Speaking to journalists in Abuja, Yahaya claimed that Eselemo, who originally rented a two-bedroom apartment through his brother and a family agent in 2018, stopped paying rent after the first year. “I was away for medical treatment abroad when he stopped paying rent. When I returned, I found he had remained on the property without my consent,” Yahaya said. “He turned from a tenant to a landlord overnight. He’s erecting new structures, subletting to others, and now claims to own the property.”

Yahaya stated that despite his attempts to report the matter to the relevant authorities, including the Abuja Development Control Department and the police, no action has been taken to stop the encroachment. He said the Development Control officials once visited the property and ordered Eselemo to halt construction, but the order was ignored. “Even when I reported to the police, he refused to honour their invitations and instead sent his lawyer, who insulted the officers,” he said.

Matters took a troubling turn on July 11 when Yahaya was invited to Zone 7 Police Headquarters after Eselemo accused him of impersonating the property’s owner. “Despite presenting evidence of ownership, the police detained me,” Yahaya claimed. “My lawyer was denied access to the complainant, and I was only released after producing sureties and paying money.”

Yahaya further alleged that during a follow-up visit on July 14, officers again threatened him with detention if he failed to produce property documents, which he said were at home. “The IPO and two other officers, who never wore uniforms, demanded money before I was allowed to go,” he said.

He claimed that when police at his request locked the premises to halt further construction, Eselemo returned the same night with his CSO, broke the padlock, and continued building. “It’s like the police are helping him,” Yahaya said. “The officers I reported to are now enabling him.”

Fearing for his safety, Yahaya has appealed to the Inspector General of Police for urgent intervention. “Barrister Faye has sworn to frustrate me because I refused to sell the house to his client. Now, they’ve taken over my property and are collecting rent from tenants as if I don’t exist,” he said.

He said tenants on the property have since confessed that Eselemo presented himself as the landlord and provided rent receipts, which Yahaya claims are now in his possession.

As concerns mount, legal professionals are warning about the broader implications. “If a tenant can weaponize police authority to detain a landlord, we’re staring at a breakdown of the legal process,” said Abuja-based lawyer Usman Yusuf. “The Inspector General must step in. This case is no longer civil—it’s a clear abuse of law enforcement power.”

The dispute centers on a 2017 ruling in favor of the Olokunjuwon family, which granted them ownership rights over portions of land currently occupied by various landlords. However, the affected homeowners, represented by Olusola Aladesuyi, Tunde Oyinloye, and Olusegun Adu-Peters, have appealed the decision and secured a stay of execution from the Ondo State High Court, pending the Supreme Court’s final verdict scheduled for March 2027.

Justice Adegboyega Adebusoye, who issued the stay of execution, emphasized that halting enforcement actions preserves the integrity of the judicial process and prevents the hierarchy of the court system from being undermined.

Despite this order, the landlords allege that representatives of the Olokunjuwon and Umelu families have been issuing notices demanding land ownership regularization. These notices, which include postings on residential gates and walls—including that of Governor Lucky Aiyedatiwa’s private residence—have been described as “intimidating” and “in contempt of court” by the Landlords Association.

Chairman of the association, Mr. Fred Ojo, expressed concern over what he sees as deliberate attempts to enforce possession while the case remains unresolved at Nigeria’s apex court. He accused an individual identified as O.V. Omotayo of signing and distributing the notices, a move the landlords claim undermines both legal and ethical boundaries.

“The stay of execution remains valid until the Supreme Court rules on the appeal. Any attempt to enforce land claims during this period is a breach of judicial decorum,” Ojo said.

Faloye’s lawyer, Oluowho Vincent Enejeta & Co., stated that NHIA occupied his property for ten years before vacating it improperly.

A joint inspection on July 21, 2023, revealed extensive damages, including missing electrical bulbs and completely vandalized doors.

The landlord accused NHIA of overstaying by four months without paying rent, leaving an outstanding debt of N2.5 million.

NHIA responded, claiming that painting and minor repairs fell under reasonable wear and tear, but ignored the rent issue.

Rev. Chidiebere Amakaeze, the landlord of the property being used for popular Cubana Lounge in the Wuse area of Abuja claimed that Obi Cubana, the proprietor of Cubana Group has not paid rent from 2019 till date.

The quit notice issued by solicitors to Rev. Amakaeze, cited by PM NEWS was signed by Prince Ben S. Ikani Esq and E. I. Nwafor Esq of Citadel of Justice of Law Firm, Abuja.

In the first quit notice dated 14 January 2025, the landlord asked “Cubana to quit the premises and give up vacant possession of the property and the premises with its appurtenances located at Plot 81, Ademola Adetokunbo Crescent, Wuse 11, Abuja.”

According to the lawyers, Obi Cubana is no longer a tenant after his 10 years of his tenancy which started from April 1, 2009 to March 1, 2019.

The lawyers also said Cubana held the place to himself without payment till date, and therefore he should deliver the property within 7 days from of the serve notice to him.

The lawyers also sent a reminder to Obi Cubana.

In the reminder, the lawyers asked the businessman and social media celebrity to vacate the property to enable the landlord deploy it for other purposes.

In the reminder, dated 21 January 2025, the landlord in a reference letter, marked COG/428/2025, titled: “7 days Notice of Owners Intention to Apply for the Recovery of Procession” the landlord said he would proceed to high court, Abuja, to recover the said property from Cubana if he refused to quit.

The landlord said he will explore the legal option “unless peaceable possession of the premises which he (Cubana) is currently occupying which tenancy expired on 31st day of March 2019 is given to agents or lawyers acting on behalf of the landlord before the expiration of the 7 days notice.

The landlord vowed to proceed to the high court to recover the said property if Cubana fails to act on the quit notice.

The landlord, in his 30s, Our Source gathered, was accused of terrorizing his tenants and stealing their belongings, including food items and household valuables.

According to residents, Obong Ete’s actions had become a recurring problem, with many attempts to reform him failing.

“He has been doing this for a long time, and it’s good that he’s finally been publicly disgraced.

“Many times, youth leaders and vigilante groups have traced stolen items to his apartment, and beaten him up,” said John Akpan, a resident.

The tenants and neighbours, who were preparing for Sunday worship, confronted Obong Ete and subjected him to a severe beating, using horse whips, canes, and planks.

After the beating, the youth leaders forced him to swear an oath that he would not continue to steal or terrorise them.

Obong Ete, who was left battered and bruised, apologised for his actions and promised to change his ways.

He also agreed that if he ever stole again, his neighbours were free to mete out any measures deemed fit.

The youth leaders also suspected a young man who cohabited with Obong Ete of being an accomplice and forced him out of the landlord’s apartment, warning him never to return to the community.

The Police Public Relations Officer, Irene Ugbo, condemned the brutalisation of Obong Ete, advising that such cases should always be handed over to the police.

The flood, which displaced thousands of residents and destroyed properties worth millions of naira, led to a heated argument between landlord Moses Tegwolo and his tenant, Ahmed Isah, over who should bear the cost of repairs. The dispute began when Isah insisted that Tegwolo, as the landlord, should be responsible for fixing the damages caused by the flood.

Tegwolo, however, argued that the flooding was a natural disaster beyond his control, stating that he too had been affected by it.

“I was also hit by the flood and haven’t even repaired my side of the property yet. How can he expect me to be fully responsible for the damage? If he repairs it, he wants to deduct the cost from his rent, which I don’t agree with,” Tegwolo said.

The tenant, Ahmed Isah, expressed frustration, recounting that he had already spent a significant amount of money fixing the apartment when he moved in. “I painted the room, repaired broken parts of the floor, and fixed the window. None of this was deducted from my rent. Now, after the flood, I am expected to fix the damaged floor, walls, and doors as well,” Isah stated.

After a lengthy verbal exchange, Tegwolo proposed bringing in a bricklayer to assess the damage and share the repair costs by percentage, a suggestion Isah eventually agreed to. “Since he has agreed to a percentage split, no problem. I just hope the division is fair, because things are tough,” Isah said.

Following the intervention of other tenants in the compound, both parties settled the dispute and agreed on a fair percentage division of the repair costs.

In his address, Lamilo said: “It is a shocking move by the Governor to take 500 metres to the right and 500 metres to the left for a road setback and displace people living at the Circular Road corridor, which is against the initial plan of 75 metres by left and 75 metres by right laid out by the past administration, Senator Rashidi Adewolu Ladoja.

“The affected local governments are Ido, Akinyele, Oluyole, Ona-Ara, Egbeda, and Lagelu Local Government Areas, and all the residents jointly condemned the present administration’s move and act as inhumane, cruel, and a betrayal as we all voted for this government.

“It is heartbreaking to establish that, right from the resurgence of the Circular Road, the Seyi Makinde-led government has never made a public statement to address the situation. It appears to us that he is more interested in grabbing more land and destroying properties.

“Despite several cries, rallies, letters, and engagements initiated by the affected residents, the governor has turned a deaf ear to the people he claimed voted him to power.

“However, we urge the Oyo State House Assembly, the Olubadan of Ibadan, the mogajis, and the good people of Oyo State to exercise their power to invoke checks and balances in government and intervene, and call this present administration to order.

“We also challenge the Governor to publicly address the citizens of the state, stating clearly why he intends to take 500 metres to the right and 500 metres to the left as a road setback.

“Our demand is for him to stop the plan and maintain the initial plan of 75 metres by left and 75 metres by right as stated by the past administration of His Excellency Senator Rashidi Adewolu Ladoja.”

In his address, a former chairman of Ona Ara Local Government, Biliaminu Ogundele, said Makinde noted that the idea of 500 metres on both sides of the road is the idea of the governor and not part of the original plan by the past administrations.

He said that even if there were such a change in the plan, the government was supposed to have a proper dialogue with the affected residents on how to minimise the effect of the demolition rather than bringing heavy-duty machines suddenly to pull down houses.

He pointed out that when the late Governor Abiola Ajimobi demolished part of the Ayefele Music House, Engr. Seyi Makinde was one of the people who went there to protest with knickers.

Also speaking, one of the community leaders, Mr. Kayode Babyomi, said it was sad that despite all the entreaties to the governor, he has shown a lack of empathy and is keen on displacing thousands of residents in all areas along the Circular Road.

“We will remain on the street since the governor has chased us from our abodes. We will ensure that we stay on the street and let them know that we have no place to stay anymore and we will not leave until our demands are met,” he said.

Other residents, who spoke to journalists, expressed displeasure at the action of the governor who seemed unbothered by their cries and appeals.

One such case is that of Rebecca Chukwu, whose life took a tragic turn on May 16, 2019. Rebecca’s husband, Timothy, embarked on a journey from their Lagos home to Delta State for a construction job, never to return. Days later, she learned that he had died in a work-related accident. The grief of losing her husband was compounded by the difficulties she faced as a widow, particularly in securing a new home.

Despite receiving compensation for her husband’s death, Chukwu’s attempts to find housing were met with rejection due to her status as a widow. Landlords dismissed her inquiries, with one even inviting her to a church for “deliverance” rather than offering her a place to stay. It took over six months before she finally found a landlady who, also being a widow, understood her plight.

Favour Rowland, a successful entrepreneur, faced similar discrimination. As a single woman in her mid-30s, she found it nearly impossible to rent an apartment in Port Harcourt. Landlords either questioned her marital status or implied that her single status made her an unsuitable tenant. This bias extended to accusations of promiscuity, with landlords expressing concern about the “trouble” she might bring to their properties.

Men also experience housing discrimination, particularly when it comes to ethnicity or religion. In several cases, landlords outright refused to rent to tenants based on their ethnic background or religious affiliation. In Lagos, some landlords have shown a preference for Indian tenants over Nigerians, further highlighting the discriminatory practices that exacerbate the nation’s housing crisis.

Nigeria’s housing deficit, currently estimated at 40 million units, is a growing concern. Despite various government initiatives, the high cost of housing and low income levels make homeownership out of reach for most Nigerians. Discriminatory practices by landlords only worsen the situation, as many Nigerians are unable to secure housing due to factors that should have no bearing on their suitability as tenants.

These practices not only contribute to the housing crisis but also violate the rights of citizens, creating additional barriers for those already struggling in a challenging housing market. Housing should be a basic right, free from bias or discrimination, yet in Nigeria, these practices continue to thrive, leaving many without a place to call home.

According to Odutola, the argument between Apeh and his tenant occurred at 7:20 pm on Saturday over unpaid house rent. Precious Apeh informed the police that at around 6:30 am on Sunday, she heard her father arguing with the tenant in front of their house, where the tenant threatened to kill him.

“During the argument, Apeh collapsed and was rushed to NNPC Hospital, Mosimi but was later confirmed dead by the attending doctor.

“Detectives led by SP Temitope Fapohunda visited the scene, took photographs, and further updates will be communicated,” Odutola said.

What was once a peaceful area has become a hotbed of kidnapping, leading to an exodus of non-indigenous residents.

Garam, despite being just 30 minutes away from the Three Arms Zone in Abuja, has been plagued by a spate of kidnappings, with at least 20 incidents reported in neighboring Bwari Area Council of the FCT since the beginning of 2024. These incidents have left five people dead and many others traumatized.

The lack of social amenities and employment opportunities in the area has exacerbated the security situation, according to Bawa. He believes that providing these basic necessities could help reduce crime and make the community safer for residents.

In response to the rising insecurity, residents have taken matters into their own hands, forming vigilante groups to protect their community. While they appreciate the increased security presence by government forces, they remain vigilant, knowing that the threat of kidnapping still looms large.

Despite the challenges, some residents, like Malama Ama Bimba, refuse to leave, determined to stay and fight for their community. Others, like Abdulsalam, have temporarily relocated to safer areas but hope to return once the situation improves.

The Niger State Police Command has assured residents that they are working to enhance security in the area. However, the lack of a police station in Garam remains a concern, with residents having to travel 11 kilometers to Tafa Police Station to report incidents.

While the situation in Garam remains challenging, residents are hopeful that with concerted efforts from both the community and the authorities, they can reclaim their once peaceful way of life.
