Eno Gives Contractor Three Months to Complete Delayed Uyo Luxury Estate

Akwa Ibom State Governor, Umo Eno, has issued a three-month deadline for the completion of the Ewet Luxury Garden Estate in Uyo after the housing project missed successive delivery dates.

The governor expressed dissatisfaction with the pace of construction during an unscheduled inspection and warned that the contract awarded to Western Legacy Investment Limited could be terminated if the new targets were not met.

Eno directed the Commissioner for Special Duties, Emem Bob, to ensure that 12 buildings were completed and handed over every month, beginning in September.

The estate comprises 35 five-bedroom detached duplexes constructed on approximately 3.5 hectares of land. Planned facilities include boys’ quarters, recreational areas, walkways, offices, parking spaces, a security house, a 100-capacity multipurpose hall and a central power system.

Construction was inaugurated in July 2024 with an initial completion period of eight months, placing the original delivery date around March 2025. However, the deadline passed without the estate being completed and handed over.

In April 2026, the state government announced that the houses would be ready within two months. The contractor’s managing director, Kunle Adelipa, also pledged to meet the 60-day target, but the development remained unfinished beyond that period.

A review of Akwa Ibom State’s publicly available budget documents shows that the project received combined provisions of ₦10.32 billion in 2025 and 2026.

The 2025 budget provided ₦4.434 billion for internal roads and external works and another ₦5 billion for apartments, commercial offices and a luxury park. An additional ₦886.18 million was included in the 2026 budget.

However, the ₦10.32 billion represents budgetary provisions and should not automatically be interpreted as the amount released or paid to the contractor. The actual disbursements, contract sum and full procurement records have not been publicly clarified.

The estate was conceived as a commercial real estate investment, with the homes intended for outright sale rather than allocation as subsidised public housing.

The latest ultimatum creates another delivery test for a development already running more than a year behind its original completion schedule.

The Kano State Government says it has committed N996.29bn to 1,557 projects across the state’s 44 local government areas.

The spending covers almost three years of Governor Abba Kabir Yusuf’s administration. It includes housing, roads, urban infrastructure and other development projects.

The Commissioner for Public Procurement, Projects Monitoring and Evaluation, Nura Maaji Sumaila, disclosed the figures on Sunday.

He spoke during an international press briefing on project delivery, procurement compliance and government spending.

867 Projects Completed

Sumaila said the state has completed 867 projects, which represents 55.68 per cent of the total.

Another 654 projects, or about 42 per cent, remain under construction. The state has also moved 26 projects to the award stage.

Ten additional projects have reached the planning stage and are ready for award.

The figures show the size of Kano’s current public investment programme. They also highlight the state’s focus on infrastructure and development across both urban and rural communities.

Kano Tracks Project Payments

The commissioner said projects worth N695.20bn had received Certificates of No Objection.

The ministry had also vetted payment certificates worth N444.75bn.

The approved certificates represent 69.78 per cent of the total contract value. Vetted payments account for 44.64 per cent.

Sumaila said the ministry would continue to monitor projects. The goal is to ensure that public spending delivers value to residents.

Rural Areas Receive N287.90bn

Kano has spread its project investments across metropolitan and rural areas.

According to the commissioner, the eight metropolitan local government areas have 598 projects worth N299.36bn.

The state’s 36 rural LGAs account for 653 projects valued at N287.90bn.

Rural development therefore forms a major part of the state’s investment plan. The projects cover infrastructure and other developments across communities outside the metropolitan areas.

The state also has 37 cross-cutting projects worth N159.50bn. These projects cover more than one local government area.

Another 269 statewide and other projects account for N249.54bn.

Housing Projects Take Centre Stage

Housing represents one of the largest components of the investment programme.

The commissioner listed the N113.19bn mass housing project at Rijiyar Gwangwan in Dawakin Kudu among the major projects.

He also identified the N22bn Rural Model City housing project. The project covers all 36 rural local government areas.

Other major investments include the N24.77bn Katsina Road expansion. The project covers parts of Fagge and Dala.

The state is also implementing N21.90bn in Modern Cities infrastructure across Dawakin Kudu, Dawakin Tofa and Kumbotso.

Another major project is the N27.74bn Madobi-Yako-Kafin Maiyaki/Kiru Road project.

Infrastructure Supports Housing Growth

The scale of Kano’s spending has implications for the housing and construction sectors.

Housing developments need roads, transport links, electricity and other basic infrastructure. Better connections can also improve access to new residential communities.

The Rural Model City and mass housing projects show the link between housing development and wider infrastructure planning.

Road projects can also support the growth of communities around new housing developments. They can improve movement between residential areas, commercial centres and other parts of the state.

Focus on Project Monitoring

Sumaila said the government must assess projects based on their size and reach.

Some major projects serve several communities and local government areas. Counting them as separate projects in each LGA could therefore create inaccurate figures.

The commissioner said the state’s monitoring system aims to provide a clearer picture of project delivery and public spending.

The Federal Government has directed all Ministries, Departments, and Agencies (MDAs) to stop awarding contracts for projects that do not have secured funding, in a move aimed at reducing the growing number of abandoned public projects across the country. The policy is expected to strengthen fiscal discipline, improve project execution, and ensure better value for public spending.

The directive was announced by the Bureau of Public Procurement (BPP), which said government agencies must confirm the availability of funds before initiating procurement processes or awarding new contracts. According to the agency, the measure is intended to prevent projects from being abandoned due to inadequate budgetary provisions or funding gaps.

The BPP noted that many government projects have remained uncompleted for years because contracts were awarded without sufficient financial backing. This has resulted in cost overruns, delayed infrastructure delivery, and significant losses to the government, while depriving citizens of essential public services.

Under the new policy, MDAs are required to align project awards with approved budget allocations and verified funding sources. The procurement regulator said stricter compliance with the Public Procurement Act will improve transparency, accountability, and efficiency in public project implementation.

The government also emphasised that the policy forms part of broader reforms to improve capital project delivery, eliminate wasteful spending, and restore public confidence in infrastructure development. By ensuring that only financially backed projects are approved, authorities expect to reduce abandoned projects and accelerate the completion of critical infrastructure nationwide.

Industry stakeholders have welcomed the initiative, noting that stronger procurement discipline will improve investor confidence, enhance budget implementation, and ensure that public resources are channelled into projects with realistic funding plans and measurable economic impact.

The rising cost of public projects in Nigeria has come under renewed scrutiny as industry experts and policymakers call for institutional reforms to strengthen cost control mechanisms across government agencies.

The Nigerian Institute of Quantity Surveyors has urged the Federal Government to mandate the engagement of certified quantity surveyors in procurement and contract management processes to ensure transparency, accountability, and cost efficiency.

Speaking in Abuja, NIQS President Aminu Bashir emphasised that quantity surveyors are equipped with the technical expertise required to manage construction costs and prevent financial leakages in infrastructure delivery.

He made the call during the naming of the institute’s secretariat building in honour of former president Olusegun Ajanlekoko, describing him as a distinguished professional whose contributions have shaped cost management practices in Nigeria’s construction industry.

Former Cross River State governor Donald Duke reinforced the call for reform, advocating the establishment of dedicated cost control units within Ministries, Departments and Agencies (MDAs) to oversee project budgeting and execution.

Duke noted that effective cost management remains critical to reducing waste in public spending, citing the Tinapa Resort project where professional cost oversight reportedly saved about N3 billion during its development.

Also speaking at the event, Chairman of Family Homes Fund Limited Demola Adebise stressed that the role of quantity surveyors has become increasingly vital in ensuring value delivery, particularly in large-scale housing and infrastructure projects.

He observed that sustainable project delivery at scale cannot be achieved without strong built environment professionals, describing quantity surveyors as central to maintaining financial discipline in construction processes.

In his remarks, Ajanlekoko called for the consistent deployment of registered professionals in both public and private sector projects, stressing that adherence to professional standards is essential to achieving value for money.

He urged practitioners to uphold integrity, discipline, and excellence, noting that leadership in the profession must be anchored on service, character, and long-term value creation rather than personal recognition.

Ajanlekoko described the naming of the Abuja secretariat building in his honour as a humbling experience, highlighting the importance of legacy and sustained professional impact in the built environment sector.

Stakeholders at the event expressed concern that weak institutional frameworks and the absence of structured cost control systems in many MDAs have contributed significantly to inflated project costs nationwide.

They warned that without deliberate reforms, Nigeria may continue to experience inefficiencies in public project delivery, undermining infrastructure development and economic growth.

The call for reform comes amid increasing pressure on government finances, with experts stressing that improved cost management practices could help optimise limited resources and enhance project outcomes.

Analysts believe that integrating quantity surveyors into the core decision-making processes of MDAs would not only curb excessive spending but also restore confidence in public procurement systems.

They further noted that strengthening professional oversight in construction projects is essential to addressing long-standing challenges in Nigeria’s infrastructure sector and ensuring sustainable development.

The Senate has renewed its call for transparency and strict adherence to due process in Nigeria’s public procurement system, insisting that every government expenditure must yield measurable results.

Chairman of the Senate Committee on Public Procurement, Senator Olajide Ipinsagba (Ondo North), made this known at a two-day retreat for committee members in Abuja.

He said public procurement is central to translating government policies into real development outcomes and must therefore uphold the highest standards of integrity and accountability.

While acknowledging progress made through the Public Procurement Act 2007 and the Bureau of Public Procurement, Ipinsagba said deeper reforms were needed to strengthen compliance and efficiency.

He urged stakeholders to align Nigeria’s procurement practices with global standards and President Bola Tinubu’s Renewed Hope agenda.

Earlier, Barrister Kelechi Kingsley, CEO of Leadbold Resource Consulting Ltd, said the retreat was designed to enhance the committee’s capacity in oversight and ensure value for money in public spending.
