<p>As President Bola Ahmed Tinubu marks two years in office today, the Housing Development Advocacy Network (HDAN) has published a comprehensive evaluation of the administration’s impact on Nigeria’s housing and urban development landscape highlighting bold reforms, landmark achievements, persistent gaps, and the critical next steps required to truly bridge the country’s widening housing deficit.</p>
<p>When Tinubu assumed office on May 29, 2023, housing advocates and real estate stakeholders hoped for a turnaround in one of the country’s most neglected sectors. Their optimism was rekindled by one of Tinubu’s first structural decisions: the creation of a standalone Ministry of Housing and Urban Development, led by the seasoned architect and former FMBN boss, Arc. Ahmed Musa Dangiwa.</p>
<p>In his address at the inauguration of the National Construction and Housing Blueprint Implementation Committee, President Tinubu underscored the vision of his administration:<br />
“Housing is more than shelter. It is dignity, security, and a pathway to economic prosperity. Our Renewed Hope Agenda aims to ensure every Nigerian, regardless of income, can access decent, affordable housing.”</p>
<p>HDAN&#8217;s review highlights numerous initiatives spearheaded by the Ministry and its agencies, many of which signal long-term structural reform.</p>
<p>The Ministry launched the Renewed Hope Cities initiative, beginning with pilot construction in Karsana, Abuja. The goal is to deliver 50,000 housing units across the country, with a focus on affordability and inclusivity for low and middle-income Nigerians.</p>
<p>The Ministry established four dedicated presidential task reforms teams to address core bottlenecks: Housing Institutions Reform Task Team; Multi-Agency Project Delivery Task Team; Land Reforms Task Team and Building Materials Manufacturing Hubs Task Team.</p>
<p>According to Minister Dangiwa, these task teams represent a strategic and coordinated approach to delivering the President&#8217;s mandate and the Renewed Hope Agenda.</p>
<p>In a bid to end decades of unverified data and planning blind spots, the Ministry established the National Housing Data Committee, which has advanced its research and preparatory work to set up the first-ever National Housing Data Centre. This centre is envisioned to provide real-time, credible housing statistics, essential for planning, investment, and deficit tracking.</p>

<p><strong>Major Agency-Led Achievements</strong></p>
<p><strong>Federal Mortgage Bank of Nigeria (FMBN)</strong></p>
<p>Under Tinubu, FMBN has disbursed over ₦73 billion in housing finance, supported over 30,000 beneficiaries, and processed over ₦30.7 billion in NHF refunds. The Bank recorded an operational surplus for 2024 and disbursed ₦11.75 billion in NHF mortgage loans to 1,285 beneficiaries.</p>
<p>It introduced a ₦100 billion Bankable Off-taker Guarantee and partnered with the Ministry on the Renewed Hope Housing Programme. The Bank also improved mortgage loan approvals and increased NHF contributions across the federation.</p>
<p><strong>Family Homes Funds Limited (FHFL)</strong></p>
<p>FHFL has delivered over 7,600 homes across 18 states and provided jobs to thousands through construction-focused youth employment initiatives.</p>
<p><strong>Federal Housing Authority (FHA)</strong></p>
<p>FHA has commenced social housing developments targeting teachers, medical personnel, and junior civil servants in locations such as Zuba, Enugu, and Ibadan.</p>
<p><strong>Ministry of Finance Incorporated (MOFI) – MREIF</strong></p>
<p>MOFI’s Real Estate Investment Fund (MREIF) has been a standout achievement raising ₦100 billion in its Series 2 offering, fully subscribed, showing strong investor confidence; achieved a AAA rating from Agusto &amp; Co.; with total funds raised now standing at ₦250 billion (with ₦150 billion from Series 1); offers long-term, low-cost mortgage financing to make homeownership more accessible; aims to mobilize up to ₦1 trillion to close housing supply-demand gaps and strongly aligned with the Renewed Hope Agenda.</p>

<p>Meanwhile, the Ministry has also embarked on a massive land digitization programme through the National Digital Land Information System (NDLIS), in partnership with the World Bank. The initiative aims to document and title all land parcels within five years, formalize land use, a bold move to improve land administration and support formal real estate transactions by improving transparency and registration processes.</p>
<p>HDAN commends the administration for the introduction of the first-ever Nigerian Policy Prioritising Local Content, which promotes the use of indigenous materials and contractors; and the 2024 Tax Reform Act, spearheaded by the Taiwo Oyedele-led committee which includes VAT exemptions on lands, sale of real estate and rent.</p>
<p>HDAN’s report highlights some of the challenges still standing despite the bold strides, they include, land access bottlenecks at the state level; insufficient development finance for private sector projects; low awareness of available mortgage options among the public and outdated legal and policy frameworks slowing reform adoption.</p>
<p>However, HDAN insists that more must be done. critical outdated laws, including the Land Use Act of 1978, need urgent revision. There is also an immediate need to establish a national tenancy framework; strengthen inter-agency coordination and accountability; and intensify stakeholder engagement through structured dialogues and legislative lobbying.</p>
<p>As Nigeria celebrates two years under President Tinubu, the administration has undoubtedly changed the tone and urgency around housing policy. But for the Renewed Hope Agenda to become more than a slogan, continued collaboration, increased private sector participation, and sustained reform momentum are vital.</p>
<p>As HDAN rightly puts it: “Hope is not built in a day. It must be structured, supported, and secured, brick by brick.” It is important to be building more than homes, and focus on building dignity, stability, and the future of Nigeria</p>

										<content:encoded><![CDATA[<h3>Thousands of property owners across Abuja have been granted a two-week window to settle long-standing land charges following a high-level directive from the Presidency aimed at halting a sweeping revocation exercise.</h3>
<p>The decision, which affects nearly 4,800 properties flagged for non-compliance, comes after the Federal Capital Territory Administration (FCTA) launched a widespread enforcement operation against owners who had failed to meet their statutory obligations for up to four decades.</p>
<p>At a media briefing in Abuja, Chijioke Nwankwoeze, Director of Land at the FCTA, confirmed that the enforcement began on May 26, targeting government bodies, companies, and individuals alike.</p>
<p>He revealed that the presidential intervention provides a 14-day window for affected titleholders to regularize their dues, but not without financial consequences. Penalties of up to ₦5 million will be imposed depending on the property&#8217;s district:</p>
<p>₦5 million for properties in the Central Business District,</p>
<p>₦3 million for Maitama, Asokoro, Guzape, and Wuse II,</p>
<p>₦2 million for Wuse I, Garki I, and Garki II,<br />
—all in addition to the original outstanding ground rent.</p>
<p>The issue of unregistered property transfers also came under scrutiny. Individuals who acquired properties without updating ownership records have been given the same two-week deadline to obtain Minister’s Consent and properly file their Deeds of Assignment with the FCT Land Administration.</p>

<p>Meanwhile, FCT Minister Nyesom Wike has reinforced the administration’s stance, urging all property holders yet to pay their Rights of Occupancy or Certificates of Occupancy to do so within the same 14-day period—or risk revocation.</p>
<p>The FCTA says these measures are crucial for maintaining the integrity of urban planning and funding infrastructure development across the capital city.</p>
<p>“We urge all stakeholders to treat this as a final opportunity. Property owners must begin to take responsibility if we are to sustain the pace of progress in Abuja,” Nwankwoeze stated.</p>

										<content:encoded><![CDATA[<h3>A sweeping enforcement operation in Abuja has brought activities to a standstill at over 20 sites, including well-known estates and quarry firms, following widespread noncompliance with environmental protocols.</h3>
<p>The National Environmental Standards and Regulations Enforcement Agency (NESREA) took decisive action, locking down multiple locations in the Federal Capital Territory after repeated attempts to get the affected organizations to adhere to environmental safeguards.</p>
<p>Speaking during a field inspection, NESREA’s head, Professor Innocent Barikor, said the intervention was long overdue. &#8220;This isn&#8217;t about punitive measures, it’s about enforcing environmental responsibility and preserving our ecosystems for future generations,&#8221; he said.</p>
<p>Among the issues flagged were the absence of Environmental Impact Assessments (EIA) and unauthorized developments on flood-prone and ecologically sensitive zones.</p>

<p>These violations, NESREA said, are especially rampant in the booming real estate sector, which continues to expand with little regard for regulatory frameworks.</p>
<p>The closures were a response to growing public outcry over unregulated construction and aggressive excavation that have been linked to rising cases of flooding, erosion, and land degradation across the capital.</p>
<p>Notable names on the shutdown list include:<br />
White Avenue Real Estate, Ochacho Real Homes, Mab Global Estate, CCECC-FIRS, Belmont Court, Tayyib Homes, Anarock Global Services, and others.</p>
<p>Also affected were quarry operators accused of exceeding legal excavation limits. According to Elijah Udofia, NESREA’s Director of Environmental Quality Control, some had dug up to 25 metres deep, well beyond the legal limit of three metres thereby endangering surrounding communities and landscapes.</p>
<p>Udofia stressed that prior to enforcement, NESREA had sent notices and provided ample time for the companies to regularize their operations. Most, however, failed to respond.</p>
<p>The agency reiterated its resolve to uphold environmental standards and warned that similar actions will continue wherever compliance is ignored.</p>
<p>“Environmental negligence is not just a bureaucratic issue, it’s a threat to life, property, and the long-term sustainability of our urban spaces,” Barikor noted.</p>

<p class="" data-start="408" data-end="630">During an on-site inspection on Thursday, the Coordinator of the Abuja Metropolitan Management Council (AMMC), Chief Felix Obuah, emphasized the administration’s resolve to enforce the Abuja Master Plan without compromise.</p>
<p class="" data-start="632" data-end="801">Obuah, who also visited the Utako district, criticized ongoing unauthorized construction activities by a developer who had reportedly defied multiple stop-work notices.</p>
<p class="" data-start="803" data-end="1101">“We’ve mobilized both equipment and personnel,” Obuah said. “Despite clear instructions and lack of any legal documentation, no approval, no allocation, these developments have continued. Within 48 hours, these structures will be history. We’re restoring order to Abuja, and no one is above the law.”</p>
<p class="" data-start="1103" data-end="1272">He reiterated that the FCTA would no longer tolerate disregard for planning regulations, especially in environmentally sensitive zones such as green belts and waterways.</p>

<p class="" data-start="1274" data-end="1512">Echoing Obuah’s stance, Director of the Department of Development Control, Muktar Galadima, confirmed that the buildings in question lacked any formal approvals and had been previously marked for removal at various stages of construction.</p>
<p class="" data-start="1514" data-end="1696">“Unfortunately, some developers continue their activities despite being invited to clarify their positions,” Galadima said. “This defiance only leaves us with one option, demolition.”</p>
<p class="" data-start="1698" data-end="1931">He noted that the affected properties range from structures still under construction to fully roofed buildings.</p>
<p class="" data-start="1698" data-end="1931">The move is part of a broader effort to curb environmental degradation and reinforce the city’s original planning vision.</p>

<p>Adeniran, who serves as the Statistician-General of the Federation and heads the National Bureau of Statistics (NBS), visited the Lagos House in Ikeja as part of ongoing efforts to strengthen the country’s statistical framework in line with the 2007 Statistical Act.</p>
<p>During discussions, he praised Lagos for setting a high bar in governance practices anchored on reliable data. He noted that a resilient sub-national statistics system—especially in a dynamic state like Lagos—is vital to Nigeria’s broader development aspirations.</p>
<p>&#8220;Lagos remains a model that other states can emulate,&#8221; Adeniran said, stressing the importance of quality data in tracking economic and social indicators for improved policy execution.</p>

<p>Festus Adebayo, Coordinator of AIHS, in a statement released in Abuja, emphasized the critical role of local content in achieving sustainable and affordable housing solutions.</p>
<p>He stated that the President&#8217;s policy, which prioritizes Nigerian goods and services in government procurement, resonates strongly with the AIHS&#8217;s core mission.</p>
<p>&#8220;The AIHS has consistently championed the use of local building materials and expertise as a key strategy to reduce the exorbitant costs associated with housing development,&#8221; Adebayo said. &#8220;President Tinubu&#8217;s Renewed Hope Nigeria-First Procurement Policy is a significant step in the right direction, reinforcing our belief that prioritizing local content is essential for economic empowerment and the creation of affordable housing.&#8221;</p>
<p>The policy, which mandates Ministries, Departments, and Agencies (MDAs) to prioritize local products and services in their procurement processes, is seen by AIHS as a crucial driver for stimulating local industries, fostering skills development, and reducing reliance on costly imports.</p>
<p>Adebayo highlighted that the use of indigenous materials not only lowers construction costs but also promotes environmental sustainability and creates employment opportunities within local communities.</p>
<p>&#8220;By embracing local building materials such as compressed earth blocks, locally sourced timber, cement, steel, other construction supplies and sustainable alternatives, we can significantly reduce the financial burden on prospective homeowners,&#8221; Adebayo explained. &#8220;This policy provides an opportunity for developers to explore and utilize these materials, ultimately making homeownership a reality for a larger segment of the population.&#8221;</p>

<p>AIHS also called for the swift implementation of the policy, urging the government to ensure its effective enforcement and provide the necessary support to local manufacturers and suppliers. The organization pledged its commitment to collaborating with the government and other stakeholders to promote the use of local content in the housing sector.</p>
<p>&#8220;We are ready to work closely with the government to provide technical expertise, facilitate knowledge sharing, and advocate for policies that promote the adoption of local building materials and technologies,&#8221; Adebayo stated. &#8220;By working together, we can create a more sustainable and affordable housing market that benefits all Nigerians.&#8221;</p>
<p>The AIHS believes that the President&#8217;s policy, coupled with a concerted effort to promote local content in the housing sector, will contribute significantly to addressing the nation&#8217;s housing deficit and fostering economic growth.</p>

										<content:encoded><![CDATA[<h3 data-start="238" data-end="492">A coalition of advocacy groups has formally requested clarity from the Nigeria Police Force over a series of high-value contracts totaling ₦234 billion allegedly awarded under murky circumstances, including a controversial ₦6 billion uniform supply deal.</h3>
<p class="" data-start="494" data-end="871">During a roundtable discussion in Abuja on police reforms and financial accountability, the Peering Advocacy and Advancement Centre in Africa (PAACA), led by Executive Director Ezenwa Nwagwu, announced the submission of a Freedom of Information (FOI) request. The aim: to compel the police hierarchy to explain reported inconsistencies surrounding multiple recent expenditures.</p>
<p class="" data-start="873" data-end="1009">Nwagwu emphasized that the call is not an indictment but a demand for openness on issues that affect national security and public trust.</p>
<p class="" data-start="1011" data-end="1173">&#8220;Available reports suggest that these contracts, especially the uniform deal, may have bypassed proper channels. We are simply asking for clarity,&#8221; Nwagwu stated.</p>

<p class="" data-start="1175" data-end="1569">He referenced reports alleging that a ₦6 billion uniform contract approved in January via internal police memo—was fragmented into 66 smaller contracts, each purportedly awarded to the same company, Crown Natures Nigeria Plc. The alleged maneuvering placed each deal just below the procurement ceiling to avoid oversight, despite an existing ₦7.34 billion budget provision for uniforms in 2024.</p>
<p class="" data-start="1571" data-end="1808">CSOs also raised concerns over renovation and redevelopment deals involving major police barracks in Garki, Jabi, Falomo, and Bompai, seeking answers on whether proper procedures were followed and whether any conflicts of interest exist.</p>
<p class="" data-start="1810" data-end="2013">Nwagwu stressed that these concerns reflect the urgency of ensuring that limited public resources are used judiciously, especially in the security sector where equipment shortages remain a key challenge.</p>

<p class="" data-start="2015" data-end="2215">Beyond the FOI request, the coalition confirmed that it had submitted a petition to the Independent Corrupt Practices and Other Related Offences Commission (ICPC), urging a full probe into the matter.</p>
<p class="" data-start="2217" data-end="2343">&#8220;True reform requires transparency. We believe accountability will help strengthen—not weaken—the police force,&#8221; Nwagwu added.</p>

<p class="" data-start="341" data-end="726">This was disclosed in Makurdi during a town hall and media engagement focused on the government’s enterprise loan and grant programme.</p>
<p class="" data-start="341" data-end="726">Representing the chief executive of a major development finance institution, a regional manager explained that the initiative forms part of a broader ₦200 billion intervention targeting micro, small, and medium enterprises (MSMEs) across the country.</p>
<p class="" data-start="728" data-end="819">So far, around ₦107 billion has reportedly reached nearly 900,000 beneficiaries nationwide.</p>

<p class="" data-start="821" data-end="1268">The fund is split into three key segments: a ₦50 billion grant earmarked for nano enterprises such as petty traders, tailors, and artisans, with ₦50,000 going to each qualifying individual; a ₦75 billion loan scheme for growing MSMEs offering up to ₦5 million in credit at single-digit interest rates; and a ₦75 billion facility designed to assist manufacturers grappling with rising operational costs, with access to funding as high as ₦1 billion.</p>
<p class="" data-start="1270" data-end="1405">The programme prioritizes inclusion, with a significant portion set aside for women, youth, persons with disabilities, and the elderly.</p>
<p class="" data-start="1407" data-end="1582">Organisers affirmed that despite ongoing hurdles, disbursements are on track for completion before the end of 2025, supported by industry groups and financial sector partners.</p>

										<content:encoded><![CDATA[<h3 data-start="136" data-end="371">Nigeria’s capital market watchdog has sounded the alarm over operations of a real estate-linked platform, PWAN MAX, cautioning the public to avoid committing funds to what it described as a high-risk and unauthorized investment scheme.</h3>
<p class="" data-start="373" data-end="638">In a formal advisory released recently, the Securities and Exchange Commission (SEC) disassociated itself from PWAN and its affiliate, PWAN MAX, stating that neither entity holds valid registration to conduct investment business or raise capital within the country.</p>
<p class="" data-start="640" data-end="912">The Commission noted that it had received a wave of complaints and disturbing reports about the company’s activities, including unreasonably high return promises and an increasing number of unfulfilled withdrawal requests, common traits seen in schemes designed to deceive.</p>

<p class="" data-start="914" data-end="1125">According to SEC, these red flags strongly suggest a structure similar to that of other collapsed money-doubling operations, where early investors are paid using funds from newer ones, a hallmark of Ponzi setups.</p>
<p class="" data-start="1127" data-end="1375">The public was urged to exercise extreme caution and confirm the legitimacy of any investment outfit through SEC’s verification portal before engaging. &#8220;Invest at your own risk,&#8221; the advisory warned bluntly, referring to PWAN&#8217;s unauthorized status.</p>
<p class="" data-start="1377" data-end="1663">This latest warning trails the recent implosion of CBEX, a digital trading outfit that lured in over 600,000 Nigerians before collapsing, reportedly wiping out close to N1.2 trillion in funds. CBEX had dangled a 100% return promise within 30 days, allegedly based on AI-powered trading.</p>

<p class="" data-start="1665" data-end="1896">The Commission emphasized that although the firm had been registered with the Corporate Affairs Commission and listed with the EFCC’s anti-money laundering unit, it lacked the SEC’s express license to operate in the capital market.</p>
<p class="" data-start="1898" data-end="2170">With the recent enactment of the Investments and Securities Act (ISA 2025), signed into law by President Bola Tinubu, SEC now holds greater authority to go after peddlers of unregulated schemes. Offenders may now face up to 10 years imprisonment and a fine of N40 million.</p>
<p class="" data-start="2172" data-end="2376">SEC’s Director General, Emomotimi Agama, stated that the agency will no longer hesitate to enforce the new law against any individual or platform promoting fraudulent financial schemes across the country.</p>
