The Middle Belt Forum (MBF) has rejected the Federal Government’s renewed cattle ranching policy. The group says the plan could create fresh disputes over land in the Middle Belt.

The forum raised concerns about proposed ranching sites in Adamawa, Plateau, Southern Kaduna, Benue, Taraba and the Federal Capital Territory.

In a statement signed by its National Spokesman, Luka Binniyat, the MBF said the government should not allocate community land without the consent of the people who own or occupy it.

MBF raises land ownership concerns

The forum said many communities in the Middle Belt have faced years of attacks, killings and displacement.

It argued that the government should first help displaced residents return to their ancestral homes. It also called for better security in affected communities.

The MBF questioned the decision to set aside more land for cattle settlements while some communities remain displaced.

The group said large areas of Middle Belt land have already been abandoned or occupied because of insecurity. It warned that another round of land allocation could increase tensions.

The forum also criticised the Minister of Livestock Development, Alhaji Idi Mukhtar Maiha, over the proposed ranching programme.

Group questions choice of states

The MBF said the government should consider other parts of northern Nigeria for the programme.

It pointed to Jigawa, Kano, Sokoto, Bauchi, Zamfara and Northern Kebbi. According to the group, these areas have large areas of unused land.

The forum also questioned a change in the states selected for the proposed pilot programme.

It said Kano State appeared on the list announced by the minister in January 2026. The government later replaced Kano with Nasarawa State.

The MBF said the change raised concerns about the purpose and direction of the programme.

It also opposed the Wase ranching model in Plateau State. The minister has presented the model as an example of the ranching approach.

The forum claimed that some farmers and Plateau indigenes oppose the model. It also alleged that some political and traditional figures support it because they could benefit from land allocations.

Ranching policy and community consent

The MBF said the government must consult communities before using their land for ranching.

It called for clear security measures and proper discussions with landowners. The group warned that imposing a ranching programme could worsen existing tensions.

The issue also raises wider questions about land management in Nigeria.

Ranching requires land, roads, water supply, veterinary services and other infrastructure. Government agencies must therefore consider how such projects will affect existing communities and land users.

Clear land ownership records can also help reduce disputes. Proper planning can protect property rights while allowing new infrastructure and agricultural projects to grow.

Impact on housing and real estate

The dispute has implications beyond livestock development.

Land remains central to housing, real estate and infrastructure projects. Changes in land use can affect property owners, developers, investors and communities.

Unclear ownership can also discourage investment. It can delay housing projects and create disputes over development rights.

For this reason, land acquisition should follow clear legal procedures. Governments also need to engage affected communities before major land-use decisions.

MBF calls for policy suspension

The Middle Belt Forum called on President Bola Tinubu to suspend the proposed ranching policy in the region.

It also urged communities to use lawful and constitutional means to challenge any alleged unlawful acquisition of their land.

The group asked National Assembly members from affected states to question the Minister of Livestock Development. It said lawmakers should protect the interests of their constituents.

The MBF also warned state governors against allocating community land without the consent of local residents.

The forum said such decisions could have political consequences ahead of the 2027 presidential election.

The dispute shows the challenge of balancing livestock development with land rights and community interests. For Nigeria’s housing and real estate sectors, the issue also highlights the need for clear land records, proper planning and transparent land acquisition processes.

Any ranching programme that moves forward will need to address land ownership, community consent, security and infrastructure. These factors will be important to reducing conflict and supporting sustainable development.

Governor Abdullahi Sule of Nasarawa State says Nigeria possesses enough domestic liquidity to bridge its infrastructure deficit if transparent structures are put in place to attract investors.

Sule made the statement on Thursday in Abuja while delivering the keynote address at the 2026 Infrastructure Dialogue themed “Building Nigeria’s Future: The Strategic Role of DFIs and Capital Markets in Infrastructure Financing and Economic Development.”

He argued that Nigeria’s challenge is not lack of funds, but the absence of trust-driven systems capable of mobilising and securing available capital.

Dangote Refinery Cited as Proof of Local Capital Strength

Drawing from his experience as former Group Managing Director of Dangote Refinery, the governor said Nigeria’s private sector holds significant untapped liquidity.

He pointed to the refinery as evidence that large-scale investments could be easily financed domestically if structured transparently.

“Nigeria has so much money. If they decide to sell 30 per cent of a 20-billion-dollar enterprise, that capital will be oversubscribed,” he said.

Sule explained that investors focus more on transparency, trust and returns on investment than physical assets.

Nasarawa’s Economic Transformation Strategy

The governor said Nasarawa State has applied this investment-driven model to reposition its economy from a civil service base to an emerging industrial hub.

He disclosed that an executive order requiring solid mineral companies to process raw materials locally has attracted major lithium processing investments into the state.

According to him, these policies have significantly boosted internally generated revenue, which rose from ₦7 billion in 2019 to about ₦36 billion currently.

Sule also noted that the state avoided foreign loans to reduce exposure to exchange rate risks, focusing instead on blocking leakages and expanding infrastructure to support mining and agriculture.

Experts Highlight $30 Trillion Infrastructure Gap

Convener of the dialogue and Managing Partner of Deutsche Partners Holdings, Dr Onuoha Nnachi, said Nigeria faces an estimated $30.1 trillion infrastructure deficit as of 2024.

He explained that 62 per cent of the gap lies in economic infrastructure, which can be financed by the private sector due to its commercial viability.

Nnachi stressed that government budgets alone are insufficient and recommended that the public sector prioritise social infrastructure such as education and healthcare.

Call for Private Sector-Driven Infrastructure Financing

Participants at the dialogue called for a shift toward blended finance models, green bonds and capital market instruments to close Africa’s infrastructure gap, estimated at $100 billion annually.

Governor Agbu Kefas of Taraba State, represented by Commissioner for Agriculture Prof. Nicholas Namessan, described infrastructure as the backbone of economic and social development.

He emphasized the need for stronger collaboration between government and private investors.

Security Key to Sustainable Development

The Inspector-General of Police, Olatunji Disu, represented by CP Justin Obiora, said insecurity remains a major threat to infrastructure development.

He noted that the Nigeria Police Force is adopting technology-driven policing, including surveillance systems along critical infrastructure corridors, to prevent vandalism and sabotage.

A Federal High Court sitting in Lafia, Nasarawa State, has ordered the final forfeiture of multiple high-value assets linked to a Nigerian pastor accused of orchestrating a massive fraud scheme disguised as a humanitarian grant programme.

The ruling, delivered by Justice M.O. Olajuwon, followed an application by the Economic and Financial Crimes Commission, which established that the properties were proceeds of unlawful activities.

The court held that the pastor, identified as Theophilus Ebonyi, failed to provide credible evidence showing that the assets were legitimately acquired.

Assets Forfeited to Federal Government

The forfeited properties span several locations in Nasarawa State and include:
• A 23-room hotel and event centre known as De Thinkers Home and Apartments
• A warehouse and sachet water production factory
• Two office buildings
• A private primary school, Theo International Academy
• Cash amounting to over N1 million in a bank account

These assets, according to investigators, were allegedly financed through proceeds of fraud traced to the pastor’s activities.

How the Alleged Scheme Operated

Investigations revealed that the pastor allegedly operated a fraudulent scheme through an organisation named Theobarth Global Foundation.

He reportedly lured victims with claims that a foreign body was offering a multi-billion-dollar grant to support individuals and organisations. Victims were then required to pay substantial registration and participation fees to access the supposed funds.

Authorities disclosed that each participant paid as much as N1.8 million, with the scheme generating approximately N1.3 billion from unsuspecting individuals and organisations. 

Further findings showed that the international foundation cited in the scheme had no affiliation with the pastor or his organisation and had publicly disclaimed any connection.

Court Ruling and Legal Position

In its ruling, the court stated that the anti-graft agency met the legal threshold required under relevant financial crime laws to justify the forfeiture.

Justice Olajuwon emphasised that once credible suspicion is established that assets are proceeds of crime, the burden shifts to the defendant to prove lawful acquisition.

The pastor’s inability to “show cause” led to the court granting a permanent forfeiture order in favour of the Federal Government.

EFCC Reacts

The EFCC described the judgment as a significant step in Nigeria’s ongoing anti-corruption drive, particularly in tackling financial crimes disguised under religious or charitable platforms.

The agency warned Nigerians to exercise caution when approached with investment or grant opportunities that promise unrealistic returns, especially those requiring upfront.

Broader Implications

The case has reignited conversations around accountability within religious organisations and the need for stricter oversight of financial activities tied to faith-based institutions.

Legal analysts say the ruling reinforces a critical principle: religious status does not grant immunity from financial scrutiny or legal consequences.

Mr Ibrahim Abdullahi, managing director of Nasarawa State Investment Development Agency (NASIDA), stated this during a stakeholders’ engagement on the CIP project on Sunday in Lafia.

Abdullah said that the CIP would serve as a hub for coordinating projects that would contribute to the state’s ambition of transitioning to cleaner energy solutions.

He said the CIP project by Murty International would enhance climate-smart agriculture, construction and other climate-smart initiatives.

He explained that the project involved developing strategic policy documents and action plans for emission reduction, capacity building for businesses to support climate-smart investments and guiding climate action in Nasarawa State.

According to Abdullahi, Nasarawa is the first state in Nigeria to develop the CIP.

“The CIP is a key component of a broader strategy to position Nasarawa State as a leading destination for climate-smart investment,” he said.

Mr Sesan Adedapo, from Murty International, the implementing firm, said the project includes creating a science-based climate policy and action plan for Nasarawa State.

He said they would also develop a Climate financing strategy to attract local and international investors to the state and provide technical assistance and capacity building for local businesses to adopt and implement energy-efficient technologies.

Also speaking, Dr Adnan Aminu, the Project Consultant, said the stakeholders’ engagement was meant to gather their insight on climate investment needs, priorities and challenges across key sectors — agriculture, Transportation, Energy, Waste management, Commerce and Industry.

Aminu also pointed out that the engagement was to get stakeholders’ support and commitment and identify local barriers to climate financing and policy or regulatory improvement opportunities.

They told the News Agency of Nigeria (NAN) that unfinished structures, and lack of affordability remained the main reasons why most of the estates had no tenants.

They also said that the largely uncoordinated nature of allocation which ensured that illegal occupants took over the estates had also compromised government’s plans to make houses available to the populace through the National Housing Programme.

Housing stakeholders in Nasarawa State attributed the proliferation of unoccupied housing estates in the country to unfavorable housing policies of the governments at all levels and the expensive rents.

Mr. Richard Embugus, Deputy Director, Architecture, Ministry of Works, Housing and Transport, Nasarawa State, said potential residents were also discouraged by bad roads, lack of perimeter fencing, shortage of reticulated water supply and poor landscaping.

He said potential tenants and buyers considered the absence of these facilities as additional burden on their income.

Embugus said both state and the federal governments should give a waiver on the cost of building materials and other infrastructure to reduce the burden on potential subscribers.

“There are agencies of government that are saddled with certain responsibilities like water supply, road construction and electricity supply.

“Government should engage the services of these agencies to provide those services.

“Let this be part of governments’ contribution to the provision of houses without putting the burden on up-takers of the houses. These factors are responsible for the hike in housing estate,” he said.

Embugus further said that the government should explore other ways to make housing estate affordable such as the use of indigenous building materials available in any particular state.

“For example in Nasarawa State, we have abundant laterite, and can conveniently serve as a major building element.

“We have red burnt bricks in South-South they have bamboo. By the time you use these materials the cost of building will be drastically reduced.

“We are talking about low-cost housing estate; that means a roof over your head, it mustn’t necessarily be very expensive,” he said.

He said most housing estates built by governments were far from government office areas, and vulnerable to insecurity, thereby making many civil servants to lose interest in occupying them.

Mr. Samson Attah, a civil servant, attributed the proliferation of unoccupied estates built by the governments and private developers to the high rents.

According to him, it is difficult for a civil servant who earns N150,000 per month to pay N9 million or more for the 30 per cent equity as demanded in most cases.

He recommended that the Federal Government should adopt rent-to-own policy instead of a 30 per cent equity policy.

He advised that the Federal Government should make it a policy for civil servants to access funds upfront from the Federal Mortgage Bank to the tune of between N10 million and N15 million, upon securing a job.

The fund, he said, should be used by the civil servant to acquire the house.

Mr. Ikechukwu Ikeagwuani, an Energy System Engineer and a tenant, decried the hike in rent being experienced in the country.

He called on the governments to build more housing estates in states and local government areas and make them closer to the people.

Also in Niger, Federal Government’s houses remain unoccupied for years due to several challenges, including non-completion, unfinished structures and affordability.

Dr. Bala Yahaya, Zonal Town Planner, Federal Ministry of Works and Housing, said some of the affected housing estates include Shagari Estate , Niger Housing Programme and the one on Minna-Bida road.

He said other affected estates are Shagari Housing Estate in Bida, New Bussa, Kontagora, Kabara, Kutigi, and Lapai.

Yahaya attributed the non-occupation of the houses to their high prices.

According to him a 3-bedroom semi-detached house sold for as high as N16.4 million between 2019 and 2020, while a two-bedroom semi-detached house cost over N12 million and one-bedroom apartment cost N1 million.

He also said some of the housing estates were built under Public-Private Partnership (PPP), but were in a bad condition.

He said making the allocation process easier and the houses more affordable would encourage more residents to subscribe to them.

In  Kogi, NAN checks showed that both the federal and state governments have housing estates which are largely unoccupied.

The estates are all located at Felele and Crusher Quarters in Lokoja Local Government Area of the state.

On Jan. 3, Gov. Ahmed Ododo, ordered the evacuation of some persons illegally occupying the 260 National Housing units in Phases I, II and III, located at Crusher already paid for by subscribers.

The state Commissioner for Housing and Urban Development, Mr Taiye Abanika, who announced their sack in a statement issued in Lokoja, warned against disobeying the order.

“The  Kogi Government, on this day, January 3, 2025, directed the illegal occupants of the national housing buildings at Crusher, Lokoja to vacate with immediate effect.’’

Abanika said that the illegal occupation of the housing units had compromised the National Housing Programme designed to provide affordable housing solutions for Nigerians.

He said that Phase I with 76 units, comprised four one-bedroom semi-detached bungalows, 48 two-bedroom semi-detached bungalows and 24 three-bedroom semi-detached bungalows.

“Phase II has 92 units, comprising 20 one-bedroom semi-detached bungalows, 28 two-bedroom semi-detached bungalows, and 44 three-bedroom semi-detached bungalows.

“Phase III has 92 units, comprising 16 one-bedroom semi-detached bungalows, 28 two-bedroom semi-detached bungalows, and 48 three-bedroom semi-detached bungalows.

“Unfortunately, over 85 per cent of the houses in the various estates are currently being occupied illegally, with some individuals even selling the houses to unsuspecting buyers,’’ he said.

A real estate expert, Mr David Akeju, blamed high cost, economic instability, policy and regulatory issues, among others for the low patronage received by the estates.

Akeju said many of the houses were not affordable for the target market.

He said that the instability in Nigeria’s economy, including inflation, currency fluctuations and recession, had great effects on housing demand.

“Many potential home buyers in Nigeria face challenges in accessing mortgage finance or other forms of credit to purchase homes.

“Some of these housing projects may also be located in areas with inadequate infrastructure, such as roads, water supply, and electricity, making them less attractive to potential occupants.

“Some government-built or real estate developer-built houses may be located in remote areas, far from urban centers, for employment opportunities, and social amenities.

“In addition, the process of allocating or purchasing these houses may be slow and cumbersome, deterring potential buyers, as well as absence of effective policies and regulations,’’ he told NAN.

The real estate expert, however, said that addressing the challenges would require a multi-faceted approach that involves government, private sector and civil society organisations.

He said there was need for the Federal Government to develop and implement a comprehensive national housing policy that outlines its vision, goals and strategies for addressing the housing deficit.

“Government should also establish affordable housing programmes that provide subsidies, grants, or low-interest loans to low-income households.

“Governments at all levels must promote and encourage public-private partnerships to develop and finance housing projects,” he said.

Another housing expert, Mr Lawson Igwe, stressed the need to develop housing projects that are inclusive and accessible to all, regardless of income, age or ability.

Igwe also recommended that government should engage communities to identify their housing needs and develop community-led housing projects.

A tenant, Mr. Richard Femi, who resides at Phase One Estate Lokoja, decried the exorbitant hike in house rent in Lokoja in the last one year and urged government to regulate rent.

“Most of the houses built by government and real estate developers are just too high to afford for us as civil servants.

“Also, the conditions the developers are giving us are just too stringent to meet.

“Between 2021 and 2023, an average standard 2 bedroom flat in Lokoja, was in the range of N200,000 to N250,000, but as at 2024 and now, it is between N400,000 to N500,000.

“So, where do ordinary citizens, especially the civil servants like me, get this huge amount of money from and you said people should not steal?

“We are calling on government to immediately address the issue of exorbitant hike in house rent especially in Lokoja, because it is getting out of hand,” Femi said.

A landlord, Mr. Abubakar Usman, said the hike in house rent was due to the high cost of building materials arising from the devaluation of naira.

Their daily lives have been shaped by a treacherous river crossing, one that becomes particularly deadly during the rainy season. With no response from the authorities despite repeated pleas, the residents decided to take matters into their own hands.

Determined to protect their families and ensure that children can reach school safely, the community members pooled their resources and labor to construct a makeshift bridge. This structure, though far from ideal, now serves as their only means of crossing a dangerous river that separates them from essential services such as healthcare, education, and trade.

Speaking to some of the community elders and youth leaders, frustration was evident. They explained that their appeals to local and state authorities had fallen on deaf ears. Promises were made, site inspections were conducted, but nothing materialized. Each rainy season, their situation worsened, with people either risking their lives to cross or being completely cut off from neighboring towns.

“We have waited for too long. We have written letters, called representatives, and even visited government offices. But since no one came to our aid, we had no choice but to come together and build this makeshift bridge with whatever materials we could find,” said one of the residents.

Despite their efforts, they acknowledge that this is far from a lasting solution. The bridge, built with wood and scraps, is fragile and could collapse under heavy rains. What the people need is a solid, durable structure—one that can withstand the elements and provide safety for years to come.

The lack of basic infrastructure has also affected their economy. Farmers are unable to transport their produce to larger markets, forcing them to sell at lower prices within the village. Traders struggle to get goods in and out of the area, and children often miss school because the river is too dangerous to cross after a downpour.

Now, the community is once again calling on the government to take responsibility and provide a permanent solution. They urge authorities to visit the area, assess the situation firsthand, and begin immediate construction of a proper bridge that will not only improve mobility but also boost the local economy.

Residents remain hopeful but wary, knowing that without continued pressure, their cries for help may once again be ignored. Until then, they will continue relying on the bridge they built with their own hands—one born out of necessity rather than government support.

Governor Abdullahi Sule in a statement made available to newsmen in Lafia on Friday through his Chief Press Secretary, Ibrahim Addra, expressed shock over the untimely death of the two female students.

According to the statement, the governor called for calm, while reiterating that the state government would not be distracted in continuing with the distribution of palliatives aimed at ameliorating the hardship being faced by students and the people of the state in general.

He, therefore, directed the authorities of the Nasarawa State University, Keffi and the security agencies to commence a detailed investigation leading to the cause of their death with a view to unraveling those responsible for the sad incident.

“The Nasarawa State Governor, Engr. Abdullahi Sule has received with shock the news of a stampede at the Nasarawa State University, Keffi, in the morning of Friday 22/03/2024.

“The sad incident is reported to have occurred when suspected hoodlums and some misguided students forced their way into the school’s convocation ground to cart away the rice kept at the venue meant for distribution as palliatives to students.

“This misfortune happened only hours before the scheduled official flag off same morning. Engr. Sule had come up with the widely applauded initiative to distribute rice and N5,000 cash to each student in all tertiary institutions in the state.

“Such distribution was a huge success and peacefully carried out Federal University of Lafia, Isa Mustapha Agwai Polytechnic, Lafia, College of Agriculture, Science and Technology, Lafia, the School of Nursing, Lafia, the College of Education, Akwanga, among others.

“Governor Sule deeply regrets the tragic death of two students of the institution in this needless stampede motivated by crime.

“The Governor has since directed the authorities of the Nasarawa State University, Keffi and security agencies to commence immediate investigation into the unfortunate occurrence with a view to unveiling those behind it.

“The State’s Deputy Governor, Dr. Emmanuel Agbadu Akabe has also visited the University on a fact finding mission. He also visited those who sustained injuries.

“Those found to be involved in anyway will be apprehended and prosecuted accordingly,” the statement read in part.

The Federal Capital Territory (FCT) Police command has announced the successful rescue of 14 abducted persons at Ukya village in Nasarawa State, which borders Abuja.

The rescue operation was carried out by operatives from the anti-kidnapping unit and the Rubochi Division Police Headquarters at approximately 5:30 on Wednesday.

FCT Police Public Relations Officer, Josephine Adeh, revealed on Thursday that the hostages were rescued unhurt and have since been joyfully reunited with their families.

A fierce clash over a land dispute between the Gbagyi and Bassa ethnic groups in Kudu village, Toto Local Government Area of Nasarawa State, has resulted in seven fatalities and numerous injuries.

The conflict erupted when members of the Bassa ethnic group allegedly invaded a community where the Gbagyi people had established their farming activities. A resident, speaking anonymously in Lafia on Tuesday, revealed that aside from the casualties, many houses and valuable farm produce worth millions of naira were destroyed during the clash. The resident expressed concern over escalating attacks, calling for urgent intervention in the troubled Kudu community.

In response to the crisis, Nasarawa State Governor Abdullahi Sule addressed the issue during an emergency executive council meeting held at the Government House, Lafia, on Monday. Governor Sule, while acknowledging that the matter was not initially on the meeting’s agenda, emphasized the urgency of discussing it due to the loss of lives in the Local Government Area.

Governor Sule outlined government strategies to tackle insecurity in the region and announced plans to convene a meeting involving the Gbagyi, Egbirra, and Bassa communities. The aim of the meeting is to address existing distrust and perceived acrimony among the communities.

“The security agencies have already moved in there, and we will be able to get to the bottom of it. But most importantly, the moment we return from Abuja, we are going to have a meeting of the Gbagyi, the Egbirra, and Bassa communities so that at the end of the day, we have to bring this to an end. It cannot go on in this unfortunate circle,” stated Governor Sule.
