Humphrey was born in January 1966 into the family of Prince Isaac Ukehemba Kukwa Sankera (Tor Sankera) and Princess Eunice Awashima Kukwa Sankera (nee Makir Dzakpe – Tor Tiv I).
He holds a Bachelor of Arts Degree in History from University of Jos, a Post Graduate Diploma in Business Administration and a Master of Financial Economics (MFE) Degree both from University of Abuja.
Mr Ukeh has maintained thirty (30) years unbroken service with Federal Housing Authority, where he rose from the rank of Officer II to his present Management position of General Manager (Standards & Performance Evaluation).
His vast experience and knowledge of the housing sector have been acquired over time from very reputable on and off – shore training institutions and on the job career development.

He has served in several Ministerial, Board and Management Committees and Task Teams, as well as held sensitive positions and assignments such as: Special Assistant to Managing Director / CEO, Chair of FHA@50 Planning Team, Head (Organizational Strategy, Anti – Corruption & Transparency Unit & SERVICOM), Personal Assistant to Zonal Coordinator (South East & South South) – National Housing Program. Others include:
- Technical Board secondment to Messrs KPMG Limited for the Restructuring & Repositioning of FHA in 2007
- Task Team Lead to develop framework for the establishment of a Facility Management subsidiary for FHA, 2016
- Team Lead to develop framework for Comprehensive Estate Management & Maintenance Approach (CEMMA), 2017 / 2018
- Member, Performance Monitoring & Reporting Team under the Transformers / Reform Champions Committee of SERVICOM to lay out the Next Steps necessary for the delivery on the goals outlined in the Open Government Partnership (OGP) and National Action Plan (NAP) II, September, 2020

He is a Fellow of these prestigious Professional Institutes – Nigerian Institute of Management & Institute of Management Consultants. Furthermore, he is a Certified Management Consultant, a Member of the Chartered Institute of Personnel Management of Nigeria, and a Member of Otherways Management Association Club “OMAC”, France.
Mr Ukeh is an avid humanitarian. He is a member of the Rotary Club of Garki, a member Club of Rotary International in District 9125. He also belongs to the Abuja Jazz Club, a social Club for Jazz enthusiasts within Abuja and beyond.
He is widely traveled. some of the countries he has visited include: USA, United Kingdom, France, Ireland, Germany, Italy, UAE, China, South Africa, etc. His hobbies include: Music, Biking, Travelling, Reading, Football and Table Tennis.
Mr Ukeh is married with two (2) lovely daughters.
