Lagos State Governor Babajide Sanwo-Olu has said addressing the state’s housing deficit requires more than constructing additional homes, stressing the importance of affordability, accessibility and essential services.

Sanwo-Olu stated this in a keynote address delivered by the Commissioner for Housing, Moruf Akinderu-Fatai, at the 2026 World Habitat Day celebration in Lagos on Monday.

The event was held under the theme, “Adequate Housing for All.”

The governor said the existence of a building alone does not necessarily amount to adequate housing, noting that proper accommodation must provide security, affordability, accessibility and basic services.

Lagos Delivers 10,623 Housing Units

Sanwo-Olu said the Lagos State Government had provided 10,623 housing units through direct budgetary allocations and public-private partnerships since 2019.

According to him, 23 housing estates have been completed across the five divisions of the state.

He, however, acknowledged that the figure represents only part of the broader response required to address Lagos’ housing needs.

The governor said the government was also expanding opportunities for home ownership through initiatives such as the Rent-to-Own scheme and Lagos HOMS.

He added that five housing projects currently under construction would provide an additional 1,584 homes.

Governor Links Housing To Roads, Water, Drainage

Sanwo-Olu stressed that infrastructure surrounding residential communities is an essential component of adequate housing.

He listed roads, drainage, electricity and water supply among the services required to support functional residential communities.

The governor also said the state was pursuing tenancy reforms aimed at protecting residents from arbitrary rent increases and unlawful charges.

He urged developers, financial institutions, planning professionals, traditional rulers, community leaders and other stakeholders to contribute to the development of safe and sustainable communities.

Sanwo-Olu also advised residents to comply with physical planning regulations, warning that buildings constructed without the required approvals could pose risks to occupants and neighbouring communities.

Lagos Population Growth Puts Pressure On Housing

Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide, said adequate housing was closely connected to transportation, employment, security, healthcare, education, water supply, sanitation and effective urban planning.

Olumide said Lagos’ rapid population growth had increased pressure on land, housing and other urban services.

He called for stronger coordination among government agencies, private developers, financial institutions, professional organisations, communities and other stakeholders.

Festus Adebayo Calls For Affordable Housing

The Founder and Convener of the Africa International Housing Show, Festus Adebayo, described the high cost of housing as both an economic and social challenge.

Adebayo said many young graduates and working families were spending significant portions of their incomes on rent and transportation, limiting their ability to save, invest or purchase homes.

He argued that the housing debate should consider not only the number of available houses but also whether residents could afford and access them.

Adebayo also noted that some residential properties across Nigeria remained vacant while many families continued to struggle to secure decent accommodation.

He advocated improved access to land and housing finance, alongside stronger cooperation between government and private-sector stakeholders.

Town Planners Seek Stronger Collaboration

In a goodwill message, Chairman of the Nigerian Institute of Town Planners, David Olawale, said sustainable housing depended on effective urban planning and collaboration between government and professional bodies.

Olawale referenced Sustainable Development Goal 11, which promotes inclusive, safe, resilient and sustainable cities and human settlements.

The General Manager of the Lagos Informal Space Management Authority, Daisi Oso, said World Habitat Day should be viewed beyond the construction of houses.

She stressed the need to develop communities that are safe, peaceful, accessible and sustainable.

The Ministry of Finance Incorporated is strengthening efforts to mobilise capital-market funding for large-scale housing projects and affordable mortgages across Nigeria.

MOFI Managing Director and Chief Executive Officer, Dr Armstrong Takang, said the approach would be implemented through the MOFI Real Estate Investment Fund, a major financing component of the Federal Government’s One Million Homes Presidential Initiative.

Takang disclosed the plan during a visit by senior members of the Housing Development Advocacy Network to MOFI’s office in Abuja.

He explained that MREIF was designed as a market-driven platform capable of attracting pension funds and other institutional capital into Nigeria’s housing sector.

The initiative is expected to provide long-term funding for housing projects while expanding access to affordable mortgages, particularly for workers and contributors to the pension system.

According to Takang, transparency and market efficiency will guide the fund’s operations, helping to strengthen Nigeria’s mortgage market and create more sustainable routes to homeownership.

The Federal Government engaged professionals from the pension, investment and financial sectors to support the fund’s governance and deployment.

Those involved include the Accountant-General of the Federation, Dr Oluwatoyin Madein; Wale Odutola of ARM Pensions; Funmi Ekundayo of STC Trustees; and Saadu Jijji of PAL Pensions.

Their experience covers pension management, trusteeship, investment advisory services, fund management and real estate financing.

MOFI also plans to work closely with the Federal Mortgage Bank of Nigeria, Family Homes Funds Limited and Primary Mortgage Banks to increase the reach of housing finance.

Support for mortgage institutions is expected to improve their operational capacity and help them respond to the growing demand for long-term home loans.

MREIF currently offers qualifying homebuyers mortgages with repayment periods of up to 20 years at a fixed annual interest rate of 9.75 per cent and a minimum equity contribution of 10 per cent.

By June 2026, the fund had reportedly provided ₦128 billion in mortgages to 1,859 families across 25 states.

It had also unlocked approximately ₦221 billion in property value and supported the delivery of 475 housing units through offtake-guarantee projects.

The commercial tranche of the fund has been listed on the Nigerian Exchange, creating a platform through which private and institutional investors can participate in housing finance.

Reacting to the initiative, HDAN welcomed the Federal Government’s ₦250 billion commitment to housing and described the decision to access the capital market as an important step towards addressing Nigeria’s longstanding financing challenges.

The organisation, however, advised MOFI to learn from previous federal housing programmes and work with qualified professionals and developers with verifiable records of successful project delivery.

HDAN Executive Director, Festus Adebayo, called on credible estate developers to support the One Million Homes initiative and contribute to the expansion of affordable housing.

Former Chairman of the Federal Government’s Reform Committee on Land, Dr Ugochukwu Chime, identified weak land-titling systems as a major obstacle that could limit access to housing finance.

He urged MOFI and other government institutions to support reforms that would make property titles easier to obtain, verify and use as security for mortgages and construction loans.

Another housing stakeholder, Emmanuel Akinwumi, called for a review of outdated housing and mortgage laws that continue to constrain the sector’s performance.

Mobilising money from the capital market could reduce dependence on short-term government funding and commercial bank loans. Its success will, however, depend on transparent fund management, credible project selection, secure land titles and the delivery of homes within the income range of intended beneficiaries.

Flooding in parts of Abuja has renewed concerns about construction around waterways, green areas and drainage corridors in the Federal Capital Territory.

Several properties in Maitama Extension were affected after heavy rainfall over the weekend. Residents linked the flooding to blocked drainage channels and construction around natural water routes.

Properties affected reportedly included residences linked to Kano State Deputy Governor, Murtala Garo, and former Inspector-General of Police, Solomon Arase.

The flooding followed heavy rainfall that also disrupted movement across several parts of Abuja. Wuse 1, Wuse 2, Durumi, Gaduwa and Gudu were among the areas affected.

Motorists became stranded on flooded roads, while some vehicles reportedly developed faults after remaining in standing water for hours. Some businesses and residential properties also experienced disruption.

FG Convenes Stakeholders’ Meeting on Lagos-Calabar Coastal Highway Over Flooding Concerns

Maitama Extension residents raise concerns

Residents in Maitama Extension said flooding was particularly severe around some lower-lying properties.

One estate in the area reportedly brought in engineers to help remove floodwater. By the following evening, much of the water had gone down, but signs of the flooding remained.

Residents also raised concerns about construction close to waterways. They said blocked drainage channels, waste and changes to natural water routes may have worsened the impact of the rainfall.

A bridge near the estate was also reportedly submerged during the downpour. The water later receded towards a nearby pond and gully.

Another resident, Shamsudeen Karaye, said some streets in downtown Maitama became difficult to use during the rainfall. He said residents switched from smaller cars to SUVs to reduce the risk of getting trapped.

Concerns have also emerged over a large building under construction near Golfview Estate. Residents alleged that the development sits close to a waterway.

Another source alleged that about 20 duplexes are under construction on a designated green area in Maitama Extension. The source also claimed that developers were seeking to convert part of a canal into an access road.

The allegations have raised questions about development control and compliance with Abuja’s planning framework. The source questioned how such developments could receive approval if they affect green areas or natural drainage routes.

HDAN calls for development audit

The Housing Development Advocacy Network (HDAN) has called for a review of developments around waterways and green areas across Abuja.

Its Executive Director, Barr. Festus Adebayo, said the recent flooding should prompt authorities to examine how rapid development affects drainage and stormwater management.

Adebayo said some affected properties in Maitama and Wuse are high-value homes and commercial properties. He argued that the flooding shows the risks that can arise when urban development does not keep pace with drainage and environmental planning.

He said Abuja’s original planning framework includes waterways, floodplains, drainage corridors and green areas as important parts of the city’s infrastructure.

HDAN wants the Federal Capital Territory Administration to conduct a comprehensive audit of developments around flood-prone areas, drainage routes and designated green spaces.

The group also wants authorities to examine approvals for projects that may have blocked natural water channels or changed existing drainage patterns.

Flooding creates wider housing risks

The debate has implications for Abuja’s housing and real estate market. Properties built in areas with poor drainage or altered water channels may face higher exposure to flood damage.

Flooding can also disrupt roads and access routes. This affects residents, businesses, emergency services and property values.

HDAN said Abuja also needs a wider stormwater management plan. Such a plan should combine drainage maintenance, stronger development control, environmental protection and better urban planning.

The organisation called for stronger protection of waterways and floodplains. It also urged authorities to preserve green areas, maintain drainage systems and investigate questionable approvals.

HDAN further called for tougher enforcement against indiscriminate waste disposal, which can block drainage channels.

The flooding has therefore placed renewed attention on how Abuja manages land, construction and infrastructure as the city expands. Effective development control, protection of natural drainage routes and adequate stormwater infrastructure will remain important to protecting homes, businesses and long-term investment in the capital.

Convener of the 7th Africa Housing awards, Barr. Festus Adebayo, said the housing and construction sector remains a major driver of growth, job creation, and national development hence the need for zero tolerance for scammers in the sector while collaborating with the National Assembly, Federal Capital Territory, Federal Ministry of Housing,

Lagos State government and other regulatory agencies to ensure appropriate regulations are put in place like what is obtainable in Dubai.

Festus Adebayo who disclosed this at the 7th Africa Housing Awards in Abuja, said the housing crisis remains one of Africa’s most urgent development challenges.

He said this “Our decision to come up with this Africa Housing award ceremony seven years ago to recognize and appreciate contributions of deserving individuals and organizations contributing to the development of the sector which has been attracting participants from all across Africa.”

According to him, the Housing sector is evolving—new technologies, shifting regulations, global economic pressures, and environmental challenges continue to influence the way we work. It is important that we recognize these changes early, monitor industry trends, and position ourselves to respond swiftly and strategically.

He added, “For us in HDAN, we are committed to excellence and we shall continue to monitor the activities of all stakeholders to ensure professionalism in service delivery with zero tolerant to any form of unethical practices in the sector to ensure that the sector is devoid of scammers and fraudsters that take advantage of the innocent public”

“ We would not hesitate to expose any fraudulent malpractices who have been given bad names to the sector even if you are our award recipient” he disclosed

The CEO Housing Tv show also disclosed that stakeholders are collaborating with the National Assembly, Federal Capital Territory, Federal Ministry of Housing, Lagos State government and other regulatory agencies to ensure appropriate regulations are put in place like what is obtainable in Dubai.”

At the event, about 52 individuals, organisations, government bodies including Kano State Governor, Alhaji Abba Yusuf, Minister of Housing and Urban Development, Alhaji Ahmed Dangiwa, and other African leaders were honoured across three categories.

According to the minister of Housing and Urban development Arc Ahmed Dangiwa, Africa is grappling with a housing deficit of no fewer than 50 million units, with an estimated $1.4 trillion housing finance gap, the Minister of Housing and Urban Development, Ahmed Musa Dangiwa, has said.

While the Kano governor was named Housing and Infrastructure-Friendly Governor of the Year for policies supporting mass housing delivery and urban renewal initiatives, Dangiwa emerged as Africa’s most transformational Minister of Housing and Urban Development 2025 for reforms targeting affordability, local materials and private sector participation.

The minister warned that without accelerated solutions, the continent’s housing deficit could rise to about 130 million units by 2030.

According to him, Nigeria’s housing deficit is conservatively estimated at over 17 million units, noting however that the Federal Goverment was responding with scale and systems.

The minister said, “Today about 54 million Africans live in urban slums and the continent faces a shortfall of housing of at least 50 million housing units whose housing finance gap is estimated at about over 1.4 trillion dollars.

“So if you do not accept the solution or accelerate the solutions, Africa’s housing deficit is projected to rise to about 130 million units by 2030. .

He noted that housing could no longer be treated as a peripheral sector, stressing that it sits at the intersection of economic growth, social stability, urban resilience and human dignity.

Dangiwa commended the organisers of the Africa International Housing Show for sustaining advocacy and accountability in the sector, describing the annual event as more than a conference.

Turning to Nigeria, the minister said the Federal Government, under President Bola Ahmed Tinubu’s Renewed Hope Agenda, had adopted a shift from fragmented housing projects to a structured national programme focused on measurable delivery.

Dangiwa revealed that in the last two years, the ministry had commenced over 10,000 housing units across 14 states and the Federal Capital Territory (FCT).

He added that through urban renewal and slum upgrade programmes, the government had impacted more than 150 communities nationwide with critical infrastructure.

The minister, however, stressed that no single government or country could address the housing challenge alone, calling for a continental approach.

Namibia’s Minister of Urban and Rural Development, James Sankwasa, who received Minister for Housing of the Year 2025 award said Africa has reached a point where it must recognise and celebrate its own development efforts.

The event has in attendance dignitaries from the Building industry, the Honorable Minister of Housing from Namibia, delegation from Gambia, the delegation from Ghana and the delegation from Kenya as well as all stakeholders that travelled from far and near in Nigeria.

Speaking, Chairman of the Nigeria Union of Journalists (NUJ), FCT Council, Grace Ike, called for stronger collaboration between journalists and housing sector stakeholders to improve access to decent housing for media professionals.

Ike praised the organiser of the Africa Housing Awards and CEO of Housing TV Show, Festus Adebayo, for his consistent advocacy and support for journalism, saying the platform had amplified public discourse on affordable housing.

She appealed to the Minister of Housing to fulfil the promise of a Journalists’ Village in the FCT, urging that the project be realised by 2026, with support from the Federal Mortgage Bank of Nigeria.

“That promise ignited dreams across newsrooms. Now, we make a passionate appeal not to abandon us. Our dream is to see your promise come to fruition in 2026. With the support of the Mortgage Bank, this village can rise equipping journalists with stable homes to focus on ethical reporting and peace-building”, she said.

HDAN raised the concern at the Mortgage Bankers Association of Nigeria (MBAN) Mortgage Finance Roundtable held recently in Lagos.

Speaking at the event, HDAN’s Executive Director, Festus Adebayo, lamented the mortgage system’s long-standing failure to support Nigerians who need housing finance the most. According to him, the sector has remained ineffective despite years of policy interventions.

“Nigeria’s mortgage sector is not delivering for the people who genuinely need it. Too many Nigerians are shut out because the system is not structured to support affordability or accessibility,” he said.

Adebayo explained that a large percentage of Nigerians operate outside the formal banking system, while many potential homeowners do not possess the income documentation required by banks. Even those who qualify, he noted, face prohibitive interest rates ranging between 18 and 30 per cent — a level that consumes almost half of a typical family’s monthly income and makes homeownership unrealistic.

Beyond interest rates, he highlighted deeper structural challenges. Land titling, he said, remains entangled in bureaucracy that slows transactions and discourages investors. He added that foreclosure laws are unreliable and painfully slow, making long-term mortgage lending unattractive because banks struggle to recover funds if borrowers default.

Adebayo stressed that meaningful change will require more than policy declarations. He urged the government to rebuild key pillars of the housing finance ecosystem, beginning with strengthening the Nigeria Mortgage Refinance Company (NMRC) and ensuring the availability of long-term capital to support lower-interest mortgage products. He also emphasised the need to properly support government-backed initiatives such as the Family Homes Fund to expand access to affordable housing.

He noted that Nigeria’s macroeconomic instability — including high inflation and a volatile currency — continues to make mortgage pricing unpredictable, discouraging banks from offering long-term loans. According to him, the country urgently needs de-risking tools such as mortgage insurance and government guarantees to restore investor confidence.

On affordability, Adebayo said even households earning about ₦500,000 monthly struggle with mortgage repayment, pushing many Nigerians toward incremental building, cooperative housing schemes, and rent-to-own arrangements. He urged Nigeria to adopt more flexible global homeownership models, including shared-equity systems, income-linked repayment plans, and hybrid rental-ownership options, to close the affordability gap.

Looking ahead, he outlined key steps needed to reposition the sector for improved performance. These include expanding refinancing opportunities and long-term capital sources, stabilising the macroeconomic environment, digitising land administration, attracting private and institutional investment, and developing flexible mortgage products tailored to informal workers and young people.

Adebayo said these reforms are essential if the mortgage industry is to support sustainable homeownership and contribute meaningfully to reducing Nigeria’s housing deficit.

Speaking during an interview on Housing TV Africa, Executive Director of HDAN, Festus Adebayo argued that the broom, once a symbol of sweeping away corruption, has failed to meet citizens’ expectations.

He noted that Nigeria’s urgent housing crisis makes the house a far more meaningful emblem, reflecting the nation’s real need for affordable shelter, job creation, and economic growth.

“The broom may have been a good symbol for sweeping away corruption, but today Nigerians need roofs over their heads,” Adebayo said.

“If the APC is truly committed to development, it should show this by adopting a house as its logo and prioritizing housing delivery.”

Adebayo emphasized that affordable housing must be central to government policies, pointing out that millions of low-income Nigerians remain trapped in slums or unable to afford decent homes.

He added that providing housing is not just a social responsibility but also an economic necessity, as every home built creates jobs and boosts GDP.

He further challenged political leaders to set measurable housing targets and work closely with private developers to bridge Nigeria’s estimated 28 million housing deficit.

According to him, changing the party’s logo would serve as a constant reminder that shelter is both a fundamental right and a key driver of progress.

The remarks have since sparked debate among housing advocates with many describing the proposal as bold and symbolic.

As part of this process, the Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, will be visiting the Lekki Free Trade Zone tomorrow, Thursday, August 28, 2025.

The visit is expected to provide firsthand insights into the opportunities available within the zone, which is being reviewed as one of the possible locations for the hub.

According to Festus Adebayo, Executive Director of the Housing Development Advocacy Network (HDAN), the group will be accompanying the Minister during the visit as part of its ongoing advocacy for lower building material costs and wider access to affordable housing.

Also joining the delegation is Mr. Niyi Akinlusi, Managing Director of Lekki Worldwide Investments Limited, who will host the team and provide updates on developments within the zone.

The Ministry’s plan for a Building Materials Hub is aimed at tackling rising construction costs, encouraging local manufacturing, and making housing delivery more sustainable.

The initiative involves establishing manufacturing hubs in six locations across its geo-political zones: Sagamu (South West), Aba (South East), Warri/Asaba (South South), Ajaokuta (North Central), Kano (North West), and Gombe (North East). These hubs will focus on producing materials like roofing sheets, ceilings, tiles, and doors, with plans to attract investors to fund and manage the projects.

While the visit to Lekki is exploratory, officials say the project when eventually sited will be designed to attract investment, reduce import costs, create jobs, stimulate economic growth, and strengthen the housing and construction sector under the Renewed Hope Agenda.
