<p>In a bold move that signals a new chapter in Nigeria&#8217;s real estate landscape, DARS Group of Companies, in partnership with leading property developers, has officially unveiled Elite City Abuja, a premium smart city project designed to integrate technology, wellness, sustainability and affordability into modern urban living.</p>
<p>Strategically located in Ketti, Abuja, near the City Walk landmark, the ambitious development was launched before an audience of real estate investors, developers, financial institutions, government representatives and prospective homeowners, all eager to witness what stakeholders described as one of the Federal Capital Territory&#8217;s most innovative residential projects.</p>
<p>Speaking during the unveiling, Chairman of DARS Group, Chief Dr. Ronald Ogochukwu Ezaka, said the vision behind Elite City Abuja was inspired by his extensive international travels and exposure to technologically advanced residential communities across the world.</p>
<p>According to him, the company decided it was time to replicate such world-class living standards in Nigeria by creating a city where innovation, wellness and technology converge to improve residents&#8217; quality of life.</p>
<p>&#8220;It&#8217;s a smart city, it&#8217;s a wellness city and a tech hub,&#8221; Ezaka said, noting that Elite City represents the first of several similar developments the company intends to build across the country. &#8220;We have seen what is possible in other parts of the world, and we believe Nigerians deserve the same standard of living.&#8221;</p>
<p>Managing Director of Standard Rank Properties Limited, a subsidiary of DARS Group, Prince Emmanuel Chukwudi Nwafor, described Elite City as one of the company&#8217;s largest ongoing developments, emphasizing that although it bears the name &#8220;Elite City,&#8221; the project is designed to be inclusive.</p>
<p>He explained that the development offers a wide range of housing options, including two-bedroom, three-bedroom and four-bedroom terrace duplexes, as well as mansions and mansionettes, ensuring accommodation for different income categories.</p>
<p>To further promote accessibility, Nwafor disclosed that prospective subscribers can acquire plots within the estate from as low as ₦3.6 million, reinforcing the company&#8217;s commitment to making quality housing available to more Nigerians.</p>
<p>The development is already witnessing significant infrastructure work as Project Surveyor, Johnson Oche, disclosed that comprehensive site surveys had been completed across the entire 57-hectare first phase, with engineering considerations carefully incorporated to prevent erosion and ensure proper drainage.</p>
<p>He revealed that construction of the estate&#8217;s perimeter fencing and security gatehouses is already underway, adding that the layout has received approval from the Federal Capital Development Authority (FCDA) and will feature two major access roads for improved accessibility.</p>
<p>One of the project&#8217;s strategic development partners, PeakNova Limited, has also committed substantial investment to the city. Its Managing Director, Victor Egede, announced that the company had acquired 15 hectares within Elite City and intends to develop an eco-friendly residential community capable of accommodating about 250 residents.</p>
<p>Beyond smart infrastructure, he said residents should expect premium lifestyle facilities including a swimming pool, lawn tennis courts, resort facilities and other high-quality social amenities.</p>
<p>&#8220;We don&#8217;t just make promises; we build,&#8221; he said, pointing to the company&#8217;s existing developments as evidence of its delivery capacity.</p>
<p>Similarly, CEO of Great Home Properties Limited highlighted the investment opportunities embedded in the project, noting that buyers can either build homes or acquire land for future capital appreciation.</p>
<p>He also disclosed that residents would enjoy recreational facilities including football and tennis courts, among other lifestyle amenities.</p>
<p>The host community has also welcomed the project as District Head of Ketti Community, Chief Alex Akata, expressed optimism that the development would stimulate employment opportunities, improve social infrastructure and strengthen collaboration between developers and the local community.</p>
<p>He described the investment as a catalyst for economic growth and youth empowerment within the district.</p>
<p>For the Group Managing Director of DARS Group, Stephen Augustine Egbe, Elite City represents the future of urban living. He explained that the project combines affordability with comfort while integrating smart technologies that position the development ahead of conventional residential estates.</p>
<p>According to him, innovation will remain central to future phases of the project as the company continues to embrace emerging technologies and evolving housing trends.</p>
<p>Industry stakeholders also praised the collaborative development model adopted for the project. Managing Director of Squarehead Consult Limited, Jude Ashang, observed that partnerships among developers help reduce infrastructure costs while improving project quality. He argued that shared investment in infrastructure ultimately contributes to lowering housing costs and delivering better value for homeowners.</p>
<p>&#8220;This is one of the ways to reduce the cost of real estate because several companies working together can share infrastructure costs and achieve greater efficiency,&#8221; he said.</p>
<p>Another development partner, Managing Director of Forth Urban Limited, Barr. Eze Victor Kelechi, described Elite City as Nigeria&#8217;s first integrated premium tech and wellness city, stressing that one of its defining features is inclusiveness.</p>
<p>He disclosed that the flexible payment structure introduced for the project was influenced by discussions at the Africa International Housing Show (AIHS), with deliberate provisions made to enable low-income earners to participate.</p>
<p>According to him, &#8220;low-income earners also deserve to live like elites,&#8221; underscoring the project&#8217;s commitment to expanding access to quality housing.</p>
<p>From a youth perspective, Managing Director of Vestage Limited, Nelson Okezie, said technology is increasingly shaping modern lifestyles, making smart cities inevitable. He noted that Elite City Abuja has the potential to become a model for future developments in the Federal Capital Territory by providing residents with technology-driven services that simplify daily living while creating more time for work, family and recreation.</p>
<p>Developers say the development is being conceived as more than a conventional housing estate. Plans include reliable electricity infrastructure capable of supporting both residential and commercial activities, sustainable water supply systems, a modern security architecture, recreational parks and green spaces that promote healthy living, all consistent with the city&#8217;s branding as a Premium Tech and Wellness City.</p>
<p>According to DARS Group, the development has been carefully planned to combine modern infrastructure, security, accessibility and sustainable urban planning while creating long-term investment opportunities for homeowners and investors alike.</p>

The proposed collaboration is expected to promote affordable housing delivery, create jobs, and strengthen long-term economic ties between the two nations.</p>
<p data-start="858" data-end="1380">The Minister of Housing and Urban Development, <strong data-start="905" data-end="933">Arc. Muttaqha Rabe Darma</strong>, held talks in Abuja with the Saudi Arabian Ambassador to Nigeria, <strong data-start="1001" data-end="1034">Yousef Bin Muhammad Al-Balawi</strong>, to explore opportunities for collaboration in real estate investment, infrastructure development, and technology transfer. Discussions also covered Nigeria’s participation in the <strong data-start="1215" data-end="1261">Riyadh Real Estate Future Forum (RFF) 2027</strong>, which is expected to bring together global investors and industry stakeholders.</p>
<p data-start="1382" data-end="1831">Darma said international partnerships remain essential to achieving the Federal Government’s housing objectives under the Renewed Hope Agenda. He noted that Nigeria’s large housing demand presents significant investment opportunities and expressed optimism that Saudi Arabia’s experience in large-scale housing delivery could support efforts to expand access to decent and affordable housing across the country.</p>
<p data-start="1833" data-end="2300">The minister added that the proposed partnership could encourage Saudi developers and investors to participate in Nigeria’s real estate market while facilitating the exchange of technical expertise, modern construction technologies, and best practices in housing development. According to him, greater foreign investment would help accelerate housing delivery, stimulate economic growth, and strengthen the construction industry.</p>
<p data-start="2302" data-end="2854">Saudi Ambassador <strong data-start="2319" data-end="2352">Yousef Bin Muhammad Al-Balawi</strong> reaffirmed his country’s readiness to support Nigeria’s housing development efforts. He highlighted Saudi Arabia’s achievements through its National Housing Company and said the Kingdom is willing to share its experience in housing development, urban planning, and project delivery. He also noted that the partnership could create employment opportunities for qualified Nigerian professionals and skilled workers in Saudi Arabia’s housing and construction sector.</p>
<p data-start="2856" data-end="3314">Both countries agreed that stronger cooperation in housing, infrastructure, investment, and technology would contribute to sustainable urban development while reinforcing diplomatic and economic relations. The institution said credible information remains the foundation for effective housing policies and sustainable real estate development.</p>
<p data-start="603" data-end="1077">Speaking on the need for stronger data systems, NIESV President <strong data-start="667" data-end="686">Bature Muhammad</strong> noted that estate surveyors and valuers play a central role in generating property market data that supports investment decisions, property valuation, infrastructure planning, and government policy formulation. He said dependable housing data is essential for tackling the country&#8217;s housing deficit and improving transparency in the real estate sector.</p>
<p data-start="1079" data-end="1532">Muhammad explained that the absence of comprehensive and up-to-date housing data has contributed to poor planning, inefficient allocation of resources, and weak policy implementation. He called for stronger collaboration between government agencies, professional bodies, and private sector stakeholders to establish an integrated national housing data system capable of supporting long-term planning and investment.</p>
<p data-start="1534" data-end="2014">The <a href="https://niesv.org.ng/">NIESV</a> president also advocated greater use of digital technologies, including Geographic Information Systems (GIS), property databases, and digital land administration platforms, to improve the accuracy and accessibility of housing information across the country. According to him, modern data management tools would strengthen property registration, market analysis, and investment confidence while reducing inefficiencies in the sector.</p>
<p data-start="2016" data-end="2408">Industry stakeholders observed that reliable housing data would enable governments to better understand housing demand, monitor market trends, identify infrastructure gaps, and design targeted affordable housing programmes. They added that improved data collection would also enhance mortgage financing, property taxation, and urban development planning.</p>
<p data-start="2410" data-end="2726">The institution maintained that strengthening Nigeria&#8217;s housing information system is essential for creating a more transparent, efficient, and sustainable real estate market capable of supporting economic growth and improving access to decent housing for millions of Nigerians.</p>

The disclosure was made by the Minister of Housing and Urban Development, <strong data-start="403" data-end="426">Muttaqha Rabe Darma</strong>, during a stakeholders’ validation workshop on the National Housing Data Programme and the National Housing and Built Environment Regulation Policy in Abuja.</p>
<p data-start="624" data-end="1184">The minister explained that following the rebasing of Nigeria’s Gross Domestic Product (GDP), the <strong data-start="722" data-end="800">real estate services sector alone accounted for approximately ₦41 trillion</strong>, representing <strong data-start="815" data-end="839">13.4 per cent of GDP</strong>, while the combined contribution of real estate and construction exceeded <strong data-start="914" data-end="930">₦77 trillion</strong> in 2025. He noted that despite the sector’s significant economic value, persistent challenges such as weak regulation, inadequate mortgage financing, and unreliable housing data continue to limit its full potential.</p>
<p data-start="1186" data-end="1596">Darma described the validation workshop as a critical stage in the development of two major policy documents that will be presented to the Federal Executive Council (FEC). He urged stakeholders to provide constructive input to strengthen the proposed National Housing and Built Environment Regulation Policy and the National Mortgage Industry Policy before their adoption.</p>
<p data-start="1598" data-end="2056">According to the minister, the proposed regulatory framework will introduce licensing requirements for developers and estate agents, escrow protection for homebuyers’ funds, stronger professional standards, improved construction quality, enhanced land administration, urban renewal safeguards, and the establishment of a <strong data-start="1919" data-end="1970">National Housing Industry Regulatory Commission</strong> to improve oversight across the housing sector.</p>
<p data-start="2058" data-end="2665">He also announced that the proposed mortgage policy seeks to reform the <strong data-start="2130" data-end="2173">Federal Mortgage Bank of Nigeria (FMBN)</strong>, establish a <strong data-start="2187" data-end="2225">National Housing Finance Authority</strong>, expand access to the National Housing Fund for workers in the informal sector, and create a stronger framework for diaspora housing investment. In addition, the ministry disclosed that Nigeria’s housing deficit has been estimated at about <strong data-start="2466" data-end="2486">15 million units</strong> using internationally recognised methodologies, including the World Bank Adequate Housing Index and the UN-Habitat Household Crowding Index.</p>
<p data-start="2667" data-end="3196">Speaking at the event, Permanent Secretary <strong data-start="2710" data-end="2732">Dr. Shuaib Belgore</strong> said fragmented housing data and weak regulatory enforcement have constrained effective planning, housing quality, and investor confidence. Meanwhile, the Managing Director of FMBN, <strong data-start="2915" data-end="2936">Shehu Usman Osidi</strong>, announced that the bank has completed the development of a <strong data-start="2997" data-end="3027">National Mortgage Registry</strong>, a digital platform designed to centralise mortgage transactions and improve transparency within Nigeria’s housing finance system.</p>
<p data-start="3198" data-end="3553">Stakeholders believe that stronger regulation, credible housing data, improved mortgage access, and enhanced consumer protection will be essential to unlocking greater investment in the housing sector, reducing the housing deficit, and strengthening the industry&#8217;s contribution to Nigeria’s long-term economic growth.</p>

<p data-start="370" data-end="823">According to market data, Union Homes Real Estate Investment Trust recorded a year-to-date return of more than 35 per cent as of the end of June 2026, while UPDC REIT gained over 41 per cent. The performance reflects growing investor interest in listed property assets and their potential to provide exposure to Nigeria’s real estate market without the financial and operational demands of owning physical property.</p>
<p data-start="825" data-end="1242">The report noted that infrastructure development is also influencing property values and rental returns in Lagos. Properties located within the operational catchment areas of the Lagos Blue Rail Line have reportedly generated gross rental yields of between six and seven per cent, compared with approximately four to 4.5 per cent for similar properties outside the rail corridor.</p>
<p data-start="1244" data-end="1698">The growing value of properties around major transport infrastructure highlights the potential of transit-oriented development to reshape Lagos’ housing market. With the Blue Line and Red Line already operational and the proposed Green Line expected to expand the city’s rail network, investors are increasingly paying attention to locations that could benefit from improved accessibility and rising property demand.</p>
<p data-start="1700" data-end="2256">However, the article noted that some high-end residential properties in Lagos may offer relatively low rental returns when compared with government securities. For example, luxury properties in Lekki Phase 1 were estimated to generate net yields of about three per cent, while Treasury bill yields remained significantly higher as of June 2026. This suggests that some premium property investments depend heavily on future capital appreciation and protection against naira depreciation rather than rental income alone.</p>
<p data-start="2258" data-end="2647">REITs provide investors with an opportunity to participate in the property market without directly purchasing land or managing tenants. The investment vehicles also offer greater accessibility, with some available at entry levels as low as ₦5,000, while their income-distribution requirements make them attractive to investors seeking regular returns.</p>
<p data-start="2649" data-end="3080">The report concluded that Nigeria’s listed property investment instruments could provide a more accessible and liquid route into the country’s growing housing market. However, stronger market research, improved investor awareness, and better connections between infrastructure development, housing demand, and capital market investments will be necessary to unlock the sector’s full potential.</p>

This has forced developers to adjust designs, delay completion timelines, or seek additional funding that is often difficult to obtain.</p>
<p data-start="3461" data-end="3762">Beyond developers, the funding gap has wider economic implications. The real estate sector supports multiple industries, including construction, manufacturing, engineering, and professional services. When projects are delayed, job creation and economic activity across these sectors are also affected.</p>
<p data-start="3764" data-end="4110">Experts suggest that addressing these challenges will require coordinated efforts between government, financial institutions, and private investors. Improved access to long-term financing, development of flexible mortgage systems, and alternative funding models such as investment trusts and public-private partnerships are seen as key solutions.</p>

<p>The publications, titled From Shortage to Opportunity: Unlocking the Billion-Dollar Housing Market and Lagos Housing Report: A Treasure Trove of Possibilities, argue that Nigeria’s housing challenges also present major investment opportunities valued in trillions of naira.</p>
<h2>Housing Shortage Creates Investment Potential</h2>
<p>According to the reports, Nigeria requires about 800,000 new homes annually to meet rising population growth and urban housing demand. This figure is projected to increase significantly, potentially tripling by 2030.</p>
<p>Despite the deficit, the research highlights a growing market opportunity for both local and international investors, driven by rapid urbanisation and increasing demand for affordable housing.</p>
<p>Low Mortgage Penetration Highlights Financing Gap</p>
<p>The reports also point to Nigeria’s low mortgage penetration, which currently stands at less than 1 percent of GDP.</p>
<p>This is significantly lower than countries such as the United States, where mortgage penetration is about 77 percent, and South Africa at 31 percent.</p>
<p>According to the publications, this gap underscores the need for deeper housing finance reforms to unlock sector growth.</p>
<p>FMBN Projects Rising Housing Demand</p>
<p>In the foreword to the reports, Managing Director of the Federal Mortgage Bank of Nigeria (FMBN), Shehu Osidi, warned that annual housing demand could rise to 2 million units by the end of the decade.</p>
<p>He described Nigeria’s housing sector as being at a critical turning point where urbanisation and population growth are creating both challenges and opportunities.</p>
<h2>New Financing Models Recommended</h2>
<p>The reports recommend several financing innovations to bridge the housing gap, including:</p>
<ul>
<li>Real Estate Investment Trusts (REITs)</li>
<li>Diaspora mortgage schemes</li>
<li>Federal Government housing initiatives</li>
<li>Public-private partnerships (PPPs)</li>
<li>Incremental housing development models</li>
</ul>
<p>These mechanisms, according to PAC Research, are essential to expanding access to affordable housing and unlocking sector liquidity.</p>
<h2>Lagos Remains Key Housing Market</h2>
<p>The publications estimate that Lagos currently has about 1.49 million housing units, while demand stands at approximately 4.69 million units.</p>
<p>This creates an accessible market gap of roughly 2.81 million units, making Lagos one of Africa’s most active real estate markets.</p>
<p>The reports also note a shift in housing preferences, with more than 52 percent of residents favouring one- and two-bedroom apartments due to affordability and changing lifestyle patterns.</p>
<h2>Strong Rental Returns in Prime Locations</h2>
<p>PAC Research also highlighted strong rental yields in high-demand areas such as Lekki and Victoria Island.</p>
<p>According to the findings, three-bedroom apartments in Victoria Island can generate annual rents of up to N8 million, reflecting strong investor interest in prime Lagos real estate.</p>
<h2>Experts Call for Immediate Action</h2>
<p>Describing the report as a call to action, FMBN Managing Director Shehu Osidi said the time to invest in Nigeria’s housing sector is now.</p>
<p>He stressed that the benefits extend beyond financial returns to include inclusive economic growth and improved urban resilience.</p>
<p>Similarly, the Oniru of Iruland, Abdulwasiu Lawal, described the Lagos housing report as an important guide for real estate stakeholders and investors.</p>
<p>He noted that emerging growth corridors such as Ajah, Epe and Lekki are expected to drive the next phase of Lagos real estate expansion.</p>

										<content:encoded><![CDATA[<p><img width="510" height="340" src="https://www.housingtvafrica.com/wp-content/uploads/2026/05/IMG_1921.jpeg" class="attachment-post-thumbnail size-post-thumbnail wp-post-image" alt="" decoding="async" loading="lazy" /></p><p>The Nigerian Institution of Estate Surveyors and Valuers (NIESV), Lagos Chapter, has warned that Nigeria may be sitting on more than $300 billion in “dead capital” tied up in undocumented real estate, abandoned public projects and underutilised government assets.</p>
<p>Chairman of NIESV Lagos Chapter, Tosin Kadiri, raised the concern during the institution’s 2026 Valuation Day celebration held in Lagos with the theme, “Unlocking Nigeria’s Wealth: How Valuation Builds Our Prosperity.”</p>
<p>Kadiri said despite Nigeria being richly endowed with assets, the country remains financially constrained because a large proportion of properties and agricultural lands are outside formal valuation and documentation systems.</p>
<p>According to him, more than 70 per cent of properties in Nigeria remain untitled and lack professional valuation, making it difficult for property owners and governments to unlock their true economic value.</p>
<p>He explained that trillions of naira remain trapped in informal markets where assets cannot be effectively taxed, insured, mortgaged or used as collateral due to the absence of verified valuation records.</p>
<p>“Nigeria is asset-rich but unfortunately cash-constrained despite over $300 billion in dead capital stocked in undocumented real estate, abandoned government projects and state-owned enterprises that cannot be leveraged for the country’s economic growth,” he said.</p>
<p>Kadiri noted that while Nigeria’s real estate sector continues to expand, much of the wealth generated within the sector remains invisible to the formal economy because transactions are often driven by speculation instead of professionally verified market data.</p>
<p>“We are sitting on trillions of naira in real estate, yet much of the wealth is locked in untitled land, undervalued properties and informal markets, where price is based on rumour, not evidence because professionals are not engaged in the exercise,” he stated.</p>
<p>He described valuation as a critical tool for unlocking economic prosperity, stressing that sustainable economic growth cannot be achieved on undocumented assets.</p>
<p>“Valuation is the key to unlocking this wealth. You cannot tax it, mortgage it, insure it, compensate for it or invest in it if you do not know what it is worth,” Kadiri said.</p>
<p>According to him, Nigeria’s economic future should not depend solely on oil revenues but also on unlocking the value embedded in land and buildings across the country.</p>
<p>He urged federal and state governments to strengthen asset valuation systems as part of wider economic reforms aimed at boosting internally generated revenue and attracting investment into the property sector.</p>
<p>Kadiri also called on estate surveyors and valuers to uphold professional ethics, embrace technology and strengthen research and capacity development to improve public confidence in the profession.</p>
<p>“I also call on government agencies, financial institutions, developers, corporate organisations and the general public to engage only qualified and registered Estate Surveyors and Valuers for valuation assignments,” he added.</p>
<p>He explained that proper valuation could transform dormant property assets into economic capital capable of supporting entrepreneurship, job creation and business growth.</p>
<p>According to him, properly valued properties in areas such as Surulere, Lagos, or parcels of land in Epe could serve as bankable collateral for small businesses and entrepreneurs seeking access to financing.</p>
<p>Kadiri, however, warned that weak market data, poor public awareness, unregulated practices and limited technology adoption continue to undermine the growth of the valuation profession and Nigeria’s broader real estate market.</p>
<p>“Every thriving economy depends on reliable valuation systems. Valuation remains a key driver of economic confidence and market stability,” he said.</p>
<p>Also speaking at the event, immediate past Chairman of NIESV Lagos Chapter, Gbenga Ismail, described valuation as a vital decision-making tool for both governments and investors.</p>
<p>“Valuation helps government know the true worth of assets and supports informed decision-making. It also reduces disputes because all facts are professionally established,” he said.</p>
<p>Senior Partner at AkinAbraham &amp; Associates, Akinropo Abraham, said proper valuation has become increasingly important amid rising inflation and exchange rate volatility.</p>
<p>He warned that the absence of professional valuation continues to encourage under-reporting of assets and revenue losses for government.</p>
<p>According to him, over 95 per cent of residential and agricultural lands across Nigeria still lack formal valuation records.</p>
<p>A Fellow of the institution, Oladele Olanrewaju, also cited disputes surrounding the Lagos-Calabar Coastal Highway project as an example of the consequences of poor valuation planning.</p>
<p>He argued that involving professional valuers at the early stages of major infrastructure projects would help reduce compensation disputes and legal conflicts between affected communities and government agencies.</p>
<p>“With our professional training as Estate Surveyors and Valuers, we would have inspected and worked out values agreeable to all parties,” he said.</p>

<p>Speaking after a high-level meeting with officials of the Ministry of Finance Incorporated, Edun said the MOFI Real Estate Investment Fund (MRIEF) represents a transformative shift in how housing projects are financed in Nigeria, particularly through its provision of funding at below double-digit interest rates.</p>
<p>The minister noted that the initiative aligns with the broader economic agenda of Bola Ahmed Tinubu, which prioritises innovative and people-focused policies to drive inclusive growth and improve access to essential services such as housing.</p>
<p>He described the fund as a demonstration of what can be achieved through strategic collaboration between public and private sector stakeholders, adding that its structure reflects innovation and flexibility in tackling longstanding structural challenges in the real estate sector.</p>
<p>Edun emphasised the need to scale up the fund to expand its reach, particularly among low- and middle-income Nigerians who face significant barriers to accessing affordable housing finance.</p>
<p>According to him, widening the coverage of MRIEF would not only support homeownership but also stimulate economic activity across the construction value chain, creating jobs and boosting investor confidence in the sector.</p>
<p>The meeting brought together a broad range of stakeholders, including fund managers, merchant banks, trustees, legal advisers and capital market operators, highlighting the multi-sectoral collaboration underpinning the initiative.</p>
<p>Participants at the meeting commended the minister’s leadership and acknowledged the policy environment created by the current administration, which they said has enabled innovative financing solutions to emerge within the housing sector.</p>
<p>Analysts say the continued expansion of MRIEF could play a pivotal role in narrowing Nigeria’s housing deficit, particularly if supported by sustained policy backing and efficient implementation frameworks.</p>
