The Federal Government has given a 14-member ministerial committee six weeks to develop a practical implementation strategy for wide-ranging reforms in Nigeria’s housing and built-environment sector.

Minister of Housing and Urban Development, Engr. Muttaqa Rabe Darma, inaugurated the committee in Abuja and directed its members to convert recommendations from housing stakeholders into measurable actions.

The panel is officially known as the Ministerial Committee on the Implementation Framework for the Validated Stakeholder Resolutions on Housing Sector Reforms.

Its members were drawn from technical departments of the Ministry of Housing and Urban Development and relevant housing agencies.

The ministry’s Permanent Secretary, Dr Shuaib Belgore, was appointed chairman of the committee.

Under its terms of reference, the panel is expected to coordinate the implementation of approved reform measures and develop a detailed work plan identifying priorities, timelines, responsibilities and expected results.

The committee will also monitor progress and ensure that agencies or departments assigned specific responsibilities complete them within the approved timeframe.

Darma explained that the reform recommendations emerged from an earlier stakeholders’ validation conference, where participants examined housing data and proposed measures for repositioning the sector.

The recommendations have been divided into three categories: measures the ministry can implement immediately, proposals requiring approval from the Presidential Council and reforms that will require legislative action.

According to the minister, the government’s responsibility extends beyond the direct construction of houses. It must also create an enabling environment in which individuals, developers, investors and financial institutions can increase housing supply.

Darma identified stronger regulation as an important requirement for improving standards and unlocking the economic potential of Nigeria’s built environment.

He cited 2025 data indicating that the sector contributes approximately 17 per cent to the Nigerian economy, compared with between 22 and 27 per cent in countries such as South Africa and Kenya.

The minister expressed confidence that better policies, improved regulation and coordinated implementation could help the Nigerian housing sector increase its contribution to national economic growth.

He urged the committee to approach its assignment with urgency and produce a workable strategy within the six-week deadline.

Responding on behalf of the panel, Belgore said the committee had received a working document that would be reviewed to identify gaps and strengthen the proposed implementation framework.

He said the committee would focus on immediate interventions while preparing reforms requiring consideration by the Federal Executive Council or the National Assembly.

Belgore added that further consultations would be held with stakeholders to build broad support and ensure that the reforms reflected the needs of professionals, developers, financiers, artisans and other participants in the housing industry.

Standardising professional practices and improving coordination among engineers, architects, builders, artisans and other construction workers will also form part of the reform process.

Managing Director of the Federal Mortgage Bank of Nigeria, Shehu Usman Osidi, welcomed the initiative but warned that sustained stakeholder engagement would be critical to its success.

Osidi recalled that previous efforts to amend the National Housing Fund and FMBN Acts, as well as a proposed ₦500 billion recapitalisation of the mortgage bank, encountered stakeholder resistance.

He advised the committee to apply lessons from those experiences and ensure that affected groups were properly consulted before major changes were implemented.

The Federal Housing Authority also pledged its cooperation with the committee and expressed confidence that the reforms could improve housing delivery across the country.

While the inauguration represents another step towards reforming the sector, the initiative’s success will depend on whether the committee’s recommendations are implemented, funded and supported by the necessary executive and legislative approvals.

The Federal Government has inaugurated a 14-member ministerial committee to develop an implementation framework for reforms in Nigeria’s housing and built-environment sector.

Minister of Housing and Urban Development, Dr Muttaqha Rabe Darma, inaugurated the committee in Abuja and directed its members to submit a practical implementation strategy within six weeks.

The committee is chaired by the ministry’s Permanent Secretary, Dr Shuaib Belgore. Its membership includes officials from relevant housing agencies and the ministry’s technical departments.

The committee was established following a stakeholder validation conference convened to examine national housing-deficit data and determine policy priorities for transforming the sector.

Its responsibilities include coordinating the implementation of the validated reforms and developing a detailed work plan containing priority actions, timelines and measurable deliverables.

Members are also expected to monitor progress and ensure that responsibilities assigned to the ministry, its agencies and other institutions are completed within the approved timelines.

Darma explained that the recommendations adopted at the stakeholder conference had been divided into three categories.

The first category covers reforms that the housing ministry can implement immediately through administrative action. The second consists of measures requiring consideration and approval by the Presidential Council, while the third covers proposals that require legislation.

The classification is expected to help the ministry determine the appropriate implementation route for each recommendation and reduce delays associated with institutional approvals.

According to the minister, the government’s responsibility is either to provide homes directly or establish an enabling environment in which Nigerians can build, rent or purchase suitable accommodation.

He also called for stronger regulation of the built environment to improve professional standards, protect consumers and increase the sector’s contribution to national development.

Citing 2025 data from the National Bureau of Statistics, Darma said housing and the broader built-environment sector contributed about 17 per cent to Nigeria’s economy.

He compared the figure with contributions ranging between 22 and 27 per cent in countries such as South Africa and Kenya, arguing that appropriate reforms could help Nigeria close the gap.

The minister said an efficient housing industry could contribute more substantially to economic growth through construction activity, job creation, local building-material production, mortgage expansion and real estate investment.

He urged the committee to treat its assignment with urgency and produce an implementation plan capable of translating stakeholder recommendations into measurable outcomes.

The development comes as the government faces growing calls to address high construction costs, difficult access to land, limited mortgage finance, weak regulation and the shortage of affordable homes.

The committee’s effectiveness will depend on whether its recommendations lead to clear policy decisions, enforceable standards and coordinated action among the ministry, housing agencies, financial institutions and private developers.

Its report is also expected to indicate which reforms can be implemented quickly and which will require executive or legislative intervention.

The Federal Ministry of Housing and Urban Development is considering closer cooperation with the Chartered Institute of Project Managers of Nigeria to strengthen the planning, monitoring and delivery of housing projects across the country.

The proposed collaboration followed a meeting in Abuja between the Minister of Housing and Urban Development, Engr. Muttaqa Rabe Darma, and a delegation from the institute.

Darma said the engagement provided the ministry with a clearer understanding of CIPMN’s statutory responsibilities and the importance of professional project management to national development.

According to the minister, effective project management is essential to the successful implementation of housing programmes because the sector involves numerous professionals, contractors and skilled workers.

Housing projects require the coordinated contributions of architects, engineers, quantity surveyors, builders, artisans and other practitioners. Darma said proper planning and supervision were consequently necessary to achieve the intended results.

He explained that his academic and professional background had exposed him to project-management practice and strengthened his belief in its relevance to public-sector development.

The minister said Nigeria must pursue excellence in the execution of public projects and ensure that government investments produce measurable outcomes.

Darma also indicated that he would review the legislation establishing CIPMN, including the institute’s present institutional placement.

He observed that its mandate was closely connected to housing, construction and the wider built environment, where project coordination and professional accountability are particularly important.

Registrar-General and Chief Executive Officer of CIPMN, Henry Ifeanyi Mbadiwe, said the institute was established by law to regulate and professionalise project-management practice in Nigeria.

Mbadiwe explained that CIPMN’s responsibilities include ensuring that people entrusted with managing projects possess the appropriate skills, competence and professional qualifications.

The institute disclosed that it had worked with the National Universities Commission to develop a core curriculum for project-management education.

It has also undertaken capacity-building programmes involving the Industrial Training Fund, Nigeria Police Force, Nigerian Army and Lagos State Government.

CIPMN expressed its readiness to support the housing ministry by strengthening the capacity of officials responsible for project planning, implementation, coordination and monitoring.

A structured partnership could help the ministry address recurring problems such as delayed delivery, weak supervision, cost overruns and abandoned housing projects.

However, the effectiveness of the collaboration will depend on the adoption of measurable delivery timelines, transparent reporting systems and clear accountability for contractors and project managers.

Professional project management could also improve value for public funds and accelerate the delivery of homes and supporting infrastructure under federal housing programmes.

Permanent Secretary of the ministry, Dr Shuaib Belgore, disclosed this while receiving a delegation from the company during a courtesy visit in Abuja.

TEC Engineering Company Nigeria Limited is a subsidiary of China Railway International Group.

Belgore said Nigeria remained open to credible investments and partnerships capable of supporting national development, particularly efforts to provide affordable housing and reduce the country’s housing shortage.

According to him, the ministry is pursuing several housing-delivery options, including direct government construction, public-private partnerships and collaboration with private developers possessing the capacity to execute projects on a large scale.

He said the Federal Government intends to make significant progress in addressing Nigeria’s estimated housing deficit of about 15 million units over the next decade. Achieving this objective, he noted, would require stronger private-sector participation.

The Permanent Secretary explained that the government’s urban-renewal programme extends beyond residential construction to the provision and improvement of essential infrastructure.

These interventions include roads, water supply, drainage systems, electricity, healthcare facilities and other amenities needed to improve living conditions within communities.

Belgore also commended TEC Engineering for the progress recorded on the reconstruction of covered conduits and roads in Kano State. He acknowledged delays in budgetary releases and urged the company to maintain the pace of work while the relevant funding provisions were being addressed.

President of China Railway International Group, Zhao Jinxiang, thanked the ministry for awarding the Kano project to TEC Engineering.

Jinxiang said the company would continue working on the project despite challenges encountered at the site.

He added that the delegation’s visit was intended to identify further areas of cooperation with the housing ministry, including urban infrastructure, underground ducts, wastewater management and sewage-treatment projects.

The discussions signal potential collaboration between the Federal Government and the Chinese engineering company. However, no specific housing target, investment value, project location or implementation timetable was announced.

The houses, constructed in Jalingo under the National Housing Programme, were handed over to the state government during a ceremony at the Government House.

Minister of Housing and Urban Development, Dr Muttaqa Rabe Darma, presented the housing units to Taraba State Governor, Dr Agbu Kefas.

The Minister of State for Housing and Urban Development, Yusuf Abdullahi Ata, and the ministry’s Permanent Secretary, Dr Shuaib Belgore, were also present at the ceremony.

Darma said the delivery formed part of the Federal Government’s broader commitment to providing decent and affordable accommodation through the Renewed Hope Housing Agenda.

He described housing as an essential human need, stressing that completed government-funded housing projects must be occupied and put to productive use rather than remain vacant.

According to the minister, direct acquisition by state governments could accelerate the allocation of completed federal housing units to Nigerians.

He said the model would enable states to distribute the houses to eligible beneficiaries, including civil servants, security personnel, working families and other residents requiring decent accommodation.

The minister commended the Taraba State Government for acquiring the 188 units, noting that the decision would ensure the houses were allocated without unnecessary delays.

Beyond increasing the supply of homes, the Federal Government said its housing programme was designed to generate employment in the construction industry and facilitate the emergence of sustainable communities.

Receiving the houses on behalf of the state, Governor Kefas thanked the Federal Government and the Ministry of Housing and Urban Development for the intervention.

He described the handover as an important contribution to Taraba’s efforts to improve access to affordable housing.

Kefas assured prospective beneficiaries that the state government would introduce a transparent allocation process to ensure the properties reached those who genuinely needed them.

The Federal Ministry of Housing and Urban Development encouraged other state governments to consider adopting a similar acquisition model.

It explained that the approach could reduce the number of completed but unoccupied government houses while accelerating their transfer to citizens.

The 188 homes form part of the National Housing Programme implemented across the federation. The programme complements the Renewed Hope Cities and Estates initiative, which places emphasis on affordability, quality, accessibility and increased housing delivery.

The handover marks another step in the government’s attempt to move completed housing units from public inventory into active occupation, particularly as Nigeria continues to confront a substantial housing deficit.

The Minister of Housing and Urban Development, Muttaqha Darma, made this known in Abuja during a courtesy visit by the Administrator of the National Judicial Institute (NJI), retired Justice Babatunde Adejumo (OFR).

Darma said the ministry would carry the judiciary along as it implements housing projects across the 36 states and the Federal Capital Territory (FCT).

FG Targets Nigeria’s Housing Deficit

The minister said the government remains committed to reducing Nigeria’s housing deficit, which he estimated at about 15 million units.

He acknowledged the scale of the challenge. However, he said sustained commitment, proper planning, strong partnerships and joint efforts could help reduce the gap.

Darma also assured judicial officers and court workers that they would not be excluded from federal housing programmes.

The minister said the housing ministry takes a broad national approach to its projects. The programmes cover different locations and levels of government, including states and local government areas.

He added that the ministry would continue to seek partnerships with institutions that can support the Renewed Hope Housing Agenda.

Judiciary Seeks Housing Consideration

Adejumo commended the Federal Government for its efforts to tackle the country’s housing shortage.

He also called on the ministry to consider the housing needs of judicial officers and court personnel when allocating homes under its housing programmes.

According to him, members of the judiciary and court staff also face housing challenges. He therefore expressed the NJI’s willingness to work with the ministry through lawful and legitimate partnerships.

Adejumo stressed that such cooperation must respect the independence and constitutional duties of the judiciary.

NJI Offers Training Support

The proposed partnership could also cover training and human capacity development.

Adejumo said the NJI has conference facilities and other resources that the ministry could use for relevant training programmes.

The institute provides training, capacity building and continuing education for judicial officers and court personnel.

He said cooperation between the two institutions could create opportunities for knowledge sharing and professional development.

The partnership could also help both organisations develop training programmes linked to the implementation of housing policies and programmes.

Housing and Public Sector Welfare

The discussion highlights the wider role of housing in public-sector welfare.

Government housing programmes do not only involve the construction of homes. They also involve land, infrastructure, finance, allocation and access to suitable locations.

For the housing and construction sectors, wider government housing programmes can also support demand for new developments. They can create opportunities for developers, contractors, financiers and other professionals across the property value chain.

The inclusion of judicial officers and court personnel could therefore form part of a broader effort to address housing needs among public-sector workers.

The Federal Government’s engagement with the NJI also shows the importance of institutional partnerships in delivering housing programmes. As Nigeria works to reduce its housing deficit, effective planning and transparent implementation will remain important to expanding access to decent housing.

Nigeria’s housing crisis is deepening as rents rise faster than the income of many households. The problem is most visible in Lagos, where a large housing shortage continues to push up rental costs.

The crisis goes beyond a lack of houses. Many Nigerians also live in overcrowded homes or buildings without basic services. This makes access to safe and decent housing an urgent economic and social issue.

Nigeria’s Housing Deficit Remains High

The Federal Ministry of Housing and Urban Development estimates Nigeria’s housing deficit at between 14.9 million and 15.2 million units as of early 2026.

The figure is lower than earlier estimates of more than 20 million units. However, it still shows a major gap between housing supply and demand.

The shortage also includes homes that do not meet basic standards. Poor building quality, overcrowding and limited access to basic services remain part of the problem.

Lagos Faces Severe Housing Pressure

Lagos has one of the clearest examples of Nigeria’s housing challenge. The state’s housing deficit is estimated at more than 3.4 million units.

The city continues to attract people seeking jobs and business opportunities. However, housing supply has not grown fast enough to meet demand.

Rents have therefore increased across many parts of the state. A basic self-contained apartment can now cost between ₦1 million and ₦1.5 million a year in areas such as Ajegunle, Ikorodu and Agege.

For many low-income workers and small business owners, these prices are difficult to sustain. High rent can take a large share of household income and leave little money for other needs.

High Construction Costs Push Up Rents

The cost of building homes is another major factor behind rising rents.

Prices of cement, iron rods, roofing materials and other building inputs have increased. Inflation and the depreciation of the naira have added to the pressure on developers.

Industrialist Aliko Dangote has also raised concerns about government charges in the cement value chain. He claimed that such charges account for as much as 56 kobo of every ₦1 earned from cement sales.

Higher production and development costs can eventually affect the price of homes. Developers may pass part of these costs to buyers and tenants through higher property prices and rents.

Land Costs and Informal Charges Add Pressure

The cost of acquiring and developing land is another challenge for Nigeria’s housing sector.

Land documentation can be slow and expensive. Land grabbing and property racketeering can also increase acquisition costs and create risks for genuine developers.

Informal charges can add to the burden. Local groups may demand payments before construction materials are discharged at development sites.

Estate agents can also add significant costs for tenants. The source notes that some agents charge as much as 20 per cent of annual rent as commission.

Regulation Remains a Challenge

Building regulation is another part of the housing problem.

The Lagos State Building Control Agency is responsible for enforcing building standards. However, concerns over inconsistent enforcement and alleged corruption have been raised.

Developers can also face several approval processes and informal payments. These additional costs may eventually affect the price of housing.

More efficient building approvals could help reduce delays and lower development costs. Strong enforcement is also needed to ensure that new homes meet safety standards.

Housing Supply Is Not Meeting Demand

Population growth and migration continue to increase demand for housing in Lagos.

At the same time, private developers face high construction costs and limited access to affordable finance. Many therefore focus on higher-value properties that offer stronger returns.

This can leave low- and middle-income households with fewer affordable options.

Government housing programmes can help close this gap. However, affordable housing needs to be delivered at a scale that matches the size of the demand.

Rising Rent Has Wider Economic Effects

The impact of high rent extends beyond the housing market.

When households spend more on accommodation, they have less money for food, education and healthcare. Housing instability can also affect family welfare and economic productivity.

This means Nigeria’s housing crisis is also an economic issue. High housing costs can reduce household spending power and make it harder for workers to build financial security.

Lagos Tenancy Law Offers Some Protection

Recent tenancy legislation in Lagos seeks to address some problems faced by tenants. These include excessive advance rent demands and arbitrary evictions.

However, tenancy rules alone cannot solve the housing shortage.

More homes must be built, while access to housing finance must improve. Land administration and building approval processes also need to become faster and more transparent.

Technology Could Improve the Rental Market

Technology could help make the rental market more transparent.

A central digital platform for rent payments and tenancy records could improve accountability. It could also make it easier to track transactions between landlords, agents and tenants.

Rent controls may also provide relief in some areas. However, such measures must be carefully designed. Poorly designed controls could reduce private investment and make the housing shortage worse.

Affordable Housing Requires More Investment

Nigeria needs greater investment in affordable housing for low- and middle-income households.

Public-private partnerships could support this goal if projects are designed around clear social and housing objectives. Government can also reduce construction costs through tax reforms and incentives for local production.

Better supply chains could further reduce the cost of building materials. Affordable housing finance would also make it easier for more Nigerians to rent or buy decent homes.

A Wider Housing Reform Is Needed

Nigeria’s housing challenge cannot be solved by building houses alone.

Land administration, construction costs, building regulation, housing finance and rental practices all affect the final cost of housing.

As rents continue to rise, the need for coordinated action is becoming more urgent. Expanding affordable housing supply while improving regulation and access to finance will be critical to making decent housing more accessible to Nigerians.

The land has a history that dates back to 1992.

The then Federal Ministry of Works and Housing allocated residential and service plots in the Dukpa scheme for private development.

The Federal Government later revoked the allocations and other interests in the area. It cited the need to use the land for the National Housing Programme (NHP).

Government Cites Land Use Act

The Ministry of Housing and Urban Development said the relocation process follows Section 28(2B) of the Land Use Act, Cap 202, Laws of the Federation of Nigeria (as amended).

The ministry said it has secured an alternative site within Gwagwalada for eligible allottees.

The final verification will help the government confirm which claims qualify for the relocation.

Implications for Abuja Housing

Industry stakeholders believe the reforms could unlock greater homeownership opportunities while attracting more domestic and international investment into the real estate sector.

Off-plan housing, where buyers purchase properties before construction is completed, has become an increasingly popular financing model for developers. The approach enables developers to raise capital during construction while allowing buyers to spread payments over time. However, the market has also faced persistent challenges, including delayed project delivery, abandoned developments, and cases of fraud that have weakened public confidence.

To address these concerns, the Federal Government is proposing reforms that would require property developers to operate under stricter regulatory oversight. Among the measures being considered are mandatory licensing of developers, stronger consumer protection standards, and the introduction of regulated escrow accounts, where buyers’ funds would be securely held and released only as construction milestones are achieved.

Industry experts say these safeguards would significantly reduce the risk faced by homebuyers while encouraging greater accountability among developers. They argue that improving trust in off-plan transactions will make it easier for more Nigerians to purchase homes through flexible payment plans and provide developers with more reliable financing for new housing projects.

Stakeholders also believe the reforms could stimulate private investment by creating a more transparent and predictable real estate market. A well-regulated off-plan housing system is expected to attract institutional investors, mortgage providers, and members of the Nigerian diaspora seeking secure opportunities in the country’s property market.

Beyond consumer protection, experts say the reforms could help address Nigeria’s housing deficit by accelerating residential construction and expanding access to affordable homeownership. Improved regulation may also encourage developers to adopt better project management practices, meet delivery timelines, and maintain higher construction standards.

The proposed reforms align with the Federal Government’s broader efforts to modernise Nigeria’s housing sector through improved regulation, expanded housing finance, and increased private sector participation. Housing professionals maintain that restoring confidence in off-plan property transactions will be essential to creating a more resilient and sustainable real estate market capable of meeting the country’s growing housing demand.

The assurance was given by the Minister of Housing and Urban Development, Arc. Muttaqa Rabe Darma, during an inspection of the Federal Mortgage Bank of Nigeria (FMBN) headquarters in Abuja following the recent fire incident at the facility. The minister said the administration remains focused on fulfilling its campaign promise by accelerating the construction and delivery of affordable homes nationwide.

According to Darma, housing projects are currently at different stages of development across the country, with many expected to be completed and handed over to beneficiaries before the administration’s tenure ends. He noted that once completed, Nigerians will be able to see the impact of the government’s housing initiatives in various states.

The minister stressed that expanding access to affordable housing remains a priority of the Federal Government’s development agenda. He explained that increasing the supply of quality homes will help reduce Nigeria’s housing deficit, stimulate economic activity, create jobs, and improve living standards for citizens.

Darma also reiterated the government’s commitment to strengthening the country’s housing finance system through reforms at the Federal Mortgage Bank of Nigeria. He disclosed that efforts are underway to improve mortgage processing and increase the number of mortgages approved annually, making homeownership more accessible to Nigerians.

Industry stakeholders say achieving the 100,000-home target will require sustained collaboration between the Federal Government, private developers, financial institutions, and state governments. They note that timely project execution, adequate infrastructure, and accessible housing finance will be critical to ensuring the successful delivery and long-term sustainability of the programme.

Housing experts also believe that expanding affordable housing supply could stimulate demand for building materials, create employment across the construction value chain, and contribute significantly to Nigeria’s economic growth. They add that consistent implementation of housing policies will be essential to addressing the country’s estimated housing deficit while encouraging greater private sector participation in residential development.
