<p data-start="280" data-end="538">The call was made against the backdrop of persistent challenges in housing delivery, including limited access to affordable financing, rising construction costs, and gaps in infrastructure provision that continue to slow down large-scale housing development.</p>
<p data-start="540" data-end="899">The expert noted that public-private partnerships remain one of the most effective global models for accelerating housing supply, especially in economies facing rapid urbanisation and population growth. However, the success of such arrangements depends heavily on clear objectives, strong institutional coordination, and transparent implementation frameworks.</p>
<p data-start="901" data-end="1310">He explained that many PPP housing initiatives in Nigeria have struggled to achieve their intended outcomes due to weak alignment between public and private sector goals. While government often prioritises social outcomes such as affordability and accessibility, private developers tend to focus on profitability and return on investment. This disconnect has contributed to inefficiencies in project delivery.</p>
<p data-start="1312" data-end="1660">The expert also highlighted the importance of a well-defined regulatory environment, stressing that unclear policies and inconsistent enforcement have created uncertainty for investors. He argued that countries with more structured PPP frameworks tend to achieve better housing outcomes due to improved accountability and reduced operational risks.</p>
<p data-start="1662" data-end="2004">Monitoring and evaluation were also identified as critical gaps in existing PPP housing schemes. Without effective oversight mechanisms, some projects have suffered from cost overruns, delays, and in some cases, mismanagement. Strengthening accountability systems, he said, would improve performance and ensure better use of public resources.</p>
<p data-start="2006" data-end="2316">The discussion further pointed to land access constraints, inadequate long-term financing options, and high building material costs as additional barriers affecting housing delivery in Nigeria. These challenges, combined with weak policy coordination, have limited the impact of PPP-driven housing initiatives.</p>
<p data-start="2318" data-end="2632">Despite these setbacks, the expert maintained that PPP remains a viable pathway for reducing Nigeria’s housing deficit if properly structured and implemented. He called for stronger institutional reforms, improved policy alignment, and increased private sector confidence to unlock large-scale housing development.</p>

<p>The publications, titled From Shortage to Opportunity: Unlocking the Billion-Dollar Housing Market and Lagos Housing Report: A Treasure Trove of Possibilities, argue that Nigeria’s housing challenges also present major investment opportunities valued in trillions of naira.</p>
<h2>Housing Shortage Creates Investment Potential</h2>
<p>According to the reports, Nigeria requires about 800,000 new homes annually to meet rising population growth and urban housing demand. This figure is projected to increase significantly, potentially tripling by 2030.</p>
<p>Despite the deficit, the research highlights a growing market opportunity for both local and international investors, driven by rapid urbanisation and increasing demand for affordable housing.</p>
<p>Low Mortgage Penetration Highlights Financing Gap</p>
<p>The reports also point to Nigeria’s low mortgage penetration, which currently stands at less than 1 percent of GDP.</p>
<p>This is significantly lower than countries such as the United States, where mortgage penetration is about 77 percent, and South Africa at 31 percent.</p>
<p>According to the publications, this gap underscores the need for deeper housing finance reforms to unlock sector growth.</p>
<p>FMBN Projects Rising Housing Demand</p>
<p>In the foreword to the reports, Managing Director of the Federal Mortgage Bank of Nigeria (FMBN), Shehu Osidi, warned that annual housing demand could rise to 2 million units by the end of the decade.</p>
<p>He described Nigeria’s housing sector as being at a critical turning point where urbanisation and population growth are creating both challenges and opportunities.</p>
<h2>New Financing Models Recommended</h2>
<p>The reports recommend several financing innovations to bridge the housing gap, including:</p>
<ul>
<li>Real Estate Investment Trusts (REITs)</li>
<li>Diaspora mortgage schemes</li>
<li>Federal Government housing initiatives</li>
<li>Public-private partnerships (PPPs)</li>
<li>Incremental housing development models</li>
</ul>
<p>These mechanisms, according to PAC Research, are essential to expanding access to affordable housing and unlocking sector liquidity.</p>
<h2>Lagos Remains Key Housing Market</h2>
<p>The publications estimate that Lagos currently has about 1.49 million housing units, while demand stands at approximately 4.69 million units.</p>
<p>This creates an accessible market gap of roughly 2.81 million units, making Lagos one of Africa’s most active real estate markets.</p>
<p>The reports also note a shift in housing preferences, with more than 52 percent of residents favouring one- and two-bedroom apartments due to affordability and changing lifestyle patterns.</p>
<h2>Strong Rental Returns in Prime Locations</h2>
<p>PAC Research also highlighted strong rental yields in high-demand areas such as Lekki and Victoria Island.</p>
<p>According to the findings, three-bedroom apartments in Victoria Island can generate annual rents of up to N8 million, reflecting strong investor interest in prime Lagos real estate.</p>
<h2>Experts Call for Immediate Action</h2>
<p>Describing the report as a call to action, FMBN Managing Director Shehu Osidi said the time to invest in Nigeria’s housing sector is now.</p>
<p>He stressed that the benefits extend beyond financial returns to include inclusive economic growth and improved urban resilience.</p>
<p>Similarly, the Oniru of Iruland, Abdulwasiu Lawal, described the Lagos housing report as an important guide for real estate stakeholders and investors.</p>
<p>He noted that emerging growth corridors such as Ajah, Epe and Lekki are expected to drive the next phase of Lagos real estate expansion.</p>

<p><strong>Housing Deficit Still a Major Challenge</strong></p>
<p>Darma acknowledged the scale of Nigeria’s housing gap, noting that estimates range between 14 million and 20 million units.</p>
<p>He explained that bridging this deficit will require clear direction, proper planning, and sustained engagement with industry players.</p>
<p>The minister emphasised that without a structured and strategic approach, meaningful progress would remain difficult.</p>
<p><strong>Affordability Concerns Take Centre Stage</strong></p>
<p>Beyond supply, Darma highlighted the growing affordability crisis in Nigeria’s housing sector.</p>
<p>He pointed out that the cost of housing, especially in cities like Abuja, has priced out middle-income earners.</p>
<p>“One-bedroom apartments selling for ₦25 million to ₦30 million are clearly beyond the reach of many Nigerians,” he noted.</p>
<p>He assured that his administration would work towards making housing accessible across different income levels nationwide.</p>
<p>Funding and Implementation Hurdles</p>
<p>Also speaking at the event, Minister of State for Housing, Yusuf Ata, said ongoing housing projects have created over 300,000 jobs across Nigeria.</p>
<p>However, he identified funding delays and inadequate budget releases as major constraints affecting project delivery.</p>
<p>Despite these challenges, Ata expressed confidence that the ministry is positioned to build on existing reforms and expand affordable housing initiatives.</p>
<p><strong>Focus on Partnerships and Economic Impact</strong></p>
<p>The ministry reaffirmed its commitment to Public-Private Partnerships (PPPs) as a key strategy for scaling housing delivery.</p>

<p>The Housing Development Advocacy Network (HDAN) has applauded the Federal Government of Nigeria and Family Homes Funds Limited for launching the National Student Housing Programme, a major intervention designed to tackle the persistent accommodation shortage across tertiary institutions nationwide.</p>
<p>The initiative, developed in partnership with the Tertiary Education Trust Fund (TETFund) and private sector investors, is structured under a Public-Private Partnership (PPP) model. It aims to deliver modern, purpose-built student accommodation across universities, polytechnics, and colleges of education.</p>
<p><strong>A Strategic Response to a Growing Deficit</strong></p>
<p>Nigeria’s expanding student population continues to outpace available on-campus housing. With fewer than 15 percent of students currently accommodated within campuses, a large number are compelled to rely on expensive and often substandard off-campus options.</p>
<p>The National Student Housing Programme is positioned to address this challenge through the delivery of thousands of new bed spaces across multiple institutions, improving access to safe and conducive learning environments.</p>
<p><strong>Redefining Student Living Standards</strong></p>
<p>The proposed housing developments will move beyond traditional hostel systems by introducing modern facilities tailored to contemporary student needs. These include ensuite and well-ventilated rooms, dedicated study and reading areas, cafeterias and retail spaces, laundry and facility management services, as well as secure and professionally managed environments.</p>
<p>This approach reflects a shift toward integrated campus living systems that enhance both academic performance and overall student wellbeing.</p>
<p><strong>Positioning Housing as Economic Infrastructure</strong></p>
<p>Commenting on the initiative, the Executive Director of HDAN, Festus Adebayo, described the programme as a transformative step in aligning housing delivery with national development priorities.</p>
<p>“This initiative reinforces what we have consistently advocated — that housing must be treated as economic infrastructure. Student housing sits at the intersection of education, finance, and real estate. When effectively implemented, it can unlock investment, drive development, and improve educational outcomes.”</p>
<p><strong>Driving Investment Through PPP Models</strong></p>
<p>HDAN noted that the structure of the programme presents a strong opportunity to attract long-term capital into the housing sector, particularly from institutional investors such as pension funds, insurance companies, and private equity firms.</p>
<p>By positioning student accommodation as a viable rental housing asset class, the initiative opens new pathways for sustainable housing finance in Nigeria and across Africa.</p>
<p><strong>A Scalable Model for Africa</strong></p>
<p>The Network emphasized that the programme provides a practical and scalable framework that can be replicated across African countries facing similar housing and education infrastructure deficits.</p>
<p>“Africa must begin to move beyond conventional housing approaches. Purpose-built rental housing, particularly in student accommodation, offers a clear pathway to delivering housing at scale while ensuring sustainable returns for investors,” Adebayo added.</p>
<p><strong>AIHS 2026 to Spotlight Housing Innovation</strong></p>
<p>HDAN further disclosed that housing innovation and financing models, including student accommodation, will feature prominently at the Africa International Housing Show (AIHS) 2026.</p>
<p>The event is scheduled to hold from July 13 to July 18, 2026, at the Transcorp Hilton Abuja, where policymakers, investors, developers, and housing experts will convene to explore practical solutions to Africa’s housing challenges.</p>
<p><strong>Call for Multi-Stakeholder Support</strong></p>
<p>HDAN called on relevant stakeholders across the public and private sectors, including government institutions, developers, financial organizations, and development partners, to actively support the successful implementation of the programme.</p>

<p>The summit is being organised by the in partnership with , with the goal of accelerating large-scale housing delivery across Nigeria through structured public-private partnerships (PPPs).</p>
<p>The high-level event will take place at the under the theme: <em>“From Policy to Projects: Financing and Delivering Housing at Scale through PPPs.”</em></p>
<h2>Focus on Public-Private Partnerships</h2>
<p>According to the ministry, the summit will serve as a strategic policy and transaction platform aimed at promoting effective collaboration between government institutions and private investors in the housing sector.</p>
<p>Stakeholders expected at the summit include federal and state policymakers, legislators, institutional investors, housing developers, and development partners.</p>
<p>Discussions will focus on aligning policy frameworks with practical housing projects capable of delivering affordable homes across the country.</p>
<p>Participants will also explore project pipelines, financing instruments, risk allocation frameworks, and successful delivery models that can be replicated across Nigerian states.</p>
