										<content:encoded><![CDATA[<p><img width="640" height="359" src="https://www.housingtvafrica.com/wp-content/uploads/2026/08/lugbe-residents.webp" class="attachment-post-thumbnail size-post-thumbnail wp-post-image" alt="" decoding="async" /></p><p class="PDq2pG_selectionAnchorContainer" data-start="662" data-end="1001">Residents of the <strong data-start="679" data-end="737">Federal Housing Authority (FHA) Estate in Lugbe, Abuja</strong>, have called on the FHA and the <strong data-start="770" data-end="818">Federal Capital Development Authority (FCDA)</strong> to clarify the status of the estate&#8217;s master plan following a dispute over proposed construction along a road corridor within the neighbourhood.</p>
<p data-start="1003" data-end="1252">The residents of <strong data-start="1020" data-end="1033">1Q 3 Road</strong> made the demand during a protest on August 10, 2026, expressing concerns that construction along the disputed corridor could affect access, drainage and movement within the estate.</p>
<h3 data-section-id="wb2rb0" data-start="1254" data-end="1304">Residents Demand Verification of Estate Layout</h3>
<p data-start="1306" data-end="1492">Speaking on behalf of the residents, <strong data-start="1343" data-end="1358">Daniel Agwu</strong> said the community was not opposed to legitimate development but wanted any construction to comply with the estate&#8217;s approved layout.</p>
<p data-start="1494" data-end="1648">He called on the relevant authorities to suspend construction along the disputed corridor until its status is verified against the approved estate layout.</p>
<p data-start="1650" data-end="1886">The residents also requested the publication of the original master plan to enable property owners to identify designated roads, drainage corridors and other public infrastructure within the estate.</p>
<h3 data-section-id="x1mke" data-start="1888" data-end="1936">Access and Drainage at the Centre of Dispute</h3>
<p data-start="1938" data-end="2079">Residents said the disputed corridor serves as an important access route within the estate and also helps channel stormwater during rainfall.</p>
<p data-start="2081" data-end="2245"><strong data-start="2081" data-end="2102">Opeyemi Ayedinran</strong>, a resident, said the route provides access to the market and other parts of the neighbourhood while also functioning as a stormwater channel.</p>
<p data-start="2247" data-end="2429">Residents consequently warned that construction blocking the corridor could restrict movement and worsen drainage problems within the community.</p>
<p data-start="2431" data-end="2600">The concerns are particularly significant because drainage and access infrastructure directly affect the safety, usability and long-term value of residential properties.</p>
<h3 data-section-id="19ftkeu" data-start="2602" data-end="2645">Residents Cite Environmental Assessment</h3>
<p data-start="2647" data-end="2766">The residents also referred to an environmental assessment conducted by <strong data-start="2719" data-end="2747">Green Engagement Limited</strong> and dated July 31.</p>
<p data-start="2768" data-end="2920">According to the residents, the assessment identified evidence of surface runoff, localised erosion and terrain depressions along the disputed corridor.</p>
<p data-start="2922" data-end="3054">They said the assessment recommended suspending construction pending verification of the approved estate layout by the FHA and FCDA.</p>
<p data-start="3056" data-end="3275">The residents subsequently called for improved drainage infrastructure and greater consultation before changes are made to infrastructure or land-use arrangements within the estate.</p>
<h3 data-section-id="71637a" data-start="3277" data-end="3316">Petition Had Earlier Been Submitted</h3>
<p data-start="3318" data-end="3488">The Chairman of the residents&#8217; association, <strong data-start="3362" data-end="3377">Musa Daniel</strong>, said the community became concerned after learning that a developer intended to construct along the corridor.</p>
<p data-start="3490" data-end="3638">He said residents had previously submitted a petition to the FHA through their lawyer but had not received a response before construction commenced.</p>
<p data-start="3640" data-end="3841">According to him, the matter was also reported to the Lugbe Police Station, which intervened and advised that construction should await clarification from the FHA.</p>
<h3 data-section-id="c6vx55" data-start="3843" data-end="3876">FHA Directs Residents to FCDA</h3>
<p data-start="3878" data-end="4049">Responding to the concerns, <strong data-start="3906" data-end="3925">Kenneth Chigelu</strong>, Public Relations Officer of the FHA, advised residents to approach the FCDA for clarification on the estate&#8217;s master plan.</p>
<p data-start="4051" data-end="4160">He also said residents could submit complaints at the FHA zonal office in Lugbe or through its Servicom unit.</p>
<p data-start="4162" data-end="4350">The FHA representative advised residents to present the master plan and relevant allocation documents when seeking clarification on the disputed area.</p>
<h3 data-section-id="9efrjx" data-start="4352" data-end="4390">Why Master Plans Matter to Housing</h3>
<p data-start="4392" data-end="4516">The dispute highlights the importance of maintaining and enforcing approved master plans in established residential estates.</p>
<p data-start="4518" data-end="4794">Master plans determine the intended arrangement of <strong data-start="4569" data-end="4658">roads, drainage networks, public spaces, utilities and other community infrastructure</strong>. Changes to these elements can affect existing residents, future development and property values.</p>
<p data-start="4796" data-end="4992">For developers and property owners, access to accurate planning information is therefore critical. Unclear land-use designations can create disputes, restrict access and increase investment risks.</p>
<p data-start="4994" data-end="5280">The Lugbe case also demonstrates why drainage considerations should be part of development decisions. Where a corridor serves both transportation and stormwater functions, obstructing it could create wider environmental and infrastructure problems.</p>

The exercise is intended to improve drainage infrastructure ahead of the peak rainy season and reduce the risk of flood-related disasters.</p>
<p data-start="886" data-end="1318">The demolition, which began along <strong data-start="920" data-end="937">Oyemekun Road</strong>, is being jointly carried out by the <strong data-start="975" data-end="1041">Ondo State Ministry of Physical Planning and Urban Development</strong> and the Office of the Special Adviser to the Governor on Technical and Ecological Control. Government officials said the affected structures were found to be obstructing natural drainage channels and violating approved planning standards.</p>
<p data-start="1320" data-end="1815">Commissioner for Physical Planning and Urban Development, <strong data-start="1378" data-end="1396">Sunday Olajide</strong>, represented by the Permanent Secretary of the ministry’s Building Control Unit, <strong data-start="1478" data-end="1499">Abimbola Tofowomo</strong>, warned developers and property owners against erecting buildings on waterways or within government setbacks without the necessary approvals. He reiterated that the government would continue enforcing planning regulations to promote orderly urban development and public safety.</p>
<p data-start="1817" data-end="2263">The Special Adviser to the Governor on Technical and Ecological Control, <strong data-start="1890" data-end="1908">Elisha Ebijimi</strong>, disclosed that owners of the affected properties had been served statutory notices before the demolition commenced. He explained that the operation would pave the way for the expansion of blocked drainage channels and the construction of concrete retaining walls to improve stormwater management and reduce erosion.</p>
<p data-start="2265" data-end="2619">According to Ebijimi, inspections revealed deliberate obstruction of drainage openings, resulting in trapped stormwater beneath sections of the road. Engineers have since begun clearing the affected areas to restore water flow and assess the integrity of the road infrastructure before rehabilitation works continue.</p>

She said strategic investments in transportation, housing, and public infrastructure are necessary to accommodate population growth and improve residents&#8217; quality of life.</p>

Muttaqha Rabe Darma</strong>, and the UN-Habitat Regional Director for Africa, <strong data-start="2223" data-end="2238">Oumar Sylla</strong>, during which both parties reaffirmed their commitment to deepening cooperation on sustainable urban planning, affordable housing delivery, climate resilience, slum upgrading, institutional capacity building, and the implementation of Nigeria’s National Urban Development Policy.</p>

<p data-start="1304" data-end="1733">Adeoye described regulation as the foundation of a safe and orderly built environment, noting that transparent and effective oversight would create a framework that protects lives and property while encouraging investment and sustainable urban growth. He maintained that stronger enforcement of existing standards is essential to improving the quality and safety of buildings across Nigeria.</p>
<p data-start="1735" data-end="2160">The REDAN president also highlighted the importance of credible housing data, describing the National Housing Data Programme as a major step towards evidence-based policymaking and improved housing delivery. He noted that Nigeria&#8217;s housing sector has operated for years without comprehensive data, forcing policymakers and investors to rely on estimates rather than verified information.</p>

<p data-start="1279" data-end="1684">According to Inegbu, the lack of reliable housing data has continued to hamper policy formulation, investment planning, and regulatory oversight within Nigeria’s housing sector. He explained that countries with well-developed housing information systems are better positioned to attract investment, improve housing finance, and implement effective housing programmes.</p>
<p data-start="1686" data-end="2116">He called for stronger collaboration among government agencies, financial institutions, developers, professional bodies, and research organisations to establish an integrated national housing database. Such a system, he said, would support evidence-based policymaking, improve market transparency, strengthen mortgage financing, and enhance confidence among local and international investors.</p>

Abubakar Momoh, has urged the Nigerian Institute of Town Planners (NITP) to intensify its engagement with the National Assembly in pursuing constitutional amendments that would strengthen physical planning and regional development across Nigeria. <p data-start="567" data-end="992">Speaking during a meeting with the leadership of the NITP in Abuja, the minister advised the institute to advocate for the transfer of town planning from the residual legislative list to the concurrent legislative list. According to him, such a constitutional amendment would provide a stronger legal framework for effective physical planning and regional development across the country.</p>
<p data-start="994" data-end="1467">Momoh also responded to the institute&#8217;s request for increased recruitment of professional town planners into the federal civil service. He explained that employment decisions fall under the responsibility of the Federal Civil Service Commission but directed the ministry&#8217;s Permanent Secretary to formally document the manpower needs and forward them to the appropriate authorities for consideration during future recruitment exercises.</p>
<p data-start="1469" data-end="2039">The minister further encouraged town planning consultants to register with relevant federal agencies to improve their eligibility for consultancy opportunities. He also disclosed that the Ministry of Regional Development has submitted four strategic policy frameworks to the Federal Executive Council, focusing on spatial equity, regional economic transformation, infrastructure connectivity, and human capital development. He noted that professional town planners would play a key role in implementing these policies once approved.</p>
<p data-start="2041" data-end="2452">Earlier, NITP President, Dr. Ogbonna Chime, called for stronger collaboration between the institute and the ministry. He advocated the establishment of a dedicated town planning department within the ministry, increased recruitment of qualified town planners, and greater involvement of professionals in preparing and implementing regional development plans across Nigeria.</p>
<p data-start="2454" data-end="2700">Stakeholders believe the proposed constitutional amendment could strengthen urban planning, improve land use management, and support more sustainable infrastructure and housing development across the country.</p>

<p data-start="434" data-end="825">Speaking at the institution&#8217;s 60th Annual General Meeting and Conference in Kano, NIS President, <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Pius Chukwuemeka Eze</span></span>, said Nigeria needs a comprehensive and unified digital cadastral system to unlock its full economic potential. He proposed a &#8220;one local government, one digital parcel map&#8221; initiative covering all parts of the country.</p>
<p data-start="827" data-end="1214">According to Eze, accurate geospatial information is essential for infrastructure development, agriculture, urban planning, environmental management, and national security. He noted that reliable mapping systems would help resolve land disputes, strengthen property registration processes, and improve revenue generation at all levels of government.</p>
<p data-start="1216" data-end="1681">The surveyors&#8217; body also stated that geospatial information has become increasingly important in today&#8217;s digital economy because development planning and investment decisions depend heavily on accurate spatial data. The institution maintained that surveyors possess the technical expertise required to execute the proposed digital mapping programme and called for stronger political support and funding to drive implementation.</p>
<p data-start="1683" data-end="2124">Eze further urged governments to integrate surveying professionals more effectively into infrastructure planning and execution, arguing that better use of geospatial intelligence could improve decision-making and address several developmental challenges. He also advocated the completion of the National Cadastral Infrastructure and increased investment in surveying technology and capacity development.</p>
<p data-start="2126" data-end="2565">The institution proposed the establishment of a zonal geospatial institute in Kano to train professionals in emerging technologies and strengthen the country&#8217;s geospatial capabilities. Stakeholders believe a nationwide digital land mapping system could significantly improve land governance, support economic planning, and attract greater investment into Nigeria&#8217;s property and infrastructure sectors.</p>

<p>The call was made in a statement marking the 2026 World Environment Day, where the foundation urged governments, private sector actors, and citizens to prioritise responsible environmental management and orderly urban development.</p>
<h4>Urbanisation Driving Environmental Challenges</h4>
<p>According to the foundation, rapid urbanisation in Nigeria and other developing countries has intensified environmental and infrastructural challenges.</p>
<p>These include flooding, traffic congestion, pollution, indiscriminate development, housing shortages, and climate-related disasters.</p>
<p>Founder of the foundation, Nathaniel Atebije, said these challenges highlight the urgent need for effective physical planning as a strategic tool for environmental sustainability, economic growth, and social stability.</p>
<p>The foundation stressed that no nation can achieve resilient and sustainable cities without strict adherence to sound urban and regional planning principles.</p>
<p>It described physical planning as one of the most effective tools for:</p>
<ul>
<li>Orderly urban development</li>
<li>Environmental protection</li>
<li>Disaster risk reduction</li>
<li>Efficient land use management</li>
<li>Creation of livable human settlements</li>
</ul>
<h4>Call for Stronger Institutions and Enforcement</h4>
<p>The organisation urged all levels of government to strengthen planning institutions and enforce development control regulations.</p>
<p>It also called for the preparation and implementation of functional regional, urban, and local development plans across the country.</p>
<p>The foundation further insisted that planning approvals and infrastructure decisions should be guided by qualified indigenous planning professionals with strong knowledge of local environmental and socio-economic conditions.</p>
<h4>Private Sector and Developers Urged to Comply</h4>
<p>The foundation appealed to corporate organisations, private developers, financial institutions, and individuals to integrate physical planning principles into all development projects and investment decisions.</p>
<p>It warned that developments carried out without proper planning often lead to:</p>
<ul>
<li>Environmental hazards</li>
<li>Economic losses</li>
<li>Avoidable disputes</li>
<li>Unsustainable urban growth patterns</li>
</ul>
<h4>Underutilisation of Local Expertise</h4>
<p>The statement noted that Nigeria has a pool of highly trained indigenous professionals in the built environment sector whose expertise remains underutilised in national development.</p>
<p>It stressed that involving town planners and related experts in project design, site selection, environmental management, and infrastructure planning is both a legal requirement and a long-term investment in sustainability.</p>
<h4>Need to Update and Enforce Master Plans</h4>
<p>The foundation also called for a comprehensive review and implementation of urban and regional master plans to reflect Nigeria’s rapid population growth and climate change realities.</p>
<p>It urged strict enforcement of development control regulations to prevent illegal structures and encroachment on floodplains, road setbacks, green areas, and utility corridors.</p>
<h4>Commitment to Advocacy and Awareness</h4>
<p>Reaffirming its mission, the foundation said it remains committed to promoting planning consciousness, environmental sustainability, housing advocacy, and responsible urban governance through research, policy advocacy, and public enlightenment.</p>
<p>“We call on all citizens to become active partners in protecting our environment and building cities that are inclusive, safe, resilient and sustainable for present and future generations,” the group stated.</p>
