilities.

The design will also include commercial and institutional areas. A clinic, police station, religious sites and a central sewage system are part of the planned infrastructure.

The FHA said the layout would bring homes, businesses and leisure facilities into one community. Such planning can help estates provide more than housing alone.

Summit Group Limited will construct the 241 housing units. Its Managing Director, Otunba Olalere Olabode, confirmed that the units would come in different sizes.

The 33.3-hectare site will therefore support a range of housing options within the same development.

FHA Highlights Housing Projects Across Nigeria

Ojo also highlighted other FHA projects across the country.

According to him, the agency began work on a partnership project in Ogun State on May 13, 2026. The FHA also launched the Renewed Hope Estate in Umuahia, Abia State, on April 11, 2026.

He said the agency had also pursued similar initiatives in Akwa Ibom and Kaduna states.

The FHA said these projects reflect its focus on housing delivery, job creation and economic growth. It also stressed the importance of considering local needs when planning new developments.

Bwari Housing Units Ready for Commissioning

The announcement of 300 completed units in Bwari adds another development to the FHA’s current housing portfolio.

Completion is an important stage in housing delivery. However, new estates also need supporting infrastructure and services to function effectively.

The Bwari project will now move towards commissioning, while the Osogbo development enters its construction phase.

Housing Delivery and Urban Development

The Osogbo project shows how government agencies can use private-sector partnerships to develop housing and supporting infrastructure.

PPP arrangements can help bring private investment and technical capacity into public housing projects. They can also spread development responsibilities between government agencies and private partners.

FHA property holdings near N5 trillion

The Federal Housing Authority (FHA) holds property worth nearly N5 trillion, its Managing Director and Chief Executive Officer, Oyetunde Ojo, has said.

Ojo disclosed this during a media chat broadcast by Arise News TV on Monday. He discussed the authority’s housing projects, property management activities and plans to increase housing delivery across Nigeria.

The FHA manages residential estates and collects ground rent from allottees and occupants. Ojo linked the value of the authority’s property portfolio to those activities.

“We are in possession of close to about N5 trillion worth of property because we collect ground rent,” Ojo said.

The figure shows the scale of assets under the FHA as the federal government continues to expand housing development. It also highlights the role of property management alongside the construction of new homes.

FHA says thousands of homes are ready

Ojo said between 10,000 and 15,000 housing units are ready for delivery under the current administration.

He also said the government is working with private real estate investors to increase housing supply. He pointed to the MOFI Real Estate Investment Fund (MREIF) as one source of capital for private-sector housing projects.

According to Ojo, about N200 billion has been released to the Ministry of Finance Incorporated (MOFI) and remains available for private investors to access.

FHA provides updates on Abuja projects

Ojo gave updates on several FHA projects across the country. The developments include housing schemes in Abuja, Ibadan, Lagos, Kano and Cross River State.

In Ajoda, Ibadan, the FHA has built about 120 housing units. Construction continues on additional units at the site.

The authority has also delivered 100 housing units in Lugbe, Abuja. In Gwari, nearly 400 units are nearing commissioning.

Ojo said the Gwari project did not receive funding from the Federation Account. He also disclosed that the FHA built 1,550 housing units for the Nigerian Army in Jibi, Abuja, in less than a year.

The units are expected to receive commissioning soon.

Karsana project targets 3,112 units

The Karsana housing development in Abuja remains one of the major projects under the federal government’s Renewed Hope Cities and Estates Programme.

The project covers 3,112 housing units. Ojo said the first phase, which contains about 2,000 units, should receive commissioning soon.

FCT Minister Nyesom Wike is also constructing roads around Karsana. The road works should improve access to the housing development and surrounding areas.

The government launched construction of the Karsana project in February 2024. Since then, it has started several Renewed Hope housing projects in different parts of Nigeria.

Projects expand beyond Abuja

The FHA is also advancing projects outside the Federal Capital Territory.

Ojo said between 500 and 600 housing units in Kano should soon receive commissioning by the Ministry of Housing and Urban Development. He added that about 500 units in Lagos are also nearing completion.

The authority has started groundbreaking work on projects in several states. One of them is located in Odukpani, Cross River State, where the FHA expects to commission the development soon.

The federal government has also started a 250-unit housing project for federal civil servants in Dukpa, Gwagwalada, Abuja. The scheme includes two- and three-bedroom bungalows.

The new project will add to 350 units already delivered through the Federal Integrated Staff Housing Programme. Together, the two schemes will provide 600 units.

Housing finance remains a major challenge

The government’s housing plans come as Nigeria continues to face problems with housing finance, land administration and consumer protection.

The Federal Mortgage Bank of Nigeria is also preparing to complete 962 housing units in Abuja. The project involves the Kaba District housing scheme, which the bank recovered after an alleged diversion of a $65 million loan used to finance it.

The government has proposed further reforms to address weaknesses in the housing market. These include a proposed National Housing Finance Authority and reforms to expand access to housing finance for informal-sector workers.

Another proposed policy, the National Housing and Built Environment Regulation Policy, would introduce measures such as developer licensing and escrow protection for buyers.

What the FHA disclosure means

The FHA’s property portfolio and its ongoing projects show the size of the federal government’s role in Nigeria’s housing market.

However, increasing the number of homes alone will not solve the country’s housing challenges. Buyers also need access to finance, reliable infrastructure, secure land titles and stronger protection in property transactions.

The success of current housing programmes will therefore depend on both construction and the systems that support housing delivery, financing, regulation and long-term property management.

Residents of the Federal Housing Authority (FHA) Estate in Lugbe, Abuja, have called on the FHA and the Federal Capital Development Authority (FCDA) to clarify the status of the estate’s master plan following a dispute over proposed construction along a road corridor within the neighbourhood.

The residents of 1Q 3 Road made the demand during a protest on August 10, 2026, expressing concerns that construction along the disputed corridor could affect access, drainage and movement within the estate.

Residents Demand Verification of Estate Layout

Speaking on behalf of the residents, Daniel Agwu said the community was not opposed to legitimate development but wanted any construction to comply with the estate’s approved layout.

He called on the relevant authorities to suspend construction along the disputed corridor until its status is verified against the approved estate layout.

The residents also requested the publication of the original master plan to enable property owners to identify designated roads, drainage corridors and other public infrastructure within the estate.

Access and Drainage at the Centre of Dispute

Residents said the disputed corridor serves as an important access route within the estate and also helps channel stormwater during rainfall.

Opeyemi Ayedinran, a resident, said the route provides access to the market and other parts of the neighbourhood while also functioning as a stormwater channel.

Residents consequently warned that construction blocking the corridor could restrict movement and worsen drainage problems within the community.

The concerns are particularly significant because drainage and access infrastructure directly affect the safety, usability and long-term value of residential properties.

Residents Cite Environmental Assessment

The residents also referred to an environmental assessment conducted by Green Engagement Limited and dated July 31.

According to the residents, the assessment identified evidence of surface runoff, localised erosion and terrain depressions along the disputed corridor.

They said the assessment recommended suspending construction pending verification of the approved estate layout by the FHA and FCDA.

The residents subsequently called for improved drainage infrastructure and greater consultation before changes are made to infrastructure or land-use arrangements within the estate.

Petition Had Earlier Been Submitted

The Chairman of the residents’ association, Musa Daniel, said the community became concerned after learning that a developer intended to construct along the corridor.

He said residents had previously submitted a petition to the FHA through their lawyer but had not received a response before construction commenced.

According to him, the matter was also reported to the Lugbe Police Station, which intervened and advised that construction should await clarification from the FHA.

FHA Directs Residents to FCDA

Responding to the concerns, Kenneth Chigelu, Public Relations Officer of the FHA, advised residents to approach the FCDA for clarification on the estate’s master plan.

He also said residents could submit complaints at the FHA zonal office in Lugbe or through its Servicom unit.

The FHA representative advised residents to present the master plan and relevant allocation documents when seeking clarification on the disputed area.

Why Master Plans Matter to Housing

The dispute highlights the importance of maintaining and enforcing approved master plans in established residential estates.

Master plans determine the intended arrangement of roads, drainage networks, public spaces, utilities and other community infrastructure. Changes to these elements can affect existing residents, future development and property values.

The Federal Housing Authority (FHA) has blamed the developer of the collapsed building along Peter Odili Road in Port Harcourt, Rivers State, for allegedly violating approved construction plans by adding an extra floor to the structure.

The authority made the disclosure during an inspection of the collapse site led by the Executive Director of Project Implementation, Oluremi Omowaiye, alongside officials of the agency and the Rivers State Commissioner for Physical Planning and Urban Development, Edward Hart.

According to Omowaiye, the building approval granted by the FHA on February 20, 2024, was strictly for a three-storey structure based on the submitted architectural and structural drawings. He alleged that the developer disregarded the approval and proceeded to add an additional floor.

“The approval issued was for three suspended floors. We are surprised that the developer went ahead to construct an extra floor contrary to the approved design,” he said.

Omowaiye disclosed that engineers from the FHA headquarters and the agency’s technical team were immediately deployed to the site after the collapse to support rescue operations and assess the cause of the incident.

He commended Rivers State Governor, Siminalayi Fubara, and emergency response agencies for their swift intervention following the tragedy.

The FHA official revealed that the agency had previously directed the developer to halt construction after officials observed deviations from the approved plan, but the directive was allegedly ignored.

“When our engineers noticed they were exceeding the approval, they directed them to stop, but they refused,” Omowaiye stated.

He further recalled that the Managing Director of the FHA, Oyetunde Ojo, had recently issued public warnings to developers carrying out projects on FHA lands to comply with approved standards and regulations.

Preliminary inspections, according to the FHA, also revealed signs of substandard construction materials. Omowaiye said samples of concrete, reinforcement materials and structural drawings had been forwarded to the agency’s headquarters for scientific analysis.

He disclosed that unstable sections of the collapsed structure would undergo controlled demolition to facilitate rescue efforts and ensure public safety. Residents living in nearby buildings are also expected to be relocated temporarily to allow emergency responders unrestricted access to the site.

To strengthen building compliance nationwide, Omowaiye said the FHA has established a dedicated enforcement department and introduced a stage-by-stage approval monitoring system for construction projects.

He added that the authority recently demolished several buildings in Abuja, Lagos and Kano after they failed structural integrity assessments.

“We mean business. We are committed to ensuring quality housing delivery and preventing avoidable building failures through strict enforcement of standards,” he said.

Residents of Festac Town in the Amuwo-Odofin area of Lagos State have raised concerns over the alleged sale of critical public infrastructure, warning that the development could pose serious environmental, health and security risks within the estate.

The residents, under the umbrella of the Take Back Festac Movement, staged a peaceful protest on Saturday, accusing the Federal Housing Authority (FHA) of disposing of facilities originally designated for public use, including sewage treatment plants, waterworks, parks and buffer zones.

Speaking during the protest, the group’s president, Valentine Uduebo, described the alleged transactions as a threat to the future of the estate and called on President Bola Tinubu and Lagos State Governor Babajide Sanwo-Olu to intervene.

According to him, several sewage treatment facilities located across different parts of Festac Town had allegedly been sold to private interests.

“This facility behind us is a sewage management facility that serves residents in this area, yet it has been sold. The new owners intend to build food-related businesses on land meant for sewage management,” he alleged.

Uduebo also claimed that the estate’s Waterworks facility on 22 Road, as well as parks and recreational spaces, had been sold, warning that the loss of such infrastructure could negatively affect residents’ quality of life.

He further accused authorities of imposing multiple charges on property owners, alleging that residents are subjected to duplicate fees from both Lagos State agencies and the FHA.

“People pay building approval fees to Lagos State and are still required to make additional payments to the FHA. Residents see this as double taxation and extortion,” he said.

Health and Environmental Concerns

A medical practitioner and resident, Dr. Dumebi Owa, warned that converting sewage treatment facilities to other uses could create serious public health challenges.

“Sewage is meant to be properly managed and disposed of. If it is not properly handled, we risk outbreaks of diseases and serious public health challenges,” she said.

She also expressed concern over the alleged sale of parks and green spaces, noting that such developments could worsen environmental degradation and climate-related impacts.

Residents Demand Reversal of Sales

Another resident, James Ibekwe, who said he has lived in Festac Town since 1977, described the alleged transactions as a violation of the estate’s original master plan.

“We want the relevant authorities to act responsibly and revoke these sales. These sales are illegal, unconstitutional, null and void,” he said.

Similarly, the Chairman of the Oodua People’s Congress (OPC) in Amuwo-Odofin, Monsuru Salam, alleged that a security post on 51 Road serving multiple security zones had also been sold, raising concerns about security within the community.

FHA Dismisses Allegations

Reacting to the protest, FHA spokesperson Kenneth Chigelu dismissed the allegations and questioned why the protesters had not formally engaged the authority before going public.

“It has become a norm for people to wake up and start protests simply for publicity. Have they taken the time to come to the authority and channel their complaints?” he said.

Chigelu maintained that many of the issues raised predated the current administration and argued that some of the facilities cited by protesters had long ceased functioning.

“As for the sewage treatment facilities, the central system collapsed a long time ago. Have they shown you functioning treatment plants?” he queried.

He advised aggrieved residents to channel their complaints through recognised structures, including the Festac Town Residents Association, which he identified as the FHA’s official partner for community engagement.

The Managing Director and Chief Executive Officer of the Federal Housing Authority (FHA), Oyetunde Oladimeji Ojo, has said the agency is repositioning itself to drive affordable housing delivery and revive key housing infrastructure, including the redevelopment of Festac Town.

Ojo stated that the administration of President Bola Ahmed Tinubu is injecting new life into the FHA through the Renewed Hope initiative, strategic collaborations and urban development programmes designed to expand access to home ownership nationwide.

According to him, the authority had struggled for years due to funding challenges and policy limitations but is now witnessing a renewed direction under the current administration.

“The Federal Housing Authority, as far back as 2014, was already commercialised. That’s the truth; it was as good as the FHA would have packed up. Now, we’ve come with new life. We are trying to build houses all over the country,” he said.

Addressing Nigeria’s housing deficit, Ojo noted that estimates range between 20 million and 28 million housing units, though exact figures remain uncertain.

He explained that the government had adopted a state-by-state engagement strategy rather than relying on policies developed from Abuja.

According to him, collaboration with governors has become crucial because land administration falls under state governments through the Land Use Act.

He revealed that several governors have provided land to FHA free of charge while also handling taxes and compensation costs, reducing the burden of project development.

Ojo stated that these partnerships would significantly reduce construction expenses and improve housing affordability for Nigerians.

“When we finish building these houses, they will be affordable because the state governments have already taken some of the bills. We are a government agency; we should not focus on increasing rates,” he explained.

He also highlighted ongoing housing projects across the country, including large-scale developments in Abuja and Kano.

According to him, the Federal Ministry of Housing is constructing about 1,000 housing units in Karsana, Abuja, while the FHA is developing 480 units and Kano has approximately 1,000 additional units under construction.

On access to the Renewed Hope housing programme, Ojo urged Nigerians to apply early through FHA offices, ministry channels and online platforms.

“One thing I tell Nigerians is: apply early. It is not when these houses are completed that people should begin to apply,” he said.

The FHA boss also outlined efforts to reduce construction costs through partnerships with state governments and engagement with manufacturers of building materials.

He disclosed that discussions had been held with cement producers to explore ways of making materials more affordable.

Speaking on the redevelopment of Festac Town, Ojo blamed years of neglect and administrative failures for the community’s current challenges.

He disclosed that FHA had commenced extensive rehabilitation work in partnership with the Lagos State Government.

“Festac came into being in 1977. Since 2003, FHA has not been funded by government; we are self-funding. But we are moving and have already started Phase Two of Festac Town,” he said.

He commended the Lagos State Government for ongoing construction on key roads and infrastructure projects in the area, including improvements on Second and Seventh Avenue as well as street lighting projects.

Ojo also assured Nigerians that house allocation under the scheme would remain transparent through structured application, profiling and verification processes.

He explained that applicants would be assessed based on financial capability and mortgage eligibility before housing units are assigned.

He added that the Authority plans to replicate similar partnership-based housing projects in different parts of the country. According to him, the PPP model remains one of the most sustainable approaches for attracting investment and accelerating housing delivery.

Ojo also highlighted the impact of ongoing infrastructure development, especially the reconstruction of the Sagamu-Owode road corridor, which he said has increased the value and accessibility of the project area.

FHA Executive Director of Estate Services, Ezekiel Nya Etok, expressed confidence in the administration’s housing strategy. He said the scale of current interventions could redefine public housing development in Nigeria.

Etok suggested that the housing initiatives under the current administration may eventually gain recognition comparable to the low-cost housing projects associated with former Lagos governor Lateef Jakande.

Providing additional details, FHA General Manager for Partnerships, Peter Okpanachi, explained that the estate was designed with modern infrastructure, security features and a peaceful environment to attract both homeowners and investors.

Private sector partners also assured stakeholders of their commitment to timely delivery and quality standards.

Managing Director of Greenpasture Homes Limited, Oloyede Oluwale, assured prospective buyers that the project would not face abandonment due to FHA’s oversight and institutional backing.

Similarly, Managing Director of Akkenog International Company Limited, Kehinde Akinwunmi Ogunusi, described the partnership structure as transparent and robust.

Residents and homeowners in Surulere Community, Amikanle, within Alimosho Local Council Area of Lagos, have raised alarm over the demolition of their properties, accusing suspected land grabbers of acting with police backing.

According to the residents, no fewer than 70 structures, including residential buildings, shops and perimeter fences, were pulled down during an enforcement exercise linked to Suit No: ID/732M/2010 between the Federal Housing Authority and Nurudeen Adewale & Bros (Nig) Ltd.

Some landlords claimed they were asked to pay as much as N55 million, while others were reportedly given demands of N30 million or N15 million.

Eyewitnesses said about 300 men stormed the community, presenting documents said to be from the housing authority authorising them to collect payments for property renewal. Residents alleged that those who failed to meet the payment demands saw their homes demolished.

Chairman of the Surulere Estate Community Development Area, Semiu Oladejo, accused officers from Zone 2 of the Nigeria Police Force and the Lagos State Taskforce of supervising the exercise.

“They came with around 300 hoodlums. The Nigeria Police should not give protection to thugs and land grabbers. Officers from Zone 2 and the Taskforce watched our properties being destroyed,” he said.

Other residents described continued harassment. One affected resident, identified as Oluwafewa, said security operatives accompanied the alleged thugs for about two weeks.

He claimed the group demanded that landlords purchase a N100,000 form, pay an initial N5 million, and clear the balance within two weeks, with different payment amounts assigned to different houses.

Another resident said similar incidents had occurred in the past, alleging that a relative lost his property a decade ago after failing to meet such demands.

Responding to the allegations, Zone 2 Police spokesperson, Afolayan Gbenga, denied that officers worked with thugs, stating that police presence was only to enforce a court order.

“It is not possible that officers went with thugs; we don’t use thugs,” he said.

Meanwhile, the Southwest Zonal Manager of the Federal Housing Authority, Rekiya Sani, wrote to the Lagos State Commissioner of Police, stating that the demolition carried out on January 27, 2026, at the FHA Estate in Abesan, Surulere, was done without the authority’s approval.

She noted that although the judgment was in favour of the agency, the execution supervised by the Lagos State Task Force was carried out without its knowledge and requested the immediate withdrawal of task force personnel from the estate.
