President Bola Tinubu has transmitted a Constitution Alteration Bill to the Senate seeking the establishment of state police, marking a significant step toward restructuring Nigeria’s security architecture.

The proposed legislation aims to amend relevant provisions of the 1999 Constitution to create a legal framework for state-controlled policing across the federation.

The move follows repeated calls by the President for constitutional reforms that would allow states to play a greater role in securing their territories amid rising security challenges.

Earlier in February, Tinubu urged the National Assembly to consider constitutional amendments to enable state police, describing the reform as necessary to address terrorism, banditry and other violent crimes across the country.

During his Democracy Day address, the President reaffirmed his administration’s commitment to defeating insecurity, declaring that terrorists, bandits and their sponsors would face the full weight of the law.

He also stated that more than 13,000 terrorists had been neutralised within the last year, while noting a decline in terrorism-related deaths compared to previous years.

However, he acknowledged that the continued captivity of schoolchildren abducted in parts of Oyo and Borno States remains a painful reminder of Nigeria’s ongoing security challenges.

The state police proposal has gained momentum in recent months, with both chambers of the National Assembly advancing constitutional amendment processes aimed at decentralising policing powers.

The Senate is expected to reconvene for an emergency plenary session as lawmakers move to deliberate on the bill, which is regarded as one of the most far-reaching security reform proposals in the country’s democratic history.

The Presidency has disclosed that Nigeria is moving closer to establishing state police, with a constitutional amendment required for the new policing structure expected to be introduced soon.

Chief of Staff to the President, Femi Gbajabiamila, made the disclosure after a high-level consultative meeting on state police held at the State House in Abuja.

According to Gbajabiamila, discussions on the proposed state policing framework began several months ago on the directive of President Bola Ahmed Tinubu and have made significant progress.

He explained that establishing state police involves complex constitutional and legal processes that require extensive consultations among stakeholders, including the Executive, the National Assembly, and security agencies.

“We started deliberations in the last three or four months on how to go about the establishment of state police as directed by Mr President. Establishing state police is not something that you do with the snap of the fingers. There is a lot involved in terms of constitution and legalities, and thank God we have now gained a lot of traction,” he said.

Constitutional Amendment Under Consideration

Gbajabiamila stated that attention is now focused on drafting the constitutional amendment that will provide the legal basis for state police, while enabling legislation will follow afterward.

“Right now, what we are looking at is the constitutional amendment itself, and then the enabling law would follow thereafter,” he added.

The Chief of Staff noted that there is growing national consensus on the need for state police, stressing that the debate has shifted from whether Nigeria should adopt the system to how it should be implemented effectively.

Tinubu to Receive Report

Gbajabiamila said President Tinubu would be presented with a detailed report of the consultations and recommendations arising from the meeting.

The proposed reform is expected to strengthen Nigeria’s security architecture by improving grassroots intelligence gathering, enhancing rapid response capabilities, and empowering state governments to address local security challenges more effectively.

President Tinubu has consistently advocated for decentralised policing, arguing that state police would provide a more effective response to the country’s evolving security threats while improving protection of lives and property.

Key Stakeholders Attend Meeting

Among those present at the meeting were Deputy President of the Senate Barau Jibrin, Deputy Speaker of the House of Representatives Benjamin Kalu, and Inspector-General of Police Kayode Egbetokun, alongside other senior government and security officials.

If approved, the state police initiative would represent one of the most significant security reforms in Nigeria’s democratic history, potentially reshaping law enforcement and internal security management across the country.

Pedro made this statement during an interview with the News Agency of Nigeria (NAN) on the sidelines of the 10th Ramadan Lecture organized by the Anwar-ul Islam Old Students Association (ACAOSA) in Lagos.

Pedro, a Senior Advocate of Nigeria, has been advocating for state police since 2001, emphasizing its role in improving state security. He highlighted the readiness of Lagos State, citing the existence of the Lagos State Neighborhood Safety Corps, which is fully operational and equipped with body cameras.

“Lagos is over ready for the state police. I can assure you that because we have our own Lagos State Neighborhood Safety Corps already in place and fully kitted and ready with even body cameras,” Pedro said.

He emphasized the importance of indigenous police in each state, noting that they would have a better understanding of the environment, including black spots and escape routes for criminals. Pedro explained that federal police officers, who may not be familiar with the local terrain, would not be as effective as officers who are native to the area.

“The indigenous police will know in the community those who are bad boys and those who are not. Criminals will not be able to escape, and if they do, the indigenous police will know their hideouts and where they can be found,” he stated.

Addressing concerns about potential abuse of state police, Pedro acknowledged the existence of advantages and disadvantages but emphasized that the benefits outweigh the risks. He suggested that measures could be put in place to prevent potential abuses.

The 10th Annual ACAOSA Ramadan Lecture, themed “Economic Insecurity in Nigeria – Islamic Solutions,” brought together many old students of Anwar-ul Islam College Agege, formerly known as Ahmadiyya College Agege.
