The Katsina State Government, in partnership with the United Nations Development Programme (UNDP), has commissioned a series of development projects aimed at strengthening climate resilience, promoting peace, restoring livelihoods and supporting internally displaced persons across the state.

The projects include 152 housing units for internally displaced persons (IDPs), a Climate Peace Hub, a rehabilitated cattle market and a solar mini-grid energy system designed to expand access to clean and reliable electricity.

The interventions were unveiled during a commissioning ceremony attended by government officials, development partners, traditional rulers, community leaders, civil society organisations, youth and women groups, private sector representatives and members of the media.

Speaking at the event, Governor Dikko Umar Radda reaffirmed the state’s commitment to working with development partners to address insecurity, climate challenges and economic vulnerability.

“Katsina State stands ready to deepen that partnership. We will continue to work hand in hand with UNDP, GIZ, the Norwegian Government and every partner committed to human dignity to address the underlying drivers of insecurity, expand livelihoods, build climate resilience and empower our women and youth,” the governor said.

The projects are being implemented under UNDP’s integrated development framework, which combines peacebuilding, climate resilience, governance, energy access and economic recovery initiatives to deliver sustainable development outcomes.

The Mass Housing Project, delivered under the Prevention Facility Project, provides permanent housing solutions for vulnerable and conflict-affected families, helping to improve living conditions and support community recovery.

Speaking during the commissioning, UNDP Nigeria Resident Representative, Elsie G. Attafuah, said the investments were designed to address the root causes of instability while creating opportunities for affected communities.

“The 152 housing units provide more than shelter. They provide dignity, stability and a place that families can once again call home. The rehabilitated cattle market and veterinary clinic help restore livelihoods and support local economic activity,” she said.

Attafuah added that the Climate Peace Hub would serve as a platform for climate-security coordination, conflict prevention, early warning systems and community engagement.

According to her, the facility will also provide women and youths with opportunities to acquire green skills in renewable energy and climate-smart solutions, preparing them for emerging opportunities in the green economy.

The initiative is supported by the governments of Germany and Norway, which have partnered with UNDP to advance climate security and resilience-building programmes in Northwest Nigeria.

Also speaking at the event, Annett Günther commended the Katsina State Government for its commitment to sustainable development and resilience-building efforts.

The solar mini-grid project, implemented under the Global Environment Facility (GEF) programme, is expected to provide electricity to homes, schools, healthcare facilities and businesses in underserved communities.

Representing the Managing Director of the Rural Electrification Agency, Dr. Bala Tyoden said the initiative would enhance economic activities and improve living standards in beneficiary communities.

He noted that the Africa Minigrid Programme demonstrates how clean energy can support businesses, create jobs and improve quality of life while promoting climate-resilient development.

The Katsina State Government and its partners expressed optimism that the integrated investments would strengthen social cohesion, improve livelihoods and create sustainable pathways for peace and prosperity across the state.

Speaking at the ceremony, Senator Tinubu described the centre as “a new dawn” for displaced Nigerians and a testament to the government’s determination to restore dignity and rebuild lives. She emphasized that the project goes beyond shelter, highlighting its integration of empowerment initiatives such as skills training and agricultural development.

“Our work does not end here. Resettlement must go hand in hand with economic empowerment,” she stated, announcing the allocation of 100 hectares of farmland to promote food security and income generation for the residents.

The resettlement city features a solar-powered greenhouse, a hospital, a modern school, a vocational training centre, worship centres, and over 40 housing blocks—designed to offer safe, dignified living while fostering communal growth.

Aliyu Ahmed, Federal Commissioner of the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), described the centre as “a symbol of renewed hope” and commended Nasarawa State for supporting the initiative with land and resources.

Governor Abdullahi Sule praised the city as a “beacon of hope” and urged residents to embrace the opportunity for a better future. Minister of Humanitarian Affairs and Poverty Reduction, Professor Nentawe Yilwatda, also lauded the First Lady’s leadership, describing the centre as an embodiment of President Tinubu’s commitment to uplifting vulnerable communities.

The project reflects the administration’s broader vision of sustainable, inclusive development, aiming to help displaced families rebuild their lives with dignity and self-reliance.

This initiative, being coordinated by the Ministry of Housing and Urban Development in partnership with the Ministry of Humanitarian Affairs, is designed to improve living conditions for citizens with little or no income across the country.

An official familiar with the project, who requested anonymity, revealed that the programme aims to construct 100 housing units in each of Nigeria’s 774 local government areas, totaling 77,400 units nationwide.

“This project is specifically designed for people at the bottom of the income ladder—those earning ₦77,000 or less monthly and those without any source of income at all,” the source said. “We’re talking about widows, the displaced, and others considered most at risk.”

Although the project has not been officially launched, it is currently undergoing the necessary approvals. Once cleared, full implementation will begin with public disclosure of eligibility criteria and allocation procedures.

“The modalities and framework will be made public after the launch,” the official explained. “But we can confirm that it will not be exclusive or secretive. The public will know how the units will be allocated and who qualifies.”

To identify those most in need, the Ministry of Humanitarian Affairs will help lead the selection process, leveraging its existing database and outreach mechanisms. This collaboration is expected to enhance the transparency and impact of the housing rollout.

“For individuals with no income, the housing will be provided at no cost. For low-income earners, the units will be heavily subsidised, with occupants only expected to make minimal monthly contributions—far below market value,” the official added.

The housing scheme aligns with the Tinubu administration’s broader agenda to improve social welfare and reduce homelessness under the Renewed Hope framework.

Further details—including the official launch date and application process—are expected to be made public in the coming weeks.

Africans are fortunate to inherit land passed down through generations.

Some of us do not have to worry too much about where to live, as we have a share of our community lands and can gather housing materials.

However, when tragedy strikes, the struggle for survival can force people to flee from even their dearest possessions.

Terrorists attacked the Kunchingoro IDP camp residents, who had been displaced by the 2014 Gwoza massacre.

They then traveled 450 miles to Abuja in search of safety and security, leaving behind properties worth millions of naira.

Sadly, the living conditions in the camp are subhuman.

Housing TV reporter Ubong Usoro visited the camp on Saturday, the 16th, and spoke with some of the residents about their plight.

In an interview, Mrs. Hanatu, the Vice Principal of the camp’s school, expressed fears of possible eviction due to ongoing development.

“We left our communities so we could live. We are a peaceful people.

The living conditions are bad—we struggle to get water and have no power.

The developers may soon chase us away. It looks like it’s just a matter of time,” she said.

The IDPs live in makeshift shelters built from zinc sheets, waterproof materials, cellophane, and various scraps.

These shelters have no ventilation or drainage, and everything is crammed together. The conditions are truly terrible.

Also speaking, Mr. Luka Ali described the severe discomfort and health risks they face in the camp.

“You cannot say that we have houses. What you see here are just huts to sleep in.

There is no comfort. We are not happy that we are here, but what can we do?

Housing is essential to health and well-being, but we lack all of this. The conditions are terrible,” he lamented.

While housing is a basic need for all humans, those in IDP camps are denied this right.

The government can assist by providing proper shelters, possibly in phases, starting with the most vulnerable.
