FG Expands Housing Drive as 430 NMDPRA Staff Receive Homes

The Federal Government has renewed its drive to expand access to affordable housing, with about 430 staff members of the Nigerian Midstream and Downstream Petroleum Regulatory Authority receiving housing allocations under the Renewed Hope Housing Programme.

The allocation is part of a partnership involving the Federal Ministry of Housing and Urban Development, the Federal Mortgage Bank of Nigeria, NMDPRA, Family Homes Funds Limited, CityCode Mortgage Bank, developers and the NMDPRA Staff Cooperative Society.

Allocation letters were presented to beneficiaries at the NMDPRA Auditorium in Abuja on September 23, 2026. The housing units are located across Abuja, Kano and Lagos.

Speaking at the event, the Minister of Housing and Urban Development, Muttaqha Rabe Darma, said the Federal Government was working to reduce the amount of income Nigerian workers spend on rent.

Darma said the government wanted to ensure that workers would no longer have to spend between 40 and 60 per cent of their incomes on accommodation.

He said the high cost of housing was putting significant financial pressure on Nigerian families and that reducing the amount spent on rent would allow households to use more of their income to meet other basic needs.

The minister said the Federal Government was working with relevant stakeholders and regulators to increase the supply of affordable housing across the country.

He also said the government was addressing the housing deficit, which he put at about 16 million housing units.

FG reviews abandoned housing projects

Darma disclosed that the ministry was conducting an assessment of abandoned housing projects across the country as part of efforts to increase the nation’s housing stock.

According to the minister, about 250,000 housing units within abandoned projects could potentially be recovered and made available to Nigerians, including civil servants.

He said the government was collecting information on abandoned projects in different states and engaging state governors on the possibility of taking over or acquiring some of the projects for allocation.

The minister also identified the high cost of land, building materials and infrastructure as some of the factors making homeownership difficult for many Nigerians.

He said the government was exploring different financing options, including the National Housing Fund and mortgage facilities, with particular attention to workers in the informal sector.

Darma further disclosed plans for a social housing programme targeting communities across the 774 local government areas, with the aim of expanding access to affordable homes for low- and middle-income Nigerians.

He said the housing strategy would require collaboration among federal institutions, state governments, mortgage institutions, developers and private investors.

The minister urged government agencies and other stakeholders to focus on delivering actual housing projects rather than limiting their efforts to discussions and policy announcements.

430 NMDPRA staff benefit from housing scheme

The NMDPRA Chief Executive, Rabiu Abdullahi Umar, said the housing initiative was part of efforts to improve the welfare of the authority’s workforce.

He said providing workers with greater housing security could contribute to their wellbeing and productivity.

Umar commended the Federal Government, the Ministry of Housing and Urban Development, FMBN and other partners involved in the programme.

The President of the NMDPRA Staff Cooperative Society, Abdullahi Danladi Auta, described the housing allocation as a significant milestone for the authority’s workforce.

He said about 430 NMDPRA staff would benefit from housing projects in Abuja, Kano and Lagos, at a time when rising land prices, construction costs and other housing expenses were making homeownership more difficult for workers.

365 units earmarked for Abuja

The Chief Commercial Officer of Renewed Hope SPV Limited, Dare Makinde, said the first phase of the project would provide different categories of homes to NMDPRA staff.

The housing types include two-bedroom and three-bedroom flats, as well as three-bedroom terrace houses with boys’ quarters and other categories of homes.

Makinde said 365 housing units were earmarked for Abuja, while additional units would be delivered in Kano and Lagos.

He also disclosed that the second phase of the project would commence in 2027.

FMBN provides mortgage support

The Managing Director and Chief Executive of FMBN, Shehu Usman Osidi, said the initiative demonstrated how government housing policy could translate into practical homeownership opportunities for Nigerian workers.

Osidi disclosed that NMDPRA employees had subscribed to 359 housing units in Karsana, Abuja, and 14 units at Janguza, Kano.

He also said 197 National Housing Fund mortgage applications valued at approximately N8.3 billion were being packaged for submission to FMBN.

CityCode Mortgage Bank is working with the beneficiaries on their mortgage applications, while FMBN will facilitate financing for eligible applicants.

Osidi explained that FMBN’s involvement in the Renewed Hope Cities and Estates Programme goes beyond individual mortgages to include project financing and off-take support.

For the Karsana project, he said FMBN provided a N100 billion off-taker guarantee in addition to N19.9 billion in direct funding.

According to him, the financing support is designed to provide greater certainty for developers, support construction financing and help eligible Nigerian workers access completed homes through mortgage arrangements.

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to increase the supply of affordable homes and improve access to mortgage finance.

He also highlighted FMBN’s Diaspora Mortgage Loan and its forthcoming Rent Assistance Product as part of the bank’s efforts to respond to changing housing needs.

The FMBN chief urged beneficiaries to work with the cooperative society, CityCode Mortgage Bank, FMBN and developers to complete their mortgage documentation and other requirements.

Government targets wider housing access

The 430-unit NMDPRA initiative forms part of the Federal Government’s wider Renewed Hope Cities and Estates Programme, which seeks to expand affordable housing supply and improve access to homeownership.

The programme also highlights the role of collaboration between government agencies, mortgage institutions, developers, employers and cooperative societies in financing and delivering housing.

For the NMDPRA beneficiaries, the current allocation provides access to housing in Abuja, Kano and Lagos, while the government continues to pursue broader measures aimed at increasing housing supply and improving access to affordable financing.

The Federal Mortgage Bank of Nigeria (FMBN) has allocated housing units to 430 employees of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) under the Federal Government’s Renewed Hope Cities and Estates Programme.

Allocation letters were presented to the beneficiaries on Wednesday, September 23, 2026, at the NMDPRA Auditorium in Abuja. The initiative covers housing units in Abuja, Kano and Lagos and brings together the Federal Ministry of Housing and Urban Development, FMBN, Family Homes Funds Limited, the NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, developers and other stakeholders.

The Minister of Housing and Urban Development, Muttaqha Rabe Darma, reaffirmed the Federal Government’s commitment to providing decent and affordable housing for Nigerians.

Darma also announced plans to introduce a social housing scheme targeting the delivery of 100 housing units in each Local Government Area across the country.

He stressed the importance of stronger collaboration among government agencies and other stakeholders in the housing sector, noting that such partnerships would allow institutions to combine their resources, expertise and capacities to expand access to affordable housing.

The minister said collaboration remained important to achieving broader housing delivery objectives and ensuring that more Nigerians could benefit from government-backed housing programmes.

FMBN processes ₦8.3bn in mortgage applications

Speaking at the event, FMBN Managing Director and Chief Executive Officer, Shehu Usman Osidi, described the allocation as an example of how government housing policies could translate into homeownership opportunities for workers.

Osidi disclosed that NMDPRA employees had subscribed to 359 housing units at Karsana in Abuja and 14 units at Janguza in Kano.

He also revealed that 197 National Housing Fund mortgage applications valued at approximately ₦8.3 billion were being packaged for submission to FMBN.

CityCode Mortgage Bank is working with the beneficiaries on the mortgage applications, while FMBN will facilitate financing for applicants who meet the relevant eligibility requirements.

The FMBN chief executive explained that the bank’s involvement in the Renewed Hope Cities and Estates Programme goes beyond individual mortgage financing.

According to him, FMBN also provides project-level financing and off-take support to help create greater certainty for developers and support the construction and eventual purchase of completed housing units.

For the Karsana project, FMBN provided a ₦100 billion off-taker guarantee in addition to ₦19.9 billion in direct funding.

Osidi said the financing and guarantee were designed to support developers, facilitate construction financing and enable eligible Nigerian workers to access completed homes through mortgage arrangements.

“FMBN is proud to be part of the journey that gave birth to this event today, and we remain committed to supporting the Renewed Hope Cities and Estates programme in Karsana and across the country,” Osidi said.

FMBN targets wider housing finance partnerships

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to expand the supply of affordable housing and improve access to mortgage finance.

He also highlighted the bank’s recently launched Diaspora Mortgage Loan and its forthcoming Rent Assistance Product as part of efforts to respond to changing housing needs among Nigerians.

The FMBN chief urged the beneficiaries to work closely with the NMDPRA Staff Cooperative Society, CityCode Mortgage Bank, FMBN and the developers to complete their mortgage documentation and other requirements promptly.

He assured beneficiaries that the bank remained committed to efficient and transparent processing of their applications.

NMDPRA praises inter-agency collaboration

The Chief Executive of NMDPRA, Rabiu Abdullahi Umar, commended the Federal Ministry of Housing and Urban Development, FMBN and the other participating institutions for working together to provide housing opportunities for the authority’s employees.

Umar said the initiative demonstrated the importance of collaboration among government agencies and other stakeholders in addressing workers’ welfare while contributing to wider national development objectives.

He expressed appreciation to the institutions and partners involved in the programme, describing the opportunity for NMDPRA employees to access housing as a significant milestone for the authority and its workers.

The event was attended by the Managing Director of Family Homes Funds Limited, Abdul Mutallab Muktar; the Managing Director of CityCode Mortgage Bank, Oluniyi Abiodun Ajao; the President of the Authority Staff Cooperative Society, Abdullahi Danladi Auta; the Chief Commercial Officer of Renewed Hope SPV Ltd., Dare Makinde; and other stakeholders.

The Federal Government has commended the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for supporting access to affordable housing for its workers through the Renewed Hope Cities and Estates Programme.

The Minister of Housing and Urban Development, Mr Muttaqha Darma, gave the commendation during the formal presentation of allocation letters to eligible NMDPRA staff under the housing programme.

Darma described the initiative as significant against the background of Nigeria’s housing deficit and the difficulties many Nigerians face in accessing decent homes.

He said the Federal Government remained committed to expanding access to affordable housing through partnerships with institutions and other stakeholders in the housing sector.

According to the minister, Nigeria requires more than 16 million housing units to address its housing deficit and provide accommodation for Nigerians without adequate housing.

“Providing housing to Nigerians remains a major responsibility. Providing houses to 110 million unhoused Nigerians is a task, a very big one,” Darma said.

The minister said the NMDPRA initiative should not be assessed solely by the number of homes being allocated to its workers.

“I consider the NMDPRA initiative beyond the number of houses being allocated.

“Forget about the mention of 450 housing units. No, I am not looking at it from that angle. I am looking at it from delivery of housing to Nigerians,” he said.

Darma stressed that every opportunity to deliver housing to Nigerians was important, regardless of the number of people who directly benefited from a particular project.

He also highlighted the rising cost of construction and building materials, which has made homeownership increasingly difficult for many Nigerians.

430 NMDPRA workers receive allocations

The Chief Executive of NMDPRA, Malam Rabiu Umar, said about 430 members of staff in Abuja, Kano and Lagos were receiving allocation letters under the Renewed Hope Cities and Estates Programme.

Umar described the development as an example of how government policies and institutional partnerships could translate into tangible benefits for workers.

He said staff welfare was an important part of institutional performance, noting that workers who have greater peace of mind and confidence in their personal future are better positioned to contribute effectively to their organisations.

The NMDPRA chief executive commended the Authority Staff Cooperative Society, the Renewed Hope Access to Housing Committee and other partners involved in facilitating the initiative.

The partners include the Federal Mortgage Bank of Nigeria (FMBN), Family Homes Funds Limited, City Code Mortgage Bank Limited, Renewed Hope SPV, Key Shelter Limited and participating developers.

FMBN processes N8.3bn in mortgage applications

The Managing Director and Chief Executive of FMBN, Mr Shehu Osidi, said NMDPRA staff had subscribed to 430 housing units in Karsana, Abuja, and Janguza, Kano.

He disclosed that 197 National Housing Fund mortgage applications valued at approximately N8.3 billion were being packaged for submission to FMBN by City Code Mortgage Bank.

Osidi said the mortgage applications formed part of the financing structure designed to help eligible workers access homes through sustainable mortgage arrangements.

FMBN has also provided a N100 billion off-take guarantee for the Renewed Hope Cities and Estates Programme, beginning with the Karsana project, alongside N19.9 billion in direct funding.

The financing and guarantee arrangements are intended to give developers greater certainty, support construction financing and enable eligible workers to access completed housing through mortgage financing.

Osidi said FMBN would continue working with developers, primary mortgage banks, cooperative societies, employers and other financial-sector partners to increase the supply of affordable homes and strengthen access to mortgage finance.

He also disclosed that FMBN would soon introduce a Rent-to-Own product for eligible civil servants.

The bank has already launched a Diaspora Mortgage Loan and has signed a memorandum of understanding for a N10 billion housing loan scheme for Federal Civil Servants.

More than 1,000 NMDPRA staff applied

The President of the Authority Staff Cooperative Society, Mr Abdullahi Auta, said more than 1,000 NMDPRA workers had applied for the housing initiative.

However, about 430 staff had so far been accommodated under the current allocation exercise.

Auta appealed for continued support to enable additional workers who are still awaiting allocation to benefit from the scheme.

Details of housing units across Abuja, Kano and Lagos

The Chief Commercial Officer of Renewed Hope SPV Ltd., Dare Makinde, said the first phase of the project in Abuja consists of 365 housing units.

The Abuja development includes two-bedroom and three-bedroom flats, as well as three-bedroom terrace duplexes with boys’ quarters.

In Kano, the project includes 14 units comprising three-bedroom and four-bedroom bungalows, fully detached houses and three-bedroom terrace duplexes with boys’ quarters.

Lagos has 56 units comprising two-bedroom and three-bedroom apartments with boys’ quarters.

Makinde said a second phase of the project would be delivered next year to accommodate some applicants who could not benefit from the first phase.

He added that additional housing projects were planned for Asaba, Enugu and Ibadan.

Makinde also called on other public and private organisations to support housing schemes for their workers, particularly as rising rents continue to make homeownership and decent accommodation more difficult for many employees.

Government expands housing support for workers

The NMDPRA housing initiative forms part of a wider push by the Federal Government to expand access to housing through institutional partnerships and mortgage financing.

The government has also been implementing other housing projects targeted at workers and civil servants.

In August, the Federal Mortgage Bank of Nigeria joined the Federal Ministry of Housing and Urban Development and the Office of the Head of the Civil Service of the Federation for the groundbreaking of a 250-unit Renewed Hope Civil Service Estate at Dukpa, Gwagwalada, Abuja.

The estate comprises two-bedroom and three-bedroom bungalows and is being developed to provide decent and affordable housing for federal civil servants.

The Federal Government also approved a N10 billion housing loan scheme for federal civil servants earlier in 2026, with the Federal Housing Loans Board and FMBN entering into an agreement to facilitate access to affordable housing loans.

For the NMDPRA programme, the combination of housing allocations, mortgage financing, cooperative participation and government-backed project support is intended to provide workers with a structured route to homeownership.

The first phase of allocations covers projects in Abuja, Kano and Lagos, while additional developments are planned for other cities.

The initiative is expected to provide further opportunities for NMDPRA workers who are yet to receive allocations as subsequent phases of the housing programme are delivered.

Managing Director and Chief Executive Officer of FMBN, Shehu Osidi, disclosed this while receiving Nasarawa State Governor, Abdullahi Sule, during a courtesy visit to the bank’s headquarters in Abuja.

Osidi said the interventions reflect the bank’s growing partnership with the Nasarawa State Government to improve housing delivery and enhance workers’ welfare through affordable mortgage financing.

“To date, the Federal Mortgage Bank of Nigeria has financed over 1,590 housing units across Nasarawa State. Beyond housing construction, we have disbursed over N9.5 billion in home renovation loans to 10,601 civil servants in the state, enabling thousands of hardworking families to improve the quality of their homes,” he said.

The FMBN boss disclosed that the bank is also financing mortgages for Nasarawa civil servants to purchase homes under the state government’s Owner-Occupier Housing Scheme.

According to him, N94.7 million has so far been disbursed to 29 beneficiaries under the programme, while more than N1.02 billion in National Housing Fund contributions has been refunded to 5,462 retirees from the state.

He noted that the partnership between FMBN and Nasarawa extends beyond housing construction, adding that work at the Lafia housing project has reached an advanced stage, while construction at other first-phase project locations will begin before the end of the third quarter of the year.

Osidi reaffirmed the bank’s commitment to President Bola Tinubu’s Renewed Hope Housing Programme, revealing that FMBN is financing housing projects nationwide and providing a N100 billion off-taker guarantee to accelerate project delivery.

He also highlighted the bank’s recent operational performance, stating that National Housing Fund collections increased from N103 billion in 2024 to a record N152.4 billion in 2025, representing more than 48 per cent growth over the previous highest annual collection.

The FMBN chief executive added that over 300,000 new contributors had joined the NHF scheme in the last two years, while NHF refunds rose from N13.2 billion paid to 40,426 beneficiaries in 2023 to N15.6 billion paid to 55,068 beneficiaries in 2025.

He further disclosed that the bank financed 6,911 affordable housing units nationwide in 2025, achieving 96 per cent of its annual target of 7,200 housing units.

Describing Nasarawa as one of FMBN’s strongest housing development partners, Osidi recalled that the state became the first in the country to allocate land for the Renewed Hope Housing Project after President Tinubu assumed office.

Governor Sule commended FMBN for supporting the state’s housing development agenda, describing the bank as a dependable partner committed to improving access to affordable housing.

“When you asked me to consider the Federal Mortgage Bank of Nigeria as a dependable partner, I want to tell you we already consider you a dependable partner. We already believe there is much more we can do together,” the governor said.

Sule disclosed that the establishment of the Nasarawa Geographic Information Service had positioned the state for large-scale housing development by completing statewide mapping, identifying suitable development corridors and planning the infrastructure required for housing projects.

He said the state is already working with several developers on projects, including the Peninsula Housing Project in Masaka and the Technology Village in Mararaba.

The governor added that ongoing collaboration with FMBN would deliver affordable housing projects in Lafia, Akwanga, Keffi, Toto and Gudi, particularly for low- and middle-income earners.

Speaking on the proposed N550 billion recapitalisation of FMBN, Sule urged the Federal Government to attract private sector investment into the bank.

“If we want to achieve this goal, we need to go beyond the federal government. There are many Nigerians and institutions with investible funds that will support the bank if they are convinced the resources will be well managed,” he said.

Many years after independence, Nigerian civil servants continue to grapple with rising rents, stagnant wages and the growing difficulty of home ownership. For millions of workers, owning a house remains a distant dream as housing costs continue to rise faster than incomes.

Nigeria’s housing challenge has remained one of the country’s most persistent development issues. Despite several interventions and policy promises over the years, the gap between housing demand and available supply continues to widen.

Rapid urbanisation, population growth, inflation, and high construction costs have combined to worsen the crisis, leaving many Nigerians trapped in expensive rental markets.

Housing Deficit Continues to Grow

While estimates vary, stakeholders generally agree that Nigeria’s housing deficit exceeds 15 million units.

This shortfall has forced millions of families into overcrowded apartments, substandard housing and informal settlements.

Unlike many developed countries where mortgage systems support large-scale home ownership, Nigeria’s housing finance sector remains weak due to high interest rates, low incomes and inadequate long-term financing structures.

For years, the Federal Mortgage Bank of Nigeria (FMBN) has remained one of the few institutions providing affordable long-term housing loans at single-digit interest rates.

However, experts say inadequate capitalisation has limited the institution’s reach.

Rising Rent Pressure on Workers

Across major cities such as Abuja, Lagos, Port Harcourt and Kano, rent prices have surged significantly.

Inflation, foreign exchange instability, high energy costs and increased prices of building materials have pushed up development costs, with landlords transferring those expenses directly to tenants.

For civil servants whose salaries often remain fixed for long periods, the impact has been severe.

Many workers now spend substantial portions of their income on rent and transportation after relocating to distant suburbs in search of cheaper accommodation.

In many cases, salary earners devote more than half of their monthly income to housing-related expenses.

FG Introduces N10bn Mortgage Intervention

The Federal Government recently announced a N10 billion housing facility through a partnership involving FMBN and the Federal Government Staff Housing Loans Board (FGSHLB).

The initiative aims to improve housing affordability and expand access to mortgage opportunities for federal workers.

The collaboration gained momentum following strategic engagements between leadership of both organisations focused on developing practical housing solutions tailored specifically to civil servants.

Under the arrangement, FMBN will provide funding support to FGSHLB for onward lending to workers.

The agreement is expected to strengthen access to homeownership financing, home renovation support, rent assistance and incremental housing development.

FMBN Expands Affordable Housing Products

Over the years, FMBN has expanded beyond traditional mortgage offerings.

The bank now provides products including:

NHF Mortgage Loans

Home Renovation Loans

Rent-to-Own schemes

Individual Construction Loans

Cooperative Housing Development Loans

Home Improvement Loans

Rent Assistance programmes

Diaspora Mortgage products

Among workers, the Home Renovation Loan has become particularly attractive because it offers affordable financing for repairs and completion of existing projects.

What the Initiative Means for Civil Servants

Analysts believe the significance of the N10 billion housing facility extends beyond its financial value.

The intervention arrives at a period when rising living costs and expensive rental obligations are placing enormous pressure on workers.

For many civil servants who dedicate decades to public service without realistic prospects of owning a home, the initiative offers renewed hope.

Importantly, FMBN Managing Director Shehu Usman Osidi disclosed that the bank had previously disbursed over N2.6 billion in Home Renovation Loans to more than 3,000 federal civil servants through FGSHLB.

This existing implementation record is seen as a sign that the partnership has practical foundations beyond policy announcements.

Industry observers say affordable housing can no longer be treated solely as a social intervention. It is increasingly becoming an economic necessity tied directly to worker welfare, productivity and long-term financial security.

In a groundbreaking move that has captivated attention across the housing sector, the Federal Mortgage Bank of Nigeria (FMBN) has achieved an unprecedented milestone by disbursing a staggering N12.18 billion in National Housing Fund (NHF) refunds within a short span of ten months.

This remarkable achievement, covering the period from January to October 2024, has set a new standard for efficiency and service delivery in the bank’s 32-year history.

Shehu Osidi, the Managing Director and Chief Executive of FMBN, shared this achievement during a presentation to the Senate Committee on Lands, Housing, and Urban Development. The session, focused on reviewing the Federal Ministry of Housing and Urban Development’s 2024 budget performance and 2025 projections, revealed the transformative strides made under Osidi’s leadership. Since his appointment in February 2024, the FMBN has overhauled its processes, delivering results that represent more than 13% of the total NHF refunds since the scheme’s inception in 1992.

HOUSING IS A RIGHT NOT A PRIVILEGE

Osidi credited this success to a strategic management overhaul, emphasizing process automation and enhanced employee performance as central pillars. “When we took charge, we prioritized prompt service delivery to our subscribers. Our seven-point agenda focused on leveraging technology and building staff capacity to improve turnaround time,” Osidi stated. He further highlighted the near-completion of the Core Banking Application, a tool that has revolutionized customer interactions by ensuring rapid approvals and streamlined disbursements.

Far from resting on its laurels, the FMBN is forging ahead with a commitment to continuous innovation. “We understand that our subscribers are the foundation of this institution. Without them, there’s no FMBN. That’s why we are dedicated to delivering top-tier services and ensuring their housing needs are met promptly and effectively,” Osidi remarked.

The numbers tell a story of success. Between January and October 2024, the FMBN registered 166,926 new contributors to the NHF scheme, bringing the total number of contributors to nearly 5.9 million. During this same period, the bank disbursed N29.5 billion in loans, including more than N12 billion allocated under the innovative rent-to-own scheme. Overall, the FMBN has facilitated loans worth N455.13 billion since its establishment, a testament to its enduring impact on Nigeria’s housing landscape.

The NHF scheme itself is designed to provide affordable housing solutions for Nigerian workers, requiring a monthly contribution of 2.5% of their income. Contributors gain access to housing loans of up to N50 million with interest rates as low as 6–9% after just six months of consistent contributions. For retirees or individuals aged 60 and above, the scheme guarantees a full refund of contributions, along with a 2% interest rate, even if they haven’t utilized the loan products.

The FMBN’s portfolio offers a diverse range of options, from the NHF Mortgage Loan and Individual Construction Loan to the Rent-to-Own and Home Renovation Loan schemes. New products, such as the Rental Assistance Loan and NHF Diaspora Mortgage Loan, are on the horizon, further expanding the bank’s commitment to addressing Nigeria’s housing deficit. Additionally, through construction finance initiatives like the Estate Development Loan and Cooperative Housing Development Loan, the FMBN is accelerating housing development nationwide.

19th AFRICA INTERNATIONAL HOUSING SHOW

Osidi also highlighted the NHF compliance achieved by 35 states and the Federal Capital Territory, as well as the Federal Integrated Staff Housing (FISH) programme, which provides housing solutions tailored for civil servants. With process improvements eliminating bureaucratic bottlenecks and ensuring financial accountability, the FMBN is positioning itself as a trailblazer in the housing sector.

This level of impact underscores the importance of the NHF scheme as a cornerstone of affordable housing in Nigeria. By offering practical solutions to the housing needs of millions, the FMBN has not only redefined its operational efficiency but also reignited hope for a future where homeownership is no longer a luxury but an attainable reality for every Nigerian worker. As the institution moves forward, its unwavering commitment to innovation and service excellence ensures it remains a beacon of progress in the nation’s quest for housing solutions.

The minister revealed that an average of 25 jobs have been created for each housing unit, generating over 252,800 jobs in total.

These jobs span a wide range of professions, from architects, engineers, and surveyors to masons, carpenters, plumbers, and general labourers.

At an average of 25 jobs per housing unit, we have directly and indirectly created over 252,800 jobs across the country,” Minister Dangiwa explained.

“From architects, engineers, and surveyors to masons, carpenters, plumbers, and general labourers, the Renewed Hope Cities and Estates Programme is revitalizing communities and providing meaningful employment opportunities,” he said.

The minister also highlighted the positive economic impact of these jobs, noting that many workers earn daily wages averaging N5,000, which provides a steady source of income above the national minimum wage.

“This is contributing to economic stability and reducing crime, ensuring that workers and their families have a better standard of living,” he said.

The Renewed Hope Cities and Estates Programme is a key component of the government’s strategy to address Nigeria’s housing deficit while driving economic development.

The minister emphasized that the housing initiative is a crucial part of President Bola Tinubu’s vision for inclusive urban development.

Governor Abba Kabir Yusuf who disclosed on Wednesday in Kano while addressing workers on the occasion of the 2024 May Day celebration in the state stated that the government was in talks with stakeholders to bring back the scheme in the interest of the workers.

Governor Yusuf who was represented by his Deputy, Comrade Aminu Abdussalam, said his government has initiated move to ensure that reasonable proportion of interested workers desirous of owning decent shelter eventually realise their noble aspirations.

AIHS2024

He further described the withdrawal of the state from the National Housing Fund Scheme as devastating and a setback to the state workers.

According to him, “As one time civil servant, I am aware of the challenges of ownership of shelter of the majority of civil servants under the prevailing harsh economic condition and housing deficit in the nation.

“To mitigate the challenge, our administration is engaging with all relevant stakeholders including the organised labour leaders to explore feasible and mutually assuring and beneficial ways and means for workers to own a decent and affordable shelter under the national housing fund scheme.

READ ALSO: Labour Day: Why Nigerian Workers Deserve Access to Affordable Housing

“The government has already initiated the move and all arrangements are on top gear to facilitate this important aspect of our lives to our workers and make it affordable as possible,” Governor Yusuf said.

He noted that the scheme is being explored after the state pulled out from the housing scheme 20 years ago, emphasising that available facilities and other benefits that could have been accessed and enjoyed from the Federal Mortgage Bank by Kano citizens have been lost with the withdrawal.

“On this goal, let me state the readiness of the Kano State government to provide land for the commencement of the construction of the houses as soon as the parties arrived at consensus.

“Similarly, we are also aware of the existing deficit in our urban and rural infrastructure and maintain an unwavering resolve and commitment to address it,” the Governor assured.

Governor Yusuf however reiterated the commitment of the government to the welfare of the workers, while appealing for sustained industrial peace and harmony in both the public and private sector of the economy in the state.

Earlier, the Chairman, Kano State chapter of the Nigeria Labour Congress, NLC, Comrade Kabiru Inuwa charged the state government on the need to revisit the payment of wage award that was only paid once.

Comrade Inuwa also called on the government to look into issues of the backlog of unremitted pension contributions by some organisations with a staggering accumulation of over N75 billion as of May 2023.

“As labour leaders, it is our priority to highlight and pursue our challenges and demand through the famous philosophy of cooperation, collaboration and contestation. Because any trade union strategy that is not workers driven is subversive and must be resisted by the members,” Inuwa said.

READ ALSO: Seoul to provide housing subsidy to married couples with newborns

“The issue of the backlog of unremitted pension contributions by some organisations is alarming, with a staggering accumulation of over N75 billion as of May 2023. This poses a serious threat to the financial security of our retirees. The non-remittance lead to deductions of pension thus, nonpayment of full pension for years.

“While we commend the present administration for commencing full payment of pension, we demand that all defaulting government institutions shall commence paying the backlog to enable settlement of retirement and death benefits.

“We are sure that if elaborative analysis of the backlog is done and a strategy to recoup the money is put in place, the accrued benefits could be settled within few years.

“The payment of wage award that was only paid once needs to be revisited. Workers rely on these awards to improve their standard of living, and a consistent payment schedule shall be established to ensure their welfare is safeguarded,” the NLC Chairman stated.

The Enugu State governor, Dr. Peter Mbah, has disclosed an ongoing plan by his administration to build 20,000 mass housing with modern facilities for the state civil servants within the next one year.

This was even as the House of Representatives Ad-hoc Committee on Non-Remittance to the National Housing Fund (NHF) and Utilization of the Funds led by its chairman, Hon. Dachung Bagos, commended the governor for his efforts in ensuring that the state government was up to date in terms of compliance and remittance to the NHF.

While receiving the members of the ad-hoc committee who were on a courtesy visit at the Government House, Enugu, on Tuesday, the governor said his government was passionate about prioritizing the welfare of workers in the state through various incentives which included the planned 20,000 mass housing.

Governor Mbah, who said the state had been playing major roles in the growth and development of the country, further added that Enugu State, under his government, would continue to meet up with its financial commitment for the welfare and well-being of the people.

“We will not only remit the 2.5% to the National Housing Fund, we will also engage the Federal Mortgage Bank of Nigeria for mass housing.

“We have allocated a large expanse of land for mass housing, and we are going to construct 20,000 mass housing for our workers.

“Our goal is to ensure that workers have access to housing upon retirement,” the governor added.

Speaking earlier, the chairman of the ad-hoc committee said their mission to the state, as part of their mandate to visit the 36 states of the federation, was to investigate the level of compliance of remittance to the NHF by states and its utilization, stressing that the NHF Act 1922 presently under consideration for amendment “provides that every public worker, including the private sector is to contribute the 2.5% into the national housing fund”

Hon. Bagos, however, lauded the governor for meeting up with the financial obligation of the state by remitting the mandatory contributory fund, even as enjoined local governments in the state to emulate the commendable steps taken by the governor.

He said the choice of Enugu State as the first state in the federation to visit was predicated on its commitment to the welfare of its workers, assuring that the remittance would inspire them to allocate more housing to the state.

He encouraged the governor not to rest on the successes recorded by his administration but to do more in ensuring availability of more housing in the state.
