Lagos governorship aspirant Obafemi Hamzat has pledged to expand affordable housing and improve mortgage access for young people and low-income earners if elected governor in 2027.
Hamzat presented the proposals under his “Promise Agenda” at an event organised by the Lagos Chamber of Commerce and Industry in Victoria Island, Lagos, on Tuesday.
He said the agenda would take effect on May 29, 2027, if he wins the governorship election.
The housing proposals form part of a broader programme covering transportation, security, water infrastructure, business support and public service delivery.
Hamzat Plans Private-Sector Housing Partnerships
Hamzat said his proposed administration would partner with private developers to increase the supply of affordable homes across Lagos State.
The approach would rely on private-sector participation to support housing construction and expand opportunities for prospective homeowners.
However, he did not announce a target for the number of homes to be built, a delivery timetable or a dedicated funding allocation for the programme.
The success of the proposal will depend on access to suitable land, construction financing, infrastructure and regulatory arrangements that allow developers to deliver homes at affordable prices.
The location and cost of new developments will also determine whether the homes meet the needs of low- and middle-income households.
Mortgage Support For Young, Low-Income Earners
Hamzat also pledged to explore housing and mortgage arrangements that would make homeownership more accessible to young people and low-income earners.
The proposal seeks to address the financial barriers that prevent many households from purchasing homes, including high upfront costs and the difficulty of servicing mortgage repayments.
However, the aspirant has yet to disclose the proposed interest rates, eligibility requirements, repayment periods or institutions expected to participate.
Details of how the programme would be funded and how lenders would assess applicants will also be important in determining its accessibility.
Transport Infrastructure Linked To Housing Affordability
Hamzat’s broader agenda includes expanding bus services, improving rail infrastructure and developing waterways to reduce pressure on Lagos roads.
He said traffic congestion costs the state an estimated ₦1 trillion annually, while residents spend an average of four hours daily in traffic.
His proposed transport measures include improving ferry terminals and connections between communities such as Ikorodu and Badagry.
These plans could influence housing affordability by improving access to employment centres and making residential areas outside established commercial districts more accessible.
However, housing developments in less expensive locations would also require adequate roads, drainage, water, electricity and public transport links.
Coordinating housing construction with transport and infrastructure planning will therefore be important to the proposed programme.
Funding And Delivery Targets Remain Unclear
Hamzat said his agenda would include measurable targets to enable residents to assess his administration’s performance if elected.
For housing, such targets would require details on the number of homes to be delivered, intended beneficiaries, funding arrangements and implementation timelines.
The state would also need to clarify how it would work with developers and financial institutions to manage land costs, construction expenses and mortgage financing.
These details would help residents assess whether the programme could deliver genuinely affordable homes rather than developments accessible mainly to higher-income buyers.
Lagos Housing Market Awaits Detailed Proposals
Hamzat’s housing commitments place affordable homeownership and mortgage access among his stated priorities ahead of the 2027 governorship election.
The proposals could affect developers, lenders, prospective homeowners and investors if they lead to new arrangements for land access, housing finance and infrastructure provision.
However, they remain campaign commitments, and their practical impact will depend on the policies, funding and implementation mechanisms developed if he assumes office.
For Lagos residents facing high housing costs, key questions remain: how many homes will the programme deliver, who will qualify for mortgage support, and how affordable will repayments be relative to household incomes?
The answers will determine the extent to which the proposed agenda can expand access to homeownership across the state.
