Housing Ministry Hosts Leadership Retreat, Signs 2025 Performance Contracts

The Federal Ministry of Housing and Urban Development has reaffirmed its commitment to results-driven governance with the conclusion of a two-day ministerial retreat focused on the Performance Management System (PMS) and the official signing of 2025 performance contracts by directors and unit heads.

Held in Abuja on July 3 and 4, 2025, the retreat brought together senior officials of the ministry to align on deliverables and accountability mechanisms for the year under review.

Declaring the retreat open, Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, described the gathering as a strategic leadership forum, emphasizing that it was designed to instill a culture of efficiency and service delivery across all departments. He underscored the retreat’s significance in the context of increased public expectations and presidential oversight.

“This is not a routine administrative activity—it is a reaffirmation of our commitment to performance, transparency, and results,” Dangiwa stated. “The Presidential Performance Bond we signed is a pact with Nigerians, tracked through detailed scorecards and real-time dashboards by the Central Delivery Coordinating Unit.”

The minister stressed the need for full implementation of the Results-Based Performance Management System, noting that every officer must align with key performance indicators (KPIs) and accountability frameworks tailored to the Ministry’s strategic goals.

Key 2025 deliverables highlighted during the retreat include the construction of 20,000 affordable housing units under the Renewed Hope Housing Programme, aimed at job creation and economic stimulation; the development of fiscal incentives to boost local production of building materials; and the expansion of the National Land Registration and Documentation Programme (NLRDP) in partnership with state governments.

In his keynote remarks, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore, reaffirmed that PMS is now a mandatory feature of public sector governance as stipulated in the Revised Public Service Rules of 2021.

“The institutionalization of performance management is not optional; it is essential for transparency, identifying capacity gaps, and ensuring every official contributes meaningfully to national development,” Belgore said.

The retreat concluded with the formal signing of performance contracts, reinforcing a ministry-wide resolve to deliver on national housing and urban development priorities in 2025.
