Housing Ministry Targets 20,000 Homes in 2025, Emphasizes Performance-Driven Delivery

The Federal Ministry of Housing and Urban Development has reaffirmed its commitment to results-based governance through the full implementation of the Performance Management System (PMS), aimed at accelerating service delivery and fulfilling the government’s housing mandate.

Speaking during the 2025 Ministerial Retreat and Performance Contract Signing Ceremony in Abuja, the Minister of Housing and Urban Development emphasized that PMS is central to achieving the administration’s Renewed Hope Agenda. The event focused on aligning departmental goals with national development priorities.

Key deliverables for 2025 include the nationwide construction of 20,000 housing units, development of fiscal incentives to boost local production of building materials, expansion of land documentation programs, and the establishment of a National Land Commission to institutionalize land reforms.

The ministry stressed that these objectives are not aspirational but measurable targets tied directly to the performance bond signed by all ministers. Progress will be tracked using dashboards and scorecards developed by the Central Delivery Coordinating Unit.

The retreat also served as a forum to review past achievements, address bottlenecks, and reinforce accountability mechanisms. It was noted that departments must eliminate delays in procurement, approvals, and site preparation to meet the 2025 housing targets.

In addition, the ministry pledged to expand access to land through the National Land Registration and Documentation Programme and create incentives that reduce construction costs while attracting private investment.

Officials emphasized the role of digital tools, transparency, and interdepartmental collaboration in driving efficient service delivery. Performance contracts were signed by departmental heads, with clear consequences for non-compliance.

The retreat concluded with a renewed focus on institutional accountability, effective implementation of the PMS framework, and alignment of operations with national economic goals.
