<p data-start="979" data-end="1122">The foundation for the estate was laid on <strong data-start="1021" data-end="1040">August 19, 2026</strong>, by the Head of the Civil Service of the Federation, <strong data-start="1094" data-end="1121">Didi Esther Walson-Jack</strong>.</p>
<p data-start="1124" data-end="1353">The project is being implemented through a partnership between the <strong data-start="1191" data-end="1244">Federal Ministry of Housing and Urban Development</strong> and the <strong data-start="1253" data-end="1314">Office of the Head of the Civil Service of the Federation</strong>.</p>
<h3 data-section-id="szeugq" data-start="1355" data-end="1405">Estate to Include Two- and Three-Bedroom Homes</h3>
<p data-start="1407" data-end="1481">The planned estate will comprise <strong data-start="1440" data-end="1480">250 two- and three-bedroom bungalows</strong>.</p>
<p data-start="1483" data-end="1707">Housing Minister <strong data-start="1500" data-end="1523">Muttaqha Rabe Darma</strong> said the project is intended to provide affordable accommodation for civil servants while recognising their contribution to national development.</p>
<p data-start="1709" data-end="1839">The project forms part of wider federal efforts to increase housing supply and improve access to decent accommodation for workers.</p>
<h3 data-section-id="lywnyj" data-start="1841" data-end="1899">Housing Programme Reaches 600 Units for Civil Servants</h3>
<p data-start="1901" data-end="2024">The new estate will complement <strong data-start="1932" data-end="2023">350 housing units already provided under the Federal Integrated Staff Housing Programme</strong>.</p>
<p data-start="2026" data-end="2215">With the addition of the 250 Gwagwalada units, the number of homes provided to federal civil servants under the initiatives will rise to <strong data-start="2163" data-end="2176">600 units</strong>.</p>
<p data-start="2217" data-end="2334">The development comes as the Federal Government continues to expand its broader housing programme across the country.</p>
<p data-start="2336" data-end="2554">The Housing Ministry has previously outlined plans for Renewed Hope Estates consisting of 250 units in selected states, alongside larger Renewed Hope Cities in major urban centres.</p>
<h3 data-section-id="pr2dtk" data-start="2556" data-end="2598">Head of Service Calls for Transparency</h3>
<p data-start="2600" data-end="2704">Walson-Jack called on state governors to consider replicating the housing initiative across the country.</p>
<p data-start="2706" data-end="2853">She also stressed the importance of <strong data-start="2742" data-end="2832">quality construction, affordability, transparency, accessibility and timely completion</strong> in housing projects.</p>
<p data-start="2855" data-end="3009">Those factors will be particularly important as the government attempts to move beyond housing announcements and deliver completed homes to beneficiaries.</p>
<h3 data-section-id="1quzsp" data-start="3011" data-end="3056">Government Lines Up More Housing Projects</h3>
<p data-start="3058" data-end="3216">Darma disclosed that the Housing Ministry has several projects scheduled for delivery between August and December across <strong data-start="3179" data-end="3215">Lagos, Abuja and other locations</strong>.</p>
<p data-start="3218" data-end="3431">He said the planned projects form part of the government&#8217;s effort to shift from policy announcements towards completed housing developments that can improve living conditions.</p>
<p data-start="3433" data-end="3636">The minister also directed contractors, consultants and other stakeholders involved in the Gwagwalada project to maintain high construction standards and ensure the buildings can withstand long-term use.</p>
<h3 data-section-id="6n39ow" data-start="3638" data-end="3697">Gwagwalada&#8217;s Housing Development Comes With Land Issues</h3>
<p data-start="3699" data-end="3826">The project is being developed in <strong data-start="3733" data-end="3742">Dukpa</strong>, an area that has previously been involved in federal land and housing initiatives.</p>
<p data-start="3828" data-end="3960">The Federal Government had allocated residential and service plots in the area under the <strong data-start="3917" data-end="3951">Dukpa Site and Services Scheme</strong> in 1992.</p>
<p data-start="3962" data-end="4123">Those allocations were subsequently revoked after the land was required for the National Housing Programme, with the government citing overriding public purpose.</p>
<p data-start="4125" data-end="4361">The ministry has announced a verification exercise for affected allottees ahead of possible relocation to another site within Gwagwalada. The exercise is scheduled to begin on <strong data-start="4301" data-end="4322">September 7, 2026</strong>.</p>
<h3 data-section-id="z92yjx" data-start="4363" data-end="4403">The Bigger Question Is Affordability</h3>
<p data-start="4405" data-end="4601">The construction of another 250 housing units is positive for Abuja&#8217;s housing supply, but the bigger issue is whether the homes will be affordable to the civil servants they are intended to serve.</p>
<p data-start="4603" data-end="4734">Housing affordability remains a major challenge for Nigerian workers as rents, land prices and construction costs continue to rise.</p>
<p data-start="4736" data-end="4960">A housing programme for civil servants therefore needs to consider not only the cost of constructing the units but also the <strong data-start="4860" data-end="4959">financing structure, eligibility requirements, payment terms and eventual cost to beneficiaries</strong>.</p>
<p data-start="4962" data-end="5107">If workers cannot realistically afford the completed homes, increasing the number of units will have limited impact on the affordability problem.</p>
<h3 data-section-id="18v81zt" data-start="5109" data-end="5145">Quality and Delivery Will Matter</h3>
<p data-start="5147" data-end="5233">The government has also placed emphasis on timely completion and construction quality.</p>
<p data-start="5235" data-end="5319">That is important given previous concerns around delays in federal housing projects.</p>
<p data-start="5321" data-end="5625">In Katsina, for example, a recent physical inspection by the Housing Minister found that only about <strong data-start="5421" data-end="5506">130 of 250 units described in briefing documents as completed were actually ready</strong>, highlighting the importance of independent verification and project monitoring.</p>
<p data-start="5627" data-end="5835">For the Gwagwalada project, successful delivery will therefore depend not simply on breaking ground, but on completing the homes to the required standard and making them accessible to eligible civil servants.</p>
<p data-start="5837" data-end="6062">The 250-unit estate represents another addition to Abuja&#8217;s housing stock. Its real impact, however, will ultimately be measured by <strong data-start="5968" data-end="6061">how many workers can afford to own or occupy the homes and how quickly they are delivered</strong>.</p>

										<content:encoded><![CDATA[<h4>Across Bauchi and Jigawa states, an estimated 5,000 government-built housing units stand empty, abandoned, and slowly deteriorating while thousands of families struggle with unaffordable rent and inadequate shelter.</h4>
<p>Originally developed under various state and federal housing schemes, these estates were meant to provide affordable homes to low and middle-income earners, but years later, they remain largely unoccupied, turning into symbols of wasted investment and misplaced priorities.</p>
<p>In Bauchi, several ambitious projects were launched, including the Unity Housing Estate, the Family Homes Funds Affordable Housing Project, and the Renewed Hope Estate. The Unity Housing Estate, a partnership between the state government and a private developer, was meant to provide 1,000 low-cost homes for civil servants.</p>

<p>The Family Homes Funds project, launched in 2020, aimed to deliver 2,500 housing units for average Nigerians, offering flexible payment options. Despite these efforts, a significant number of houses remain empty, plagued by high costs that put them out of reach for the very people they were intended for.</p>
<p>Residents lament that land prices in key areas like Kano and Jos roads have skyrocketed, with a single plot costing between N19 million and N20 million. Many argue that the soaring cost of construction materials—cement, steel, and wood—has driven housing prices far beyond affordability. Experts believe that without a functional mortgage system to help spread payments over time, homeownership will remain a distant dream for many Nigerians.</p>
<p>The situation in Jigawa is no better. Hundreds of houses built under the Federal Integrated Housing Scheme (FISH) in Dutse have been left unoccupied for years. The estate, which includes 48 two-bedroom and 24 three-bedroom semi-detached bungalows, has been severely affected by neglect. Windstorms and vandals have stripped many homes of their roofs, while the once-promising estate now serves as a grazing ground for cattle and a water collection point for vendors. Civil servants, who were supposed to be the primary beneficiaries, have been deterred by the high cost of purchase and rigid repayment structures.</p>

<p>Meanwhile, in Gombe State, there has been a more positive outcome. More than 50% of government-constructed houses have been allocated to buyers, with over 100 homes sold under the Federal Ministry of Housing’s Renewed Hope Estate initiative. Yet, even in Gombe, the high cost of acquiring these homes remains a major challenge, with prices ranging from N9.2 million for a one-bedroom apartment to N16.4 million for a three-bedroom bungalow.</p>
<p>The ongoing housing crisis raises pressing concerns about urban planning, economic waste, and government accountability. While policymakers continue to roll out new housing projects, the fundamental issue remains unaddressed—how to make these homes truly affordable for Nigerians who need them the most. Without urgent intervention, these empty estates will continue to decay, serving as stark reminders of a system that has failed its people.</p>

										<content:encoded><![CDATA[<h4>Minister of Housing and Urban Development,  Arc Ahmed Dangiwa,  has charged developers handling the Renewed Hope Housing Estate in Ebonyi state to adhere to standard and specifications to deliver quality houses.</h4>
<p>Dangiwa issued the strong warning in Abakaliki, Ebonyi state during the groundbreaking of 250 housing units in the state under the Renewed Hope Cities and Estates Programme, Wednesday,  June 26th, 2024.</p>
<p>He told the developers handling all Renewed Hope Cities and Estates projects across the country, that the Ministry will not tolerate substandard work at all the sites and contractors must build in line with the terms and approved standards for the benefits of Nigerians.</p>

<p>Earlier in  welcome address, Minister of State, Abdullahi Tijjani Gwarzo whose address was read by Director Engineering Services. Engr Nwufo stated that, the Federal government plan to deliver 50,000 housing units under phase 1 and part of it&#8217;s broad aim is to help Mr President&#8217;s goal to build a 1 trillion dollar economy.</p>
<p>The Ebonyi State Governor,  Francis Nwifuru Ogbonna, represented by Deputy Governor,  Princess Partricia Obila, described the project a remarkable journey by the Federal Government to provide affordable housing for Nigerians</p>
<p>The flag-off in Ebonyi state marks the first  of eight (8) states in the second leg of ground-breaking to be performed for the Renewed Hope Cities and Estates Programme launched by President Bola Ahmed Tinubu in February 2024. The exercise will  cover six southern states and two in the North-Central region of the country.</p>

<p>The first leg of the exercise began with the groundbreaking of 1,500 housing units in the northern part of Nigeria, comprising 250-housing unit Renewed Hope Estates, in Katsina, Yobe, Gombe and Sokoto and a 500-housing unit Renewed Hope City in Kano.</p>
<p>Arc Dangiwa stated “Work is currently ongoing at each of these sites, and our plan is to have them all completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians&#8221;</p>
<p>Accordingly,  he explained “this second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units in eight (8) states in the South and North Central of our country. This includes 250 housing units, each, starting in Ebonyi today, followed by Abia, Akwa Ibom, Delta, Osun, Oyo, Benue and Nasarawa States,”</p>
<p>The Renewed Hope Estate to be developed by Jephthah Global Investments Ltd, Proportion Construction Works Nigeria Limited, Ideal Shelters Limited and KLYN Construction Works Ltd, will have 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.</p>

<p>He said, “we have designed these housing units in a way that makes it easy and affordable for people to offtake by using organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that 1-bedroom can be expanded to 2 bedrooms and 2-bedrooms can also be expanded to 3 bedrooms as the owner’s financial situation improves or his family grows.</p>
<p>The minister, while urging the developers to work within the stipulated time frame of three months, emphasized the economic component of housing construction and its potential to develop the economy.</p>
<p>“Statistics show that construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units that we are building here in Ebonyi, we aim to create jobs for over 6,500 people in various trades. From professionals like architects, civil engineers, mechanical engineers to masons, plumbers, tilers, electricians etc. This is besides the economic activities involving persons selling food, supplying blocks, building materials and the likes. The value chain effect of construction work on this site is big and creates positive economic impact,” he said.</p>
<p>Dangiwa thanked the Governor of Ebonyi State, Rt. Hon. Francis Ogbonna Nwifuru for his prompt approval and grant of land for the project at no cost, noting that his action has helped to reduce as much as 30% of the cost of the units in the Estate for the benefit of potential homeowners. “This is a dividend of responsible governance and I applaud Your Excellency for this,” he said.</p>
<p>The Ebonyi Governor was also full of commendation for President Bola Ahmed Tinubu for creating a separate ministry for housing to ensure effectiveness in housing delivery, saying that Ebonyi state proudly support the initiative.</p>
<p>Similarly, minister Dangiwa also noted that  the renewed hope estate is being implemented under the N50 billion 2023 supplementary budget, and called on other state governors to also provide land for Renewed Hope Estates Project to be built in their states as provided for in the 2024 budget.</p>
