The Federal Government has commenced the pilot implementation of the Renewed Hope Mass Transit Bus Scheme, with 10 electric buses set to operate on selected routes to ease the transportation burden on federal civil servants.
The Head of the Civil Service of the Federation (HCSF), Mr Olumuyiwa Enitan Abel, inaugurated a nine-member Pilot Implementation Committee for the scheme in Abuja.
Speaking at the inauguration, Enitan commended President Bola Ahmed Tinubu for what he described as his commitment to the welfare of Nigerian workers.
He said the provision of 100 electric mass transit buses for federal civil servants was a practical step towards reducing transportation costs, improving workers’ welfare and creating an enabling environment for increased productivity.
Pilot phase to begin with 10 electric buses
According to a statement issued on Thursday by the Director, Press and Public Relations, Mrs Eno Olotu, the pilot phase will commence with 10 electric buses operating on selected routes before the full deployment of the 100 buses.
The HCSF charged the committee with ensuring a smooth and timely take-off of the pilot scheme, stressing the importance of transparency, innovation and accountability.
He also urged members to eliminate unnecessary bureaucratic delays and ensure that the scheme delivers its intended benefits to federal civil servants.
Enitan expressed appreciation to the Director-General of the National Automotive Design and Development Council (NADDC), Otunba Oluwemimo Osanipin, and his management team for their collaboration.
He said the pilot phase would provide practical experience needed to refine the scheme, facilitate the deployment of the remaining buses and develop a sustainable transportation model for the Federal Public Service.
Committee to determine routes, fares
The committee has been tasked with developing the implementation framework for the scheme and identifying suitable routes for the electric buses.
Its terms of reference also include establishing a transparent enrolment and payment system, recommending affordable fares, and ensuring adequate safety, security and accessibility for users.
The HCSF specifically directed the committee to ensure that persons living with disabilities are adequately considered in the implementation of the transportation scheme.
The committee is chaired by the Permanent Secretary, Service Welfare Office, Dr Abdul Sule Garba, while Mr Nura Umar, representing the NADDC, serves as Co-Chairperson.
Other members include Arc. Joy Baderin, Director, IMD; Mr Emmanuel Agodi, Deputy Director, EIR; Mr Gbenga Olowoyo, Representative of JNPSNC; Mrs Joke Onireti, NADDC; Mr Bright Idehenre, Renewed Hope Infrastructure Development Fund; and Mrs Bimbo Ayere, NADDC.
Mrs Chinyere Nwosu, CAO, EIR, serves as Member/Secretary.
Committee pledges efficient implementation
Responding on behalf of the committee, Dr Abdul S. U. Garba thanked the HCSF for the confidence reposed in the members.
He assured that the committee would work with relevant stakeholders to deliver an efficient, safe, transparent and sustainable transportation system for federal civil servants.
The electric buses were launched and commissioned on August 26, 2026, under the Renewed Hope Transit Programme.
The pilot phase is expected to provide the foundation for the effective deployment of the remaining buses and the establishment of a sustainable staff transportation model across the Federal Public Service.
