Nigeria’s cost of living eased in September 2025 as headline inflation fell to 18.02%, with several states recording lower rates, according to the National Bureau of Statistics (NBS). The ranking is based on headline inflation, showing where prices of essential goods and services rose the least.

10. Jigawa – 16.3%

Inflation dropped from 23.1% to 16.3%, driven by government agricultural programmes like the Rice Millionaire Project and Special Agro-Processing Zones.

9. Akwa Ibom – 16.3%

Down from 20.7% in August, with food inflation at 9%. A new ₦695 billion budget and food security committee helped stabilise prices.

8. Imo – 15.8%

Improved security and stable housing costs reduced inflation from 18.3% to 15.8%, with food inflation at 12.4%.

7. Ebonyi – 14.8%

Inflation eased from 21.2% to 14.8%. Despite strong farm output, transport and distribution costs remain high.

6. Bayelsa – 14.8%

Inflation dropped from 23.8% but food inflation rose to 21.9% due to high import dependence.

5. Sokoto – 14%

Inflation fell sharply from 22.5%. Salary support to civil servants helped ease short-term pressures.

4. Enugu – 12.4%

Transport and rent relief cut inflation from 14.2%. Fertilizer distribution supported food supply.

3. Bauchi – 12.4%

Inflation declined from 15.3%, food inflation to 2.8%, supported by better roads, fertilizer subsidies, and grain reserves.

2. Niger – 11.8%

Inflation halved from 25.5%. Flood relief, road repairs, and food aid helped stabilise prices.

1. Anambra – 9.3%

Now Nigeria’s most affordable state, down from 14.2%. Market digitalisation and rural water projects reduced costs.

Overall, agricultural expansion, infrastructure upgrades, and relief programmes are helping many states achieve lower living costs despite national inflation pressures.

Commissioner for Information, Youth, Sports and Culture, Mr. Sagir Musa, made this known after the State Executive Council meeting held in Dutse. He said the project is in line with Governor Umar Namadi’s commitment to inclusive development and improved urban planning.

The housing units are part of Phase II of the state’s Mass Housing Estate initiative. The plan includes a mix of three-bedroom detached and two-bedroom semi-detached units, all enclosed with perimeter fencing for security and privacy.

The project will cover Babura, Birnin Kudu, Dutse, Gumel, Hadejia, Kafin Hausa, Kazaure, Maigatari, and Ringim.

According to the commissioner, the initiative will not only improve housing access but also create jobs and stimulate the local economy through construction activities and demand for materials.

Nigeria currently faces a housing deficit of around 28 million units. The Minister of Housing and Urban Development, Arc. Musa Dangiwa, recently noted that more than 75% of the country’s 42 million homes are substandard, with a large portion of the population living in informal settlements.

To tackle this, the Federal Government launched the Renewed Hope Cities and Estates programme in 2024. The initiative aims to deliver 100,000 homes nationwide, with flexible ownership options such as single-digit mortgage loans, rent-to-own models, and full purchase plans.

In April 2025, the government also announced an additional 77,400 housing units. Of these, 80% will be allocated to low-income earners who can pay gradually using one-third of their monthly income.

Despite these efforts, the Housing Minister has called for a minimum annual allocation of ₦500 billion to the sector. He said meeting the goal of 550,000 new homes each year over the next decade would require ₦5.5 trillion annually making the proposed budget less than 10% of what is needed.

Originally developed under various state and federal housing schemes, these estates were meant to provide affordable homes to low and middle-income earners, but years later, they remain largely unoccupied, turning into symbols of wasted investment and misplaced priorities.

In Bauchi, several ambitious projects were launched, including the Unity Housing Estate, the Family Homes Funds Affordable Housing Project, and the Renewed Hope Estate. The Unity Housing Estate, a partnership between the state government and a private developer, was meant to provide 1,000 low-cost homes for civil servants.

The Family Homes Funds project, launched in 2020, aimed to deliver 2,500 housing units for average Nigerians, offering flexible payment options. Despite these efforts, a significant number of houses remain empty, plagued by high costs that put them out of reach for the very people they were intended for.

Residents lament that land prices in key areas like Kano and Jos roads have skyrocketed, with a single plot costing between N19 million and N20 million. Many argue that the soaring cost of construction materials—cement, steel, and wood—has driven housing prices far beyond affordability. Experts believe that without a functional mortgage system to help spread payments over time, homeownership will remain a distant dream for many Nigerians.

The situation in Jigawa is no better. Hundreds of houses built under the Federal Integrated Housing Scheme (FISH) in Dutse have been left unoccupied for years. The estate, which includes 48 two-bedroom and 24 three-bedroom semi-detached bungalows, has been severely affected by neglect. Windstorms and vandals have stripped many homes of their roofs, while the once-promising estate now serves as a grazing ground for cattle and a water collection point for vendors. Civil servants, who were supposed to be the primary beneficiaries, have been deterred by the high cost of purchase and rigid repayment structures.

Meanwhile, in Gombe State, there has been a more positive outcome. More than 50% of government-constructed houses have been allocated to buyers, with over 100 homes sold under the Federal Ministry of Housing’s Renewed Hope Estate initiative. Yet, even in Gombe, the high cost of acquiring these homes remains a major challenge, with prices ranging from N9.2 million for a one-bedroom apartment to N16.4 million for a three-bedroom bungalow.

The ongoing housing crisis raises pressing concerns about urban planning, economic waste, and government accountability. While policymakers continue to roll out new housing projects, the fundamental issue remains unaddressed—how to make these homes truly affordable for Nigerians who need them the most. Without urgent intervention, these empty estates will continue to decay, serving as stark reminders of a system that has failed its people.

The floods, triggered by heavy rainfall, have submerged numerous houses and farmlands, displacing hundreds of residents and severely disrupting mobility in the affected regions.

In total, seven fatalities have been reported, and valuable properties have been destroyed across these states. The Nigerian Meteorological Agency (NiMET) had previously forecasted heavy rainfalls and potential flash floods in several states, warning of the risks weeks before the incidents occurred.

In Jigawa State, torrential downpours that began on Friday caused significant damage. A major highway connecting Birnin Kudu to Malawa and Babaldu communities has become impassable, affecting the movement of people and goods to neighboring Bauchi and Gombe states.

Tragically, three young girls in Tulla village, Buji Local Government Area, drowned while returning from a farm, swept away by the floodwaters. In a separate incident, a collapsed house in Made village resulted in the deaths of Hamza Garba and his son, Abdurrahman.

In Yobe State, the Yobe State Emergency Management Agency (YOSEMA) reported that 1,076 individuals from 386 households were displaced by flooding. The collapse of a bridge at Buskuri along the Potiskum-Kano highway further complicated the situation. Communities across 16 villages in five local government areas, including Bursari, Jakusko, Potiskum, Yunusari, and Machina, were heavily affected, with farmlands submerged.

Bauchi State also experienced severe flooding, with the Kano-Maiduguri expressway being heavily damaged. The floodwaters submerged Sabon Gari village and neighboring communities, leading to the destruction of property and farmlands. Governor Bala Muhammad has appealed for federal intervention, while local authorities have begun providing relief to the displaced residents.

In Kebbi State, flooding in the Dakingari and Argungu areas resulted in the destruction of over 200 homes and the tragic loss of two lives. The situation remains critical, with ongoing assessments of the damage and relief efforts being mobilized.

The arrests were made following the murder of Babangida and another person by suspected bandits on March 7 in Warwade Village, Birnin Kudu local government area.

The suspects, aged 18 and 20, were found in possession of incriminating items such as two AK 47 rifles, four magazines, 68 rounds of live ammunition, and a leg chain. Additionally, a motorcycle, five SIM cards, eight headsets, batteries, an ECOWAS passport, and N221,510.00 were also recovered from them.

Investigations unveiled that the seized arms were utilized in a robbery that resulted in the loss of three lives in Birnin Kudu. The suspects were apprehended by law enforcement officers with the assistance of a vigilance group at Dangoli Funali Camp.

The Jigawa State Executive Council has approved N6 billion for the construction of 1,500 units of houses to address the housing deficit in the state.

The state’s Commissioner for Information, Youth, Sports and Culture, Alhaji Sagir Musa, said this in a statement in Dutse.

According to Musa, the houses will comprise three-bedroom standalone and two-bedroom semi-detached flats in different parts of the state.

“The project will be executed in line with Gov. Umar Namadi’s 12-point agenda toward the provision of affordable and accessible shelter to the people,” he said.

He said N5.9 billion had already been released for the project, adding that 600 units of the houses would be constructed in Dutse, 200 units would be constructed in Hadejia and 100 units in Kazaure, Gumel, Ringim, and Binin-Kudu Local Government Areas (LGAs) of the state.

‘’Babura and Kafin Hausa LGAs will have 150 units each to address the paucity of accommodation in the areas,’’ he said.
