The Canadian government has announced fresh relocation opportunities for skilled Nigerians and other foreign nationals, with medical doctors, teachers, tradespersons and science, technology, engineering and mathematics professionals among those being sought to fill critical labour shortages.

Immigration, Refugees and Citizenship Canada announced the development on Thursday, saying the country would continue to attract skilled workers through its Express Entry category-based selection system.

In a statement, the immigration agency said, “Canada is seeking skilled professionals through these Express Entry categories.”

According to the agency, priority occupations include healthcare and social services professionals, educators, tradespersons and professionals in science, technology, engineering and mathematics.

Medical doctors, researchers, transport professionals and senior managers with Canadian work experience were also listed among those eligible for consideration.

The agency further noted that applicants with French-language proficiency would have an added advantage under some of the immigration categories.

Canada has increasingly relied on skilled immigration to address labour shortages across key sectors, including healthcare, education, transportation and technology, while supporting economic growth.

The latest announcement is expected to attract interest from qualified Nigerian professionals seeking employment and permanent residency opportunities in Canada through the Express Entry programme.

The Express Entry system ranks eligible candidates based on factors such as age, education, work experience and language proficiency before issuing invitations to apply for permanent residence.

The Government of Canada has announced new regulations governing the cancellation of temporary visas, study permits, and work permits to ensure greater fairness, consistency, and transparency in immigration decisions.

According to Immigration, Refugees and Citizenship Canada (IRCC), the updated framework clarifies the legal grounds under which a temporary resident’s document can be cancelled and introduces new safeguards to prevent arbitrary or unfair decisions.

IRCC said the changes are designed to enhance predictability and legal clarity for both applicants and officers, ensuring that cancellation decisions are consistent, fair, and legally defensible.

A central feature of the new rules is the “fairness safeguard,” known as the waiver clause. This clause prevents the cancellation of permits issued under temporary public policy waivers. For instance, if a permit was granted for humanitarian or emergency reasons that involved waiving certain requirements, those same issues cannot later be used as grounds for cancellation.

The department explained that the reform is part of a broader modernization initiative aimed at strengthening Canada’s management of its temporary resident population. Investments are also being made in advanced data-sharing systems and compliance monitoring tools to deter overstays, minimize administrative errors, and maintain immigration integrity.

While the changes do not automatically increase cancellations, IRCC noted that they make the process more predictable and defensible, giving immigration officers a standardized framework to apply across different cases.

The new rules are expected to improve accountability in Canada’s immigration system while reinforcing the country’s commitment to fairness and the rule of law in managing temporary residents.

The Canadian Government is billed to announce its annual immigration plan on Wednesday in non-election years under the Immigration and Refugees Protection Act (IRPA), which is Canada’s main immigration law.

This was disclosed by Citizenship and Immigration Canada (CIC) on its website adding that Prime Minister Justin Trudeau’s government will announce the Immigration Levels Plan for 2024 – 2026.

According to CIC news, the Immigration Levels Plan acts as the guideline for the number of new permanent residents who will be admitted into Canada over the next three years under each of the three immigration classes: economic, family, and humanitarian.

The plan advances the mission of Immigration, Refugees and Citizenship Canada (IRCC) to strengthen Canada’s economy, reunite families and make Canada a safe place for those fleeing oppression or other humanitarian crises.

In 2022, Canada broke the record for new immigrants at 437,000 admissions, as the target for permanent resident admissions in 2023 increased to 465,000.

It said the Immigration Levels Plan 2024-2026 would be declared following Canada’s unveiling of a new strategy to improve its immigration system. 

The Canadian Immigration Minister, Marc Miller, on Tuesday, acknowledged there were inadequacies in the country’s immigration system as he outlined the pillars of a new approach to modernise the system.

The new strategy, entitled ‘An Immigration System for Canada’s Future’ has three major goals which are to create a more welcoming experience for newcomers, align immigration with labour market needs, and develop a comprehensive and coordinated growth plan.

Furthermore, IRCC is seeking to deliver a more pleasant and user-friendly experience to its clients.

IRCC would like to better align Canada’s immigration policies with its skills and labour strategy.

Also, IRCC would like to develop an integrated plan among all three of Canada’s levels of government to ensure the country can offer adequate housing, health care, and infrastructure to its growing newcomer population.
