FG Moves to Complete Abandoned Housing Projects Across Nigeria

The Federal Government has commenced a nationwide review of abandoned housing projects to determine their condition, level of completion and the interventions required to restore them for use.

The Minister of Housing and Urban Development, Muttaqa Darma, disclosed this on Wednesday during an inspection of an abandoned National Housing Programme (NHP) estate in the Kubwa-Karsana District of Abuja.

Darma expressed concern over the continued abandonment of government housing projects, stressing that public assets must be completed and made available to Nigerians.

He said the Federal Government would take decisive steps to upgrade and complete viable abandoned housing projects across the country as part of efforts to increase the supply of affordable and decent homes.

“The Federal Government would take decisive steps to upgrade and complete viable abandoned housing projects across the country, with the objective of delivering more affordable and decent homes to Nigerians,” he said.

The minister said the government could no longer allow housing projects initiated with public funds to remain abandoned for extended periods.

“We cannot continue to allow housing projects that were started with public funds to remain abandoned,” Darma said.

He described the abandoned developments as public investments that should be preserved, completed and put to productive use for the benefit of Nigerians.

“These are assets belonging to Nigerians, and our responsibility is to ensure that they are completed, functional and occupied by the people who need them,” he said.

According to Darma, the nationwide review is part of the Federal Government’s efforts to advance the Renewed Hope Housing Agenda and improve access to affordable and decent accommodation.

He explained that the assessment would help the government identify projects that remain viable and can be prioritised for completion, while existing housing infrastructure would also be rehabilitated where necessary to ensure optimal utilisation.

“Our target is clear, where projects are viable, we will upgrade them, complete them and ensure that Nigerians can benefit from them,” the minister said.

Darma said the government was determined to increase housing delivery and reduce the country’s housing deficit before the end of 2026.

He added that recovering and completing abandoned housing projects would complement the construction of new housing developments being undertaken under existing Federal Government housing programmes.

The minister noted that making use of existing investments would enable the government to deliver housing more efficiently while preventing resources already committed to abandoned projects from being wasted.

He also stressed the importance of ensuring transparency in the allocation of completed housing units.

According to him, completed units would be allocated transparently to deserving Nigerians, while the outcome of the assessment would guide the government’s decisions on the completion, rehabilitation and eventual allocation of the projects.

The inspection of the abandoned NHP estate in Kubwa-Karsana is part of the government’s broader assessment of housing developments across the country as it seeks to recover viable public housing investments and bring them back into use.

The Minister of Housing and Urban Development, Engr. Muttaqa Rabe Darma, announced the initiative while inspecting the abandoned National Housing Programme (NHP) estate in the Kubwa-Karsana District of the Federal Capital Territory.

Darma said the inspection formed part of a nationwide assessment of neglected Federal Government housing assets under the Renewed Hope Housing Agenda.

According to the Minister, the exercise is intended to identify housing projects that can be revived and returned to productive use rather than allowing public assets to deteriorate.

The Federal Government’s latest approach places emphasis on recovering existing investments alongside the construction of new housing projects.

FG To Assess Abandoned Housing Projects

Darma expressed concern over the continued abandonment of government-funded housing projects, saying public assets should be completed and made available to Nigerians.

“We cannot continue to allow housing projects that were started with public funds to remain abandoned. These are assets belonging to Nigerians, and our responsibility is to ensure that they are completed, functional and occupied by the people who need them,” he said.

The Minister said the Ministry is reviewing abandoned housing projects across the country to determine their current condition, level of completion and the interventions required to restore them.

The assessment is expected to provide information that will help the government determine which projects are viable for rehabilitation and completion.

The Ministry did not provide a nationwide figure for the number of abandoned housing projects covered by the exercise.

Viable Estates To Be Upgraded

Darma said projects found to be viable would be upgraded and completed as part of the Federal Government’s efforts to expand housing supply.

“Our target is clear. Where projects are viable, we will upgrade them, complete them and ensure that Nigerians can benefit from them,” he said.

He added that the government was determined to deliver more homes and reduce the housing deficit before the end of 2026.

The Minister did not provide a detailed list of the projects being assessed or the estimated cost of rehabilitating the abandoned estates.

Those details would depend on the outcome of the assessment and technical evaluation of individual projects.

Renewed Hope Housing Agenda

The nationwide assessment forms part of the Federal Government’s broader Renewed Hope Housing Agenda.

The Ministry has been implementing new housing developments while also inspecting projects across different parts of the country.

In June, Darma inspected the Renewed Hope City project in Ibeju-Lekki, Lagos, which comprises 2,084 housing units. The Ministry said the project was being delivered through a public-private partnership, with FMBN financing 1,500 units. 

The Minister said at the time that the nationwide inspections were intended to establish project status, identify challenges and determine the steps required to ensure timely completion.

The current assessment of abandoned estates extends that approach to projects that have stalled or remained unused.

Government Wants To Protect Public Investments

The Housing Ministry said recovering abandoned projects would help prevent public resources already invested in housing from being wasted.

Rather than allowing partially completed estates to deteriorate, the government wants to determine whether existing structures can be rehabilitated and brought into use.

Darma said completing viable abandoned projects would complement the construction of new estates and enable government to increase the number of available housing units more efficiently.

This approach could also reduce the time and resources required to provide housing where usable infrastructure and partially completed structures already exist.

However, the Ministry has not disclosed the specific criteria it will use to determine whether an abandoned project is considered viable.

Allocation To Be Transparent

The Minister also assured that houses recovered and completed under the programme would be allocated transparently to deserving Nigerians.

He said allocation would be carried out in line with the objectives of the Renewed Hope Housing Agenda.

The statement did not provide details of the proposed allocation process, eligibility requirements or whether previous beneficiaries connected to some of the abandoned projects would receive priority.

Those details could become clearer after the Ministry completes its assessment and develops strategies for individual projects.

Housing Delivery Through Existing Assets

The Federal Government’s decision to assess abandoned estates reflects a dual approach to housing delivery.

Earlier in September, the Federal Mortgage Bank of Nigeria handed over 129 completed three-bedroom bungalow units at the Nasarawa Technology Village under its Rent-to-Own Scheme. The project was linked to a wider intervention for beneficiaries who had previously been unable to take possession of their homes. 

The Minister described that handover as evidence of what could be achieved through collaboration among public institutions, financiers, private developers and state governments. 

The abandoned-estates initiative similarly focuses on turning existing housing investments into usable homes.

Previous Inspections Revealed Project Challenges

Darma’s nationwide inspections have previously exposed gaps between reported project progress and conditions observed on the ground.

In June, an inspection of a Federal Government housing project in Katsina found that only about 130 of 250 units described in official progress reports as completed were actually finished, according to Premium Times. The inspection also identified concerns about deterioration in some structures. 

The Minister subsequently directed officials to conduct a comprehensive audit of the project, including the contractors involved, contract terms, amounts released and actual completion levels. 

That experience underscores the importance of physical verification when assessing abandoned or incomplete housing projects.

For the current nationwide exercise, the Ministry says it intends to establish the condition and status of abandoned Federal Government housing assets before deciding on appropriate interventions.

Kubwa-Karsana Estate Under Review

The Kubwa-Karsana inspection is one of the latest steps in the Ministry’s assessment.

The estate is part of the Federal Government’s housing infrastructure in the Federal Capital Territory.

Darma’s inspection is expected to help the Ministry determine the level of work already completed at the site and what would be required to make the development functional.

The government has not yet announced the estimated cost of completing the Kubwa-Karsana estate or a specific completion date.

It has also not disclosed the number of housing units at the inspected site in the latest statement.

The focus, according to the Minister, is first to establish the status of the asset and determine whether it can be successfully revived.

Wider Housing Challenge

Nigeria continues to face significant demand for affordable housing, making the recovery of stalled public projects an important part of housing policy discussions.

In June, the Housing Ministry said it was implementing six Renewed Hope Cities, one in each geopolitical zone, alongside Renewed Hope Estates in 12 locations across the country.

The success of the abandoned-estates initiative will depend on the condition of individual projects, available funding, contractor performance, land and infrastructure issues, and the government’s ability to complete and allocate the revived units.

Government Seeks Faster Housing Delivery

Darma said the recovery programme would support the government’s objective of increasing housing supply and improving access to affordable homes.

He said rehabilitating viable abandoned estates would allow the government to make better use of public investments while increasing the number of completed housing units available to citizens.

The Minister also emphasised the need to improve existing housing infrastructure and bring viable projects back into use.

The Ministry is expected to continue inspecting abandoned Federal Government housing assets across the country as it develops strategies for rehabilitation, completion and eventual allocation.

The Federal Government has formally transferred 188 completed housing units to the Taraba State Government as part of efforts to expand access to affordable homes and reduce Nigeria’s housing shortage.

The houses, constructed in Jalingo under the National Housing Programme, were handed over to the state government during a ceremony at the Government House.

Minister of Housing and Urban Development, Dr Muttaqa Rabe Darma, presented the housing units to Taraba State Governor, Dr Agbu Kefas.

The Minister of State for Housing and Urban Development, Yusuf Abdullahi Ata, and the ministry’s Permanent Secretary, Dr Shuaib Belgore, were also present at the ceremony.

Darma said the delivery formed part of the Federal Government’s broader commitment to providing decent and affordable accommodation through the Renewed Hope Housing Agenda.

He described housing as an essential human need, stressing that completed government-funded housing projects must be occupied and put to productive use rather than remain vacant.

According to the minister, direct acquisition by state governments could accelerate the allocation of completed federal housing units to Nigerians.

He said the model would enable states to distribute the houses to eligible beneficiaries, including civil servants, security personnel, working families and other residents requiring decent accommodation.

The minister commended the Taraba State Government for acquiring the 188 units, noting that the decision would ensure the houses were allocated without unnecessary delays.

The Federal Government has pledged to include judicial officers and court personnel in its housing interventions across Nigeria.

The Minister of Housing and Urban Development, Muttaqha Darma, made this known in Abuja during a courtesy visit by the Administrator of the National Judicial Institute (NJI), retired Justice Babatunde Adejumo (OFR).

Darma said the ministry would carry the judiciary along as it implements housing projects across the 36 states and the Federal Capital Territory (FCT).

FG Targets Nigeria’s Housing Deficit

The minister said the government remains committed to reducing Nigeria’s housing deficit, which he estimated at about 15 million units.

He acknowledged the scale of the challenge. However, he said sustained commitment, proper planning, strong partnerships and joint efforts could help reduce the gap.

Darma also assured judicial officers and court workers that they would not be excluded from federal housing programmes.

The minister said the housing ministry takes a broad national approach to its projects. The programmes cover different locations and levels of government, including states and local government areas.

Judiciary Seeks Housing Consideration

Adejumo commended the Federal Government for its efforts to tackle the country’s housing shortage.

According to him, members of the judiciary and court staff also face housing challenges. He therefore expressed the NJI’s willingness to work with the ministry through lawful and legitimate partnerships.

Adejumo stressed that such cooperation must respect the independence and constitutional duties of the judiciary.

NJI Offers Training Support

The proposed partnership could also cover training and human capacity development.

Adejumo said the NJI has conference facilities and other resources that the ministry could use for relevant training programmes.

The institute provides training, capacity building and continuing education for judicial officers and court personnel.

He said cooperation between the two institutions could create opportunities for knowledge sharing and professional development.

The partnership could also help both organisations develop training programmes linked to the implementation of housing policies and programmes.

As Nigeria marks World Habitat Day 2025, the Association of Housing Corporations of Nigeria (AHCN), led by its President, ESV. Eno Obongha, has called on the Federal Government, state governments, and relevant authorities to take bold and coordinated steps toward addressing the challenges confronting the nation’s housing sector.

Delivering the State of the Nation’s Housing Address themed “Urban Crisis Response” in Abuja, Obongha described the situation as an unfolding urban emergency that has left millions of citizens struggling with unaffordable rents, the rapid expansion of informal settlements, and deteriorating living conditions in major cities.

“The global economic crisis, which has culminated in inflation and a high cost of living, has taken a toll on our urban centres, with many city dwellers facing severe financial challenges. The loss of jobs and rising unemployment among the youth have resulted in unstable incomes and the inability to pay rent,” he said.

Obongha further urged the Federal Government, state governments, and other relevant agencies to take swift, practical action to bridge the country’s housing deficit. He also emphasized the need for proper harmony and synchronization between state governments and the Renewed Hope Housing Agenda to elevate housing delivery nationwide.

“The Renewed Hope Housing Agenda needs to be properly harmonized and synchronized with state governments, using state housing corporations as agents of delivery to take the agenda to the next level. This will no doubt open up the economy and help drive our recovery by creating employment opportunities for our teeming unemployed youth. Our young people deserve a future free of uncertainty. We envision a new Nigeria where housing becomes the engine of economic growth and that dream is achievable if harmonization is well coordinated and executed.”

Addressing the recurring issues of building collapse, demolition, and illegal construction, Obongha underscored the importance of enforcing building regulations and securing proper approvals before any construction work begins to prevent disasters.

“Most of the buildings that collapse were constructed without approval. Some had fraudulent approvals, while others were built on flood plains. The Town and Country Planning Law specifies zoning for buildable and non-buildable areas, but many people, out of frustration, ignore these rules and later face demolition or flooding. Regulations must be strictly enforced,” he cautioned.

The AHCN, however, commended President Bola Ahmed Tinubu and the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, for the ongoing reforms under the Renewed Hope Housing Programme, which has delivered more than 10,000 housing units across 14 states and the FCT in just two years, a milestone the association noted surpasses the previous administration’s eight-year record of 3,500 units.

Obongha also praised the reforms at the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA), noting that both institutions have expanded single-digit mortgage schemes, attracted over ₦70 billion in private capital, and introduced new initiatives to enhance homeownership among Nigerians.

Concluding his address, the AHCN President called on the government to support ongoing housing initiatives through the provision of land banks, and to strengthen financial and institutional collaboration between the FMBN and the Family Homes Funds Limited (FHFL) in order to significantly reduce Nigeria’s housing deficit.

The question of whether Nigerian Youth will ever truly afford a place to call home remains one of the most pressing issues in the country’s housing sector.

In an exclusive interview with Housing Tv Africa, Managing Director of West Lake Infrastructure and Property Development Company, Bldr. Lawal Magaji shared insights on the challenges and opportunities that define the future of home ownership for Nigerian youths.

According to Magaji, the housing crisis is not just only in Nigeria but the whole world as a result of income inequality and rapid urbanization in major cities across the world, calling for policy reforms and Transformative collaboration between governments and private sectors.

“If you are talking about housing, you need to look at it from different perspectives starting from the global view of the housing sector. All over the world there are issues of housing shortages as a result of income inequality and rapid urbanization, especially in major cities across the world where we have large population without houses.

“All over the world, it is difficult for someone to just bring tons of money and buy a house and walk away. Very few people can afford to do that even in developed countries. That is why we have the mortgage system and so many other financial institutions backed by government to provide subsidized interest rates.” He stated.

He stressed that the future of home ownership lies in deliberate policy reforms, innovative financing, intensive collaboration with government and private sectors as well as creative housing models tailored for the youth.

“We have a very large population and the largest chunk of that population is constituted by the youths, so it is a very large segment that we need to deal. If there is a deliberate effort by the government and the political will is there, honestly we will be able to do a lot, we will be able to reduce the housing deficit especially with regards to the youths.” Magaji explained.

The West Lake chief also highlighted the role of a working mortgage system fostered by subsidized interest rates from the government, calling for the adoption of the provision of social housing to assist the physically challenged, widows and victims of house demolition.

“The government can build what is called Social housing. Social housing can cater for a lot of underprivileged youths. We built about 500 social houses at Kuje in Abuja which was supposed to be continuous but the administration ended, and it was not able to continue for some reasons I cannot say.

“These houses were built for vulnerable people. The government partnered with major companies in the country through CSR budget to fund the construction of those houses. The House accommodated victims of house demolition, HIV patients who faced stigmatization, physically challenged people and widows.”

Despite the hurdles, Magaji expressed optimism that the Renewed Hope Housing Agenda by the current government administration is moving in the right direction to provide Nigerians with affordable homes urging the youths to take advantage of the opportunity.

He further advised government to take advantage of the National Youth Service Corps (NYSC) program to advocate and educate the youths on how to key into the system.

“The Renewed Hope Housing Agenda is a good step by the current administration, but the government needs to do more in terms of advocacy and educate the youths. During their NYSC for instance, the ministry can go there and educate the youths on how to key into the system”

With more than 70 percent of Nigeria’s population under 35, the issue of affordable housing is not just an economic challenge but a social imperative.

Experts like Magaji insist that the next decade will determine whether the country can turn its youthful population into homeowners or leave them confined to a lifetime of renting and overcrowded slum living.

“This project will directly benefit the people and significantly improve housing access in Kwara,” the commissioner stated during visits to communities in Ajase Ipo, Erin Ile, Offa, Oke Onigbin, Ekan Meje, and Osi, spanning Irepodun, Oyun, Offa, Isin, Oke Ero, and Ekiti LGAs.

Earlier visits were also made to Kaiama and Baruten LGAs. At the Emir of Kaiama’s palace, Ogunsola assured residents that the housing scheme would help close the housing deficit in the area. The Emir, represented by Waziri Kaiama, Alhaji Adamu Gene, commended Governor AbdulRahman AbdulRazaq’s efforts in driving development across the state.

In Ilesha-Baruba, the commissioner was received by the Emir, Prof. Halidu Abubakar, who welcomed the project, noting that it would complement ongoing development in the town, including the recently completed Kwara State University campus.

Community leaders across the selected areas expressed support for the project while calling for increased engagement of local businesses in its execution to enhance grassroots economic impact.

77,400 Homes Planned Nationwide

President Bola Tinubu will launch the plan soon. The government wants to build 100 houses in each of the 774 local government areas. This means a total of 77,400 homes across the country. Construction will start after the launch and should finish within a year.

Housing for All Income Levels

The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, explained the goal. The project will help low-income earners, unemployed people, displaced persons, and the vulnerable. It will cover both formal and informal workers.

Affordable Payments

Eighty percent of the homes will be sold to local people. Buyers will pay only one-third of their monthly income. For example, someone earning N30,000 will pay N10,000 per month for a house. The goal is to make homeownership possible, even for people with low incomes.

Free Homes for the Vulnerable

The remaining 20 percent of the houses will be given out for free. These will go to people who have no or very low income, like widows, orphans, and others in need.

Extra Facilities Included

Each housing estate will have basic services. These include a school, a clinic, a police post, a market, and a play area. The aim is to create safe, healthy, and complete communities.

Speaking during a meeting with OUR SOURCE, Dangiwa emphasized the government’s focus on implementing aggressive housing sector reforms nationwide for development.

He highlighted that the Renewed Hope Cities project includes constructing residential buildings across all six geopolitical zones and the Federal Capital Territory.

Additionally, the government is building Renewed Hope Estates in thirty states, with each state receiving two hundred and fifty housing units.

Dangiwa also announced plans to construct at least one hundred housing units in every local government across Nigeria.

This initiative, part of the Renewed Social Housing scheme, will deliver seventy-seven thousand, four hundred housing units nationwide when completed.

He assured that his ministry remains committed to reducing housing deficits and fostering urban development across all regions.

Dangiwa urged media collaboration to enhance public awareness of government initiatives aimed at improving housing conditions for Nigerians.
